Download logoWomen account for a slightly smaller proportion of COVID-19 infections and deaths compared with men, a preliminary analysis by the World Health Organization (WHO) in 28 African countries shows. The analysis based on COVID-19 gender specific epidemiological data provided by countries found that although women account for around 41% of COVID-19 cases, this ranges from 31% in Niger to over 57% in South Africa. In most countries, women are somewhat less likely to die from COVID-19 than men. For instance, in Cote d’Ivoire the case fatality ratio stands at 0.4% for women compared with 0.5% in men, while in the Democratic Republic of the Congo it is 2.2% versus 2.7% and 0.1% versus 0.5% in Seychelles. This comes despite women accounting for a large part of the health workforce which puts them at higher risk of infection. In Africa, more than 95 000 health workers have been infected with COVID-19. In Seychelles, women account for 71% of health worker infections, 64% in Eswatini, 55% in Cote d’Ivoire and 54% in Senegal. Further analyses are required to determine the factors behind the disparity in infections between men and women. However, some studies have suggested that biological, behavioural or social factors could be responsible. Other studies report that men are significantly more likely to suffer severe effects of COVID-19 and more likely to have pre-existing conditions, explaining the slightly lower fatality rate seen in women. However, the pandemic and the initial strict containment measures such as lockdowns, movement restriction and school closures accentuated existing vulnerabilities faced by women and girls. “The aftershocks of the COVID-19 pandemic on women and girls have been profound, leaving many grappling with heightened risks to their health and safety,” said Dr Matshidiso Moeti, the WHO Regional Director for Africa. “Our response must go beyond the clinical aspects of the pandemic and address the hidden crises that risk causing long-term effects to lives and livelihoods.” With the pandemic accentuating challenges to accessing essential health services, a WHO preliminary analysis in 22 countries found 10 reported a rise in maternal deaths, with the highest increases reported in Comoros, Mali, Senegal and South Africa between February and July 2020, compared with the same period in 2019. Nine of the 22 countries reported a decline in births in health facilities and an increase in complications due to abortions. Studies have also found that violence against women, and particularly domestic violence, increased in several countries as security, health, and financial worries created tensions and strains which were worsened by the confined living conditions of lockdown. The economic fallout due to COVID-19 has greatly affected women. Informal workers, most of whom are women, account for more than 90% of the labour force in sub-Saharan Africa, according to the World Bank. Informal sector jobs have been particularly hit by the pandemic. WHO is working with countries to mitigate the impact of the pandemic on women’s health. Several countries have implemented initiatives to ensure services for sexual, reproductive, maternal, newborn, adolescent and older people’s health are maintained. The projects include reorganizing antenatal care services and providing personal protective equipment to minimize COVID infection, mobile-based family planning services, self-care options for oral and injectable contraceptives as well as public private partnerships to deliver contraceptives and other family planning commodities. Dr Moeti spoke during a virtual press conference today facilitated by APO Group. She was joined by Oulimata Sarr, Regional Director, UN Women, Central and West Africa, and Yvonne Chaka Chaka, internationally renowned South African singer and humanitarian. Download logoThe Making Finance Work for Africa (MFW4A) partnership, hosted by the African Development Bank (www.AfDB.org), and the African Securities Exchanges Association (ASEA) have provided a recent progress update on the African Exchanges Linkage Project (AELP), which aims to connect Africa’s leading securities exchanges and boost cross-border investment flows. The AELP is a joint initiative of the Bank and ASEA involving seven leading African securities exchanges. AELP is funded by the Korea-Africa Economic Cooperation (KOAFEC) Trust Fund, one of the Bank’s bilateral funds. The updates were given during a virtual webinar held on 26 February. Among the AELP milestones discussed during the event were the establishment of six criteria to use in assessing the candidacy of exchanges wishing to join, establishment of a project management office and rollout of a communications program about the initiative. The webinar was held as the historic Africa Continental Free Trade Area agreement (AfCFTA), entered nearly three months of operation since 1 January. Wamkele Mene, Secretary General of the African Continental Free Trade Area (AfcFTA) Secretariat, and one of the main speakers said the agreement aimed to double intra-African trade by 2035 and support industrial development to make Africa competitive. “This is why it is so important that we confront these challenges together of directing investment to industrial development for Africa.” Mene also acknowledged the importance of capital markets in general and the African Securities Exchanges Association in particular. “I look forward to a partnership where both will confront this challenge of mobilizing investment for productive sector capacity on the African continent,” he said. Other speakers during the webinar included Felix Edoh Kossi Amenounvé, President of the African Securities Exchanges Association (ASEA); Stefan Nalletamby, Director, Financial Sector Development Department, African Development Bank; Willie Njoroge, acting Secretary General of African Stockbrokers and Securities Dealers Association (ASSDA) and AELP Project Manager Tom Minney. Minney provided an update on the ongoing procurement of an order-routing technology platform, the AELP Link, which will make it easier for an investor in any participating market to buy and sell securities listed on other participating exchanges. The seven AELP exchanges are: Bourse Régionale des Valeurs Mobilières (integrating the exchanges of Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo); Morocco’s Casablanca Stock Exchange; the Egyptian Exchange; the Johannesburg Stock Exchange, the Nairobi Securities Exchange; the Nigerian Stock Exchange and the Stock Exchange of Mauritius. Collectively, AELP covers 14 countries, 1,055 African companies and a market capitalization of $1.2 trillion, or 95% of the market capitalization of all African exchanges. By Charnè Hundermark As one of leading resource-rich countries in sub-Saharan Africa, Mozambique has the potential to not only significantly advance its own socioeconomic status, but also dramatically boost economic growth throughout the region. According to the World Bank Group, regional integration helps countries to overcome divisions that impede the flow of goods, services, capital, people and ideas. As large-scale energy projects are expected to come online in Mozambique through 2023, the country has observed renewed political commitment to establishing sustainable regional integration with neighboring governments and private operators. By prioritizing cross-border cooperation across its energy value chain, Mozambique is well-positioned to achieve shared objectives, including widespread electrification, establishment of energy security and access to a wider regional market. Hydropower Spurs Regional Electrification Mozambique is one of the top electricity exporters in Southern Africa, largely due to its significant hydropower resources and growing gas-to-power potential. The 2,075 MW Cahora Bassa Hydroelectric Dam in Mozambique represents the largest hydropower facility in Southern Africa and has enabled the country to become a top regional electricity exporter. With only 500 MW procured for domestic use, Mozambique transports the surplus electricity to neighboring South Africa, Zimbabwe and Botswana. Through the establishment of the Southern Africa Power Pool – as well as cooperation agreements with Zimbabwe and South Africa – Mozambique has been able to effectively monetize its hydropower resources through proven demand linkages. What’s more, this form of regional integration has allowed electricity-deficient countries in the region to increase their own electricity access rates and reduce associated costs for their growing populations. Integration Increases Market Accessibility The World Bank Group has posited that fragmentation within sub-Saharan Africa has led to the creation of small, isolated domestic markets characterized by high production costs and low investment. By spearheading regional integration, resource-rich nations such as Mozambique can connect to growing markets within the sub-region, including Tanzania, Zambia, Uganda, South Africa, Rwanda and Angola. As a growing number of African countries re-direct their focus on cleaner sources of energy, such as natural gas, regional integration can ensure that Mozambique’s sizable reserves are effectively monetized. By prioritizing infrastructural connectivity, Mozambique can establish a direct link to viable Liquefied Natural Gas (LNG) markets for export. Moreover, regional integration can lower the cost of getting Mozambican gas to market. By integrating infrastructure and pooling resources, countries can bridge supply, gain direct access to regional markets and utilize both current and emerging infrastructure, in turn significantly reducing project costs for all parties involved.   Mozambique Drives Regional Growth According to the World Energy Council, security of supply remains one of the primary drivers of the development of interconnections between countries. Facing challenges such as lack of critical infrastructure, depletion of national energy resources and the need to diversify energy supply, countries such as Zimbabwe and South Africa are turning to Mozambique as a viable energy supply solution. By leveraging these connections, Mozambique can ensure energy success, secure vital foreign currency revenues and establish strong bilateral relations, spurring long-term regional economic growth in the process. Moreover, the World Energy Council notes that the provision of affordable, modern energy to developing countries to meet growing demand will have a domino effect on productivity and macro-economic growth. For international investors, regional integration among developing countries can foster a more attractive investment climate as a result of shared resources, and therefore, increased security and alleviated risk. In fact, regional integration may lead to a greater influx of capital for projects compared to individual domestic developments. This is evidenced by projects such as the African Renaissance Pipeline Project – a 2,600-km natural gas pipeline linking Mozambique’s natural gas to South Africa’s growing demand – and the Temane Natural Gas Project – a collaborative gas-to-power project between the Mozambican Government and South African energy and chemical company Sasol. By drawing on integration opportunities, Mozambique can drive sectoral growth and establish itself as both a regional and global competitor. Still, significant challenges must be addressed if Mozambique is to realize the full scope of its industry growth and success. The lack of adequate complementary policies and regulations may lead to ineffective outcomes and inhibit productive cooperation. Additionally, the World Bank Group suggest that countries may hold varying priorities for regional integration, depending on their connectivity gaps, economic geography or preference for sovereignty in specific areas. By addressing these concerns, Mozambique will be better equipped to monetize its natural gas resources, in which regional integration can ensure maximum project success. There has been growing momentum in the energy sector which appears to give credence to governments across the world’s commitment to transition to low-carbon economies. Egypt captain Farida Elzakzouk hopes her side’s success at the recent Arab Sevens can help provide a springboard for the women’s game in the African nation. Fielding an international team for the first time in a decade, hosts Egypt won the women’s tournament without conceding a single point, beating Lebanon, Syria and the UAE in Alexandria. “It was amazing, to be very honest, because that&#39;s really the first time we actually played next to each other,” Elzakzouk told World Rugby. “We won the tournament with a clean sheet, which is amazing because we didn&#39;t expect that.  “We knew that we were good and so on, however, we didn&#39;t expect this progress. So, we&#39;re really excited to participate in other tournaments.” GOOD PUBLICITY The Egyptian Rugby Football Union was convinced to provide funding, and coaches, for the team by Transforma Panthers player Menna Sedky, who was part of the squad in Alexandria. Elzakzouk revealed that the team has since been invited to play in international competitions in Africa, and she has her sights set on helping Egypt earn their place in regional qualifying for Rugby World Cup Sevens 2022. “More people are talking about rugby in Egypt right now,” she added. “A lot of people are coming to me [and asking:] &#39;How can I come?&#39; &#39;How can I play?&#39;  “So, I&#39;m really happy that this hype just gave rugby the good publicity it needs in Egypt. So, I really hope that in five years the teams get bigger, we have more numbers in the national league in Egypt, which means that we&#39;ll have a better chance of reaching better positions when it comes to other [tournaments], whether in Africa or in the Arab world or even on a global level.” Although Egypt beat Syria 31-0 in the pool stage and then again by the same score in the final, Elzakzouk admitted that it was the team led by Sarah Abd Elbaki who made them most nervous. Abd Elbaki has become an influential figure (https://bit.ly/30e1GeJ) in women’s rugby in the Arab world, and when she isn’t captaining her country, works as Syria Rugby’s Head of Women’s Rugby Development, is an assistant coach for the men’s national team and a referee. “We all knew how great she is,” Elzakzouk said. “Everyone says that she&#39;s well known and she coaches different teams and she&#39;s very known [on] the rugby field. “So, we were really nervous to play against her. However, I believe that our coaches really gave us a lot of the knick-knacks, how to [cope].” INTRODUCING RUGBY TO A NEW AUDIENCE Abd Elbaki found out that she would be captain in Alexandria a month before the tournament, when the squad began its preparation for Egypt. “It&#39;s an amazing feeling, I&#39;m so proud,” she said. “It&#39;s an honour, actually, to be the captain of such a wonderful team and strong ladies. And, I&#39;m just so proud and honoured to be the captain.” Abd Elbaki added: “We had our eyes on the gold medal, to be honest. But unfortunately, we lost because Egypt is such a strong team and it&#39;s their land, and [their players] have huge experience.  “So, they were a tough number for us. But, we did our best to be honest. We were fighting in that game.” Unsurprisingly for someone who juggles four very different roles, as a player, coach, referee and administrator, Abd Elbaki is unsure which one will eventually dominate her time. “It&#39;s not easy, to be honest, but when you love something you just give it all you&#39;ve got,” she explained. “I try to focus, I try to make a transition between all of them and to clear my mind.  “So, it&#39;s not easy, but I manage to do it and I didn&#39;t choose what I want to do for the future, [yet]. But, I just want to keep on trying all of them until I find my right path.” What is in no doubt is the young Syrian’s drive and passion for rugby, and Abd Elbaki is determined to showcase the game to as many women around the world as possible. “I&#39;m so happy because this is my goal, you know, this is what I want to do,” she said about her growing profile in the game.  “I just want to introduce rugby to every woman in my country and not only in my country, in Asia and in the world.  “So, it&#39;s really an amazing thing when you can be in a place where you can meet more women. The entire globe is currently undergoing one of the largest and most complex vaccination campaigns in history, and, not surprisingly, scammers and sellers on the dark market have been eager to make a profit off the process. Kaspersky (https://africa.Kaspersky.com) researchers examined 15 different marketplaces on the Darknet and found advertisements for three major COVID vaccines: Pfizer/BioNTech, AstraZeneca, and Moderna. There were also sellers advertising unverified “COVID19” vaccines. The majority of sellers came from France, Germany, the UK, and the USA, and the prices per dose ranged from $250 to $1,200, with an average cost of about $500. Communications are made via encrypted messaging apps like Wickr and Telegram, while payments are requested in the form of cryptocurrency, primarily bitcoin. The majority of these underground sellers have made between 100-500 transactions, indicating that they’ve been completing sales but what exactly Darknet users are purchasing remains unclear. With the information available to Kaspersky experts, it’s impossible to tell how many of the vaccines doses being advertised online are actual doses (many medical facilities have found themselves with leftover doses [https://nbcnews.to/3c2pEzi]) and how many advertisements are a scam. Even if you did receive something in the mail, most likely what you would receive would not be an effective, valid dose. More importantly, obtaining such doses is illegal. “You can find just about anything on the Darknet, so it’s not surprising sellers there would attempt to capitalise on the vaccination campaign. Over the past year, there have been a whole host of scams exploiting the COVID topic, and many of them have been successful. Right now, not only are people selling vaccine doses, but they’re also selling vaccination records &#8211; pieces of paper that can help you travel freely. It’s important for users to be cautious of any “deal” related to the pandemic, and, of course, it’s never a good idea to buy a vaccine off the Darknet,” comments Dmitry Galov, security expert at Kaspersky. To stay safe from scammers at the time of COVID, Kaspersky experts recommend: 	Never buy products &#8211; including vaccine doses &#8211; on the Darknet. 	If you see an advertisement for something related to COVID, look carefully at the URLs of the sites that you visit. If just one letter looks out of place, or if the usual .com has been replaced with .com.tk or something along those lines, your gut should tell you it’s phishing. Never enter personal information on such a site. 	Pay attention to grammar and layout on both the sites you visits and the emails you receive. If something smells phishy, it probably is. Each of the league’s 30 teams submitted one ballot per coaching staff. The World Team includes five players who participated as campers in Basketball Without Borders (BWB), the NBA and FIBA’s global basketball and development community outreach program: Avdija (BWB Europe 2018; BWB Global 2019), Barrett (BWB Global 2017), Campazzo (BWB Americas 2009), Dort (BWB Global 2017) and Hachimura (BWB Global 2016). NBA opening-night rosters for the 2020-21 season featured 107 international players from 41 countries, marking the seventh consecutive season that opening-night rosters had at least 100 international players. Energy Industry Congratulates President Nyusi of Mozambique, Backs Africa Oil & Power Capacity Building Initiatives

SA Rugby (www.SARugby.co.za) recognised World Rugby’s decision to recommend the postponement of the 2021 Rugby World Cup to next year, saying although it is disappointing for the Springbok Women’s team, it was understandable and sensible. World Rugby announced late on Tuesday that it had made the difficult decision to recommend the postponement of the Rugby World Cup, which was scheduled to be hosted in New Zealand between 18 September and 16 October, until next year due to the evolution of “the uncertain and challenging global COVID-19 landscape.” The recommendation will be considered by the Rugby World Cup Board and World Rugby Executive Committee early next week. “I share Springbok Women’s coach Stanley Raubenheimer and the team’s disappointment, especially after all the hard work they have been putting in since last year in preparation for the tournament,” said SA Rugby CEO Jurie Roux. “But that said, the Rugby World Cup is the biggest stage in rugby and in order for such a tournament to live to up to its billing, it is essential that the correct structures are in place for all the teams to perform to the best of their abilities. “Since this is not possible due to the challenges presented by the fluid nature of the COVID-19 pandemic, we understand the decision to recommend the postponement of the event.” Raubenheimer adopted a logical view to the decision and said: “The key aspect is not that we are disappointed, it is the fact that that the health and safety of everyone concerned is more important. “We would have been very disappointed if the Rugby World Cup was cancelled, but this is just a postponement of the tournament.” SA Rugby High Performance Manager for Women’s rugby, Lynne Cantwell said: “While we are extremely disappointed in South Africa, we see the opportunity in allowing the Springbok Women more time to train and prepare in their present high performance set-up for the World Cup.” According to World Rugby’s statement it had become clear in recent discussions with key partners including New Zealand Rugby, the New Zealand Government and participating unions, that, given the scale of the event and the COVID-19-related uncertainties, it would not be possible to deliver the environment for all teams to be the best that they can be on the sport’s greatest stage. The challenges included the uncertainty and ability for teams to prepare adequately for a Rugby World Cup tournament both before and on arrival in New Zealand and challenging global travel restrictions. Raubenheimer immediately redirected his attention to forward planning and said: “It is a now a question of realigning our goals and setting a new timelines for ourselves going forward. We cannot wait for the new dates to be announced so that we know how to prepare.” He added: “In terms of time, is might not be a bad thing for us because as I have said previously, time was the one thing we couldn’t get, but needed, and we will now have more time in our preparation for the World Cup. “This will give the players more time to play and really get to know what is expected of them from a physical and emotional perspective. SA Rugby recognises recommendation to postpone Rugby World Cup (RWC)

Download logoThe African Development Bank’s Board of Directors (www.AfDB.org) today approved $27.2 million in loan financing for the design, construction and operation of a 200 MW photovoltaic solar power plant at Kom Ombo, in Upper Egypt on the river Nile. The project is expected to lower electricity costs for businesses and residences, as well as reducing greenhouse gas emissions and creating construction and other jobs.   The project’s total cost is estimated at $156.4 million. In addition to the Bank’s financing, structured as a senior loan, the European Bank for Reconstruction and Development, the Green Climate Fund (GCF), Arab Bank and the OPEC Fund for International Development will contribute funding. The plant, 800 km south of Cairo, is owned by ACWA Power, a leading Saudi Arabian developer, investor and operator of power generation and desalinated-water plants worldwide. “We are delighted to support this project that will deliver one of the lowest generation tariffs on the continent,” said Kevin Kariuki, the Bank’s Vice President for, Power, Energy, Climate and Green Growth. He added that “the project supports Egypt’s energy transition and contributes towards the country’s achievement of its targeted 20% share of renewables by 2022.” Egypt’s economy has continued to grow during the COVID-19 pandemic, and its electricity demands are increasing at an average annual rate of 7%. By increasing Egypt’s installed power generation capacity from renewable sources, the plant is forecast to reduce greenhouse gas emissions more than 7 million tCO2e equivalent over a 25-year period. During the construction phase, 800 jobs will be created. Egypt’s electricity grid is linked to those of neighbors Libya and Sudan, and the plant has the potential to greatly contribute to energy trading and electricity access in the region. The project aligns with Egypt’s national Integrated Sustainable Energy Strategy and the Bank’s New Deal on Energy for Africa (http://bit.ly/3kF5Q97), which aims to increase the share of renewable energy through innovative financing in Africa’s energy sector. The project also advances the institution’s Light Up and Power Africa High-5 strategic priority.  The Bank’s Deputy Director General for North Africa, Malinne Blomberg said that “the newly approved transaction is a continuation of the Bank’s long-standing partnership with the Government of Egypt and its strong support for the country’s reform agenda.” In addition to advancing the country’s green development, “the Kom Ombo project is also contributing to the sustainability of a sector that is essential for Egypt’s competitiveness and industrial development. Egypt: the African Development Bank approves  a loan of over $27 million to establish Kom Ombo solar power plant

Download logoUN experts today urged Nigeria to prioritise specialised rehabilitation measures for the hundreds of abducted children left deeply traumatised after their release and to strengthen protection measures for those at risk. “Social inclusion of these children requires the provision of long-term measures aimed at restoring their physical and psychological well-being,” the experts said. Sensitising families and communities to the importance of reintegration is imperative for them to be able to build renewed social relations with families and communities and to overcome stigma. The experts also criticised the lack of an effective investigation into the abduction of 344 students from a boys’ boarding school in Kankara, Katsina State, in December 2020 and released a few days later. “We are concerned about the total lack of transparency and of effective action almost three months later,” the experts said. “There has still not been an impartial, independent investigation into the abductions nor specialised rehabilitation for the children after the incident. “Due to such incidents, many children have not returned to class and some schools have already closed down in the border areas out of fear of reoccurrence. This may mean an end to education for these children.”  The experts said they were also anxious about the repercussions for the 279 schoolgirls released on 2 March 2021  after being abducted last week in the northwest Nigerian State of Zamfara. The abductions are not isolated cases – on 17 February 2021 at least 27 students, three staff, and 12 family members from a college in the area of Niger State were also abducted and released 10 days later. “We are alarmed at reports that an unknown number of women and girls have been abducted in recent years, and subjected to domestic servitude, forced labour, sexual slavery through forced marriages, forced and unwanted pregnancies,” the experts said. “Serious concern is expressed about the physical and psychological integrity of these individuals, who are at increased risk of exploitation, trafficking, sexual and gender-based violence and other forms of violence,” they said. They said the Nigerian government has international legal obligations to protect the right to life, liberty and security of a person, as well as the obligation to adopt effective measures and policies to prevent exploitation. “We urge the Government to adopt effective preventive measures to avoid the re-occurrence of these acts and in particular to strengthen protection measures for children at risk and guarantee access to relevant support services, including sexual and reproductive health and services for women and girls.” The experts also urged the Nigerian government “to conduct an impartial and independent investigation without further delay. We further remind of the provision of effective remedies and assistance”. “Government should promote the expansion of community-based programmes to support the care, rehabilitation and reintegration of girls and women. These programmes should include psychosocial support and counselling, including to families”,  as recommended in the report of the Special Rapporteurs on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, on the sale of children, child prostitution and child pornography and on contemporary forms of slavery, including its causes and consequences, on their joint visit to Nigeria in 2016. Eighteen patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers in the Central and Southern Regions. Out of these, fourteen patients are from Quarantine Centers in Asmara, Central Region.  The other four patients are from a Quarantine Center in Mendefera, Southern Region. On the other hand, eighty-three patients who have been receiving medical treatment in the Southern (81), and Central (2), Regions have recovered fully and have been discharged from these facilities. The total number of recovered patients to-date has accordingly risen to 2,344 while the number of deaths stands at seven.
