The outgoing World Bank Country Manager, Gayle Martin, has called on His Excellency President Dr Julius Maada Bio to bid farewell after her tour of duty and introduced the Bank’s new Country Manager, Dr Abdu Muwonge.

She expressed appreciation to the President and his government for what she referred to as impressive leadership, adding that she was convinced that the new Country Manager would make significant gains, too.
The new World Bank boss, Dr Muwonge, said he was honoured and privileged to be assigned to Sierra Leone and to take off on a good footing from his predecessor, adding that he had worked for 15 years with the World Bank Group and hoped to use his experience to build on the legacy he inherited.
“I will sustain the good work from Gayle and will work closely with my colleagues here to maintain the achievements that the country is making,” he assured.
In his remarks, President Bio welcomed the delegation to State House and said that the Bank was a great source of concessional resources to the government of Sierra Leone and was also one of the key providers of technical assistance and capacity development.
He extended appreciation to the outgoing Country Manager, Gayle Martin, whom he said had been of significant support to the nation, particularly during the COVID-19 period.
“It is with a heavy heart that I say goodbye to the outgoing Country Manager, Dr Gayle Martin, who has been of tremendous help to Sierra Leone. She has demonstrated commitment to her job and showed personal interest in promoting the development aspirations of Sierra Leone, especially during these difficult times. She has helped to mobilise substantial resources from the Bank to support our development programmes, including our COVID-19 Health and Economic Response Programmes,” he maintained.
The President then welcomed Dr Abdu Muwonge, the Bank’s new manager and assured him that the country was peaceful, stable and very with friendly people, adding that his government was highly committed to the principles of good governance, prudent management of the resources of the state and to the lifting of the people out of poverty.
He said he looked forward to a continued good relationship with the Bank and advocated for universal access to COVID-19 vaccines to put behind the scourge of the pandemic.

New guidance from the World Health Organization (WHO) sets essential standards to inform future research and development on genetically modified mosquitoes, particularly in addressing issues relating to ethics, safety, affordability and effectiveness.

Malaria and other vector-borne diseases, including dengue and Zika, affect millions globally. More than 400 000 people a year die from malaria alone. If proven safe, effective and affordable, genetically modified vector mosquitoes could be a valuable new tool to fight these diseases and eliminate their enormous health, social and economic burden.
The guidance framework for testing genetically modified mosquitoes, developed in partnership with TDR, the Special Programme for Research and Training in Tropical Diseases, and the GeneConvene Global Collaborative, an initiative of the Foundation for the National Institutes of Health, describes best practices to ensure that the study and evaluation of genetically modified mosquitoes as public health tools is safe, ethical and rigorous.
Current strategies for limiting transmission of mosquito-borne diseases are only partially effective. New, complementary approaches are needed to close the gaps in current vector control interventions, such as effective control of outdoor biting, and to provide alternatives to manage the increasing threat of insecticide resistance. Research suggests genetically modified mosquitoes could be a powerful and cost-effective tool to supplement existing interventions.
“We urgently need innovative approaches to help control mosquito-borne diseases, which have a devastating impact around the world,” said Dr John Reeder, TDR Director. “Genetically modified mosquitoes is one such approach, but we want to be sure it’s fully and responsibly evaluated, as outlined in a recent WHO position statement.”
“Like any new public health intervention, genetically modified mosquitoes raise new questions for researchers, affected communities and other stakeholders,” said Dr Michael Santos, Director of the GeneConvene Global Collaborative. “The updated guidance framework aims to answer these questions and help ensure that testing of genetically modified mosquitoes is as rigorous as it is for other public health products – and that it generates quality results to guide decisions about if and how these technologies are used.”
“Over the last 2 decades, we have achieved remarkable results with existing malaria control tools, averting more than 7 million deaths and 1.5 billion cases of the disease,” said Dr Pedro Alonso, Director of the WHO Global Malaria Programme. “However, progress towards key targets of our global malaria strategy remains off course. Genetically modified mosquitoes are one of a number of promising new tools that could help speed the pace of progress against malaria and other vector-borne diseases.”
“The incidence of dengue continues to increase and affect people in over 129 countries, so we need more sustainable vector control tools to stem the tide of dengue and other arboviral diseases and a few novel tools offer the potential to control these diseases,” said Dr Mwele Malecela, Director of the WHO Department for the Control of Neglected Tropical Diseases.
“We welcome this new guidance from WHO which will help countries suffering from mosquito-borne diseases to evaluate a promising new intervention,” said Professor Aggrey Ambali, Senior Advisor at the African Union Development Agency-New Partnership for Africa’s Development (AUDA-NEPAD), the development agency of the African Union.
The new guidance addresses specific questions and challenges associated with research and development on genetically modified mosquitoes, including standards for decision-making about how and when testing should proceed. By establishing a common set of expectations that is specific to genetically modified mosquitoes, the new resource will enable more informed and rigorous evaluation by researchers, developers, those responsible for regulatory and policy decisions and the people to whom these stakeholders are accountable.
The guidance builds on an earlier document published by TDR and FNIH in 2014, incorporating the latest scientific advancements related to genetic modification of mosquitoes, as well as other key updates and learnings related to safety and ethics, including:
 	methods for understanding the implications of genetically modified mosquitoes for human health, animal health and the environment; 	increased understanding of the most effective strategies for risk assessment and stakeholder engagement; 	clearer criteria for projects to proceed from one testing phase to the next, incorporating descriptions of the steps needed to safely and responsibly take genetically modified mosquito technologies – including those incorporating gene drive – into the field; and 	a concrete set of safety and efficacy considerations that should be evaluated at each phase of testing, to inform decisions about further testing and implementation.

U.S. Ambassador Jonathan R. Cohen visited Alexandria and Damietta on May 17th &#8211; 19th to reaffirm the strong partnership between the United States and Egypt in the Delta, where for decades the United States has worked with Egyptian partners to support job creation, environmental protection, and access to clean water.

In Alexandria, Ambassador Cohen met with Governor Major General Mohamed Taher Elsherief and Eastern Orthodox Patriarch of Alexandria and All Africa Theodoros II.  He also visited the Bibilotheca Alexandria, the Jesuit Cultural Center, St. Mark’s Coptic Orthodox Cathedral, the El Horeyya Creativity Center, and two factories in the Qualifying Industrial Zone: Alex Apparels and Galina Agrofreeze.  In addition, Ambassador Cohen opened the American Space Alexandria, which will host thousands of Egyptians at a state-of-the-art facility devoted to cultural and educational programs.  

In Damietta Ambassador Cohen met with Governor Dr. Manal Awad Mikhail, toured the U.S.-built liquefied natural gas (LNG) plant, and discussed commercial issues with representatives of the business community.

U.S. Ambassador visits Alexandria and Damietta to highlight U.S.-Egypt Partnership

The United Nations World Food Programme (WFP) welcomes a contribution of US$7 million from Japan to alleviate the suffering of vulnerable populations in a country hard-hit by the combined effects of insecurity, recurrent climate shocks, rising food prices, and the socio-economic impacts of the global pandemic (COVID-19).

The funds will allow WFP to provide lifesaving food and nutrition assistance to nearly 370,400 affected people who are Internally Displaced Persons (IDP)’s and host families, pregnant or breastfeeding women, children and rural households experiencing food insecurity. WFP will aim to provide food and nutrition assistance on a monthly basis during the upcoming lean season, a critical period between planting and harvesting (June to August).
Burkina Faso is facing one of the world’s fastest-growing displacement crisis and increasing humanitarian needs as vulnerable families who represent 10 percent of the population — over 2 million people — have currently a very limited capacity to cover their overall food and nutritional needs. To date, 2.9 million are expected to face a stage of crisis during the lean season. The malnutrition situation has substantially deteriorated among children (under five years old) pregnant or breastfeeding women. The number of children suffering from malnutrition is likely to reach an alarming level during the lean season and as health centres in certain areas are expected to close or provide minimum services due to rising insecurity.
“Japan’s contribution is a way to strengthen its support to the vulnerable people of Burkina Faso who are facing many complex challenges,” said His Excellency Kato Masaaki, Ambassador of Japan to Burkina Faso. “With WFP on the ground, we will pursue the efforts required so that families become more resilient and self-reliant to live an eventual decent life.”
“The humanitarian crisis is intensifying in Burkina Faso where families are affected by the triple threat of Conflict, Climate change and COVID-19” and urgent support is needed now more than ever,” said Antoine Renard, WFP Representative and Country Director in Burkina Faso. “We are grateful for Japan’s renewed support. It is crucial to save lives now as the ‘emergency within an emergency’, marked by the lean season is at the doorstep to strike people in need.”
The Government of Japan and WFP aim to tackle rising food insecurity through immediate humanitarian assistance and development initiatives to enable affected communities to cope with recurrent shocks. Agricultural activities will be carried out to improve sustainable food systems and to maintain the livelihoods of smallholder farmers.  In doing so, the availability of quality food will be enhanced as farmers will have improved production means, capacity and access to local markets. With education becoming more challenging in areas affected due to insecurity, Japan’s contribution will also support WFP’s school feeding initiatives to help improve access to education through the provision of school meals, thus providing additional support to vulnerable families in time of crisis.
The Government of Japan has contributed a total of USD 17.7 million for WFP’s operations in Burkina Faso since 2018.
WFP in Burkina Faso continues to ramp up assistance. WFP plans to assist 2.5 million people in the country this year. While urgent humanitarian assistance is vital to mitigate a severe deterioration in food security and nutrition and, ultimately, prevent loss of life, WFP recognizes that long-term and systemic action is necessary.

Japan partners with WFP to tackle hunger and malnutrition among vulnerable communities in Burkina Faso

The Tigray Region toll-free call center 6244 was relaunched in Mekelle on April 29, 2021 in an event officiated by the Head of Tigray Regional Health Bureau and in the presence of health partners, representatives of Ethio Telecom in Tigray, newly deployed staff of the call center, representatives of regional media and World Health Organization (WHO) staff. 

Before discontinuing operations in November 2020, the call center had been receiving an average of 20,000 calls per week from individuals seeking COVID-19 related information. The reactivated call center will have an expanded scope and will provide health information on a wide range of health issues ranging from COVID-19 to diseases such as malaria, measles, cholera and meningitis. The same hotline will also provide confidential counseling and referral service to victims of sexual and gender-based violence (SGBV). In addition to these services, the toll-free call center will play a role in strengthening event-based surveillance through alerts received from callers. 
At the launching ceremony, Head of the Tigray Regional Health Bureau Dr. Fasika Amdesilassie said, “The reactivation of the toll-free call center is an important step in reaching the people of Tigray with accurate and timely information on health threats like COVID-19 and possible disease outbreaks.” He added, “The Health Bureau will support the smooth operation of this call center to ensure it supports the people of Tigray to the best of its capacity.”
Call center staff will keep a database of caller demographics and types of questions and comments without retaining any personal identifiers. Calls to the toll-free number 6244 will be received on eight extension lines, making it possible for eight call center staff to answer calls at the same time.  The call center is open 8:00am to 5:00pm Monday through Saturday. 
To reactivate the toll-free call center, WHO and the regional health bureau trained 30 health workers. The training included an overview on the current public health emergency in Tigray, focusing on symptoms, transmission and prevention of measles, cholera, malaria and meningitis as well as COVID-19 prevention, including information on when, where and how to seek medical attention for these diseases, and why and where to get COVID-19 vaccines. The training also offered core behavior change communication, risk communication and tele-counseling skills, including specific steps of counseling and referral for victims of SGBV.
The call center operated by the Regional Health Bureau is hosted at the Ethio Telecom office in Mekelle. Ethio Telecom provided the necessary telephonic equipment free of charge. 
Communication materials and public service announcements have been developed with WHO support to reintroduce the service to the public and encourage uptake.  WHO will continue to help promote and support monitoring and operation of the toll-free center.

WHO and the Tigray Regional Health Bureau reactivate the Tigray toll-free COVID-19 call center

The Technical Advisory Working Group (TAWG) on Remittances and Diaspora Engagement in South Sudan visited Rwanda between 5 – 8 May, 2021to learn from Rwandese authorities on working closely with the diaspora towards economic and social development.

Rwanda  emerged from conflict to building one of the most robust economies in East and Central Africa.

The study visit was organized by the International Organization for Migration (IOM) in South Sudan in coordination with IOM Rwanda within the framework of ‘Enhancing Knowledge on Remittances and Diaspora Engagement’ project funded by IOM’s Development Fund (IDF).

The delegation was led by officials from the Ministry of Foreign Affairs and International Cooperation and the Ministry of Finance and Planning. Members of the delegation also included representatives from the Ministries of Trade and Industry, Investment, Gender, Child and Social Welfare as well as a representative from IOM South Sudan.

The delegation met with counterparts from Rwanda’s Ministry of Foreign Affairs and International Cooperation (MINAFFET) who shared best practices on policies that have been developed to attract the Rwandan Community living Abroad (RCA) to invest in and contribute to the development of Rwanda. Part of the success is the willing, well organized and engaging diaspora who worked with authorities towards a common goal of the recovery and development of Rwanda to the status it is today.

“We have witnessed the vast opportunities that having a well coordinated and engaged diaspora can have towards the development of our country. South Sudan and Rwanda have a comparable history, and if we can put forth the right policies, there is no reason why we cannot grow into a prosperous hub like Rwanda,” said Ambassador Marach Kon Awet from South Sudan’s Ministry of Foreign Affairs.

IOM has supported the TAWG’s Policy Drafting Taskforce in the drafting of the first Pro Gender Diaspora and Remittances Policy that was recently finalized and awaits endorsement from relevant ministries. This policy was drafted following a policy research conducted by IOM on Remittances and the Diaspora Engagement which highlighted the underlying challenges of limited records on inflow and outflow remittances and high cost of remittances among others.

The delegation also learnt about the Rwanda Community Abroad (RCA), a Directorate in the Rwandan Ministry of Foreign Affairs and International Cooperation (MINAFFET) that acts as a focal for mobilization and coordination of diaspora for both social and economic investments. The RCA works with agencies such as the Rwanda Development board to identify investment opportunities.

“South Sudan has a huge untapped diaspora around the world that can support the development of the country. IOM is committed to continue supporting the government of South Sudan to develop policies and instruments that make use of diaspora engagement and remittances as a positive and reliable source in economic development and social cohesion in the country,” said Peter Van der Auweraert, IOM’s Chief of  Mission in South Sudan.

As part of his outreach efforts to international community members, Special Envoy of the Secretary-General for Libya, and Head of the United Nations Support Mission in Libya (UNSMIL) Ján Kubiš paid a visit to London yesterday and met with high-level British officials. 

He held a meeting with the Rt. Hon. James Cleverly, Minister for the Middle East &#038; North Africa in the Foreign, Commonwealth &#038; Development Office, to discuss the progress made so far in the peace process in Libya, including the implementation of the ceasefire agreement and the Libyan Political Dialogue Forum Roadmap. Special Envoy Kubiš and Mr. Cleverly emphasized the importance of holding the national election on 24 December as set out by the LPDF Roadmap and the swift withdrawal of mercenaries and foreign forces from Libya. The Special Envoy also met with Mr. George Hodgson, Head of North Africa Department at FCDO, his deputy Ms. Rosy Cave and other officials of the ministry.
The situation in Libya and the wider region, notably from the security perspective, were the focus of meetings the Special Envoy held with Lt.Gen. Roly Walker, Deputy Chief of Defence Staff (MoD), and separately with other officials from the Cabinet Office and security agencies.
Special Envoy Ján Kubiš also met with Mr. Martin Reynolds, Principal Private Secretary to the Prime Minister, and discussed with him the United Kingdom support, to the Libyan people and authorities in their quest for peace, stability, unity, and prosperity, including through the Security Council. He expressed his appreciation to Mr. Reynolds for his country’s continuous support to the UN efforts and the peace process in Libya.
The Special Envoy concluded his visit participating in the Libya de-escalation roundtable along with a number of government officials with various expertise.

Celebration of International Astronomy Day with Canon Europe’s space-themed craft kits

The United Arab Emirates (UAE) and the United Nations Department of Political and Peacebuilding Affairs (DPPA) announced the signing of an agreement to support the implementation of the Women, Peace and Security (WPS) agenda, as well as to enhance the voices of women, youth, and persons with disabilities in UN-assisted peace processes. 

The two-year contribution of USD 800,000 from the UAE will help fund DPPA projects to increase women’s meaningful participation in peace and post-conflict processes, namely through decision-making and mediation roles in line with the landmark UN Security Council Resolution 1325 (2000), which established the WPS agenda. Women’s leadership in such processes increases the sustainability of peace agreements and enhances economic growth in the aftermath of conflict. The contribution will also be dedicated to providing support in mediation and peace and dialogue processes around the world.
H.E. Lana Nusseibeh, Ambassador and Permanent Representative of the UAE to the UN, signed the agreement on behalf of the UAE, and Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, signed on behalf of DPPA.

Calling on the international community to renew its solidarity with Africa, Prime Minister SUGA explained Japan’s view and efforts for mobilizing the necessary funding for a recovery of the African economy from COVID-19&#39;s impact as well as for strengthening the private sector in Africa.

Furthermore, focusing on the Eighth Tokyo International Conference on African Development (TICAD8) to be held in Tunisia next year as an important opportunity to set out a pathway for African development, Prime Minister SUGA stated that Japan would continue to make significant contributions to building vibrant societies and economies in Africa.
Summit on Financing African Economies On May 18 (local time), the Summit was hosted by French President Macron and attended by African countries, countries from other regions, international financial institutions and others. Discussions were held regarding concrete actions for a recovery of the African economy from COVID-19&#39;s impact and for its green and digital transition.

Despite a deteriorating security situation and the reverberating effects of the COVID-19 pandemic, regional troops deployed to combat terrorists in Africa’s Sahel region have scaled up the tempo of their operations in recent months, efforts that must be matched by a spirit of solidarity among their global partners, the senior UN peacekeeping official told the Security Council on Tuesday. 

Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, told delegates that the fight against armed groups in the Sahel has intensified since late 2020.  He described the Joint Force first deployed in 2017 by the “Group of Five” (G-5) Sahel countries – Burkina Faso, Chad, Mali, Mauritania and Niger – as a vital part of the security response in the region. 
Countries of the Sahel region have seen an escalation of attacks by armed extremist groups in recent years, striking frequently at security forces and civilians going about their daily lives.  
A single attack by gunmen on 2 January left more than 100 people dead in a village in western Niger.  On 21 April, President Idriss Déby Itno of Chad, was killed after sustaining injuries in clashes with rebel groups. 
Regional troops deployed through the G-5 Sahel Joint Force, as well as personnel with the UN Stabilization Mission in Mali (MINUSMA) and the French-led Operation Barkhane, are struggling to stem the violence.   
Describing efforts to respond to the ‘ever more challenging’ environment, Mr. Lacroix said today that the Joint Force also faces major challenges in its operational and logistical capacities, such as transport and providing supplies to its troops. 
Despite those challenges, the Joint Force and its partners have made some important strides against extremist groups in recent months. 
Launched in August 2020, the counter-terrorist operation known as “Sama 2” continued this year.  “Sama 3” – buoyed by the deployment of an additional battalion from Chad – was launched in March.  Meanwhile, the Joint Force continued to enhance its operational capabilities.   
Strengthening the Joint Force’s police component will be an important next step, allowing for better oversight over military operations and linking them more closely to State-building, human right compliance and justice sector reform efforts. 
In addition, Mr. Lacroix welcomed the G-5 Sahel’s demonstration of commitment to investigating and prosecuting serious allegations of sexual violence, reportedly committed by some of its troops. 
Referring to an assessment of the support provided by MINUSMA to the G-5 Sahel Joint Force, which was conducted at the Council’s request, Mr. Lacroix said it found the predictability of funding to be a source of concern. 
“It is essential that [the Joint Force] receives the assistance it requires to carry out its mandated tasks,” he said, noting that the current support model presents operational challenges and leaves little room for flexibility.   
Against that backdrop, he said the United Nations, alongside the G-5 Sahel and other partners, continues to call for more predictable funding.  Questions about how best to finance the Joint Force, as well as other peace operations across the African continent, have been ongoing among Member States. 
“Faced with the situation in the Sahel, the international community must be motivated by a shared responsibility to act…in a spirit of solidarity with the populations of the region,” he stressed.

Launching A Successful Network Management Practice

On May 13th the innovative anti-poaching “Rhisotope Project” was launched. The project which is based on nuclear science, has the potential to drastically reduce Rhino poaching. The project was initiated by the University of Witwatersrand (WITs) and is being implemented under a global collaboration with the Australian Nuclear Science and Technology Organisation (ANSTO), Colorado State University (USA), ROSATOM (Russian Federation) (www.Rosatom.com) and the Nuclear Energy Corporation of South Africa (Necsa) as well as global scientists, researchers, South African rhino owners and veterinary surgeon Dr William Fowlds.

The Russian State Atomic Energy Corporation Rosatom is a key supporter and partner of the unique international technology collaboration between universities and nuclear organisations. The launch of the project happened at the magnificent Buffalo Kloof Private Game Reserve, which is also an important collaborator in the project.
On the day of the launch, the first phase of the project was implemented, a trace amount of completely harmless stable isotopes was carefully introduced into the horns of two rhinos. For the next three months scientists will monitor the rhinos and analyse various samples to understand how the isotope interacts within the horn and the animal.  The key aspect of this research will be to confirm that by introducing radioactive isotopes into the horns of these rare and beautiful animals it will cause them no harm. Computer and phantom modelling will also be used to confirm this as well as identify the appropriate radioactive isotope and quantity to be used.
Igor and Denver are the rhino pioneers and the main heroes of this project. Igor is named after Igor Kurchatov, a Soviet nuclear physicist who contributed greatly to the development of civil nuclear technology as we know it today. Denver is named after the capital of Colorado, in honor of the efforts provided by Colorado State University (USA) in the project.
Professor James Larkin, Director at the Radiation and Health Physics Unit at the University of Witwatersrand in Johannesburg, highlighted the project from a different perspective.  “One of the very few countries in the world, where you can come and see the big five. We’ve got to work hard to maintain that for the two reasons in the industry: for the people’s employment, for the benefit of everyone who lives and works around the game farm. You have to realise that you can shoot a rhino once, but if you shoot it with a camera, you can do it a hundred times, a thousand times and people will keep coming back to see these beautiful animals, that’s jobs for a lot of people, that’s growth of the economy”.
The Rhisotope Project is multifaceted and relies on the following key principles, demand reduction and horn devaluation, community upliftment and investment, education as well as rhino research and data collection. By focusing on these principles, the project aims to decrease the demand for rhino horn on the international market as well as make the horn more detectable when crossing international borders. With over 10 000 radiation detection devices installed at various ports of entry across the globe, experts are confident that this project will make the transportation of horn incredibly difficult and will substantially increase the likelihood of identifying and arresting smugglers.
Once the research work has been completed and a proof of concept has been demonstrated, this technique will then be offered to both state and private rhino owners on the African continent and globally. The intellectual property as well as training and assistance will be made freely available to conservation organisations who may wish to utilise this process to further protect their animals from poaching.
“We are incredibly proud to play a fundamental role in this amazing initiative, which has the potential to save this incredible species from certain extinction”, noted Ryan Collyer, CEO of Rosatom Central and Southern Africa. “We are also humbled by the fact that science is able to transcend boundaries, borders and politics as shown by this global initiative in a race against the plight of the African rhino.  We believe that science and particularly nuclear science will play a fundamental role in not only protecting the rhino but our planet in general.”

South Africa is home to 90% of the world’s rhino population. From 2010 to 2019 over 9600 rhinos were killed in poaching attacks. Even though the trade in rhino horn is illegal and banned internationally, there are many countries that drive the illicit sale of horn, countries like Vietnam, China, Cambodia, Croatia and North Korea to name a few.  Now trafficked rhino horn is not an industry of its own, it has become a lucrative “commodity” for the biggest crime syndicates to benefit from.

Africa Climate Talks (ACT!) is here again. The second session of the third edition of the highly intensive Africa Climate Talks (ACT!) concluded on 18 May 2021. The United Nations Economic Commission for Africa (ECA) in partnership with University of Cabo Verde hosted the elaborate two-day timetable that brought together over 120 participants, representing leading climate voices and actors in Africa.

The third Africa Climate Talks (ACT!) is part of a webinar series by the African Climate Policy Centre (ACPC) of the ECA pursuing the theme, “Climate Change and Development in Africa: African perspectives on climate resilient recovery from COVID-19”. This edition was held virtually.
Inaugurated in 2015 the African Climate Talks serves as an all-inclusive climate change and development dialogue forum. This climate meeting serves as a dialogue space for continental stakeholders to engage in open discourses aimed at catalysing emerging African perspectives on the most pressing concerns around climate change and development.
“The objective of the 3rd Africa Climate Talks explored the convergence of the COVID-19 and climate crises and what this means for vulnerable communities and global climate governance and action during and beyond the pandemic.” Jean-Paul Adam the Director, Technology, Climate Change and Natural Resource Management Division at the Economic Commission for Africa (ECA) says.
According to Adam, the second session of the 3rd ACT! broke new ground especially for African Small Island Developing States (SIDS) by interrogating ideas aimed at building resilient economies through green and blue economic pathways. Africa’s island nations have braved economic downturn as their tourism sectors are depressed due to the pandemic’s travel restrictions. The island states are also contending with the threats of ocean acidification and sea-level rise.
The deliberations and resolutions from this all-engaging forum contributes to the realization of Africa’s Agenda 2063 and the Sustainable Development Goals (SDGs) through climate resilient development.
James Murombedzi who heads the African Climate Policy Centre (ACPC) noted that the ACT! brings together Africa’s academia, civil society, private sector, regional institutions and development partners to stimulate a pan-African discourse aimed at contributing to the consolidation of African narratives on how to better respond to climate change in the era of COVID-19 and beyond.
The congregation of the 2021 ACT! forum comes on the backdrop of the unprecedented social and economic challenges emanating from the Covid-19 pandemic crisis. According to Murombedzi, the centerpiece of the ACT! discussions delved on the triple global storm of Covid-19, climate change and economic deceleration. Solutions offering low-carbon, climate resilient economies, decent jobs, and alternative sustainable development pathways pursuing the goal of the Paris Agreement were highlights of the ACT! deliberations. 
“There are many similarities between the Covid-19 pandemic and climate change crises, as well as significant divergences.” Murombedzi says. “Both crises pose an existential threat to Africa and are suffering the consequences of disinformation and “infodemics.”
According to Murombedzi, the third ACT! attempted to find out how the lessons and experiences of dealing with the Covid-19 pandemic can be harnessed to promote green and blue resilient recovery. It also sought to find out pathways for Africa’s climate informed post pandemic reconstruction through concerted global partnerships, solidarity, and a strong multilateral framework.  
This year’s ACT is significant as the Atlantic Ocean island nation of Cabo Verde will be the host of the premier continental climate platform, the Ninth Climate Change and Development in Africa (CCDA-IX) Conference to be held from 23 to 27, August 2021.
The organizational framework of the second Session of the third Africa Climate Talks entailed five breakout groups to facilitate consolidation of key messages.  The first group dealt with what Africa should seek to leverage from COP 26, and how this can be done. Africa’s voice and agency in the global climate governance and geopolitical landscape – lessons from Africa’s journey in the UNFCCC process for the COVID-19 era and beyond was the core task of the second group. The third group mulled over building resilience and innovative ideas for African solutions to Africa’s climate and recovery challenges. The constitution of climate justice and a just recovery together with transition for Africa was the mandate of the fourth group. The final group addressed the issue of tapping the green and blue economy for African SIDS and coastal economies alongside challenges and opportunities beyond COVID-19.
How to realize and ensure the means of holistic implementation of sustainable solutions, built on the firm UNFCCC foundation of the common but differentiated responsibilities and respective capabilities of countries also were key pillars of discussion at this session of the talks.
The enhancement of Africa’s voice and agency in the global climate governance and resulting geopolitical landscape in the era of COVID-19 and beyond is one of three expected outcomes of the second session of the third Africa Climate Talks. The second expected outcome is a better understanding on how to leverage the linkages between climate change, the COVID-19 pandemic and the resulting economic crisis to build forward for an African green and resilient future beyond the pandemic. The final anticipated outcome is for strengthened regional strategies and global frameworks for a just transition towards resilient economies and attainment of the goals of the Paris Agreement.
“The ACT! forum is a series of academia led dialogue spaces which is aimed at stimulating a wide-ranging discourse informed by emerging African common positions on pertinent issues in the Conference of the Parties to the UN Framework Convention on Climate Change governance processes.” Murombedzi says.

Heralding its arrival and marking the hotel’s position as an important modernist building in London at its opening was the commissioning of a large external sculpture by Dame Elisabeth Frink (1930-1993), a sculptor at the beginning of her career in 1961 and now acknowledged as one of the most important English artists of her era. This sculpture has been retained and restored, a highlight of the ‘porte cochere’ entranceway that continues to the redesigned turntable glass doors. Through these doors the design echoes a classical British grand hall with the creation of a striking double-height space.  Within it is suspended a bespoke fluted chandelier which incorporates an abstract interpretation of a chrysanthemum, inspired by Cadogan Gardens’ history as a botanical garden.  Accessed from the lobby is ‘The Chinoiserie’, the hotel’s much-loved all-day dining area, now transformed with an elegant and light design. With the innovative Cake-o’clock concept serving patisserie all day, as well as a wide range of international favourites and an extensive beverage list, this lounge will reclaim its rightful place in Knightsbridge’s social scene. Additionally, a newly created lobby bar offers a refined experience in glamorous surrounds.

Al Mare Restaurant

The hotel’s destination restaurant ‘Al Mare’ offers a sophisticated, welcoming dining experience imbued with all the charms of Italian cuisine, both familiar and luxurious. The restaurant allows a convivial, gastronomic experience, taking guests on a journey through Italy and features a theatre kitchen, private dining room and al fresco dining. The hotel’s Executive Chef and Al Mare’s Head Chef is Italian native Marco Calenzo, who joined the hotel from Zuma where he was Executive Chef. Prior to this Marco worked for Four Seasons Hotels internationally as well as the Lanesborough in London.

The Peak Fitness Club &#038; Spa

The hotel’s famous health club ‘The Peak Fitness Club &#038; Spa’ is set across three floors and has been completely redesigned.  New treatment rooms have been created at the Talise Spa on the second floor and the swimming pool area revitalised. This pool is London’s largest in a hotel with natural daylight and its bright interior is complemented by views through its double height glass ceiling, lined with poolside cabanas for relaxation.   Additionally, The Peak offers studio classes, and a gym featuring bespoke ‘Technogym’ equipment on the ninth floor, which overlooks The Peak’s light-filled cafe with breath-taking panoramic views across the capital.  With its new design and features as well as a strictly limited membership, The Peak looks set to retake its position at the forefront of London’s luxury wellness world.

COVID-19 Considerations

Following government guidelines in response to the COVID-19 pandemic, The Carlton Tower Jumeirah will offer the impeccable service for which it is known, positioning the reception discreetly to one side, with thermal imaging cameras, to minimise service and congestion in the foyer. All bedrooms have windows that open to allow natural ventilation, and the hotel’s public spaces will adhere to regulations, including the appropriate PPE for restaurant and hotel personnel.
