Download logoThe United Nations World Food Programme (WFP) has expressed its deepest sympathy and condolences to the family, colleagues and friends of three people killed, today, in an attack on a delegation travelling on a field visit in the east of the Democratic Republic of Congo (DRC). A number of other passengers travelling with the delegation sustained injuries during the attack. The three fatalities have been identified as the Italian Ambassador to DRC, Luca Attanasio, an Italian embassy official, and a WFP driver. The delegation was travelling from Goma to visit a WFP school feeding programme in Rutshuru when the incident took place.  WFP will work with national authorities to determine the details behind the attack, which occurred on a road that had previously been cleared for travel without security escorts. The EU recognises that the ongoing COVID-19 pandemic and its socio-economic consequences are increasingly having a negative impact on human rights, democracy and the rule of law, including civic space. The pandemic further deepens pre-existing inequalities and increases pressure on persons in vulnerable situations. In light of this, the EU reaffirms that a socio-economic response with human rights at its core will allow for a better and more sustainable recovery. The EU undertakes to ensure that its response to COVID-19 upholds the dignity and human rights of all without discrimination of any kind. No one should be left behind and no human right ignored. Human rights, democracy and the rule of law will therefore remain at the heart of the EU’s response to the COVID-19 pandemic, as stated in the Council conclusions on the EU Action Plan for Human Rights and Democracy 2020-2024. EU action should also be guided by the Paris Agreement on climate change and the 2030 Agenda for Sustainable Development, as the COVID-19 pandemic is also a wake-up call to the even greater threat of climate change and environmental degradation. Yesterday evening, Special Envoy Ján Kubiš had a substantive telephone call with the President of the Presidency Council designate, Mr. Mohammed al-Manfi, and discussed the way forward on the holding of a House of Representatives vote of confidence session. He reiterated the support of the Security Council to the Libyan Political Dialogue Forum outcomes. On 9 February, the President of the Security Council issued a statement, expressing “The Security Council welcome to the agreement reached by the Libyan Political Dialogue Forum (LPDF) on a new unified interim executive authority charged with leading the country to elections.” The Security Council also called on the interim executive authority to agree swiftly on the formation of a new, inclusive government, as set out in the roadmap agreed by the Libyan Political Dialogue Forum in Tunis, and to make the necessary preparations ahead of national Presidential and Parliamentary elections planned for 24 December 2021.  The Security Council further called on the interim executive authority to improve services and launch a comprehensive national reconciliation process. As part of his outreach efforts to the Libyan parties to expedite and ensure the implementation of the LPDF Roadmap, and help Libya put in place the new interim executive authority, the Special Envoy met today members of the Constitutional Drafting Assembly. Download logoThe stance by some sections in the continent that the Federation of International Football Association’s (FIFA’s) interest in the beautiful game in Africa is driven by a colonialism narrative is a misconception. These deepening ties indicate a major shift in FIFA’s objectives since 2016 under the leadership of the Gianni Infantino, who succeeded the controversial Joseph Blatter, under whose watch the game in Africa was synonymous with individuals misusing FIFA funds to enrich themselves. Spending has increased considerably to FIFA’s 211 football federations under the administration of Infantino, who assumed office in 2016, bringing to an end Blatter’s controversial reign (1998 to 2015). Before Infantino, FIFA allocated between US$250 000 and $300 000 every yearly to each federation. That amounts to roughly $60 million. The irony is that under Infantino, revenues to FIFA have not increased significantly but under a similar budget, the global mother body has under increased allocations to the federations fivefold. FIFA now channels up to US$1,5 million every year to each of its member associations. “That’s more than $300 million every year, five times more than in Blatter days,” tallied an African federation president. The increase in allocations is in line with Infantino’s electoral manifesto, via the Forward Programme. The financial outflows have raised questions as to why, with the more or less the same revenue, FIFA now distributes five times more than in the past. The distribution of money, under the aegis of the Forward Funds, is to grow the game worldwide. “This is a key part of Gianni Infantino’s vision to make football truly global,” said a longtime observer of African football. “HE (Infantino) doesn’t mean that he wants football to become popular worldwide. This is already a reality. What he means is that he would like to see countries and clubs outside Europe to be football powerhouses and to democratize competitiveness in all the continents.” The Confederation of African Football (CAF), with 54 member associations, is FIFA’s biggest confederation in terms of country members. Africa is lauded for its passion, talent and potential to shine in the global stage. However, bad governance has stifled this. “Some sectors of African football occasionally cast doubts on why FIFA is interested in CAF and African matters and use a dated ‘colonialism’ narrative,” said a CAF official on condition of anonymity. The official said such people represented the past in which a handful of officials were enriching themselves at the expense of football. “The future should be made in partnership. Taking the future in its own hands and in full independence doesn’t mean Africa should be ashamed of working hand in hand with FIFA. African and world football will only have to win with it,” he added. Infantino recently embarked on a tour of Africa. One of the highlights of his itinerary has been the inauguration of a regional development office in the Republic of Congo and Rwanda. It furthers FIFA’s commitment to support member associations in the delivery of infrastructure, competitions, development and education projects. Four of these offices are located in Africa. They are in Dakar (Senegal), Johannesburg (South Africa), Brazzaville (Congo) and Kigali (Rwanda). Infantino reminded that FIFA had increased the number of African national teams eligible to qualify for the FIFA World Cup in 2026 from five to nine or ten. “FIFA wants to see African football reach the highest of heights and we are certain that our network of regional offices will complement the work already underway to elevate African football,” the FIFA president said to the media covering his visit. Download logoThe Emerging Africa Infrastructure Fund (EAIF), a Private Infrastructure Development Group (PIDG) (www.PIDG.org) company, has committed to buy up to US$50,000,000 of a bond issue by Liquid Telecommunications, that is being launched on Monday 22rd February 2020. The bond (“The New Note Offering”) aims to raise US$600 million which will be used to refinance existing debt and for corporate purposes. The issuer will be Liquid Telecommunications Financing plc, a wholly-owned subsidiary of Liquid Telecommunications Holdings Limited. EAIF, acting through its agent Ninety One SA (Pty) Ltd, along with The International Finance Corporation (IFC) and DEG-Deutsche Investitions-und Entwicklungsgesellschaft mbH (DEG), have committed to place orders to purchase up to an aggregate US$178mm in the New Note Offering. Liquid Telecommunications has built Africa’s largest independent fibre network of over 73,000km. The company serves  telco and digital industry customers and commercial, public sector and domestic users with a broad range of connectivity, hosting and cloud based products, including Microsoft 365 and Microsoft Azure. Sumit Kanodia, an Investment Director at EAIF’s manager, Ninety One, says, “Growing Africa’s digital infrastructure is a key foundation stone in recovering the continent from the global economic devastation of Covid. EAIF has supported the growth of Africa’s digital and telecommunications sector since 2003. The availability means stability of all facility equipment and more peace of mind for our customers aside from the added benefit of reducing carbon footprint.” He also explained “the company has started to reap the full benefits of its green power initiatives embarked upon some years ago with an investment of close to $1m in direct connection of its Lekki Data Centre to the national grid in order to enjoy 100% power availability from the grid.” Since it launched in 2015, MDXi has operated carrier-neutral facilities and has harnessed MainOne’s network footprint to not only interconnect all major network and content providers in the West African sub region, but also enable ISPs and virtual network operators connect to the Data Centers to provide services to hosted customers. The organization has a focus on deliberate action and a commitment to doing what is right even though it comes at a high cost. Obtaining 100% of its power supply from the National Grid due to private investment implies the company can reduce its dependence on burning fossil fuels. In addition, even before construction commenced, the organization ensured that the Data Centre was positioned in a location with ease of access to the national grid.  “As a market leader in Data Center solutions, MDXi ensures that energy efficiency and environmental sustainability is a major aspect of our centers, like the upcoming Lekki 2 and Sagamu Data Centers and the new Appolonia (Accra) Data Centre which received its Tier III design certifications and will be ready for commissioning in a couple of weeks” Adegbiji added. FIFA (www.FIFA.com) President Gianni Infantino stressed the importance of unity among member associations, regional organisations and continental confederations in his address to the Council of Southern African Football Associations (COSAFA) Annual General Assembly in Johannesburg, South Africa, prior to attending a meeting with South African President Cyril Ramaphosa in Cape Town. “COSAFA is very important in this part of the world, and as part of the FIFA Forward programme, in which we introduced a strong support to the zonal organisations.” the FIFA President said. “Nevertheless we can and want to do more so we need to be united and work together in a true spirit of cooperation.” The FIFA President highlighted that African football should look to prepare to optimum levels for the 2026 FIFA World Cup, which will see the number of African teams participating in the competition increase from five to nine or ten. “Doubling the number of teams participating in the World Cup is crucial because it can have an impact on youth and the entire football community as it gives many more countries a concrete chance to qualify. This can trigger investments from governments and the private sector, which can help the member associations further develop football in their respective countries,” he added. “In order for African teams not only to participate, but to shine at a world stage, the work has to start now. Africa should be united to get back what it has given to global football, and this can only happen if we all work together.” Subsequently, in Cape Town, the FIFA President discussed the importance of football as a vehicle for positive development in society with President HE Cyril Ramaphosa, the President of the Republic of South Africa and former Chairperson of the African Union (AU). The meeting also referenced Saturday’s productive meeting held with the President of the Democratic Republic of Congo and current AU Chairperson, Félix Tshisekedi, and the imminent launch of a pan-African schools football tournament. The two presidents also talked about the unifying power of football throughout the continent, while emphasising the importance of South Africa as hub for football in the region, one of the reasons why FIFA decided to locate one of its four African FIFA Regional Development Offices there.
