The destruction of the planet’s forests advances at rapid pace. In the lead-up to the 21 March International Day of Forests 2021 and the UN Decade on Ecosystem Restoration 2021-2030, panelists from international organizations and civil society highlighted the threats due to global deforestation issues, the lack of effective regulation and the benefits of green urban infrastructure in an 18 March Online Press Conference, convened by Cities4Forests and organized by the REVOLVE (www.REVOLVE.media) communication group. 

Forests cover about 30% of the world’s land area; they provide people and nature with essential ecosystem services and goods but they continue to be cut down at an alarming pace globally, largely to feed our consumption patterns. A 2015 study in the journal Nature revealed that 46 percent of trees have been felled (https://go.nature.com/2NupUyN) since humans started cutting down forests. Between 1990 and 2016, the world lost 502,000 square miles (1.3 million square kilometers) of forest, according to the World Bank (https://bit.ly/3qYhIV2) &#8211; an area larger than South Africa. Roughly eighty percent of this deforestation is linked to the expansion of agriculture, with land being cleared to make way for grazing animals and to grow crops. To explain and highlight global deforestation issues, REVOLVE, a Brussels-based communication agency, organized “Cities4Forests Day” on 18 March with two online events for journalists and the global public.
Stuart Reigeluth, founder of REVOLVE explains: “Forests contain around 60,000 different tree species, 80% of the world’s amphibian species, 75 % of bird species, and over 60% of mammal species. They help stabilize the climate, regulate ecosystems, protect biodiversity, support livelihoods, and provide hundreds of medical plants. Yet, we keep destroying them – and do not even call this destruction by its name. The Great Green Wall, and why the United Nations is launching the UN Decade on Ecosystem Restoration (2021-2030)
Forests are only one major category of ecosystems which support life on earth. To address issues related to the destruction of and need to restore all categories of ecosystems – from farmlands to freshwaters to grasslands, shrublands and savannahs, and others – the United Nations has declared the period 2021 to 2030 as the “UN Decade on Ecosystem Restoration”. Cities4Forests is an official partner of the UN Decade and is highlighting the Great Green Wall, an initiative launched by the African Union in 2007; it aims to restore Africa’s degraded landscapes and promotes sustainable land management and ecosystem restoration of Africa’s drylands. “This initiative will transform the lives of over 250 million people in the Sahel, Sahara, Horn of Africa and other drylands”, explains Dr. Elvis Paul N. Tangem (https://bit.ly/30SPj8v), its coordinator at the African Union. “Once complete, the Wall will be the largest living structure on the planet – 8,000 km long and 17 km wide, stretching across the entire continent. The Great Green Wall is now being implemented in more than 21 countries across Africa and more than 100 billion dollars have been mobilized and pledged for its support.”
The “UN Decade on Ecosystem Restoration” will aim to prevent, halt and reverse the degradation of all ecosystems on every continent and in every ocean. It will officially be launched on 5 June 2021.
Effective global framework needed to regulate and stop alarming deforestation rates
As one important ecosystem, forests provide people and nature with essential ecosystem services and goods across local, national, regional, and global scales, including biodiversity conservation, climate change mitigation, water protection, food and energy, wood, and other raw materials for forest-based industries and bio-economy value chains. They also contribute to the achievement of nearly all Sustainable Development Goals (SDGs). However, they continue to be destroyed at alarming rates.
Ongoing research shows that most deforestation is man-made, and that an effective global policy response is needed to address the disappearance of the world’s forests. “The main problem is that there are currently too many uncoordinated regulatory processes that are creating trade-offs, conflicts, leakage effects and loopholes resulting in complexity and largely ineffective responses to halt global deforestation. These public and private ‘International Forest Governance and Policy Arrangements’ are not integrated with each other and they still do not effectively address the main drivers of deforestation such as forest risk agricultural commodities. They also let policy and market leakage effects compromise all regulatory efforts developed and implemented so far. As a result, they do not do much to address the underlying drivers and issues of deforestation’, explains Dr. Metodi Sotirov, a Deputy Coordinator at the International Union of Forest Research Organizations (IUFRO) and Associate Professor in Forest and Environmental Policy at the University of Freiburg, Germany.
“If seriously coordinated and implemented across all exporting regions – mainly Brazil, Central Africa, South East Asia – as well as the consuming regions Australia, Europe, Japan, and North America, and, very important, ‘middlemen’ regions such as China, Vietnam and some others &#8211; problems of deforestation could be effectively tackled. This needs to apply across all supply chains in agriculture, forestry, bioenergy, and mining. In order to work, these efforts – and an effective regulatory framework – need to be global; emerging zero deforestation regulation in some countries or regional blocks, such as in the European Union and some of its Member States, is a promising policy choice. It may however be too little if not upscaled and replicated at the global level or it may even be counterproductive because it will divert the flows of forest risk commodities to less regulated markets and not be able to address the issues at the global level.”, Professor Sotirov elaborates further.
Nicole Polsterer, Sustainable Consumption and Production Campaigner at Forests and Rights NGO  Fern supports a strong role and global leadership by the European Union: “Protecting the world’s dwindling forests is critical for humanity’s survival, as well as the planet’s. It’s essential that the EU &#8211; as a major importer of agricultural products grown or reared on land which was once forests – acts. It should do so by passing strong regulations and complementary measures, ensuring that EU citizens aren’t complicit in driving deforestation through their consumption choices.”
Green cities are healthy cities 
A further topic of the Online Press Conference was the need for green infrastructure, nature-based solutions, and the overall importance of forests in and around cities as well as globally, in particular for the continuously increasing number of urban residents. Tadashi Matsumoto, Head of Sustainable Urban Development Unit at the Organization for Economic Cooperation and Development (OECD) stressed the importance of seeking ‘synergies’ between development and environment, not seeing them as a ‘trade-off’: “Investment in green urban infrastructure would deliver remarkable health and wellbeing benefits, as well as a number of jobs, in addition to increasing climate resilience in cities. However, the data available is not always recognized by urban policymakers, and we should provide more evidence to support urban leaders in their decision making. National governments have a key role in mainstreaming green policies within urban policy, and aligning policies at the metropolitan and cross-sectoral scales for coherent and inclusive policies. An overall message is that we must not miss the ‘building-back-greener’ opportunity the COVID-19 recovery presents.
As a global initiative, Cities4Forests addresses these challenges by focusing on four interrelated themes: biodiversity, heath, water, and climate, including topics such as urban resilience, climate change mitigation and adaptation, green infrastructures, and ecosystem restoration.

Tunisia received today the first batch of 93,600 doses of Pfizer COVID-19 vaccines through the COVAX Facility. This delivery is part of a first wave of arrivals that will continue during the year, with the goal of vaccinating 20% ​​of the population in Tunisia.

“This shipment represents an important step in the fight against COVID-19 and Tunisia is delighted to receive this first batch of vaccines through the COVAX initiative. The country has prepared well for its vaccination campaign and is committed to providing the vaccine for free and in a way that guarantees access for all residents in Tunisia (18 years and above) to the vaccine without any discrimination,” said Faycal Ben Salah, Tunisia’s Director General of Health. “We are confident that the national vaccination campaign, launched on Saturday March 13, and which benefited nursing staff as a priority, will allow us to vaccinate priority people everywhere across the country&#8221; he added.
Ben Salah concluded by thanking all and partners who made it possible for Tunisia to receive vaccines against COVID-19 via the COVAX Facility, including the deputies of the Assembly of the Representatives of the People who allowed the acceleration of procurement and delivery procedures.
“Today is an important date which marks Tunisia&#39;s efforts in its fight against COVID-19. Vaccination will save lives and protect the Tunisian health system,” said Dr. Yves Souteyrand, WHO Representative in Tunisia. “We are pleased that the country can have free access to vaccines that benefit from all guarantees of quality, safety, and efficacy. Access to the vaccine will be gradual and it is important to continue to adopt barrier gestures and to apply public health measures that have been shown to be effective in preventing the transmission of the virus. WHO will continue to support Tunisia to protect the health of Tunisians.”

The COVAX Initiative also provided the Ministry of Health with a set of 506,400 syringes and 1,100 safety boxes. During the months of March and April, Tunisia will also receive, as part of this initiative, 412,000 doses of COVID-19 vaccines and other quantities will follow by the end of the year.
WHO and UNICEF take this opportunity to reiterate their thanks to all the financial partners of the COVAX initiative, in particular the United States, the European Union and its member states, the United Kingdom, Japan, Canada, Norway, Saudi Arabia for their financial contribution to ensure equitable access to the vaccine against COVID-19 in the world.
The COVAX initiative is a global partnership between GAVI, the Vaccine Alliance, the Coalition for Innovations in Epidemic Preparedness (CEPI), the World Health Organization and UNICEF. This initiative aims to accelerate the development of and access to COVID-19 vaccines. It builds on collaboration with manufacturers of COVID-19 vaccines and aims to ensure equitable access to vaccines for countries around the world, that meet the safety and efficacy criteria established by WHO. The Special Representative of the Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), Mohamed Ibn Chambas, condemns the terrorist attack perpetrated by an armed group against civilians on Monday 15 March in the Tillabéry region, western Niger, which left dozens of people dead and injured.

The Special Representative conveys his deepest condolences to the families of the victims, the people and the Government of Niger, and wishes a speedy recovery to those injured.  He urges the Nigerien authorities to take the necessary steps to ensure that those responsible for this despicable attack are arrested and brought to justice.
The Special Representative reiterates his solidarity with the people and Government of Niger, as well as the continued support of the United Nations for Niger and the countries of the region in their efforts to prevent and combat terrorism and violent extremism.

The Republic of Zimbabwe becomes the nineteenth (19th) African Union (AU) Member State to sign the Treaty for the establishment of the African Medicines Agency (AMA) on 16 March 2021, at the AU Commission in Addis Ababa, Ethiopia. The AMA treaty was adopted by Heads of States and Government during their 32nd Ordinary Session of the Assembly on 11 February 2019 in Addis Ababa, Ethiopia.

Speaking during the official signing of the Treaty, H.E. Amira Elfadil Mohammed, Commissioner for Health, Humanitarian Affairs and Social Development, at the African Union Commission, who received the delegation from Zimbabwe underscored the importance of establishing AMA inorder to improve the production and harmonization of pharmaceutical products on the continent. She noted that the looming COVID-19 pandemic, is an opportunity to accelerate the establishment of AMA and it is a top priority for the Commisision inorder to bridge the gap in pharmaceutical industries. The Ambassador of Zimbabwe to Ethiopia and the African Union H.E. Taonga Mushayavanhu reiterated the importance of AMA in synchronizing the pharmaceutical systems in establishing a mechanism of controlling the counterfeit medicines on the continent. In addition, he made a commitment to swiftly move to the next stage of ratification of the AMA Treaty.
The signing of the Treaty is a step forward in realizing the establishment of the African Medicines Agency (AMA) out of the desire of the Heads of States and Government to use a continental institutional, scientific and regulatory resources to improve access to safe, efficacious and quality medicines. This is in addition to the establishment of the African Medicines Regulatory Harmonization (AMRH) in 2009, under the management and guidance of the Africa Union Development Agency &#8211; the New Partnership for Africa&#39;s Development (AUDA-NEPAD) working with AU recognized Regional Economic Communities (RECs) and Regional Health Organizations (RHOs), to facilitate harmonization of regulatory requirements and practice among the national medicines authorities (NMRAs) of the AU Member States. Further, driven by the aspiration in meeting internationally acceptable standards and providing a favourable regulatory environment for pharmaceutical research and development, local production and trade across countries on the African continent.
AMA will among other functions designate, promote, strengthen, coordinate and monitor Regional Centres of Regulatory Excellence (RCOREs) with a view to developing the capacity of medical products regulatory professionals. The agency will also coordinate and collaborate, where required and on a regular basis, the inspection of drug manufacturing sites, including the regulatory oversight and safety monitoring of medical products, as determined by State Parties and/or the AMA, and make reports available to State Parties. AMA will also promote cooperation, partnership and recognition of regulatory decisions, in support of regional structures and National Medicines Regulatory Authorities (NMRAs), that takes into account mobilization of financial and technical resources to ensure sustainability of the AMA.
The African Medicine Agency, will enter into force once ratified by fifteen African Union member states. To date, the instruments of ratification have been deposited by six member states at the Commission.

UNHCR, the UN Refugee Agency, and partners are appealing for US$1.2 billion to provide vital humanitarian assistance for more than 2.2 million South Sudanese refugees living in five neighbouring countries in 2021.

South Sudan became the world’s youngest nation nearly a decade ago, but today millions of its population are displaced either inside or outside its borders. The crisis continues to be a children’s one with more than 65 per cent of the refugee population under 18, including 66,000 children who have been separated from their parents or usual caregivers.
While some progress has been made in implementing the latest peace agreement, humanitarian and protection needs remain high for the largest refugee situation on the African continent.
The majority of South Sudanese refugees are hosted in relatively remote and under-developed areas. The COVID-19 pandemic combined with climate change-related challenges including severe flooding, droughts and desert locusts have compounded an already dire situation.
Funding is urgently needed to provide life-sustaining assistance, including shelter, access to safe drinking water, education and health services. Food shortages are particularly acute with insufficient funding already leading to ration cuts impacting hundreds of thousands of refugees.
With the pandemic taking a toll on socio-economic conditions for both refugees and host communities, this year’s response includes a renewed and increased focus on resilience and supporting livelihoods.
Humanitarian partners will also intensify gender-based violence prevention and response, and prioritize support to persons with specific needs, including strengthening child protection programmes and scaling up psychosocial and mental health support.
The Democratic Republic of the Congo (DRC), Ethiopia, Kenya, Sudan and Uganda continue to generously host South Sudanese refugees and to take steps towards their inclusion in national systems – including health and education, in line with the Global Compact on Refugees. We are calling for renewed support from the international community to support their efforts.
While some 350,000 refugees have independently made the decision to return to South Sudan since 2017, and efforts are being made to move the peace process forward and support these returns, conditions are not yet in place for large-scale returns and funds are needed now to help the refugees and the local communities that have welcomed them.
The 2021 South Sudan Regional Refugee Response Plan complements the South Sudan Humanitarian Response Plan for 2021, also launching today. The HRP requires US$1.7 billion in funding to provide life-saving assistance and protection to 6.6 million people &#8211; including 350,000 refugees &#8211; in need within the country, many of whom are facing severe food insecurity due to conflict, climate change-related emergencies and the economic impact of COVID-19.

UNAIDS and the African Union have signed a new memorandum of understanding (MoU) to reinforce their partnership and to recommit member states to end AIDS through the Catalytic Framework to End AIDS, TB and Eliminate Malaria in Africa by 2030.

The MoU commits partners to work towards addressing the socioeconomic and political impact of HIV in Africa and accelerate the goal of reaching universal health coverage to take AIDS out of isolation. It will pave the way for more resilient, agile and inclusive health systems in Africa.
“The renewed MoU between the African Union and UNAIDS opens new windows of cooperation and new opportunities for ending AIDS in Africa. We need to deliver on this promise—it is doable,” said Amira Elfadil Mohammed Elfadil, Commissioner for the Department of Health, Humanitarian Affairs and Social Development, at the signing ceremony.
The Department of Health, Humanitarian Affairs and Social Development, formerly known as the Department of Social Affairs, will coordinate African Union Commission departments and organs to ensure that HIV remains a continental priority and is integrated into the broader development, human rights, humanitarian and peace and security agenda of the African Union. 
“I am delighted to sign the renewed MoU with the African Union,” said UNAIDS Executive Director, Winnie Byanyima. “The African Union is one of UNAIDS’ most important partners. I look forward to reinforcing our relationship to put communities at the centre of the response to HIV, address other health challenges such as COVID-19 and reduce inequalities that increase people’s vulnerability.”
This year is a pivotal year as United Nations Member States are expected to recommit to the HIV response with the adoption of a new political declaration in June. The partnership agreement with the African Union is being signed as the continent grapples with overburdened and insufficiently financed health systems in the face of the COVID-19 pandemic.

Statement by UNICEF Regional Director Marie-Pierre Poirier on attack in western Niger

An arms embargo imposed on Libya by the Security Council in 2011 remains “totally ineffective” a UN Panel of Experts has said, adding that civilians, including migrants and asylum seekers, continue to suffer widespread rights violations and abuses. 

In its final report, the Panel of Experts on Libya – established pursuant to resolution 1973 (2011) – said that throughout its mandate, the body identified “multiple acts” that threatened the peace, stability or security of the country, and increased attacks against State institutions and installations. 
“Designated terrorist groups remained active in Libya, albeit with diminished activities. Their acts of violence continue to have a disruptive effect on the stability and security of the country”, it said. 
The 2011 arms embargo – which prohibited Libyans from exporting all arms and related materials, and obliged UN Member States to prevent the direct or indirect supply of all weaponry to Libya  – “remains totally ineffective”, the Panel noted. 
“For those Member States directly supporting the parties to the conflict, the violations are extensive, blatant and with complete disregard for the sanctions measures. Their control of the entire supply chain complicates detection, disruption or interdiction. These two factors make any implementation of the arms embargo more difficult.” 
In addition, implementation of the assets freeze, and travel ban measures regarding designated individuals also remains ineffective, the Panel added. 
Detailed chronology 
In its 548-page report, the Panel of Experts outlined, in chronological order, violations of the arms embargo transfer for the Government of National Accord (GNA) Affiliated Forces, and the Haftar Affiliated Force – centred around the so-called Libyan National Army (LNA) which controls swathes of the east and south &#8211; as well as by “unidentified” suppliers and users. 
Information presented included the date identified of the violation, type of violation, the equipment or activity involved, and the Member State or party responsible. 
The Panel also noted that some Member States and regional organizations “have taken a range of action in response to non-compliances with the arms embargo by entities based in or registered within their territories”, with the information detailed in the report’s annexes. 
Fuel smuggling continues 
The Panel of Experts also noted that authorities in Libya’s east continued their efforts to illegally export crude oil and import aviation fuel, though in lesser quantities. 
According to the Panel, the impact of the COVID-19 pandemic on global demand brought illicit exports of refined petroleum products by sea to a temporary halt. The smuggling of fuel overland continued, although at a small scale, it added.  
The Panel noted that the infrastructure of the smuggling networks from Zuwarah and Abu Kammash coastal towns in western Libya “remains intact and their readiness to conduct illicit exports is undiminished”. 
“A resumption of their illicit activities, once global demand for bunker fuel recovers, is to be expected”, it added. 
Recommendations 
The Panel of Experts noted a series of recommendations to the Security Council, as well as to its Committee established pursuant to resolution 1970 (2011). 
The Panel’s recommendations to the Council included considering a mandate to the Committee to designate aircraft, and impose measures such as flag deregistration, a landing ban, and an overflight ban across Libya. 
It also recommended the Security Council authorize Member States to inspect, on the high seas off the coast of Libya, vessels bound to or from the country that they have reasonable grounds to believe are illicitly exporting or attempting to export crude oil or refined petroleum products.
