The African Legal Support Facility (ALSF) (www.ALSF.int) has concluded virtual Annual Meetings of its management board and Governing Council during which the institution’s term was extended until 2036.

The extension – for an additional 14 years beyond the original term date of 2022 – was based on the ALSF’s accomplishments, the increasing demand for its unique service and the relevance of its support to regional member countries in addressing the impacts of issues such as Covid-19 and climate change.
The meetings were held virtually from 24-25 May 2021.
The Governance Council is the ALSF’s supreme body and meets once a year. Its 12 members, representing member states and international organizations, review activities of the past year and consider policies and proposals for the continuation of the Facility’s operations and effectiveness. The Council said it was confident that the decision would energize the Facility to continue to provide critical support to regional member countries and to achieve the objectives for its establishment.
The Council also approved several reports, including the 2020 Annual Report and a progress report on project implementation, and internal policies. It was noted that despite the challenges presented by the Covid-19 pandemic, the Facility approved 39 projects in 2020 – mainly in the sovereign debt, power, and extractives sectors. The Facility provided legal and technical support to the Federal Republic of Somalia for negotiations leading to the cancellation of about 58% of the country’s debt from private commercial creditors (https://bit.ly/2TwQgmr).
ALSF’s support for green energy projects, including the legal and technical assistance to the Kingdom of Eswatini in its first competitive procurement process to develop a 40-megawatt solar PV facility (https://bit.ly/3ijARAn), was commended.
The management board and the Council expressed satisfaction with the strong performance of the Facility and acknowledged the ALSF team’s timely, appropriate, and efficient response to the impacts of the Covid-19 pandemic across its areas of intervention in regional member countries.
The Council expects the Facility to continue to support the economic recovery and sustainable development efforts of regional member countries, especially in addressing climate change and consolidating support for cross-cutting issues of environmental and social protection, gender equality, and good governance.
The Director and CEO of the Facility, Stephen Karangizi, noted the dedication and accessibility of the Members of the Board and the Council over the years. He thanked them for the confidence displayed in the ALSF team to continue its vital work and reassured them of his team’s commitment to intensify its efforts to realize the objectives of the ALSF.
The ALSF’s management board is responsible for the operations of the Facility, approval of its budget and appointment of its Director. The Board’s current five members are Dr. Gaston Kenfack Douajni (Chairman), Ms. Eva Jhala, Ms. Nimatou Feliho, Ms. Christine Agimba, and Ambassador Arve Ofstad.
The current Governance Council comprises representatives from Morocco, Guinea, Eswatini, Burundi, Tanzania, the African Development Bank, Belgium, France, Netherlands, United Kingdom and Brazil. The College of International Organizations was represented at this meeting by Africa Finance Corporation.

African Legal Support Facility holds Annual Meetings

The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved  $84.22 million in loans and grants to electrify nearly 80,000 rural households in south Rwanda. The project will advance the country’s goal of universal electrification and benefit small businesses and youth.

The funds comprise a loan of $36.77 million from the Bank Group’s African Development Fund and a $47.45 million ADF grant. The approval was made on 26 May.

The Transmission System Reinforcement and Last Mile Connectivity project will provide first-time electricity connection to 77,470 households to the grid, entailing the construction of 595 km of medium voltage distribution lines and 1,620 km of low voltage distribution networks in six southern Rwanda districts. The project will also see the upgrade, rehabilitation and extension of 1,720 km of low voltage network, and distribution of transformers in secondary cities with high load.

The project is expected to improve power supply reliability and stability across the country, expand electricity access and contribute to reducing greenhouse gas emissions by enabling access to clean energy. The project is also expected to bolster education by extending students access to light for study, and benefit small and medium enterprises while enhancing job creation for youth.

The project is part of the Rwanda Universal Energy Access Program (RUEAP), which seeks among other goals, to achieve universal access to electricity by 2024. It is also aligned with the country’s long-term development framework, Vision 2050.

The project also draws from two of the Bank’s High-5 strategic priorities:  Light Up and Power Africa and Improve the Quality of Life for the People of Africa.

Rwanda: African Development Bank extends $84 million in financing to boost electricity access

ENGIE (www.ENGIE-Africa.com), Meridiam and FONSIS (Senegal&#39;s Sovereign Strategic Investment Fund) announce the commissioning of two photovoltaic power plants in Senegal with a total production capacity of 60 MW &#8211; Kahone Solaire SA (35MW) and Kael Solaire SA (25MW) &#8211; located respectively in the regions of Kaolack and Diourbel, in the center of the country. These plants are part of the Scaling Solar initiative in Senegal, jointly led by the Senegalese authorities and the International Finance Corporation (IFC), which aims to promote investment in solar energy. These are the first electricity generation projects by private operators to be tendered in Senegal. They will contribute directly to the country&#39;s ambitious goal of increasing the share of renewable energy in its energy mix to 30%.

With Senergy and the Ten Merina plants, ENGIE, Meridiam and FONSIS now own and manage 4 solar plants in Senegal with a total production capacity of 120 MW, representing more than 50% of the country&#39;s solar capacity.

The project company managing the concession over a 25-year period is hold by Meridiam (40%), ENGIE (40%) and FONSIS (20%), the Senegalese sovereign wealth fund.

The Kahone and Kael solar power plants are expected to provide 540,000 people with cheap and renewable electricity, creating over 400 direct and indirect local jobs. The two plants will avoid 89,000 tons of CO2 emissions each year. The proposed tariff will be among the lowest in sub-Saharan Africa, at less than 4 euro cents/kWh (25 XOF). To reinforce the local communities, social-economic projects are being implemented, including the establishment of a credit cooperative in favor of the population impacted by the installation of the solar power plants.

Kahone and Kael solar plants will therefore directly contribute to the United Nations Sustainable Development Goals (UN SDGs) and especially:

 	SDG #7 (provide affordable and clean energy), 
 	SDG #8 (Promote sustained, inclusive and sustainable economic growth), 
 	SDG #9 (build resilient infrastructure, promote inclusive and sustainable industrialization), 
 	and SDG #13 (strive for climate action).

Explosive data has become the core means of production and the catalyst for the digital economy. In the next five to 10 years, the amount of data to be stored will increase from 32 ZB in 2018 to 180 ZB by 2025. This data explosion will further drive the maturity of the data value chain and propel enterprises&#39; decision-making and innovation.

We are at the dawn of an Intelligent Era, and data centre operators need to rise to the challenge. To take one example, when building new data centres, they should evaluate all-flash options. Let’s take a look at some of the best practices that they should consider.
Four major challenges facing the reconstruction of next-gen data centres
Data centres are responsible for centralised storage, computing, and the exchange of data resources. In light of explosive data growth, diverse data types, and the ever-increasing importance of it, data centres face four major challenges.
First, the in-depth digital transformation of enterprises causes huge numbers of offline services to go online, and innovative services to emerge one after another. This is exemplified by the financial sector, where the transactions per second of large banks are increasing exponentially as a result of ecommerce and mobile payments.
Second, data centres have become a major power consumer. Currently, the total global power consumption of data centres is around 2% to 3% of the annual world power consumption. High energy consumption results in high electricity costs and carbon emissions. According to the United Nations Environment Programme, global emissions must fall by 7.6% per year for the next decade to meet the goal of limiting global temperature rise to 1.5°C. The European Union has also pledged to achieve net-zero carbon emissions by 2050. Under overwhelming environmental pressures, it&#39;s imperative to save energy and reduce emissions.
In addition, many enterprises suffer huge economic losses and social impacts due to data loss and service disruption each year, which results in an estimated 8% fall in revenue. In the financial industry, where data is the lifeblood of business, the loss caused by system downtime reaches up to $6.48 million per hour.
Finally, O&#038;M (operations and maintenance) efficiency is one of the core factors in the development of data centres. This is made difficult by a large number of devices and interfaces from multiple vendors affecting the ability of organisations to locate faults and respond to service requests. Over the next five years, the amount of data maintained per capita will increase fivefold, which will further increase the difficulty of O&#038;M and labour costs.
Therefore, how to build a green, reliable, and intelligent all-flash data centre becomes a major challenge for future sustainable development.
Three important construction considerations for designing All-Flash data centres
Building an all-flash data centre requires a comprehensive upgrade of the media, and also the integration of data centre resources and architecture reconstruction, in order to meet diverse future service requirements.
Specifically, this includes all-flash upgrade for multiple types of data and service scenarios, all-IP reconstruction for data centre networks, and full-lifecycle intelligent O&#038;M for the entire data centre. Financial planning is crucial for Africa’s COVID-19 vaccine rollout. Millions of vaccine deliveries are planned for later this year and African countries must urgently plan ahead to quickly roll them out and avoid unplanned costs. The World Bank estimates that each month of delay in the provision of COVID-19 vaccines could cost Africa US$ 14 billion in lost GDP. 

Most African countries have financial plans in place to vaccinate the first 3% of their populations, but early evidence shows that many plans do not include the larger, more geographically spread follow-on phases. 
For every dollar spent on buying vaccines, around 60% is needed for supporting operations like hiring vaccinators, cold chain storage and logistics and transportation, yet many financial plans overlook these crucial costs.
COVAX, the World Bank and other partners can provide millions more dollars to African countries, but governments must have robust costing plans in place to access the funds.

The COVID-19 vaccine delivery cost estimation tool provides the first step to a well-structured budget. It aims to help governments and partners estimate the incremental introductory and deployment cost of procuring and administering COVID-19 vaccines. 
With an easy to use checklist, the tool focuses on the target populations to cover, while factoring in existing health financing and planning and coordination structures, international and domestic logistics, service delivery and demand generation and communications with the population. It also helps governments map resources from both domestic and international sources. 
The tool offers a quick yet comprehensive estimate of incremental costs, so no hidden expenses are found. It also aligns with the guidance of National Deployment and Vaccination Plans for COVID-19 vaccines. With a completed CVIC tool, African countries can request more resources through the WHO COVID-19 Partners Platform.

Key tool to aid Africa’s COVID-19 vaccine financing

Hundreds of internally displaced persons (IDPs) living in Jowhar in the Middle Shabelle region of Somalia, have received relief items including food and non-food items to help them in the aftermath of heavy rains that washed away homes and destroyed crops and livestock.

In the recent weeks, persistent heavy rains also flooded River Shabelle, leaving hundreds of people stranded in areas prone to water-borne diseases and mosquitoes.
Maow Addow, Community-Based Liaison Officer for the African Union Mission in Somalia (AMISOM), said that the mission made the donation to ease the hardships of the people living in the IDPs which are in AMISOM’s Areas of Responsibility.
“We handed over relief items including both food and non-food items – rice, vegetable oil, sugar, blankets, plastic sheets, mosquito nets, and buckets. These items have been distributed to over 900 families living in the areas most affected by the recent flooding in the AMISOM Area of Responsibility,” he said.
Sourced by AMISOM, the funds for the purchase of the donated items came from the government of India.
Speaking at a ceremony to handover the items, the Governor of the Middle Shabelle Region, Ahmed Meyre Makaran, thanked AMISOM for the support and said the donation would go a long way to address an immediate humanitarian emergency at a time the people are still dealing with the effects of multiple humanitarian shocks, including the aftermath of a severe locust infestation from 2020 which destroyed their crops and created food insecurity.
“We are grateful to AMISOM for this donation which will go a long way to ease the hardships of the displaced people. As leaders of this region, we are committed to reaching out to all the people currently affected with whatever help we can bring them,” said Makaran. 
“We have successfully distributed relief items in Barey Village. AMISOM’s support has been timely,” he emphasised.
 A village elder in Barey, Hassan Yussuf Abukar, said since the flooding, hundreds of families  in the village have been without food and shelter, and the donation was the first significant humanitarian aid they needed.
“I am grateful I received blankets, mosquito nets, buckets, rice, oil, and other items. This is the first major aid that has reached us, and we are thankful,” he said.
Joining Governor Makaran to distribute the items were the Deputy Governor in Charge of Politics and Administration, Mohamed Abdi Sheikh; the Jowhar District Commissioner, Osman Mohamed Mukhtar, and the Chairperson of Middle Shabelle Women’s Organization, Madina Addow Olow.

Hundreds of households in Jowhar receive assistance following recent floods

More than 10.1 million COVID-19 cases and 202 121 deaths have been reported from 22 countries across WHO’s Eastern Mediterranean Region since the first documented case on 29 January 2020.

“This is a troubling milestone for everyone in our Region. Despite all our efforts over the past 16 months, we have not yet controlled the pandemic and there is much work to do. We all have a role in reducing infections and deaths by acting responsibly to protect ourselves and our loved ones,” said Dr Ahmed Al-Mandhari, WHO Regional Director for the Eastern Mediterranean.
As of 30 May, almost 63% of all COVID-19 cases were reported from Islamic Republic of Iran, Iraq, Jordan, Pakistan and United Arab Emirates, and about 72% of total deaths were reported from Islamic Republic of Iran, Pakistan, Iraq, Egypt and Tunisia.
Controlling the pandemic across the Region has been challenging due to the emergence of new variants of the virus, COVID-19 fatigue, and the failure of many people to adhere to mask wearing, social distancing and other personal protective measures.
Some countries are opening up and easing travel and social restrictions, increasing the risk of a resurgence of cases. Governments need to monitor the impact of the relaxation of such measures on disease trends, and make adjustments accordingly.
In parallel, many countries are lagging behind in vaccination rates, with several countries across the Region only vaccinating less than one percent of their population. WHO is working with these countries and international partners to ensure a more equitable distribution of life-saving vaccines.
“We have very effective tools that can help us bring this pandemic to an end. We count on everyone – governments and individuals alike – to continue applying and observing the proven public health and social measures that we know work,” Dr Ahmed Al-Mandhari added.
In efforts to control the pandemic, WHO’s Regional Office for the Eastern Mediterranean works closely with all countries in the Region to monitor the epidemiological situation, scale up surveillance and testing capacities, deliver medicines and medical supplies, support vaccinations, engage with partners for readiness and response, and conduct technical support missions to countries.

In a press statement released Friday night, the 15 members of the council commended the country’s leaders for putting first “Somalia’s stability, security and development, and the best interests of the Somali people”.

The agreement, that would allow elections within 60 days, was an outcome of the summit convened by Prime Minister Mohamed Hussein Roble, after months of escalating tension between the political factions in Somalia.
The members of the Security Council welcomed the commitment to “hold peaceful, transparent, inclusive, and credible elections, which respect the agreed-upon minimum 30% women’s quota in parliament”.
The peace and security body also encouraged Somalia’s leaders to maintain this positive momentum so that elections can take place as agreed. They also urged all parties to continue to engage openly and constructively so that any problems during the implementation phase can be resolved quickly and welcomed the agreement to establish a peaceful dispute resolution mechanism to enable this.  
Back from the brink
Under the 17 September Electoral Model agreed in 2020 between the federal government and the leaders of the federal member states, verified clan elders would elect a parliament, which then would elect a president. The parliamentary elections were scheduled for December but then delayed.
The talks between Somalia’s Federal Government and the leaders of its Federal Member States, which began in March, regrettably broke down in early April.
The House of the People of the Somali Parliament then adopted a “Special Law”, abandoning the landmark agreement and extending the mandates of current office-holders for up to two more years.  
Opposition to these moves led to the mobilization of militias and exposed divisions within Somali security forces. Violent clashes ensued on 25 April, risking broader conflict.
“Since then, Somalia has come back from the brink of this worst-case scenario”, said earlier this week James Swan, the UN Special Representative for Somalia, recalling that the House of the People reversed its Special Law on 1 May under intense pressure, finally easing tensions.
UN Secretary General Antonio Guterres also welcomed the newest agreement between Somali leaders, urging all stakeholders to swiftly implement the new agreement as a “critical step toward the holding of a consensual and transparent electoral process without further delays”.
Support of the UN Mission
The council members commended the support provided by the United Nations Mission in Somalia (UNSOM) and the African Union Mission in Somalia (AMISOM).
They expressed their full backing for both missions as the country prepares for elections, implements the roadmap outlined in the appendix to the 27 May Communique, and “works to deliver the transition to Somali-led security, as called for in UN Security Council Resolution 2568.
Finally, the members of the Security Council reaffirmed their respect for the sovereignty, political independence, territorial integrity, and unity of Somalia.

162 people have tested positive for the disease, from a sample size of 3,452 tested in the last 24 hours. The positivity rate is now 4.7%. Total confirmed positive cases are now 170,647 and cumulative tests so far conducted are 1,809,890.

New cases by county; Nairobi 55, Busia 32, Homa Bay 10, Kilifi 10, Mombasa 10, Kiambu 8, Kisii 5, Meru 4, Kisumu 3, Migori 3, Nakuru 3, Nyeri 3, Uasin Gishu 3, Kitui 2, Kwale 2, Machakos 2, Turkana 2, Makueni 1, Tharaka Nithi 1, Trans Nzoia 1, Kajiado 1 and Kirinyaga 1.
643 patients have recovered, 406 from the Home Based &#038; Isolation Caren while 237 are from various health facilities countrywide. Total recoveries now stand at 116,776 of whom 84,832 are from Home Based Care &#038; Isolation, while 31,944 are from various health facilities.
16 people from reports of facility audit records conducted on diverse dates in April and May are reported to have succumbed to the disease. This now pushes the cumulative fatalities to 3,157.
1,225 patients are currently admitted in various health facilities, while 4,724 patients are on Home Based Isolation and Care.  93 patients are in the Intensive Care Unit (ICU), 20 of whom are on ventilatory support and 56 on supplemental oxygen. 17 patients are on observation.
85 patients are separately on supplemental oxygen with 79 of them in general wards and 6 in High Dependency Units (HDU).
