UNHCR, the UN Refugee Agency, strongly condemns the latest attack by armed groups that killed at least 138 civilians in Burkina Faso, the deadliest attack since 2015.

On 5 June, gunmen attacked the village of Solhan in Burkina Faso’s northeast Sahel region, near the border with Niger. Assailants stormed the village in the middle of the night and executed 138 men, women and children. Houses and the market were set ablaze. Close to 40 people were seriously injured and taken to hospitals in the region and in the capital city, Ouagadougou. 
Fearing for their lives, over 3,300 people fled to the nearby villages of Sebba and Sampelga, among them more than 2,000 children and over 500 women. They arrived with few or no belongings. The majority were generously welcomed by local families who are sharing what little they have. 
The new arrivals urgently need water and sanitation, shelter, essential aid items and medical care. Authorities have delivered almost 400 tons of food and thousands of relief items, while UNHCR partners are providing medical care and psychosocial support. 
In close collaboration with the authorities, our teams and partners are building 200 shelters and assisting those newly displaced and other civilians affected by the attack. More resources are needed to scale up the response. 
This extreme violence comes just a few weeks after gunmen shot at UNHCR and partner vehicles on the road between the city of Dori and the Goudoubo camp, where some 12,200 Malian refugees and asylum-seekers reside. No one was harmed, but growing insecurity and the presence of armed groups in several regions of Burkina Faso increasingly hamper the delivery of aid and protection for those in need. 
UNHCR stands in solidarity with the families of the victims, the people and the government of Burkina Faso. It calls for concerted action to reinforce the protection of civilians and reminds all parties that humanitarian organizations are carrying out lifesaving interventions in an independent and impartial manner. 
Since 2019, violence in the country has forced more than 1.2 million Burkinabe from their homes. Already this year, some 150,000 people have been internally displaced, with 84 per cent either women, who face a high risk of gender-based violence, or children, half of whom have reportedly been subjected to physical violence and abuse. In addition to the IDPs, Burkina Faso continues to generously host more than 22,000 refugees and asylum-seekers, mostly from Mali. 
Neighbouring Central Sahel countries Mali and Niger have also experienced a sharp rise in violence and displacement. Mali hosts 372,000 IDPs, a 7 per cent rise since the start of the year. 
In total, 237,000 refugees and 300,000 IDPs live in Niger, with a rise of 4,000 refugees and 2,000 IDPs since the start of the year following an increase in attacks in the Tillabéri and Tahoua regions. In total, some 300 civilians have been killed since the start of the year in three major attacks. Many IDPs and some Malian refugees have been among the victims. 
More resources are urgently needed to address growing humanitarian needs as funding for UNHCR’s response remains critically low. UNHCR’s funding requirements for the Central Sahel countries of Burkina, Mali and Niger in 2021 is US$259.3 million. So far only a quarter of the funds requested have been received.

UNHCR condemns deadliest attack in Burkina Faso in years

The International Organization for Migration (IOM) assisted 95 Malians including 72 women and children to return home from Chad, in coordination with the Governments of Chad and Mali. The migrants boarded a special flight on 01 June chartered as part of IOM’s Assisted Voluntary Return (AVR) programme.

Among those who benefitted from the AVR assistance were people who had left Mali hoping to reach to Europe but ended up stranded in Chad, and others whose livelihoods have been pushed into socioeconomic precarity as a result of COVID-19. 
Chad is an important hub for African migration attracting hundreds of thousands of people from across the continent. In the North particularly, thousands of migrants travel to work in artisanal gold mines or cross the borders, either into Libya with the hope of going to Europe, or to return from Libya to escape traumatic experiences. 
A recent report by IOM shows that, between August 2019 and September 2020, over 9,700 migrants crossing to Libya from Chad were observed at Flow Monitoring Points (FMPs) in the North. During the same period, some 11,700 others were observed going from Libya into Chad. 
“These migration journeys can be very risky as the routes are not always safe and migrants are vulnerable to abuse, including labour and sexual exploitation,” says Jean-Claude Bashirahishize, Programme Manager for Migrant Assistance and Protection with IOM Chad.  
Sékou Coulibaly, a 22-years old Malian, never thought his journey would take him to Chad.  
“I was a mine worker back home in one of the artisanal gold mines in the Kangaba Circle [Southwestern Mali]. One day, a big company came and took over our mine, so we had to move out”, Sekou remembers. 
Faced with a dwindling income and limited prospects, Sekou decided to sell his equipment and leave Mali in the hope of reaching Europe. 
“I have friends who had done the journey and told me how to go about it. I travelled from Mali to Niger to Algeria and finally reached Libya,” he recounts. 
“In Libya, I paid 300 euros to a coxeur [smuggler] who got me on an inflatable boat. But the boat got punctured at sea and the coastguard brought us back. I escaped to Benghazi where I worked for a couple of months to earn a bit of money. Then I travelled to to Kufra, then to Faya [Northern Chad] and finally N’Djamena by road. By the time I reached N’Djamena, I had nothing left.” 
Sekou was referred to IOM for assistance by the Embassy of Mali in Chad. IOM has been working closely with the Chadian Government and Diplomatic Missions in Chad since 2019 to develop a referral mechanism through which vulnerable migrants can be promptly referred to appropriate protection mechanisms. 
“IOM’s Migrant Protection and Assistance activities, including assisted voluntary return, ensure that stranded and vulnerable migrants have access to safe and dignified ways to return home, should they wish to, and reunite with their families”, Mr. Bashirahishize continues.   
The charter flight was made possible through the Regional Development and Protection Programme in North Africa (RDPP-NA), a flagship programme implemented in North Africa to enhance the protection of vulnerable migrants, and provide immediate as well as direct assistance such as voluntary return and reintegration. 
Since its launch in 2019, the programme has helped more than 300 migrants stranded in Chad safely return home to over nine countries including Benin, Burkina Faso, Cameroon, The Democratic Republic of the Congo, Mali, Niger, Nigeria, Senegal, and Sierra Leone.  
Upon their return, eligible migrants can receive reintegration assistance which can include psychosocial counselling, skills training, referral, or in-kind assistance to set-up individual, collective or community-based socio-economic projects.

More than 90 Malians Return Home Safely in Charter Flight from Chad

In the Liptako Gourma cross-border areas of Burkina Faso, Mali and the Niger, the number of people facing high levels of acute food insecurity (CH Phase 3+) increased from about 1 million to 4.4 million between 2015 and 2020. This complex crisis is driven by increased insecurity and communal violence, exacerbated by growing competition over resources, climatic variability and lack of income opportunities. As a result, forced displacement across the Sahel has quadrupled in just two years, from 490 000 people to about 2 million &#8211; mostly concentrated in Burkina Faso – and the situation is expected to worsen further by July 2021.

In 2019, FAO launched a pilot initiative on strengthening early warning and anticipatory action to mitigate the immediate consequences of conflict and displacement in Burkina Faso. The initiative stemmed from the recognition that while existing rapid response mechanisms answer immediate needs on water, shelter, health and food, there is limited capacity to do the same regarding consequences of conflict and violence on people’s agricultural livelihoods.
Under this initiative, FAO is strengthening strategic partnerships with a range of actors including the governmental and non-governmental entities closely involved in responding to ongoing displacement crises. FAO is also producing regular reports and alerts to support partners’ efforts to ensure better coordination, consolidation and triangulation of information. In addition, FAO is setting up capacities for carrying out rapid assessments of immediate needs related to the impact of a violent event or a recent displacement within a maximum time of 10-15 days after the event. 
FAO and partners use these assessments for the establishment of anticipatory action triggers, upon which they start distribution of cash and agricultural inputs/tools to the most vulnerable households whose livelihoods and food security are expected to deteriorate the fastest following a violent event.

Burkina Faso: anticipating the immediate consequences of conflict on agricultural livelihoods and food security

The global launch of a $104 million initiative signals an ambitious effort by a range of partners to safeguard drylands in the context of climate change, fragile ecosystems, biodiversity loss, and deforestation in 11 African and Central Asian countries.

Funded by the Global Environment Facility and led by the Food and Agriculture Organization of the United Nations (FAO), the Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes helps pave the way for initiatives linked to the UN Decade on Ecosystem Restoration. The Program will be implemented in partnership with the International Union for the Conservation of Nature, the World Bank, and the World Wildlife Fund.
The Program, launched last week at the Global Landscapes Forum&#39;s virtual event, Restoring Africa&#39;s Drylands, will involve work across three critical dryland biomes &#8211; the Miombo and Mopane ecosystems of Southern Africa, the savannas of East and West Africa, and temperate grasslands, savannas, and shrublands of Central Asia &#8211; to avoid, reduce, and reverse land degradation through sustainable land and forest management.
The 11 countries covered are: Angola, Botswana, Burkina Faso, Kazakhstan, Kenya, Malawi, Mongolia, Mozambique, Namibia, Tanzania, and Zimbabwe.
&#8220;As a multifocal and integrated initiative, the Program will support countries in addressing common dryland management challenges and result in numerous benefits in areas of land degradation, biodiversity and climate change and food security,&#8221; said Maria Helena Semedo, FAO Deputy Director-General, at the event.       
The program will bring 12 million hectares of drylands under sustainable land management, of which 1.1 million hectares will primarily benefit biodiversity and avoid deforestation of 10,000 hectares of high conservation value forests. The program will also reach more than 1 million direct beneficiaries, improve the management effectiveness in 1.6 million hectares of protected areas, restore nearly 1 million hectares of degraded land in the drylands, and reduce 34.6 million tons of greenhouse gas emissions.
Through the next five years, the Program sets the ground for accelerated action under the Decade on Ecosystem Restoration and will advance the national and global efforts in supporting countries in meeting their commitments under several international accords, including the Paris Agreement, Convention on Biological Diversity, United Nations Convention to Combat Desertification, Bonn Challenge, AFR100, and the Sustainable Development Goals. Drylands cover over 40 percent of the Earth&#39;s landmass and are home to around two billion people, supply about 60 percent of the world&#39;s food production, and support a wide array of critical biodiversity.
Drylands face increasing and combined threats of climate change, population growth, global demands for livestock, and new difficulties posed by the COVID-19 pandemic. Common management challenges, such as limited connections between local knowledge with global networks and fragmented approaches, hamper the ability for communities and countries to turn the tide on land degradation.
An integrated approach, across sectors and regions
The  launch event featured participation from countries and partners, linking local and national perspectives to regional and global representations, such as the Southern African Development Community and the United Nations Convention to Combat Desertification. The event reflected the Program&#39;s integrated approach by connecting land users to national governments and intergovernmental fora to elevate local action for impact at scale.
The Program takes a catalytic, country-driven approach to accelerating transformational and durable changes at scale by developing effective planning, management and governance systems, mobilizing national and international stakeholders to strengthen dryland value chains, and co-producing knowledge based on innovative spatial assessment tools. It expressly accounts for the similar and transboundary nature of many of the challenges facing drylands.
The program will be implemented in consortium with the UN Environment Program and the World Overview of Conservation Approaches and Technologies. The Program will be expanded to involve additional countries through regional and global mechanisms, such as FAO&#39;s Committee on Forestry Working Group on Dryland Forests and Agrosilvopastoral Systems, to share knowledge and best practices on dryland ecosystems.

Ambitious $104 million program targets land degradation in Africa and Central Asian countries

The Board of Directors of the African Development Bank (www.AfDB.org) has approved a $430,000 grant to Guinea to fight the spread of the Ebola hemorrhagic fever epidemic throughout the country.

Since mid-February 2021, Guinea has been facing a resurgent Ebola-related epidemic, following the major crisis of 2014. This new epidemic comes against the backdrop of the Covid-19 pandemic, which poses both health and socio-economic challenges to the West African country. The project was approved on 3 June.
The funding from the African Development Bank will enable Guinea to strengthen the diagnostic and sample management capacity of six regional laboratories. These laboratories will receive sample collection kits, reagents, and infection prevention and control equipment. Four regional laboratories will also receive GeneXPert equipment and genome sequencers, and biologists will be trained in Ebola virus diagnosis.
The project will also provide personal protective equipment and triage, isolation and case management facilities. In total, some 200 pieces of personal protective equipment will be distributed, including to health and community workers. Some 400 health workers and community volunteers will receive refresher training in infection prevention and case management, including survivors, in the affected regions.
The project responds to one of the African Development Bank’s High 5 strategic priorities, namely, Improving the quality of life of African people.

Guinea: African Development Bank approves $430,000 grant for Ebola emergency relief project

Despite disruptions and challenges posed by the Covid-19 pandemic in 2020 there were also opportunities. Law firms, legal clinics, community empowerment organizations, and lawyers around the world mobilized in unprecedented ways to ensure access to justice for refugees, asylum seekers and internally displaced and stateless people.

Almost 165,000 hours of free legal aid were provided to forcibly displaced and stateless people over the course of last year, according to a report issued by PILnet, a global public interest law network, in collaboration with the Global Refugee Forum Legal Community Pledge partners and UNHCR, the UN Refugee Agency.
 This exceeds the generous pledge made at the Global Refugee Forum (GRF) in 2019 by more than 80 legal and community empowerment organizations, law firms, bar associations and corporations. The pledge committed to increase resources for those providing legal assistance and to support efforts to protect and find solutions for forcibly displaced and stateless people, including by providing more than 127,000 hours of free, “pro bono”, legal aid.
 “The law remains one of the most powerful tools in protecting the rights and guaranteeing the safety of refugees, and internally displaced and stateless people, who as a result of their displacement and legal status may be among those most vulnerable,” said UNHCR’s international protection chief, Gillian Triggs.
 “As a result of these efforts, refugees have benefited immensely from life-changing legal advice and representation. Some of these include support with asylum claims or in removal or deportation proceedings; access to documentation; safeguarding access to medical care, employment, housing and education; as well as access to justice and legal remedies to deal with rights violations among so many others”.
 The 165,000 hours of free legal aid provided in 2020 surpasses the GRF commitment by 30 per cent. This is an extraordinary feat given the widespread difficulties and constraints imposed by the pandemic globally, including to the working modalities of the organizations and legal providers in being able to serve those forcibly displaced.
 Local legal aid organizations, often working together with private sector providers, worked in agile ways and used new methods of delivering essential legal services in the midst of the pandemic. The establishment or scaling-up of remote legal counselling sessions on the phone or over the internet, and mobile legal clinics overcame some of the obstacles of Covid-19 related restrictions on movement.
 Access to justice is a fundamental human right. But many refugees and forcibly displaced people are precluded from accessing the services they need because of costs, language barriers and other administrative and procedural difficulties.
 The accessibility and availability of legal support to displaced populations remains a core protection priority. The Legal Community Pledge commits to support these efforts. It has uniquely brought together and secured the support of a diverse range of legal stakeholders, including private and public sector partners.
 The global legal community is part of the “whole-of-society” approach to help refugees and their host communities, which is at the heart of the Global Compact on Refugees.

Global legal community steps up for refugees amid pandemic, providing 165,000 hours of free legal aid

New York Knicks head coach Tom Thibodeau is the recipient of the Red Auerbach Trophy as the 2020-21 NBA Coach of the Year, the NBA (www.NBA.com) announced today.

This is the second NBA Coach of the Year Award for Thibodeau, who earned the honor in the 2010-11 season with the Chicago Bulls in his first season as an NBA head coach. Now honored in his first season as the Knicks’ head coach, Thibodeau has become the first person to be named NBA Coach of the Year in his first season as head coach with two different franchises. (Cotton Fitzsimmons won the award in his first season as the Kansas City Kings’ head coach, 1978-79, and again in the first season of his second tenure as the Phoenix Suns’ head coach, 1988-89).

Thibodeau received 43 first-place votes and earned 351 total points to edge Phoenix head coach Monty Williams, who finished in second place with 340 points (45 first-place votes). The 11-point difference between the first- and second-place finishers marks the smallest margin since the current NBA Coach of the Year voting format was introduced in the 2002-03 season.

Utah Jazz head coach Quin Snyder finished in third place with 161 points (10 first-place votes). Coaches were awarded five points for each first-place vote, three points for each second-place vote and one point for each third-place vote from a global panel of 100 sportswriters and broadcasters.

With Thibodeau as head coach, New York finished tied for the fourth-best record in the Eastern Conference (41-31) and made the NBA Playoffs for the first time since the 2012-13 season. The Knicks won 16 of their final 20 games to complete a turnaround from last season’s overall record of 21-45.

Thibodeau led New York to an 11-4 record in April for its winningest month since March 2014 (11-5). He was selected as the NBA Eastern Conference Coach of the Month for May after guiding the Knicks to a 6-3 record in the final month of the regular season.

The Knicks showed dramatic improvement on defense with Thibodeau at the helm, leading the NBA in points allowed (104.7) and opponents’ field goal percentage (44.0) and ranking fourth in defensive rating (107.8). Last season, New York finished 17th or lower in all three categories.

Under Thibodeau, Julius Randle was named an NBA All-Star for the first time and won the 2020-21 Kia NBA Most Improved Player Award. In addition, Derrick Rose was a finalist for the 2020-21 Kia NBA Sixth Man Award, 2021 NBA Rising Stars selection RJ Barrett ranked as the fourth-leading scorer among second-year NBA players (17.6 ppg), and rookie Immanuel Quickley averaged 11.4 points after being selected by New York with the 25th overall pick in the 2020 NBA Draft.

Thibodeau is the 10th head coach to win the NBA Coach of the Year Award more than once and the eighth to do it with multiple franchises. In addition, he is the third head coach to be selected as NBA Coach of the Year with the Knicks, joining Red Holzman (1969-70) and Pat Riley (1992-93).

New York hired Thibodeau as its head coach on July 30, 2020. He has a career regular-season record of 393-277 (.587) in nine seasons as an NBA head coach, guiding teams to the playoffs seven times. Before joining the Knicks, he served as head coach of the Bulls for five seasons (2010-15) and the Minnesota Timberwolves over three seasons (2016-19).

The NBA Coach of the Year Award trophy is named in honor of Naismith Memorial Basketball Hall of Famer Red Auerbach. The legendary head coach guided the Celtics to nine NBA championships, including eight in a row from 1959-66.

NBA Academy Women’s Virtual Program (http://NBAAcademy.nba.com) will Provide more than 40 of the Top International Prospects with Basketball Instruction, Life Skills Development and Player Pathway Guidance from Current and Former WNBA Players; Top Performing Athletes will be considered for Future In-Person Basketball Development Camps.

The National Basketball Association (NBA) (http://NBA.com) today announced the NBA Academy Women’s Virtual Program, an eight-week basketball and leadership development program for more than 40 of the top female, high-school age (14-17 years old) prospects from the outside the U.S.  Participants will connect with their peers from around the world and take part in basketball and life skills development programming under the guidance of current and former WNBA players and the NBA Academy staff.

Any parent or legal guardian interested in submitting an application on behalf of their child should submit their child’s HomeCourt (www.HomeCourt.ai) profile or upload a skills video as outlined in the application form on the NBA Academy website (https://on.nba.com/3gkb1t8) by June 18.  NBA Academy Women’s Virtual Program participants will be announced in June, with the program starting in July and running through August.

As part of the program’s on-court curriculum, participants will receive weekly virtual basketball lessons, instructions and challenges featuring current and former WNBA players. The interactive lessons will include a variety of shooting, ball handling and conditioning drills to promote holistic skill development.  The top performing athletes will be considered for future in-person basketball development camps and showcases.

The life skills programming will feature weekly sessions centered on leadership development, nutrition, goal setting, personal branding, mental health and wellness, player pathway education and women’s empowerment.  Sessions will feature guest speakers and experts from across the NBA and WNBA family, including NBA Academy Women’s Program Global Technical Director and 1996 Olympic Gold Medalist Jennifer Azzi.

“The NBA Academy Women’s Virtual Program will continue our mission of helping young women around the world develop as people and players,” said Azzi.  “International players are making a significant impact at all levels of the women’s game, and this program will help top international prospects connect with their peers, learn directly from WNBA players and continue their development.”

Since the NBA Academy Women’s Program launched in 2018, 25 participants have committed to NCAA Division I schools.  China’s Han Xu became the first NBA Academy Women’s program participant to be drafted into the WNBA when she was selected 14th overall by the New York Liberty in the 2019 WNBA Draft.

In a bid to create a quality sport-broadcasting experience for Nigerians, leading-media firms, Nigeria Info and Wazobia Max, under the auspices of AIM Group, have been awarded the broadcast rights from the official UEFA-licensed owner in Nigeria, Media Business Solutions (MBS), to freely air the UEFA Euro 2020 tournament across the country.

As such, then, these recommendations and scoring systems have become the most credible and applicable to people&#39;s daily restaurant choices.

Moving sideways into the high-tech world — where technical know-how is everything — there is also a world-renowned distinction where vendors are reviewed directly by their end-customers. It&#39;s known as Gartner Peer Insights Customers&#39; Choice.


Gartner Peer Insights is an online platform that collects ratings and reviews of Information Technology (IT) software and services, written and read by IT professionals and technology decision-makers themselves — true peer insights. The goal is to help IT leaders make more insightful purchasing decisions and help technology providers improve their products by receiving objective, unbiased feedback from their customers. To date, Gartner Peer Insights includes more than 350,000 verified reviews in more than 355 markets.

Recognition as a Gartner Peer Insights Customers&#39; Choice is based on real reviews by end-user professionals, the people who actually purchase, implement, and use the products or services of vendors. Noted for its consistently rigorous criteria, Customers&#39; Choice has quickly become one of the most credible distinctions and reports in the industry.

To receive a Customers&#39; Choice, vendors must meet two key criteria. Specifically, vendors must have received at least 50 eligible customer reviews within the submission period, at least 20% of which are from vendors&#39; non-primary industries. Furthermore, the average overall customer rating for vendors must be at least 4.5 out of 5 stars, with product performance, deployment, Operations and Maintenance (O&#038;M), and service support all reviewed.

In April 2019, Huawei was named a Gartner Peer Insights Customers&#39; Choice (in the network field) for the very first time. Since then, the company has garnered this title eight times over three consecutive years. And unlike other vendors specializing in only one field, Huawei is an all-round vendor and, in total, has been named a Customers&#39; Choice in four categories — &#39;Wired and Wireless LAN Access Infrastructure,&#39;, &#39;WAN Edge Infrastructure,&#39; &#39;Data Center and Cloud Networking,&#39; and &#39;Network Firewalls.&#39;

To elaborate, Huawei was recognized as a Customers&#39; Choice for Wired and Wireless LAN Access Infrastructure twice, in both January 2020 and May 2021. Similarly, Huawei won Customers&#39; Choice for WAN Edge Infrastructure twice in both April 2020 and February 2021. Huawei was named Customers&#39; Choice for Data Center and Cloud Networking three times, with wins in April 2019, October 2019, and November 2020. And for the first time, Huawei firewalls were honored as a Customers&#39; Choice for Network Firewalls in April 2021.

What&#39;s most remarkable is that Huawei is the only vendor from outside North America to be included as a Customers&#39; Choice in the Local Area Network (LAN), Wide Area Network (WAN), and data center market segments. And for the security market segment, Huawei is one of only two vendors from outside North America to receive this accolade. Time and gain, Huawei has won the highest customer rating among all selected vendors, signifying its long-lasting, consistent reputation.

For example, in the recently released Customers&#39; Choice for Wired and Wireless LAN Access Infrastructure (assessing an 18 month period up to March 31, 2021), Huawei received 191 customer reviews from around the world, with an average rating of 4.8 out of 5 stars. This was the most customer reviews and highest customer rating out of all vendors.

An IT Engineer in the manufacturing industry in the Asia-Pacific (APAC) region commented: &#8220;Huawei iMaster NCE is deployed in our cloud data center and provides automatic management of the entire network. O&#038;M personnel do not need to perform command-line configuration, which facilitates management. In addition, IoT terminals can be intelligently identified to quickly authenticate devices and users, ensuring network security.&#8221;

Customer Recognition and Trust as Driving Forces
Customer recognition and trust stem from Huawei&#39;s continued commitment to innovation, relentless pursuit of ever better capabilities, and sustained leadership.

&#8220;We are unswerving in our pursuit of innovation and breakthroughs in every generation of products. If we don&#39;t innovate, we&#39;d rather not make new products,&#8221; said Kevin Hu, President of Huawei&#39;s Data Communication Product Line, when talking about why innovation is the soul of Huawei in an interview with C114, an online media focused on ICT industry.

After years of effort, in 2012, Huawei unveiled our 480G routing line cards, half a year ahead of other vendors in the industry. This ground-breaking milestone marked our technological excellence and led the Internet Protocol (IP) backbone network into the 400G era.

In 2019, Huawei took the lead in launching intelligent IP network architecture and next generation data communication products. This signaled the leap from traditional IP networks toward intelligent IP networks.

For example, to fulfill the promise of &#8220;zero accidents,&#8221; Huawei has built the industry&#39;s largest automated test factory, with more than 35,000 devices and 200,000 test scripts. This factory can offer 1:1 simulation of a running, live network. In addition, Huawei has developed the industry&#39;s first intelligent hardware test system that can cover all solder joints of boards without manual intervention. In addition to these highlights, Huawei has formulated strict quality inspection standards across the entire lifecycle, from design, development, and production, all the way to installation and operations.

The intelligent world represented by 5G, cloud, and AI is fast approaching, and digital transformation continues to evolve in breadth and depth. Against this backdrop, building a robust network as a foundation has become imperative.

Huawei&#39;s continued, customer-centric innovation allied to the endless pursuit of stronger capabilities has led to sustained leadership in the industry. The Mastercard Foundation (www.MastercardFdn.org) has announced that it will deploy $1.3 billion over the next three years in partnership with the Africa Centres for Disease Control and Prevention (Africa CDC) to save the lives and livelihoods of millions of people in Africa and hasten the economic recovery of the continent.

The Saving Lives and Livelihoods initiative will acquire vaccines for at least 50 million people, support the delivery of vaccinations to millions more across the continent, lay the groundwork for vaccine manufacturing in Africa through a focus on human capital development, and strengthen the Africa CDC.
“Ensuring equitable access and delivery of vaccines across Africa is urgent. This initiative is about valuing all lives and accelerating the economic recovery of the continent,” said Reeta Roy, President and CEO of the Mastercard Foundation. “In the process, this initiative will catalyze work opportunities in the health sector and beyond as part of our Young Africa Works strategy,” she added.
The African Union’s goal as set out in the African COVID-19 Vaccine Development and Access Strategy is to vaccinate at least 60 percent of its population – approximately 750 million people or the entire adult population of the continent – by the end of 2022. To date, less than two percent of Africans have received at least one vaccine dose.
The new partnership builds on the efforts of the COVID-19 Vaccines Global Access facility (COVAX), the COVID-19 African Vaccine Acquisition Task Team (AVATT), and the global community to expand access to vaccines across Africa. The number of vaccines available to Africa represents a small portion of the global supply and the financial costs to purchase, deliver, and administer vaccines remain significant. The Africa CDC is calling on governments, global funders, the private sector, and others to help meet this goal.
“Ensuring inclusivity in vaccine access, and building Africa’s capacity to manufacture its own vaccines, is not just good for the continent, it’s the only sustainable path out of the pandemic and into a health-secure future,” said Dr. John Nkengasong, Director of the Africa CDC. “This partnership with the Mastercard Foundation is a bold step towards establishing a New Public Health Order for Africa, and we welcome other actors to join this historic journey.”
In 2020, Africa faced its first economic recession in 25 years due to the pandemic. The African Development Bank has warned that COVID-19 could reverse hard-won gains in poverty reduction over the past two decades and drive 39 million people into extreme poverty in 2021. Widespread vaccination is recognized as being critical to the economic recovery of African countries.
The initiative builds on an earlier collaboration between the Mastercard Foundation and the Africa CDC to expand access to testing kits and enhance surveillance capacity in Africa. Through the Foundation’s support, the Africa CDC’s Partnership to Accelerate COVID-19 Testing (PACT) deployed nearly two million COVID-19 tests and more than 12,000 trained health care workers and rapid responders across Africa. In total, the PACT has enabled over 47 million COVID-19 tests across the continent.

Mastercard Foundation to deploy $1.3 billion in partnership with Africa CDC to save lives and livelihoods

The security context in the Democratic Republic of the Congo remains of concern, causing repeated population displacements. In 2020, the country experienced the worst food crisis globally with 21.8 million people facing high levels of acute food insecurity. Prior to the pandemic, over 70 percent of the population was already living below the poverty line and the situation has worsened due to the impact of COVID-19 which led to increased food prices, reduced income opportunities and economic decline. 

Renewed violence perpetrated by armed groups on several fronts is affecting people’s lives and livelihoods in particularly hard hit areas such as Ituri, the Kivus, Tanganyika and the greater Kasai region. 
Considering the high risk of further spikes in violence throughout 2021 and the already dire food security situation, FAO launched an anticipatory action project in early 2021, with the support of the Government of the Kingdom of Belgium. 
The project aims at mitigating the immediate consequences of conflict-induced displacement on food security by distributing crop seeds and tools to 5 600 households. This helps to boost their food production and prevent a rapid food security deterioration among displaced people, returnees and host communities. In order to ensure the timeliness of the intervention, strategic stocks of agricultural inputs have been pre-positioned in the areas where new episodes of violence or conflict are likely to occur, and distribution will be prompted by near real-time early warning information available at sub-national level, linked for example to episodes of violence and displacement. 
This is a pilot initiative in the field of anticipatory action to mitigate the immediate consequences of conflict. FAO’s goal is to establish clear trigger mechanisms and operating procedures for this new avenue of the anticipatory action programme. The aim is to prevent the adoption of negative coping mechanisms by households, alleviate tensions and prevent the further increase of humanitarian needs.

Democratic Republic of the Congo: anticipating the immediate consequences of conflict on agricultural livelihoods and food security

The United Nations World Food Programme (WFP) today welcomes a generous contribution of €8.5 million for 2021-2023 from the people of Germany to provide emergency assistance to save lives and the livelihoods of communities affected by conflict and climate change in Ethiopia. It is part of Germany’s flexible funding for the Eastern Africa region.

Germany’s donation will contribute to WFP’s Tigray emergency response that aims to reach up to 2.1 million people with urgently needed food and nutrition assistance. A total of 5.2 million people, or 91 percent of Tigray’s entire population need emergency food assistance due to conflict.
The donation will also support WFP’s refugee response in the country and help to deliver life-saving and life-changing emergency food assistance to communities in Ethiopia’s Somali region who are affected by extreme climate shocks.
“WFP welcomes this timely and generous contribution from the people of Germany to enable us to respond to the most urgent humanitarian needs across the country,” said WFP Ethiopia’s Representative and Country Director Dr. Steven Were Omamo.
“WFP is immensely proud of its long-standing partnership with the Federal Republic of Germany and we are grateful for its commitment to working together with us to improve food security and help vulnerable people in Ethiopia to get the food they need to survive, get back on their feet and become food secure,” he added. 
German Ambassador to Ethiopia Stephan Auer visited WFP’s warehouse and offices in Adama last week to witness food being dispatched to communities in urgent need of food assistance. The Ambassador also heard from teams on the ground about how WFP’s life-saving assistance is delivered across the country.
“WFP’s work is of the utmost importance – now more than ever. Germany is proud to support WFP in Ethiopia and beyond, being the organization’s second largest donor worldwide,” he said following his visit.  
Germany’s donation comes at a critical time as WFP faces a funding shortfall. WFP currently requires US$203 million to maintain operations in Tigray Region until the end of the year, and an additional US$97 million is needed to cover relief food operations in the Somali region during the next six months.

The South African Reserve Bank (SARB) has imposed administrative sanctions on Master Currency (Pty) Limited, an Authorised Dealer in foreign exchange with limited authority (ADLA).

Authorised Dealers in foreign exchange (commercial banks) and ADLAs are persons authorised by the SARB to deal in foreign exchange transactions and are regulated accordingly. ADLAs include bureaux de change and are authorised to deal only in certain limited, designated foreign exchange transactions, including travel-related transactions.
The Financial Intelligence Centre Act 38 of 2001 (FIC Act) mandates the SARB to ensure that ADLAs have adequate controls in place to combat acts of money laundering and the financing of terrorism. Flowing from these responsibilities, the SARB inspects ADLAs to assess whether they  have  appropriate measures in place,as required by the FIC Act.
The administrative sanctions were imposed after the SARB conducted inspections at Master Currency (Pty) Limited, in terms of the FIC Act. The inspections found weaknesses in the control measures the ADLA, Master Currency (Pty) Limited, had in place to control anti-money laundering and combating the financing of terrorism.
It should be noted that the administrative sanctions were imposed because of certain weaknesses that were detected in the ADLA’s control measures which inhibited the ADLA from proactively detecting financial crime, and not because it was found to have facilitated transactions involving money laundering or the financing of terrorism.
The administrative sanctions imposed are as follows:
 	a financial penalty of R100 000 in terms of section 45C(3)(e) of the FIC Act, for failing to provide ongoing training to employees to comply with the provisions of such Act in terms of section 43 thereof; and 	 a directive in terms of section 45C(3)(c) of the FIC Act, to provide the requisite refresher training at all branches, and to submit confirmation and evidence that such training has been conducted and will continue to be conducted on an annual basis. Thirty eight patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers in the Southern, Gash Barka, Central and Anseba Regions.

Out of these, sixteen patients are from Quarantine Centers in Mendefera (12), Senafe (2), and Tsorona (2); Southern Region. Fourteen patients are from Quarantine Centers in Barentu (6), Adibara (5), Tessenei (2), and Om-Hajer (1); Gash Barka Region.  Six patients are from Quarantine Center in Asmara, Central Region.  The last two patients are from Quarantine Center in Keren, Anseba Region.
On the other hand, sixty three patients who have been receiving medical treatment in hospitals in the Central (44), Gash Barka (17), and Southern (2), Regions have recovered fully and have been discharged from these facilities.
The total number of recovered patients to-date has accordingly risen to 3,987while the number of deaths is 14.
The total number of confirmed cases in the country to-date has increased to 4,499.
