The African Development Bank Group (www.AfDB.org) and the Securities and Exchange Commission (SEC) of Ghana today launched a $400,000 project to strengthen the development of Ghanaian capital markets. This follows the signing of a grant agreement to develop a risk-based supervisory solution for the local capital market.

The grant, from the African Development Bank’s Capital Markets Development Trust Fund (https://bit.ly/3g54brx), will finance the provision of technical assistance and capacity building for the SEC, the markets regulator, and the Ghana Stock Exchange.
The project will enhance the SEC’s institutional capacity and readiness to transition from a compliance-based to a risk-based supervision approach for the securities market. It will also enable the development and streamlining of policy and regulatory frameworks for pooled funds, and support the broadening of market instruments through the introduction of products such as asset-backed securities.
At the launch event, Daniel Ogbarmey Tetteh, Director-General of the SEC, commended the African Development Bank for supporting the development of a risk-based solution, which is expected to bolster the Commission’s capacity to fulfill its mandate.
The objectives of the project align with the priorities of the Bank’s Country Strategy for Ghana, which envisages measures to stimulate capital market development and unlock financial resources that will advance Ghana’s industrialization, the private sector and infrastructure development.
“The collaboration with the Securities and Exchange Commission to promote an enabling regulatory and supervisory environment with diversified financial market products and instruments is timely. This support demonstrates the Bank’s desire for a deepened and broadened financial system – a driver of investment and economic growth in Ghana,” said Ahmed Attout, Manager of the Bank’s Capital Markets Development Division.
The project will benefit capital market participants in Ghana, including securities issuers and investors. It will also help broaden available products and structures for savings and investment.
Mr. Ekow Afedzie, Managing Director of the Ghana Stock Exchange, expressed his appreciation to the Bank and noted that this project has come at an opportune time when the stock market is introducing new products to deepen the market and improve liquidity. “Thus, the introduction of the new products will boost investor confidence and achieve the ultimate goal of making the Ghana Stock Exchange a preferred investment destination in the sub-region,” Mr Afedzie said.
The Securities and Exchange Commission will cooperate closely with the Ghana Stock Exchange and other market stakeholders to implement the project.

Organized by Rugby Africa, the Barthes U20 Trophy is the official African rugby championship for national teams in the Under 20 age bracket.

The Barthes Trophy has unearthed future stars of the African game over the years and continues to serve as a talent identification platform and elite player pathway.
It is held on an annual basis and the winners of the competition earn the right to represent the African continent at the World Rugby Junior Trophy.
In 2019, Kenya hosted and won the competition, defeating the then champions Namibia 21-18. The team went on to finish sixth at that year&#39;s World Rugby Junior Trophy tournament in Brazil.
In early 2020, Rugby Africa granted Barthes Trophy hosting rights to the Kenya Rugby Union for a three-year period until 2022.
Unfortunately, owing to the COVID-19 pandemic, the competition could not be held in 2020.  
This year&#39;s competition will be held at the Nyayo National Stadium in Nairobi from 24 June to 3 July and features four teams led by the defending champions Kenya, Namibia, Senegal, and Madagascar.

21 days to the Barthes Trophy

WFP and partners have so far delivered food to some 43,000 displaced people in Sake, Minova and Rutshuru, towns close to Goma that have seen an influx of people fleeing their homes.  Thousands of displaced people remain scattered across the region amid warnings of further eruptions. Those who have had to flee their homes have been receiving 10-day rations of flour, pulses, oil and salt.

“People are feeling helpless and getting desperate. The families that have fled are completely reliant on government and aid agencies for basics like food, water and shelter,” said Erwan Rumen, WFP’s Eastern Area Coordinator. “WFP is very concerned about the food and nutrition situation of the people forced out of their homes. We are providing them with the food assistance they need in this crisis.”
The eruption left more than 30 dead and caused an estimated 400,000 people to either flee their homes or to be evacuated. Families who left with their few belongings, either headed north on foot on the Rutshuru/Beni road, recently cleared of the lava that had blocked it, or round the lake towards the towns of Sake and Minova, located 27 km and 46 km west of Goma, respectively. Some with vehicles continued further south to Bukavu.
Based on assessments carried out over the past week, WFP aims to reach a total of 40,000 people in Sake, 65,000 in Minova and 60,000 in Rutshuru, while WFP in Rwanda is providing emergency food assistance to many others who have crossed the border.
Jointly with the United Nations Children’s Fund (UNICEF), WFP is also delivering food to 300 children who have been separated from their families in the chaos that followed the eruption.
North Kivu is already facing armed conflict, mainly in Beni territory where attacks on civilians continue. In efforts to bring stability to this conflict-hit province, the government has declared a security emergency there, and in Ituri, immediately to the north. Shortly after military rule was introduced, Nyiragongo erupted.

Energy Capital &#038; Power, on behalf Equatorial Guinea’s Ministry of Mines and Hydrocarbons (MMH), has announced the start of drilling in the Elon Field in Trident Energy-operated Block G in the Rio Muni Basin.
Under its 2021 Work and Budget Program that targets $1.1 billion in foreign direct investment into the oil and gas sector, the MMH has approved the drilling of three planned infill wells – Elon-A, Elon-C and Elon-D. These wells will serve to offset declining hydrocarbon production at the nearby Ceiba and Okume fields.
The Sapphire Driller rig – owned by Vantage Driller – has arrived in Equatorial Guinea and will commence drilling operations of the first part of the Elon-C well on June 22. In addition to the perforation of the three wells, a tripod structure will be permanently installed in the Elon-C well to support the production equipment and flow lines that lead the flow production fluids to the Okume platform.  
Located 15km offshore Equatorial Guinea, Block G is also home to the Ceiba and Okume Complex, which comprises six offshore fields in both shallow and deep-water. The block is expected to yield new development opportunities following Trident Energy’s acquisition of 4D seismic in the first quarter of 2020.
The MMH has set its sights on revitalizing its oil and gas sector by facilitating an influx of foreign capital and enabling operators to carry out capital-intensive E&#038;P activities in 2021, with the aim of creating jobs and generating income for the state in the aftermath of COVID-19. As of October 2020, total crude oil production in Equatorial Guinea stood at 35.15 million barrels, translating to an average daily production of 115,250 bpd. Total condensate production amounted to 9.48 million barrels, translating to an average daily production of 31,079 bpd.
Since acquiring its first assets in the country from Hess Corporation in 2017, Trident Energy, in partnership with Kosmos Energy, has grown its portfolio to include two producing fields and three exploration blocks with six platforms and one floating production and storage offloading unit. The independent oil and gas producer is one of several companies that will be featured in the upcoming Africa Energy Series: Equatorial Guinea 2021 investment report, produced by Energy Capital &#038; Power.

Trident Energy Kicks Off Drilling Campaign in Equatorial Guinea

On June 2, 2021, OPEC, in collaboration with the African Energy Commission (“AFREC”), the African Petroleum Producers’ Organization (“APPO”), the African Refiners and Distributors Association (“ARDA”), and the African Energy Chamber (“AEC”) (www.EnergyChamber.org) hosted the first OPEC-Africa Energy Dialogue to promote continent-wide cooperation initiatives.

At the AEC we are proud and humbled to have been invited to such a magnificent conversation, where both public and private players were able to voice out their ideas, concerns, and solutions for the problems our energy industry is facing today.
In the first installment of the OPEC-Africa Dialogue, the high-level participants addressed issues of great importance to Africa’s energy industry, such as energy poverty, energy transition and the financing of projects during the highly accelerated transition to a lower carbon future. The key points highlighted during the OPEC-Africa Dialogue included:
 	Energy poverty continues to be one of the major challenges African countries face to this date, and it is expected to grow exponentially in the following years. A sudden swift to a zero-carbon future will only exacerbate such problem, leaving many Africans without access to power, consequently affecting health systems, industries, economies, and the lives of millions of Africans. On this matter, Secretary General Barkindo noted that energy stakeholders should work together to ensure an equitable distribution of energy that leaves no one behind. 
 	All sources of energy are required to address energy poverty and to boost African economies. Secretary General Barkindo noted that the OPEC will continue to advocate for a balanced and inclusive energy transition that promotes all energy sources and prioritizes the investment needs in Africa. 
 	A finance plan for the continent’s energy sector is required to continue developing energy projects. Considering the recent position of major institutional and non-institutional investors, Africa needs a plan to look for other sources of funding. 
Our Executive Chairman noted the importance of allowing African countries to exploit their carbon neutral gas resources to tackle energy poverty. It is unfair to prohibit African countries from exploiting their resources when they have only been responsible for less than 2% of the world’s carbon emissions. “The idea that western nations and the IEA believe that every African will drive a Tesla by 2030 is not in any way connected to a sense of reality. I am worried this is the thinking that defines energy policy. Africans need electricity to power our homes, hospitals, create jobs and opportunities for so many young people. Foreign aid, grants and handouts will not get us to Net Zero”. Stated NJ Ayuk. “We need to work on a strong African position and narrative on energy transition. Oil and natural gas are part of our future and the calls for divestment against oil and gas companies are worse than the calls for divestment against Apartheid. We must defend our natural resource industry and oil and gas companies. Africa is blessed to have H.E. Barkindo leading and speaking for our industry during these critical times” Concluded Ayuk.
Mr. Anibor Kragha of ARDA added that “ARDA, along with AFREC and APPO, is fully committed to this laudable OPEC initiative and that it will ultimately ensure that Africa’s full energy potential is realized and our citizens’ future energy demands are met with cleaner petroleum products, especially low-sulfur fuels and LPG for clean cooking in the near term.”
In closing the videoconference, OPEC Secretary General, Mohammad Sanusi Barkindo said: “Africa will continue to be an integral and essential player in the oil and gas industry’s long-term efforts to meet the rising energy needs of the world’s rapidly growing population”.
At the AEC we believe that this first OPEC-Africa Dialogue is a good step on the right direction. It is very positive that the private sector was invited to the discussions, as they will continue to form a crucial part of Africa’s efforts to address energy poverty with the new challenges presented by the accelerated Energy Transition.
The AEC is determined to help African countries implementing strategies to exploit their natural resources in a sustainable manner and to boost their energy sectors in the benefit of their population. The AEC and our board members are strong proponents of well thought and carefully designed strategies for African countries to transition to a lower carbon future without leaving their citizens and resources behind. We are committed in assisting African public and private stakeholders in addressing the issues our industry is facing today, and we are looking forward to working closely with the OPEC in achieving these results.

Energy Chamber joins 1st High-level Meeting of the OPEC-Africa Energy Dialogue

The International Federation of Red Cross and Red Crescent Societies (IFRC) has warned that a multi-hazard emergency looms large following the eruption of Mountain Nyiragongo in the Democratic Republic of Congo (DRC).

The IFRC has launched an emergency appeal of 11.6 million Swiss francs to assist 80,000 displaced people in DRC and Rwanda and is calling for urgent support from donors and partners to help scale up operations.
Mohammed Omer Mukhier, IFRC’s Regional Director for Africa, said:
“The danger is not over, and more work lies ahead. While volcanic activity seems to have subsided, the recent eruption has left a trail of immense humanitarian needs. Hundreds have lost their homes and they urgently need shelter, food, clean water and healthcare. Families have also been separated amid the chaos that followed the eruption.”
Based on the requests for family reunification received by the Red Cross, at least 540 children were separated from their families after the eruption. Out of those 540 requests, Red Cross teams have reunited 64 missing children with their families. Many more are still missing. Over 1,722 houses and other structures have been destroyed, leaving about 30,000 people homeless and displaced. Some were displaced internally within DRC—others moved to Rwanda, in Rubavu.
Karamaga Apollinaire, the Secretary General of the Rwanda Red Cross said:
“In the town of Rubavu, to which many Congolese refugees fled, we have had to manage the influx and the destruction of property caused by the continuous earthquakes. Schools, homes, markets and water lines have been destroyed, and residents are being evacuated to safer grounds. Rwanda Red Cross volunteers have been on the ground since the eruption, providing humanitarian assistance to both the refugees and local communities.”
The eruption of Mountain Nyiragongo comes at the worst possible time in DRC. With thousands of displaced people, amid an ongoing outbreak of COVID-19, in one of the most dangerous environments in the world—the Red Cross is worried about the “multiplier effect” that this new emergency adds to an already complex situation.
“The population of North Kivu has been grappling with socio-economic challenges for decades and is currently one of the most food insecure locations in Africa. With every disaster, their means of coping are weakened further,” said Mukhier.
As a response, the Red Cross will support communities affected by multiple hazards and compounding humanitarian vulnerabilities caused by the eruption of Mountain Nyiragongo for a period of 12 months. Through the operation, Red Cross teams will provide services such as shelter; distribution of household items; water, sanitation and hygiene; healthcare; protection and psychosocial support, among others.
Grégoire Mateso Mbuta Way, President of the DRC Red Cross, said:
“Although this is a worrying humanitarian situation, we are reassured by the fact that our Red Cross teams are experienced in responding to emergencies caused by volcanic activity. Our teams played a key role in supporting people affected by the last major eruption of Mountain Nyiragongo in 2002. The IFRC and the Red Cross in DRC understand the local context very well and have worked together for years in eastern DRC, including during the recent response to Ebola.”
Immediately after the eruption of Mountain Nyiragongo, the IFRC released 359,213 Swiss francs from its Disaster Relief Emergency Fund (DREF) to help the DRC Red Cross to provide assistance to 12,500 people from local communities evacuated from areas close to the volcano. The Red Cross is urgently calling for support to the emergency appeal to help reach more people with life-saving assistance.

DRC volcano eruption: Red Cross steps up its response amid fears of a “multi-hazard” emergency

As the risk of a surge in COVID-19 cases increases, African countries must urgently boost critical care capacity to prevent health facilities from being overwhelmed. This comes as vaccine shipments to the continent grind to a near halt.

Weak observance of preventive measures, increased population movement and interaction as well as well as the arrival of winter in southern Africa have heightened the risk of COVID-19 resurgence in many countries.
In the last two weeks, Africa recorded a 20% increase in cases compared with the previous fortnight. The pandemic is trending upwards in 14 countries and in the past week alone, eight countries witnessed an abrupt rise of over 30% in cases. South Africa is reporting a sustained increase in cases, while Uganda saw a 131% week-on-week rise last week, with infection clusters in schools, rising cases among health workers and isolation centres and intensive care units filling up. Angola and Namibia are also experiencing a resurgence in cases.
The increase comes as COVID-19 vaccine shipments continue to slow down. Burkina Faso this week received just 115 000 doses from the COVAX Facility, while Rwanda and Togo each received around 100 000 Pfizer vaccine doses. Nearly 20 African countries have used up more than two-thirds of their doses. The COVAX Facility is in talks with several manufacturers, as well as with countries which have vaccinated their high-risk groups to share doses.
“The threat of a third wave in Africa is real and rising. Our priority is clear – it’s crucial that we swiftly get vaccines into the arms of Africans at high risk of falling seriously ill and dying of COVID-19,” said Dr Matshidiso Moeti, the World Health Organization (WHO) Regional Director for Africa. “While many countries outside Africa have now vaccinated their high-priority groups and are able to even consider vaccinating their children, African countries are unable to even follow up with second doses for high-risk groups. I’m urging countries that have reached a significant vaccination coverage to release doses and keep the most vulnerable Africans out of critical care.”
Altogether, 48.6 million doses have been received and 31.4 million doses have been administered in 50 countries in Africa, where around 2% of the population have received at least one dose of the COVID-19 vaccine, while globally 24% have been vaccinated.
As the continent struggles with vaccine shortages, the care of critically ill COVID-19 patients is also lagging behind other parts of the world. While Africa has 2.9% of cases globally, it accounts for 3.7% of deaths.
A WHO survey carried out in May found that in many African countries, crucial equipment and the health workforce required to handle severely ill COVID-19 patients fall far short of needs. Of the 23 countries responding to the survey, most have fewer than one intensive care unit bed per 100 000 population and will require an increase of between 2500% and 3000% to meet needs during a surge. Among the countries providing information on ventilators, only a third of their intensive care unit beds are equipped with mechanical ventilators.
High-income countries such as Germany, Luxemburg or the United States of America that have been able to cope with COVID-19 surges have over 25 beds per 100 000 population.
“Many African hospitals and clinics are still far from ready to cope with a huge rise in critically-ill patients. We must better equip our hospitals and medical staff to avert the worst effects of a runaway surge,” said Dr Moeti. “Treatment is the last line of defence against this virus and we cannot let it be breached.”
Since the onset of the pandemic, WHO has worked around the clock and in collaboration with countries to ramp up COVID-19 treatment capacity by delivering essential medical supplies as well as health worker training. The number of oxygen concentrators, for instance, has increased to over 6700 as of April 2021 compared with 2600 in April 2020, with WHO providing around 3700 of the medical equipment to countries in addition to shipping about 680 ventilators.
The Organization has also deployed 21 experts in COVID-19 treatment to eight countries to assist in the clinical care of critically ill patients and share expertise with national health workers.
To further reinforce COVID-19 critical care services, WHO recommends that every district hospital should have a high-dependency unit, while those at the regional or provincial level have an intensive care unit and higher-level health facilities set up 2—3 intensive care units. All intensive care units must be adequately equipped.

Risk of COVID-19 surge threatens Africa’s health facilities

Finally, the time has come for the Rugby World Cup 2023 qualifiers for Africa to commence the Rugby Africa Cup Repechage is set to be hosted by the Burkina Faso Rugby Union in the capital Ouagadougou at the Stade 4 Août stadium, from the 5th – 13th June 2021.

The Rugby Africa Cup Repechage marks the restart of the Rugby Africa competitions program and launches the qualification for Rugby World Cup 2023. With the Rugby Africa flagship men’s 15s competitions having grown from 4 teams in 2016 to 14 teams in 2021, the Rugby Africa Cup Repechage tournament will act as the first round of the RWC 2023 Qualifiers for Africa.  The winner of the tournament will join the 12th slot in the Rugby Africa Cup Pool D, to be hosted in Tunisia from 10th – 18th July 2021. Pool D consists of the Zimbabwe and Tunisia national teams. This second round of the Rugby Africa Cup will be played across four pools of three teams each in July in four different venues, namely Namibia, Kenya, Uganda, and Tunisia. The top 2 teams of each pool will progress to the third and final round of the Rugby Africa Cup in 2022. An 8 teams knock-out tournament played with quarterfinals, semi-finals and a grand finale will see the winner qualify directly for RWC 2023 and the runner-up compete in a global repechage tournament.
Three teams are expected to participate in the RAC Repechage round-robin tournament over four match days, namely Burkina Faso, Burundi, and Cameroon. It will be a first for Burkina Faso and Burundi to compete in a tournament that is part of the Rugby World Cup qualifier pathway. While this tournament will mark the return of Cameroon in an international competition following their re-instatement as a Rugby Africa member union.

As part of Rugby Africa’s commitment to increase competition, commercial and fan engagement opportunities with women’s rugby, the tournament is aligned to a series of test matches across Africa that evaluates women’s 15s squads and prepares the future of women’s rugby.
This was cemented by the recent launch of WXV, a three-tiered annual competition model – a platform for the women’s international teams to compete in more consistent, competitive, and sustainable competitions at a regional and global level.
Geared up for the start of the tournament Burkina Faso Rugby Union President, Rolande Boro said, that the time had come for her country to showcase their talent on the African rugby stage.
“As a union we are extremely excited to be the host country and have our national team participate for the first time. We have been diligently organising this important tournament and we are more than ready to bring the games to our fans. We have set the bar high to meet international standards knowing very well that this will officially mark the start of the African Qualifiers for the 2023 Rugby World Cup to be held in France.” 
Also setting their boots for the first time in the Rugby Africa Cup Repechage field, Burundi Rugby Union President, Albert Habyarimana said that Burundi would be flying their flag high in the #AfricaAsOne tournament.
“This is an ambitious tournament that we will be heading into – a global competitive game that certainly will grow the Burundi national team and encourage fans to participate and support their home team. We are aiming at growing our profile and fan base and this tournament will certainly spotlight the Union and the players.”
Re-entering into international play after a time of absence, Cameroon Rugby Union President, Marc Essono expressed that it was an honour to be participating.
“We are pleased that Cameroon has been reintegrated into the continental Rugby Africa family and we welcome this tournament. We know our country has great potential and it is important that our national team begins to establish themselves again on the global field.”
All five matches will be recorded and uploaded onto Rugby Africa’s website and across YouTube and Facebook.

About Rugby Africa: Created in 1986, Rugby Africa, previously the African Confederation of Rugby (Confédération Africaine de Rugby – CAR), is one of the six regional associations composing World Rugby (WorldRugby.org), the international organization responsible for the governing of Rugby Union and Rugby Sevens. Rugby Africa unites all African countries which play rugby union, rugby sevens, and women’s rugby. Rugby Africa organizes the qualifying competition for the Rugby World Cup, and Africa Sevens, a qualifying competition for the Olympic Games. Rugby Africa has 39 members.

142 people have tested positive for the disease, from a sample size of 2,650 tested in the last 24 hours. The positivity rate is now 5.4%. Total confirmed positive cases are now 171,226 and cumulative tests so far conducted are 1,818,416.

New cases by County; Nairobi 38, Kisumu 32, Uasin Gishu 14, Kilifi 12, Nandi 7, Meru 6, Machakos 4, Bungoma 3, Kiambu 3, Trans Nzoia 3, Kwale 2, Laikipia 2, Mombasa 2, Nakuru 2, Siaya 2, Narok 1, Murang’a 1, Elgeyo Marakwet 1, Homa Bay 1, Kajiado 1, Kericho 1, Kirinyaga 1,Kisii 1, Kitui 1 and Taita Taveta 1.
16 patients have recovered from the disease, 9 from various health facilities while 7 are from the Home Based Care and Isolation program. Total recoveries now stand at 117,039 of whom 85,047 are from Home Based Care and Isolation, while 31,992 are from various health facilities.
18 people are reported to have succumbed to the disease all of them being late death reports from facility record audits conducted on diverse dates in the month of April and May. This now pushes the cumulative fatalities to 3,206.
1,251 patients are currently admitted in various health facilities, while 4,705 patients are under the Home Based Isolation and Care Program. 92 patients are in the ICU, 21 of whom are on ventilatory support and 54 on supplemental oxygen. 17 patients are under observation.
90 patients are separately on supplemental oxygen with 84 of them in general wards and 6 in High Dependency Units.
