Exploring strategies to deepen private sector participation in the implementation African Continental Free Trade Area (AfCFTA) was the highlight of a panel session during the 2021 WTO Aid-for-Trade Stocktaking meeting.

The African Development Bank (www.AfDB.org), the United Nations Industrial Development Organization (UNIDO) and International Trade Centre (ITC) organized the session held on Wednesday 24 March.

“The success of the AfCFTA hinges on the ability of African firms to understand and capitalize on the trade related opportunities offered by the AfCFTA,” said Pamela Coke-Hamilton, International Trade Centre (ITC) Executive Director.

The Aid-for-Trade initiative – which promotes the role of trade in development and supports building productive capacities– should focus on three priorities to boost the private sector’s role in AfCFTA: empowering businesses with skills and know-how; fostering multi-stakeholder partnerships to attract investment for greater value addition and enhancing market connections using e-commerce and digital platforms, Coke-Hamilton said. 

Also participating were: Mr. Alan Kyerematen, Ghana Minister of Trade and Industry; Mr. Li Yong, Director-General of UNIDO; Mr. Solomon Quaynor, African Development Bank Vice President, Industry, Infrastructure, Private Sector and Trade; Ms. Tania Rödiger-Vorwerk, Director, Private Sector, Trade, Employment and Digital Technologies in Germany’s Ministry for Economic Cooperation and Development; Ms. Glwadys Tawema, CEO of Benin firm, Karethic; Mr. Emmanouil Davradakis, Senior Economist, European Investment Bank; Mr. Paul Walters, Director for Trade &#038; Development, UK Foreign, Commonwealth and Development Office and Mr. Michael Kottoh, Head of Strategy &#038; Research, AfroChampions.
“This is a trade area of the people, so we need to understand and engage the people to go forward and believe in this dream of an African free trade area,” said Ambassador Usha Dwarka-Canabady, Permanent Representative of Mauritius at the United Nations Office at Geneva and coordinator of the African Group at the World Trade Organization, who moderated.
Discussion focused on boosting  private sector involvement in policy dialogues on trade, investment and infrastructure, strategies to increase participation by micro, small and medium enterprises, and the need for greater partnerships to attract investment in promising industries.
Kyerematen proposed that bridging information gaps between governments and the private sector would help build confidence around the free trade agreement and noted that fiscal incentives, including subsidies, might be needed in some instances.
Li emphasized the private sector’s role in speeding up industrial development and economic diversification, particularly in the context of the ongoing pandemic and other development challenges.   “The private sector accounts for 80% of total production, two thirds of investment, three-quarters of credit and employs 90% of the working age population.” He also noted “several determining factors, including an enabling business environment, affordable connectivity, accelerated digitalization and opportunities to forge strong public-private partnerships” as crucial to ensuring businesses’ commitment to trade and invest in the AfCFTA.

The African Development Bank, UNIDO and the ITC have each engaged with the private sector at the continental, regional and sub-national level to facilitate the African business community’s access to the new single market, said Vice-President Quaynor.

The African Development Bank is actively supporting or looking to support initiatives to boost trade and improve livelihoods for Africans, Quaynor said, citing the Ethiopian Commodity Exchange as a model to  be replicated across Africa, referring to the commodities exchange established in 2008 that is transforming the country’s agricultural trade.

“African farmers receive only 20-25% of the final price of their market produce, compared to the 70-85% that Asian farmers receive.”

Quaynor also named AfroChampions, a public-private partnership designed to accelerate economic integration and support the emergence of African multi-nationals, as an initiative that is making an impact.

The meeting comes in the wake of the entry into force of the AfCFTA on 1 January 2021. The free trade area  brings together 1.3 billion Africans in a $3.4 trillion economic bloc. The bloc is the largest free trade area since the establishment of the World Trade Organization, and economists project that its benefits and impacts could lift tens of millions out of poverty over the next 15 years.

The terror attacks on Palma are not simply targets of opportunity. They are strategic targets. The goal is to destroy Mozambique’s government’s ability to produce, export gas, fight poverty, create jobs and to make it clear that the government cannot protect oil company personnel or assets.

This is terrorism and must be condemned in all forms. These terrorist attacks if not taken seriously will cost the Mozambican government billions of dollars in lost investment and LNG earnings.

The African Energy Chamber is encouraged by the response of the President Nyusi and the Mozambique government. We continue to closely monitor the situation in close co-ordination with authorities in Mozambique and the energy companies.

“The international community is slowly realizing that the issue of terrorism is not only a Mozambique problem but a global problem. A swift and coordinated global response is needed to confront these band of terrorist, whose only goal is to inflict pain and poverty into a population that is already in distress” stated NJ Ayuk, Executive Chairman of the African Energy Chamber. 

“President Nyusi and Mozambique should not be left to solve this alone. The International community must support President Nyusi with the needed assistance to secure peace and stability. After that the President can also start the process of rebuilding what has become quite a fractured population in Cabo Delgado” conclude Ayuk.

The tangible improvements to the security environment in Cabo Delgado have enabled energy companies to resume activities. The resumption is very positive, and credit must be given to the government and the energy companies who see their work as contributing to the growth of Mozambique. Investments of billions of dollars have already been made, but an escalation of violence is putting the future of these investments at risk.

We also note that the interruption will result in minor delays in development schedule of key projects however, we are confident that the operators can minimize those and continue a rapid ramp-up of the projects.

There will be peace in Mozambique. It is not impossible. The Mozambican people are resilient and understand what is at stake. It will take time, diligence and discipline on the part of the government, and buy-in by the oil companies. The Mozambican economy will benefit from LNG earnings and more exploration.

 	WE, the Ministers responsible for Arts, Culture and Heritage from the following African Union (AU) Member States, met virtually on Thursday 25 March 2021. 
 	The Opening Session of the Ministerial Virtual Forum was addressed by H.E. Amira Elfadil, Commissioner for Health, Humanitarian Affairs and Social Development, by Mr. Dimitri Sanga, UNESCO Regional Director for West Africa and by H.E. Mrs. Kadiatou Konare, Minister of Culture, Arts and Tourism of the Republic of Mali and AU Champion on Arts, Culture and Heritage. 
 	The Forum was aimed at presenting, discussing and launching the AU Theme of the Year for 2021. ‘The Forum also presented an opportunity for Member States to reflect on their contributions on the implementation of the roadmap on the AU theme of the year for 2021. 
II.Preamble 

 	RECOGNISING that the arts, culture and heritage sector can play a catalyst role for the socio-economic development and integration of the African continent and that culture constitutes the basis on which the social and heritage capital is formed. FURTHER RECOGNISING the significant contribution of culture to poverty alleviation through job creation, social inclusion women and youth empowerment. 
 	ACKNOWLEDGING the fact that the African Union has not only included culture in all major continental development blue prints, such as the Lagos Plan of Action 1980-2000 and the African Union Agenda 2063; but also the AU has adopted various instruments pertaining to arts, culture and heritage sector including the Charter for African Cultural Renaissance (2006),  the Revised African Union Plan of Action on Cultural and Creative Industries (2008); the Statute of the African Audio-Visual and Cinema Commission (2019), and the AU Model Law on the Protection of Cultural Property and Heritage (2018).​ 
 	CONGRATULATING the decision of the African Union Policy organs that declared 2021 the year of arts, culture and heritage under the specific theme: ‘Arts, Culture and Heritage: Levers for Building the Africa We Want.’ A decision which will without doubt galvanize further the sector and which draws inspiration in the African Union Agenda 2063, a shared strategic framework and blueprint for inclusive growth and sustainable development of the continent. 
 	NOTING WITH CONCERN that the COVID-19 pandemic is still having a substantial negative impact on the arts, culture and heritage sector, leaving artists and cultural workers with fewer possibilities of producing  cultural goods and services despite the many initiatives by Member States to curb the negative impact of the pandemic on the sector. 
 	HAVING deliberated on the planned African Union activities on the Year of Arts Culture and Heritage and our roles and contributions thereof, HEREBY COMMIT TO: 
III.Operative Paragraphs

 	PROMOTE the AU theme of the year in national activities and events related to the arts, culture and heritage sector in order to upscale this momentum and contribute to the development of this valuable and essential sector to our economies. 
 	WORK CLOSELY with the African Union Commission (AUC) in the implementation of the roadmap of the Concept Note of the Theme of the Year for 2021 and disseminate scheduled national activities and programmes related to the theme of the year to ensure wider participation by AU Member States, Pan-African Cultural Institutions and partners. 
 	IMPLEMENT legacy projects at the national level during the African Union year of arts, culture and heritage in order to continue developing and promoting the sector. 
 	FAST TRACK the processes of ratification of the Charter for African Cultural Renaissance (2006) at national level to ensure that the Charter enters into force and it is launched this year as part of the activities of the year of arts, culture and heritage. 
 	ADOVATE for the implementation of the Assembly/AU/Dec. 772(XXXIII) which calls on Member States to allocate at least 1% of their national budget to the arts, culture and heritage sector by 2030. 
 	FULLY ENGAGE on the establishment of the Great Museum of Africa (GMA) a Flagship Project of the AU Agenda 2063 and PARTICIPATE in the launch and Media Event of the GMA Temporary Site to be held in Algiers, Algeria from 24 to 25 May 2021. 
 	ADVOCATE for the ratification of the Statute of the African Audio-Visual and Cinema Commission (AACC) and SUPPORT the Republic of Kenya on the operationalization of the Temporary Secretariat of the AACC to boost the development of the creative industry of audiovisual and cinema on the continent. 
 	CONTINUE implementing interactive and innovative measures and programmes in the arts, culture and heritage sector to enable that cultural workers can produce cultural goods and services to curb the impact and effects of the COVID-19 Pandemic on the sector. 
 	REQUEST the AU Commission to include activities related to the youth, diaspora and innovation on the roadmap of the AU Theme of the Year for 2021 in order to unleash their potential contribution to the sector. 
 	COMMIT to establish national mechanisms and initiate negotiations for the restitution/return of cultural property and heritage illicitly stolen and trafficked from the continent using the AU Model Law on the Protection of Cultural Property (2018),  the UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property (1970)  and the UNDROIT Convention on Stolen or Illegally Exported Cultural Objects (1995) as legislative frameworks. 
 	EXPRESS gratitude to the African Union Commission (AUC) for having organized the 2nd Virtual Forum of Ministers responsible for Arts, Culture and Heritage which was very informative and enable us to establish synergies in the implementation of the roadmap on the theme of the year for 2021.

The African Union Commission convened the 2nd Virtual Forum of Minsters responsible for Arts, Culture and Heritage to present, discuss and launch the Concept Note and Roadmap of the Theme of the Year for 2021.

On behalf of H.E. Moussa Faki Mahamat, Chairperson of the AU Commission, the Commissioner for Health, Humanitarian Affairs &#038; Social Development, H.E. Amira Elfadil Mohammed, welcomed all ministers present at the Virtual Forum, aimed at presenting, discussing and launching the AU Theme of the Year for 2021. ‘The Forum also presented an opportunity for Member States to reflect on their contributions on the implementation of the roadmap on the AU theme of the year for 2021.popularizing the AU theme of the year for 2021 and sensitizing them to engage and participate in the implementation of its matrix of activities and programmes.
“The AU theme of the year for 2021 was adopted by the AU Policy Organs as; ‘Arts, Culture and Heritage: Levers for Building the Africa We want.’ This theme was proposed by the former President of Mali H.E. Ibrahim Boubacar Keita on the occasion of 33rd AU Assembly. The theme was launched during the 34th AU Assembly under the leadership of the current Chairperson of the African Union H. E. President Félix Antoine Tshisekedi, the President of Democratic Republic of Congo (DRC)”, said Commissioner Amira.
The Commissioner further reflected back to the history of Africa in relation to arts, cultures and heritage. The Commissioner underlined the fact that “The three concepts have continuously been fundamental ingredients for our development. In many societies in Africa, if not all, creativity has been used to solve problems and put in place systems and structures which in most cases make those societies in Africa great. At this juncture we are availed with a whole year to reflect from our own Member States on how creativity and available creative industries can fast track our people&#39;s development as well as enhancing creative practitioners well-being and prosperity”.
The Commissioner expressed her confidence that the Forum would enable reflection and concrete actions for the ratification and implementation of various key arts, culture and heritage policy documents. These include the Charter for African Cultural Renaissance, the Statute of the African Audio Visual and Cinema Commission (AACC). She emphasized the importance for Member States to ratify the charter to enter into force.
Commissioner Amira Elfadil Mohammed concluded by briefing the Ministerial Forum about the status of the Great Museum of Africa (GMA), a flagship project of the African Union Agenda 2063. She informed ministers the temporary site of the GMA will be launched on 25th May 2021 ‘Africa Day’, in Algiers, Algeria.

Ambovombe is a landlocked district in southern Madagascar, where only about half of health facilities are accessible year-round because of poor roads and challenging terrain. And even if one could get there, the cost of transportation is too high, resulting in 61 percent of births taking place outside of a health facility, according to a 2018 survey.

“The working conditions were not easy. I have traveled hundreds of kilometres to visit isolated villages hidden in the vastness of the Androy region,” said midwife Dally of the Regional Reference Hospital of Ambovombe, recalling her early days in the region, which covers nearly 20,000 square kilometres. “Some women in labour try to reach the hospital by cart and the trip sometimes takes a whole day. This results in complications during deliveries, stillborn babies and pre- or post-partum haemorrhages and infections.”
When COVID-19 struck, even more patients stopped going to health centres, and Dally’s maternity team – three midwives and a few volunteers  – was stretched thinner still.
If women and young people would not go to her to exercise their reproductive health rights, Dally would have to go to them. So she did. 
No one left behind
For five months, two mobile clinics covered more than 10,000 kilometers to serve 59 remote localities in seven districts. More than 14,000 people benefited from pre- and postnatal consultations, family planning services, sexually transmitted infections (STIs) screening and treatment and educational sessions. 
“Children, women and men with their health booklets [medical records] in hand were eager to take advantage of the services available,” said Ida, a midwife from another locality’s hospital team who accompanied a mobile clinic to the small village of Bekitro. “Everyone was happy because the long-awaited moment had finally arrived. I will never forget their feelings of hope and joy expressed through their eyes and faces, which motivated me despite the difficulty during the trip.”
Volunteer community agents mobilized the village with megaphones and loudspeakers to draw the large crowd. The mobile clinics, an initiative of the Ministry of Public Health in partnership with UNFPA and supported by funding from Japan, served everyone who came, mostly women and girls between 15 and 49 years old.
The clinics also traveled to the commune of Beraketa, where Volana*, 35, was one of 2,120 people treated for an STI. In southern Madagascar, sexually transmitted infections are common, mainly due to the belief that a boy only becomes a man after contracting one.  
“I was so ashamed of my illness that I was afraid to go to the doctor and I had no money to treat myself,” Volana said. “Thanks to this mobile clinic, I received the necessary care and medication free of charge. It is with great joy that I will finally get rid of this burden.&#8221;
Family planning keeps futures open
At 16, Noria is in the third grade in Ambahita. “Many girls of my age are victims of early pregnancy and have had to drop out of school,” she said. “I have been urged to go for family planning to avoid getting pregnant, but as I am in class all the time, I have not had time to consult the doctor. Moreover, I am ashamed and I don&#39;t dare talk about it to anyone, even my parents.”
The mobile clinic showed her that family planning is a universal right and presented her with contraceptive options. Now, she is “happy to have this opportunity that will allow me to finish my studies and follow my dreams to the end.”

Mobile clinics deliver last-mile reproductive health care in Madagascar

Ethiopia faces one of the world’s most complex human mobility environments, with myriad social, economic, political and climatic factors driving the movement of people within and beyond its borders.

According to the latest National Displacement report prepared by the International Organization for Migration (IOM), over 1.8 million people in Ethiopia remain displaced across some 1,350 sites. At least another 1.2 million are returning from displacement to some 1,300 villages. Not spared by the onset of COVID-19, Ethiopia also had recorded by mid-March over 175,000 COVID-19 cases. More than 2,600 people have died.
Crucial among the development partners stepping forward to assist Ethiopia is the German government. Since 2019, Germany has provided financial support amounting to EUR 18 million for programming by IOM Ethiopia.
More than 280,000 crisis-affected persons are benefitting through life-saving assistance, including shelter construction and rehabilitation, access to safe water and sanitation, hygiene awareness, and site management support services in camp-like settings.
Four new Border Control Posts (BCPs) have been established and will go a long way toward reducing mobility restrictions and facilitating movement of goods, services and skills. Beyond commerce, IOM also views BCPs as vital for protecting people who may be prey to human smugglers and traffickers. The capacity of Ethiopia’s Department of Immigration (INVEA) also received a boost through the provision of equipment and training.
The funding, too, has been directed to the timely, safe, and orderly return of over 3,900 ex-combatants and their dependents who in 2018 were offered amnesty by the government.
Going forward, young Ethiopians will become the focus of a new initiative aimed at ensuring they are better informed of the risks and consequences of irregular migration. The onset of COVID-19 has also led to an increase in the number of returning migrants, some of whom have been forcibly repatriated, especially from the Arabian Peninsula.
IOM Chief of Mission in Ethiopia and Representative to the African Union and the Unite Nations Economic Commission for Africa, Maureen Achieng, commended Germany for its continued commitment to Ethiopia’s stability and development trajectory.
“Ethiopia continues to grapple with multiple challenges which in recent times have been compounded by the COVID-19 pandemic,” Ms. Achieng said. “In a context as challenging as this one, the importance of the support of a steadfast partner such as Germany, both for urgent humanitarian action as for longer-term development initiatives, cannot be overstated.”
Stephan Auer, Germany’s Ambassador, emphasized the importance of cooperation. “IOM is a decisive partner for our work in Ethiopia and beyond. With its vast experience as a humanitarian, peacebuilding, and development actor, IOM responds to some of the most important challenges in the country. Promoting safe and better migration and supporting vulnerable migrants remain some of our key priorities.”

IOM, Germany’s Strengthened Partnership Supports Thousands in Ethiopia

After months of protests and campaigning, youth climate activists in Namibia are urging the public to send an email to Namibian President H.E. Dr. Hage G. Geingob to save the Okavango Delta from the threat of oil exploration in the environmentally sensitive area. [1]

Last year, news that a Canadian oil and gas exploration company, ReconAfrica, planned the go-ahead with “conventional” and “non-conventional” drilling (ie fracking) in some of Africa’s most sensitive environmental areas sent shockwaves all over the world. The gas giant indicated that it planned to begin oil exploration in the Namibian headwaters of the Okavango Delta and the Tsodilo Hills, a World Heritage Site in Botswana.

Youth climate activists in the Namibian capital, along with several other environmental and human rights groups, reacted with international calls from all fronts to prevent the impending environmental catastrophe that not only impacts the area’s biodiversity &#8211; which includes a number of endangered species &#8211; but also communities who depend on the Kavango Basin to sustain their livelihoods. [2]

“The oil needs to stay in the ground,” said Ina-Maria Shikongo, a Fridays for Future (FFF) activist in Windhoek. “The exploitation would be a catastrophe – not only for the global climate, but also for wildlife, water resources and the livelihoods of local people”.

The ecological impacts of the projects are likely to be devastating. It would not only threaten bodies of water in the dry savannas of Namibia, but also Botswana’s UNESCO World Heritage Site, the Okavango Delta, with its unique biodiversity and huge populations of elephants, hippos, rhinos and birds. [3] Tourism, an important source of income, is in danger while other livelihood strategies of indigenous San and local people also hang in the balance.

The project has already left a number of communities in the northeast of Namibia displaced, and those affected are afraid to speak up against corrupt politicians involved in the deal. Fridays For Future Windhoek leveraged on last week’s global climate strike to challenge their leadership to address the unjust occupation of land. [4]

“Maybe he needs to see for himself how many people this affects. Maybe then he will understand why we are desperately trying to stop fracking in the Okavango Delta,” said Shikongo.

“They call anyone who stands up to their plan a hooligan. They’ve even called me a white environmentalist with an agenda &#8211; as if we, black people, do not care about ourselves or our environment,” said Shikongo. “We have to prove them wrong. All Africans must take a stand and tell the Namibian president to do what is best for us and not these industries that use us.”

To date, nearly 150,000 people have signed a petition by Rainforest Rescue supporting their mission to save the Okavango Delta. [5] Now, Fridays For Future Windhoek is urging people to send direct messages to the Namibian presidency by visiting www.Vuma.earth.

In light of the common strategic partnership and envisioned joint trajectory, the vicious military attacks unleashed in the past five months, and attendant disinformation campaigns were also assessed in depth. The two sides agreed that important lessons have been gleaned from temporary hurdles precipitated by this reality that will further bolster the joint undertakings by the two sides in the period ahead.
The two sides also agreed to hold follow-up consultative meetings in Addis Ababa.

Nokia has announced today that it is powering East Africa’s first 5G commercial services with Safaricom, the leading telecoms operator in the country. Alleged serious abuses and rights violations in Ethiopia’s Tigray region are to be investigated by the UN, the Office of the High Commissioner for Human Rights (OHCHR) said on Thursday.

The probe, which will be carried out jointly by the High Commissioner’s Office and the Ethiopian Human Rights Commission (EHRC), is described “as part of the much-needed accountability process for the victims”.  
The development comes after fighting began in the north Ethiopian state on 4 November last year, between forces loyal to regional power brokers and former national ruling party, the Tigray People’s Liberation Front (TPLF), and the current national Government forces.
Serious human rights violations and abuses have been reported, the UN rights office said in a statement.
Objective, independent investigation
It pointed to the “multiple actors involved in the conflict and the gravity of the reported violations”, and the need for an objective, independent investigation which will start “as soon as possible” and for an initial period of three months.
The agreement by OHCHR and the EHRC to collaborate, is the result of ongoing partnership and engagement, said the statement, “founded on shared objectives to advance and strengthen respect and protection of human rights, as well as accountability for violations of human rights law, committed by all parties” since early November.
WFP emergency support
The World Food Programme (WFP) said on Wednesday that it has begun providing emergency food assistance to vulnerable people across Tigray.
 The agency stressed that it urgently needs $170 million to meet critical food and nutrition needs over the next six months. The Ethiopian Government estimates that 4.5 million people need emergency food assistance until late this year and has requested WFP support for around 1.4 million of those in need. 
According to the UN Spokesperson’s office, WFP noted that the outbreak of conflict in Tigray last November coincided with the peak harvest period, meaning employment and incomes were lost, markets were disrupted, food prices rose, and access to cash and food became limited.
In addition to delivering emergency food assistance in Tigray, WFP has started providing nutrition support for up to 875,000 vulnerable pregnant or breastfeeding women as well as children in the region over the next six months.
WFP is also providing transport and logistics support to the Government and its partners to deliver humanitarian assistance both to and within Tigray Region.

Probe announced into alleged Tigray rights violations: UN rights office

The first months of 2021 have seen the peace process in Sudan reach a “significant new stage”, with notable reductions in clashes between Government forces and rebel factions in Darfur, the head of that country’s sanctions committee told the Security Council in a videoconference meeting today.

Sven Jürgenson (Estonia), briefing the 15-member organ in his capacity as Chair of the Security Council Committee established pursuant to resolution 1591 (2005) concerning the Sudan, said that, while the reporting period — 11 December 2020 to 24 March 2021 — was characterized by a marked drop in violence, fighting between splinter rebel factions continued in some areas.  The final report of the Panel of Experts on the Sudan and the Committee’s annual report for 2020, which were both issued during the reporting period, also reveal progress towards implementing the Juba Peace Agreement, signed by the Government and a growing list of non-State groups.
Noting that the Panel of Experts submitted its report to the Committee in December 2020, he said the latter discussed its contents and recommendations and considered follow-up action.  Committee members issued a press release on 25 February, urging the Juba Peace Agreement signatory movements to stop recruiting fighters, including in internally displaced persons camps.  They also urged the major non-signatory groups to engage in peace talks with the Government as soon as possible.  Those recommendations were reiterated in a letter from the Committee, addressed to the Permanent Representative of Sudan to the United Nations.
He said the Committee received on 11 March the Panel’s last quarterly update, containing information about the implementation of the Peace Agreement, regional dynamics, the status of the armed groups in the region and intercommunal violence.  Aside from the notable drop in violence in Darfur, the update cited some outstanding intercommunal clashes and reported on measures taken by the Government in response.  However, the Panel made clear that more measures are needed to prioritize the protection of civilian communities in Darfur.  Also on 11 March, the Secretary‑General appointed the Experts to serve on the Panel until 12 March 2022.
Among the Committee’s other activities during the reporting period, he spotlighted its virtual informal “informal” consultations with Sudan, Chad, Egypt, Eritrea, Ethiopia, Libya and Uganda.  The invited States were also encouraged to share their views on the final report of the Panel of Experts, with the representative of Sudan emphasizing that the situation in Darfur has improved considerably compared to 2005, when the sanctions were imposed.  All neighbouring States supported Sudan in its efforts to implement the Juba Peace Agreement, and voiced their commitment to implementing the sanctions measures.
Regarding a delisting request previously submitted by Sudan, he said, the Committee removed one individual, Adam Yacub Shareif, from the 1591 Sanctions List.  It objected to the delisting of one individual, and continues its consideration of the request to delist two remaining individuals.  Concluding, he reiterated that the sanctions regime was established for the sole purpose of helping to bring peace to Darfur.  “It is not to punish Sudan, but to support the attainment of sustainable peace,” he stressed, pledging the Committee’s commitment to work together with Khartoum to make that peace a reality.
Following that briefing, the representative of Sudan said that his country, year after year, comes before the Council to reiterate its position on the sanctions regime.  “These sanctions no longer correspond to the situation on the ground in Darfur,” which have improved considerably since 2005, he stressed.  In recent months, the Transitional Government has been working tirelessly to achieve a far-reaching political solution, silence the guns and bring peace, security and stability to all Darfuris.
Outlining his Government’s close cooperation with regional partners, he went on to note that the Sudanese armed forces are rapidly expanding their reach, and efforts are under way to bring the Abdul Wahid movement into the peace process.  Those positive developments merit the lifting of the sanctions regime, he said, thanking the Committee for removing Adam Yacub Shareif from its Sanctions List and reiterating his request that the other two listed individuals also be removed.  Sudan stands ready to work constructively with the Council and the Panel of Experts towards developing specific, benchmarked criteria aimed at finally lifting the sanctions imposed against it.

As Clashes in Darfur Drop, Sudan Peace Process Enters ‘Significant New Stage’, Committee Chair Tells Security Council

The International Rescue Committee condemns the multiple senseless attacks on civilian populations by armed groups in the Tahoua and Tilabery regions of Niger. In the last ten days alone, three attacks in Banibangou, Tahoua and Abala have caused the deaths of least 200 civilians, including at least 28 children. The attacks have also destroyed productive infrastructure such as granaries, jeopardizing livelihoods in some of the most vulnerable regions of the country.

The IRC has mobilized its teams in Niger who are carrying out assessments for displaced populations and affected families in need of protection support. We are also distributing shelter kits and basic household goods for immediate use.
Aboubakar Pefoura, IRC Niger Senior Emergency Coordinator said:
“We are appalled at the continuous attack on civilians who were just going about their business, fetching water. Not only were 137 civilians killed in this latest attack, 22 of them were children. Civilians should never be a target, especially children, and this fundamental principle must be upheld in conflict situations by all parties.  IRC stands with the people of Niger and remains committed to its core mission of delivering life-saving humanitarian assistance in the region, even in the face of rising insecurity.” 
Niger is already one of the most insecure regions in the Sahel and has been reeling from years of food insecurity, weather shocks, violence and extremism.  In 2019, civilian deaths in the Niger region rose by a staggering 2400% compared to 2016. The UN Security Council should publicly condemn IHL violations by all parties to the conflict and press for independent investigations into breaches of IHL, including full, published investigations of attacks that kill civilians or destroy civilian infrastructure.
The IRC has been working in Niger since 2013. We support displaced populations and local communities in the Diffa, Tillaberi and Agadez regions and play a leading role in the rapid response mechanism in Niger. We provide vulnerable populations with cash transfers, food vouchers and agricultural support, and protection programs for women and children. The IRC’s health response includes screening and treating severely malnourished children and providing health care centers with essential equipment and medicine.
