MINUSMA expresses its deep concern about the amputation on 2 May of the hands and feet of at least three civilian alleged road blockers, captured by suspected members of the Islamic State in the Great Sahara in Tin-Hama village, Ansongo cercle, Gao region.

These developments are reminiscent of the horrors that marked the 2012 crisis and should be a wake-up call to all those involved in the fight against impunity in Mali. &#8220;I strongly condemn these despicable acts. Such corporal punishment carried out by armed groups outside any legal framework is a serious violation of human rights, including the right of every human being to a fair trial by a regularly constituted court. These abuses are punishable under Malian law&#8221;, said the Special Representative of the SecretaryGeneral in Mali (SRSG) and Head of MINUSMA, El-Ghassim Wane.
While working to strengthen the fight against impunity in all its forms with the Malian authorities, MINUSMA recalls that attacks on physical integrity as well as being cruel, inhuman and degrading treatment, are in no way an acceptable solution under international law and are not constructive acts for justice and peace. &#8220;I reiterate MINUSMA&#39;s readiness to support the Malian authorities&#39; ongoing investigations to combat impunity and ensure that the perpetrators of these acts are brought to justice&#8221;, concluded Mr. Wane.
MINUSMA, in accordance with its Mandate, is currently conducting a series of investigations into these allegations of serious human rights violations and is continuing its efforts to protect civilians by deploying significant security resources in the areas concerned to strengthen the protection of the population.

With the imminent accelerated Polio Programme ramp down in Nigeria, the World Health Organization’s (WHO’s) Country Representative (WR) Dr Walter Kazadi Mulombo has taken his advocacy train on the implementation of the Polio Transition Plan to Mallam Muhammed Musa Bello, the Honourable Minister of the Federal Capital Territory, Abuja.

The meeting held on 11 May 2021 at the Minister’s Conference Room comes on the heels of the accelerated polio ramp down plan which means that with polio-free status, WHO will no longer receive funding for the polio programme from the Global Polio Eradication Initiative (GPEI) starting January 2022.
In his opening remarks during the meeting, Dr Mulombo appreciated the Minister for, “all your efforts at improving the health indicators in FCT. Through the Polio infrastructure we have been providing support in planning, implementation, monitoring and evaluation of public health programmes, aimed at preventing, promoting and protecting the health of the Nigerian population in line with the goals and objectives of the National Health Plan.
Through this structure, we were able to achieve Polio eradication and sustain certification standard surveillance in the Territory since the last reported WPV case in 2013 in FCT.”
Unfortunately, with the success comes the grim reality of dwindling resources and the fact that from January 2022, the GPEI partnership has indicated that it will be withdrawing funding support to Nigeria in order to squarely concentrate resources on  eradication efforts in the two last endemic countries, Pakistan and Afghanistan.
The WR recalled that Nigeria was removed from the list of three remaining wild polio virus (WPV) endemic countries globally in August 2020. Despite the certification, the work on polio eradication continues in order to forestall the risks of importation until global certification is attained. Furthermore, circulating vaccine derived polio virus (cVDPV2) outbreaks continue to remain a major risk to the programme due to sub optimal population immunity.
With this realization, the WR solicited the support of the FCT Minister to ensure that the skilled and experienced manpower and assets are absorbed by government for continuity and support other public health interventions.
Specifically, the WR mentioned that these resources can be utilized to strengthen routine immunization, consolidate investment in disease surveillance and support revitalisation of primary healthcare services which align with the government’s health agenda.
Responding to the WR’s prayer, the FCT Minister said, “we will provide the needed support so that the success of the polio programme and the capacity built over the years do not go down the drain”.
He mentioned that, Nigeria can not be complacent as no “country is free of polio except eradication is achieved everywhere”. He also noted the significance of transferring polio assets to address other public health concerns as tabled by the WR.
According to him, “We will leverage on the rich pool of trained staff to boost the PHC workforce, working on internal assessment for appropriate data to see how many of the Polio workforce the FCT can absorb.”
Furthermore, the Minister asked WHO to consider working hard on engaging private sector stakeholders like the CACOVID in COVID-19 response including vaccination. He promised that the FCT can support hosting of private sector donors as may be required.
During the meeting, WHO Africa Regional Director, General Management Cluster, Mr Mahen Sandrasagren, and Dr Pascal Mkanda the Polio Eradication Programme Coordinator who participated virtually, acknowledged the great achievements of the polio eradication programme in Nigeria but rued that funding for the programme will be withdrawn at the end of 2021. With this scenario, the government of Nigeria will have to take over funding of polio functions or mobilize resources so that transition is seamless and to avoid rolling back the success achieved with polio eradication.
In the FCT, WHO has a technical team made up of national professional officers, LGA Facilitators and a state Coordinator to support efforts to improve disease surveillance, routine immunization coverage, supplemental immunization activities and  also support efforts in addressing the burden of non-communicable diseases, emergencies and health system strengthening.  WHO personnel in the FCT also support the training and capacity building in early warning systems for public health events and in preparedness for emergency response among other interventions.

Nigeria’s Federal Capital Territory (FCT) Minister pledges support for implementation of Polio Transition Plan to sustain legacy

The Humanitarian Coordinator in South Sudan, Alain Noudéhou, has condemned the killing of an aid worker in Budi, Eastern Equatoria, and called for authorities and communities to ensure that humanitarian personnel can move safely along roads and deliver assistance to the most vulnerable people.

On 12 May, an aid worker was killed when criminals fired at a clearly marked humanitarian vehicle. The vehicle was part of a team of international non-governmental organizations and South Sudanese government health workers traveling to a health facility. The team was driving from Chukudum to Kapoeta in Budi County in an area that has seen several roadside ambushes this year.
 “I am shocked by this violent act and send my condolences to the family and colleagues of the deceased. The roads are a vital connection between humanitarian organizations and communities in need, and we must be able to move safely across the country without fear,” Mr. Noudéhou said and added: “I call on the Government to strengthen law enforcement along these roads.”
This is the first aid worker killed in South Sudan in 2021. In 2020, nine aid workers were killed.

The Director-General of the Food and Agriculture Organization of the United Nations (FAO), QU Dongyu, has welcomed an €8 million contribution from the European Union (EU) that will enable countries in the Horn of Africa to maintain a state of readiness in the face of a possible resurgence of Desert Locusts.

The European Commission announced the funding &#8211; from the European Civil Protection and Humanitarian Aid Operations (ECHO) &#8211; as another example of the EU&#39;s sustained commitment to control this upsurge since its early days in 2020.
&#8220;I want to thank the European Union and all other supporters for their generous contribution and ongoing assistance in the battle to control the Desert Locust upsurge, enabling critical livelihood-safeguarding activities&#8221; the Director-General noted, adding that &#8220;National Governments in collaboration with FAO and partners have achieved major progress in controlling this pest in East Africa, but operations must continue and we cannot afford to let down our guard.&#8221;
While the upsurge continues to decline in the Horn of Africa thanks to control operations, recent rainfall has enabled swarms in eastern Ethiopia and northern Somalia to mature and lay eggs. Additional breeding of the voracious pest may also take place in northern Kenya but on a much smaller scale.
The new funding will be used to bridge time-sensitive, critical gaps in procurement, survey, and control operations in the remaining two most-at-risk countries, Ethiopia and Somalia. It will also enable a quick response if the situation changes and needs arise in Kenya and the Sudan. This is designed to ensure the continuity of activities carried out by FAO in support of national governments so that the locust fighting force assembled in East Africa in the past year remains vigilant and ready to contain any new threats to the livelihoods of agricultural communities.
ECHO&#39;s latest contribution will also support the procurement of additional biopesticides to help sustain control activities beyond the second quarter of 2021.
As the record-setting locust upsurge gained momentum in East Africa last year, the European Commission was an early responder to the threat, providing €25 million from its Directorate-General for International Cooperation and Development (DEVCO).
Additional EU contributions of €6.1 million came from ECHO in 2020, including a €5.1 million allocation for Somalia, South Sudan and the Sudan.
With support from the European Union and a number of other donors (https://bit.ly/2Qd5Xh8), FAO and governments have scored major successes in containing the worst recorded locust upsurge in Ethiopia and Somalia for 25 years and the worst infestation that Kenya has experienced in 70 years.
The Desert Locust is considered the most destructive migratory pest in the world and a small swarm covering one square kilometer can eat the same amount of food in one day as 35 000 people.
The scourge&#39;s sweep through East Africa was considerable but locust control operations have prevented the loss of four million tonnes of cereal and 800 million litres of milk production while protecting the food security of 36.6 million people and avoiding $1.57 billion in cereal and milk losses. The locust control effort in East Africa also helped avert a further spread westward to Africa&#39;s vulnerable Sahel region.
FAO has also been helping farmers, who suffered locust damage with agricultural support packages, providing veterinary care for vegetation-starved livestock, and making cash transfers to families who have lost their crops so that they can purchase food.

The Basketball Africa League (BAL) and the Rwanda Development Board (RDB) today announced a multiyear partnership that makes “Visit Rwanda” &#8211; the country’s marketing and tourism initiative &#8211; a Founding and Host Partner of the inaugural BAL season taking place May 16-30 in Kigali.

The partnership will showcase Rwanda as a world-class tourism and investment destination and highlight Africa’s growing sports industry. Games will be played at the Kigali Arena, and the Kigali Convention Centre will serve as the practice facility for all 12 BAL teams. Visit Rwanda will be showcased on BAL team uniforms, and the BAL and RDB will collaborate on youth development and social responsibility initiatives in Kigali during the season.

In addition, RwandAir, the country’s national carrier, will be the league’s Official Airline for the inaugural season and has facilitated travel to and from Kigali for select BAL teams and staff. RwandAir operates one of the youngest state-of-the-art fleets out of its Kigali hub. Earlier this year, RwandAir became the first African airline to vaccinate all staff and crew against COVID-19.

A ground-breaking study by FIFA has delivered the message that every talented player deserves a chance to be identified and developed.
The 14-month-long project, launched in Doha in January 2020 (https://fifa.fans/3oeeRI3) by FIFA’s Technical Development team, analysed youth football and talent development practices and structures around the world. The data gathered during that time has now been compiled into a global report on the state and direction of talent development, as well as a dedicated country report for each of the 205 FIFA member associations (MAs) that took part.
The report has found that a great number of talented players go undiscovered due to a number of factors, including the lack of planning, quality of education, infrastructure &#038; financial resources to train youngsters.
Explaining the aim of the project, FIFA’s Chief of Global Football Development Arsène Wenger said: &#8220;Our immediate target is that every member association should reach its full potential to have the strongest possible national team. A long term plan for talent development is essential for success.&#8221;
The report provides a series of calls to action, which indicate practical steps towards improvement that can be taken by MAs and other stakeholders involved in the development of young players.
A team of 30 FIFA High Performance experts looked at youth football practices across the world, conducting a total of 1,143 interviews and 2,140 surveys with key members of the technical development hierarchy in each MA, including national team youth coaches, technical directors, and association presidents and general secretaries. The study also includes insights drawn from 864 football academies, analysed by Double Pass.
The global report offers insights into a number of key areas of talent development, namely talent identification, training, playing opportunities, and the transition from youth to senior level. Each country report offers tailored guidance on how the MA could proceed, given their own particular national situation.
FIFA’s Talent Development scheme will enter its second phase later this year. The FIFA technical team will follow up with each of the participating MAs to set out an individual road map to improve the state of youth football development in each country.

FIFA global report: Give every talent a chance

Four patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers in Barentu (2), and, Agordat (1), Gash Barka Region; and Asmara (1), Central Region.

On the other hand, twelve patients who have been receiving medical treatment in hospitals in the Southern Red Sea Region have recovered fully and have been discharged from these facilities.
The total number of recovered patients to date has accordingly risen to 3,639 while the number of deaths is 12.
The total number of confirmed cases in the country to date has increased to 3,822.

Over the last decade, information technologies (IT) have revolutionized the way people and businesses carry out their daily activities worldwide. There is abundant evidence that the upsurge of technology has been a major contributor to fundamental economic change, notably the growth in global production and the distribution of intangible goods and services. As a result, the digital economy has become the new focus for economic growth in developing countries.
With ICT set to become the engine of development in Cameroon in its role as a hub in the Central Africa sub-region, the 2021 tax scheme has been updated to promote innovative ICT start-ups. Eligibility for the benefits of the start-up promotion scheme is subject to the consent of Approved Management Centres dedicated to start-ups. The specific obligations of the Approved Management Centres shall be specified by instrument issued by the Minister in charge of finance.
ICT start-ups whose status is confirmed by an approved management centres will be eligible to claim several incentives:
 a) During the incubation phase, which must not exceed 5 years, companies which fall under this category shell be exempt from all taxes, duties, levies and payments, except social security contributions
b) At the end of the incubation phase, in the event of the sale of the start-up, a reduced capital tax gains rate of 10% &#8211; instead of the standard 16.5% &#8211; will be applied to the increase in the value of investments through the lifespan of ownership.
c) If the company enters the operation phase at the end of incubation, it shall, for a period of five (5) years, benefit from:
&#8211; exemption from the business licence tax,
&#8211; exemption from registration fees on the incorporation, extension or capital increase instruments,
&#8211; exemption from all tax and employer&#39;s charges on salaries paid to their employees except social security contributions,
&#8211; application of a reduced 5% rate of income tax on movable capital revenue on dividends paid to shareholders and interest paid to investors.
 At the end of the fifth year of operation, ordinary tax law policies will become applicable.
The development of dedicated policy to support ICT start-ups signals commitment from the Cameroon government to development of the digital economy. If implemented properly, these tax incentives should attract investment to Cameroon. Secondary benefits of these policies include an increase in employment, capital transfers, research and technology development, and structural development in less-developed areas. Although it is difficult to approximate the value of these tax incentives in general, proper implementation is likely to improve overall economic welfare through increased economic growth and government tax revenue.

410 people have tested positive to the disease, from a sample size of 3,799 tested in the last 24 hours. Our positivity rate is at 10.8%. From the cases 393 are Kenyans while 17 are foreigners. Total confirmed positive cases are now 164,386 and cumulative tests so far conducted are 1,729,345.

County distribution: Nairobi 76, Kericho 51, Meru 40, Kisumu 36, Mombasa 27, Uasin Gishu 25, Kisii 19, Siaya and Migori 18 cases each, Nakuru 12, Kirinyaga 11, Kilifi 8, Kitui, Kiambu and Homa Bay 7 cases each, Nyamira 6, Vihiga and Marsabit 5 cases each, Murang’a 4, Garissa,Machakos, Nandi and Nyeri 3 cases each, Kajiado, Laikipia, Nyandarua and Turkana 2 cases each, Bomet, Makueni, Mandera, Kakamega, Baringo, Taita Taveta, Trans Nzoia and Narok 1 case each.
67 patients have recovered from the disease, 57 from various health facilities countrywide while 10 are from the Home Based &#038; Isolation Care. Total recoveries now stand at 113,124 of whom 82,213 are from Home Based Care &#038; Isolation while 30,911 are from various health facilities.
22 deaths have been reported in the last 24 hours, 18 having occurred on diverse dates within the last one month and 4 are late deaths reported after conducting facility record audits. This now pushes the cumulative fatalities to 2,950.
A total of 1,049 patients are currently admitted in various health facilities countrywide, while 4,823 patients are on Home Based Isolation &#038; Care.  119 patients are in the ICU, 22 of whom are on ventilatory support &#038; 74 on supplemental oxygen. 23 patients are under observation. Another 91 patients are separately on supplemental oxygen with 86 of them in general wards and 5 in High Dependency Units (HDU).
VACCINATION: As of today, a total of 925,509 persons have so far been vaccinated against the COVID-19 disease countrywide.  Of these 282,369 are aged 58 years and above, Health workers, 161,702, Teachers 145,099, Security Officers 78,081 while 256,365 are in the others category.
