As South Africa is addressing climate change as an urgent priority with strong commitments on policy and regulation, GE (NYSE: GE) today shared its position that the accelerated and strategic deployment of both renewable energy and gas power can make substantial progress in combatting climate change in the near-term, while securing a path to a lower-carbon emitting world in the future. In the newly published position paper, titled “Accelerating South Africa’s energy transition with gas power and renewables”, GE said neither power source will be sufficient alone, but when deployed in tandem can provide decarbonization at the pace and scale needed to achieve substantial climate goals.
“A combination of renewables and gas power will be the fastest and most cost-effective pathway to decarbonization for South Africa,” said Elisee Sezan, CEO for GE’s Gas Power business in sub-saharan Africa. “Reliable gas technology solutions and renewable energy sources will make investments economically sound for immediate emissions reductions and we believe that gas will not just be a backup fuel but will be the new baseload capacity for the coal repurposing national program.”
According to the whitepaper, affordable, reliable, and sustainable electricity is South Africa’s most urgent need. About 4–6 GW of power is needed in the near term to ease current electricity constraints and the country aims to add about 20 GW of additional power with renewables and gas in the long term. Research shows South Africa’s energy mix will evolve to include greater amounts of renewables, even as coal remains the dominant fuel beyond 2040. GE believes in and promotes additional renewables capacity, augmented where needed with gas generation to provide system flexibility and dependable capacity, as the most effective near-term action to decarbonize the energy sector. Given the time it takes to deploy new renewables and to implement energy efficiency improvements, coal-to-gas switching represents a potential quick win for emissions reductions.
“Retiring aging coal-fired capacity and replacing it with new, high efficiency combined cycle gas power technology would almost immediately bring down power sector emissions and total energy-related CO2 emissions,” said Nosizwe Dlengezele, GE Gas Power’s chief commercial officer, sub-saharan Africa. “Case in point, GE’s HA gas turbine portfolio offers record levels of more than 64 percent combined cycle efficiency, fuel flexibility, and the capability to transition from gas to low-carbon fuels such as hydrogen, and this positions the HA gas turbine as an ideal fit for South Africa.”
In South Africa, coal-fired plants account for 84.5 percent of total CO2 emissions and the move to a more diversified fuel mix will see a drastic reduction in the carbon footprint of the country. By 2030, South Africa aims to reduce its annual greenhouse gas (GHG) emissions by 28 percent less than its 2015-set targets in the updated draft of the Nationally Determined Contribution (NDC) (https://bit.ly/3w4wD3h) and become a net zero economy by 2050.
The paper notes that the timing is right for South Africa to implement its Gas-to-Power programme, as reliable power is a prerequisite for economic development and many industries are deeply affected by power sector inefficiencies. Due to its competitiveness and bankability either as a bridge or destination fuel, the paper views LNG (Liquified Natural Gas) as a fuel of choice for decarbonization in countries like South Africa without adequate commercial gas reserves, and the introduction of new LNG supply is a critical first step in developing the Gas Master Plan.
GE also highlights the need for solid collaboration between the private and public sector to help ensure effective implementation of projects end to end, as well as extensive gas policies and developmental goals to ensure the country reaps all the benefits it comes with.

Initially scheduled for 1-5 November in Cape Town South Africa, there is growing furor across the continent following the relocation of the 2021 edition of the Africa Oil Week (AOW) to Dubai in the United Arab Emirates from 8-11 November 2021.
“Delivering the event to the high standard to which our audience is accustomed and ensuring the safety and wellbeing of our attendees has always been our top priority. We believe that hosting the 2021 edition in Dubai will enable us to ensure that the event experience is both safe and premium for our customers,” the AOW said in a statement posted on their website recently.
Reactions did not take long to come with the African Energy Chamber led by NJ Ayuk leading the charge in calling for a stronger commitment to conferences of African nature being held on African terrain.
Mothballing a conference in South Africa, an African nation that has handled the Covid-19 pandemic remarkably well, is a clear sign of opportunism and detachment from the pledge to support African venues and our continent, the Chamber lashed out.
“While Dubai is a fabulous venue in its own right, we do believe that events of African nature should show strong commitment to African communities, cities and the local workforce. An event of the magnitude of Africa Oil Week is a big local employer. Reneging on its long-standing partner, the African people and the continent, is a truly unfortunate sign of disinterest in African values of trust, loyalty and companionship, and is in fact very unscrupulous in nature,” said NJ Ayuk, Executive Chair of the African Energy Chamber.
“Keeping to Covid-19 travel restrictions and how they have particularly placed a strenuous burden on the conferencing industry, there are smart ways to hold hybrid conferences of both online and offline nature. Further, vaccination rates are increasing rapidly across the Northern hemisphere, which would allow business travelers to visit South Africa in a safe manner by November,” Ayuk added.
The discontent from the African Energy Chamber on the AOW decision has resonated with many Africans who are using diverse platforms to call for the prioritization of African venues for African events.
The event’s move from Cape Town to Dubai was wrong, short-term in its thinking, and sends a negative message about Africa, says Florival Mucave, President of Mozambican Oil and Gas Chamber (CPGM).
“The move underestimates our preparedness to host events that define our future economic and energy sector success. Imagine the Africa Cup of Nations football tournament being hosted in Dubai because one company says Africa is not the right place anymore because of the COVID-19 pandemic,” Mucave said in condemnation of the relocation.
The excuses and final decision to move the event are both unacceptable and wrong, and sends a message that when things are hard because of COVID-19, Africa should be abandoned for other locations irrespective of the loyalty and the sponsorship Africa has shown for more than two decades, Mucave charged.
“As a former Patron of the African Institute of Petroleum, I concur that a move of AOW from an African location to any other continent is not just disrespectful to Africans whose resources are being talked about but considerably delusional,” says Robin Vela, Chairman, Lonsa Group Limited, Mauritius.
“I thought I was the only one who saw something very wrong with this decision. Africa as a continent is the least affected by COVID in the whole world, we have lesser death rates, came up with several initiatives and innovations to tackle the scourge. In my opinion, Africa handled the pandemic even better than the rest of the world, so why should the continent be counted out on grounds of the global pandemic,?” Margaret Nongo -Okojokwu  , a 2017 Mandela Washington Fellow and social entrepreneur from Nigeria questions.
To  the CEO of Turaco Aviation Group Abdul Bigirumwami (https://bit.ly/3wWxwv0) from Rwanda ,African events should stay in Africa, Rwanda has handled the COVID-19 pandemic well and can support such events.

“This is so sad for our struggling South African Event/Expo Industry . It’s all about money and bugger everyone else. “Africa” Oil Week… Dubai has never been or will ever be in Africa. Change the name of the event,” Simon Aubrey Onsite, Project / Site Manager for Overlay of Exhibitions / Sport Events opines.
Given the relentless attack that the oil and gas industry is facing, there is no better time for the oil and gas industry to stand with Africa but now, says the African Energy Chamber as it pledges to continue pushing for discussions on energy transition, fiscal responsibility, free markets, upstream, midstream, downstream, renewables and petrochemicals in Africa.
Beyond the criticisms on moving the AOC to Dubai, the controversial decision has prompted the Africa Energy Chamber to start exploring other avenues on what is perceived as injustice.
“As a first step, the Chamber will encourage, advocate and provide support for an energy event in October or November this year with African ministries, entrepreneurs, NOC’s, IOC’s, Civil society and possibly four African heads of States. The Chamber will continue to be the voice of the sector and work towards building bridges that brings together governments and companies in the African energy industry to find a common ground.,” a recent statement read.

The Food and Agriculture Organization of the United Nations (FAO) today launched the frontline In-Service Applied Veterinary Epidemiology Training (ISAVET) for the first Kenyan cohort of veterinarians and para-veterinary professionals.

In collaboration with the Director of Veterinary Services (DVS), the 25 trainees will be trained for four months, with four weeks of formal training (didactic) followed by three months of home-based mentored field projects at trainee duty stations.
‘Field veterinarians and veterinary paraprofessionals are an indispensable human resource. They contribute to effective surveillance, field investigation and emergency response. They have strong ties to the local community and are often first responders of an animal disease outbreak,’ said Carla Mucavi, FAO Representative to Kenya.
Enhancing capacity of frontline animal-health workers
In 2017, the Surveillance Evaluation and Joint External Evaluation (JEE) exercises conducted in Kenya identified a key gap in a structured and routine on-job training for animal health workers, more so the frontline animal health workers.
To carry out early detection and response to potentially zoonotic viral threats at their source, veterinary field officers from the County, Sub County and Regional Veterinary Investigation Laboratories (RVILS) require skills to conduct effective surveillance and outbreak response under a One Health approach.
The ISAVET program provides a structured on-the-job training to develop animal health capacity to prevent, detect and respond to potentially zoonotic viral threats at source, through an “In-service” training targeting field veterinarians and veterinary paraprofessionals in the agriculture sector.
The Kenyan Government has committed itself to developing an efficient and effective veterinary service that will deliver animal health services to protect our animals. Kenya’s veterinary services is anchored upon a strong surveillance system which aims at detecting endemic, emerging and re-emerging diseases, thereby providing support to evidence based disease outbreak response,” said Mr. Harry Kimtai, CBS, Principal Secretary State Department for Livestock as he officially launched the ISAVET training.
Surveillance, prevention and control of animal diseases
Transboundary animal diseases (TADs) such as African Swine Fever (ASF), Peste des Petits Ruminantis (PPR) and Priority Zoonotic Diseases such as Rabies, Anthrax and Brucellosis have immense health, economic and socio-political consequences.
In Kenya, most of the populations affected by disease outbreaks live in the rural areas where livestock play key role in provision of food as well as contributes to household income. 
Epidemiological Surveillance, Field Investigation and Response, Communication and Disease Prevention and Control are some of the core competencies that are required in building the country’s capacity for the management of Priority zoonotic diseases at the Human-Livestock Interphase and Transboundary Animal Diseases at source.
Regional approach to animal health
In 2018, FAO, the Institute for Infectious Animal Diseases (IIAD) of Texas A&#038;M University and collaborators launched the Frontline In-Service Applied Veterinary Epidemiology Training (ISAVET) programme to address endemic, emerging infectious and transboundary animal diseases (EIDs and TADs) in 14 countries of West, Central and East Africa.
The programme is funded through the Workforce Development Action Package of the Global Health Security Agenda (GHSA) initiative with support from the United States Agency for International Development (USAID).
‘As we have seen already, COVID-19 has emphasized the need for the One Health approach. ISAVET builds on the foundation set by Field Epidemiology Laboratory Training programme (FELTP) to address transboundary animal diseases, emerging infectious diseases and antimicrobial resistance. I congratulate the first cohort of trainees and urge them to provide the leadership required in enhancing animal health surveillance in Kenya,’ said the Regional Advisor of the USAID in East and Central Africa, Ricardo Echalar.

UNICEF is urgently working to restore water supply to 200,000 people – including at least 100,000 children &#8211;  in the city of Goma, in the east of the Democratic Republic of the Congo &#8211; after the volcanic eruption last month melted principal water pipes and damaged a huge 5000m³ reservoir.

Without access to safe water and sanitation, children and families are at increased risk of waterborne diseases, with concern especially growing at the threat of a cholera outbreak.
“Cholera is particularly dangerous for the very young, the very old and the undernourished, so an outbreak could have disastrous consequences for children,” said In Hye Sung, UNICEF emergency specialist. “Children under age 5 have the highest incidence of cholera and are more likely to die from it, so it’s critical we ensure that families have access to safe water as soon as possible.”
Many of Goma’s inhabitants have been forced either to flee to nearby towns because their homes have been destroyed by lava or because they were advised by the government to leave due to the possibility of another eruption and the emission of noxious gasses.   
UNICEF is working with domestic and international partners to address the issue, including supporting Regideso, the state-owned water company, to redirect and protect a by-pass piping system that will immediately send water from the pumping station next to Lake Kivu into part of the water supply system.
The number of districts without water in the city a fortnight after the eruption has now been reduced from 12 to four because of the by-pass installation. When the work on a second bypass is completed – hopefully by the end of the week – only two districts in the city should be without water.
In the past, cholera epidemics have started when residents of Goma collected dirty contaminated water from Lake Kivu to drink or wash pans.
UNICEF has installed 15 emergency station chlorination points close to the lake where staff are putting chlorination solution in jerry cans for people collecting water from the lake. The chlorinated water is much safer to drink.
During the eruption of 22 May, a fissure burst in the side of Nyiragongo volcano, sending a torrent of molten lava towards Goma. Districts in the northern part of Goma were destroyed and 30 people were killed.
Some 3,500 residents of Goma lost their houses. The main reservoir that supplies the northern section of the city with water was engulfed in lava.
The impact of the water shortages is clearly illustrated in Buhene, a district that was flattened by lava.
The district has seen hundreds of people queue up with yellow plastic jerrycans while a truck is hooked up to a pump that supplies them with water as a temporary measure until a new pipe can be fitted.
UNICEF, along with its partners Caritas and AVUDS was one of the first agencies to truck water to tens of thousands of people displaced by the eruption in the nearby towns of Sake, Rutshuru and Minova – and is now doing the same in Goma.
The trucking operation has been scaled up day-by-day, aimed at providing emergency water supplies to some 200,000 people.
The trucking operation will be scaled down once Goma’s water network is partly functional again – an estimated 60,000 displaced people returning to the city will initially rely on trucked water.
A task force coordinated by Regideso and consisting of CICR, Mercy Corps and UNICEF is supporting Virunga Energy to install 1,500 meters of pipe on top of the lava to replace pipework that melted.
They will reconnect the pumping station to distribution reservoirs that were not damaged during the eruption and are located in the hills above Goma.
In addition, UNICEF is supporting Regideso to implement an expert evaluation on how best to repair the 5000 m3 reservoir that was damaged by the lava.
On 27 May the acting governor of North Kivu province, Lieutenant General Constant Ndima, ordered hundreds of thousands of people living in Goma city centre to evacuate, warning that another eruption on the ground or under the lake could not be ruled out.
Most of those who fled to the nearby town from Goma are enduring miserable conditions – with people sleeping without blankets or mattresses on the floors of unfinished buildings.
Many displaced people are scared to return and will be even more reluctant to do so unless they can be sure of receiving safe water.

As we reach 50 days to the rugby sevens kick-off at the Tokyo Olympics, the Tunisian women&#39;s rugby sevens team prepares to play their second World Rugby Sevens Repechage in Monaco (www.WorldRugby.org), with ambitions beyond Tokyo 2020.

The Tunisian women&#39;s rugby sevens team has just spent a week at the French rugby union’s national centre in Marcoussis, near Paris. For several days, the Rebellious, the name the Tunisian players have given themselves, worked with the France team and the BelSevens of Belgium.
&#8220;We have had a good relationship for almost 10 years with David Courteix (the coach of the France team),&#8221; says Abbes Kherfani, coach of Tunisia. “We stayed put, we didn&#39;t move, we were tested four or five times in all.&#8221;
In every sense of the word – from a logistical, health and sporting point of view – this camp prior to the World Rugby Sevens Repechage in Monaco was very beneficial for Tunisia.
On 19 June, the side will face Papua New Guinea, Kazakhstan and Jamaica in Pool B. The Tunisians would have appreciated a little more playing time to better prepare, but the COVID-19 crisis denied them this possibility.
&#8220;Our last competition was in the African Cup in October 2019,&#8221; says Abbes Kherfani. “We were nevertheless able to participate in two camps: the Rugby Africa solidarity camp with Madagascar and Kenya at the end of April and the beginning of May, then the one in France. These were the only possibilities.&#8221;
A Four-Year Trajectory
Fifth in the Dublin repechage tournament in July 2016, Tunisia failed to qualify for Rio 2016. This time, their second attempt, the Rebellious do not want to go unnoticed.
“We defend the Tunisian flag everywhere; we have nothing to lose. Our motivation is to play hard, to play to the end so that we have nothing to regret. There is a whole country behind us, we have a beautiful country to represent,” insists Kherfani.
In this nation where rugby is not the most popular sport, the Olympic dimension of the women&#39;s national team encourages the press and public to mobilise and follow the tournament as they journey to Monaco.
In four years, women&#39;s rugby in Tunisia has developed a great deal, thanks to the new federal office which wanted to focus on the sport&#39;s grassroots in order to expand it, constituting U12, U14, U16, U18 and senior teams.
“It is thanks to this that we were able to participate in the Youth Olympic Games in Argentina in 2018 with the U18s. We lost our six games, but at least we were there!&#8221; says the former sevens and 15s international player.
Monaco first, Cape Town and Paris second
Among the group he is taking to the Principality, seven girls were part of the Youth Olympic Games and four were already present in the 2016 repechage. National coach since June 2020, Kherfani has his sights sets beyond Tokyo, with qualification for Rugby World Cup Sevens 2022 in Cape Town, followed by the Paris 2024 Olympic Games.
But before that any of that, his side will face three strong opponents in Monaco. “Our first game will be against Papua New Guinea; it will be the big piece of the pool. In the Pacific, you know, it breathes rugby!&#8221; says Kherfani.
“Then we will play Kazakhstan and Jamaica, two teams that we are able to pass. We have one chance to get out of the pool.&#8221;
According to Kherfani &#8220;the girls are excited&#8221; to play in the Olympic Repechage in Monaco: &#8220;they&#39;re going to give themselves 1,000 an hour!&#8221;
