The cybersecurity skills shortage is worsening. This is the definitive view of the ESG report ‘The Life and Times of Cybersecurity Professionals 2020&#39; (https://bit.ly/3vq9Xda), and that of multiple other surveys, reports and industry analyses. Organisations are facing an unprecedented threat. Cyber attacks, fraud, phishing, breaches, hacks have increased in sophistication, focus and capability (https://bit.ly/3e14vHS). Every front is vulnerable, every corner at risk and the skills required to support organisations in the battle are rare, expensive and hard to find. According to Anna Collard, SVP of Content Strategy and Evangelist at KnowBe4 Africa, this is not the time to behave like an ostrich or spend more money on that skilled and expensive individual, it is an opportunity to engage in local skills development that can make a long-term difference to both economy and skills availability.

“Organisations across Africa must care about skills development to overcome the skills shortage predicament,” she adds. “This is the time to invest into initiatives like GovX (www.GovXinnovationchallenge.com) or Cyber Heroines (www.CyberHeroines.com) that actively encourage people to become part of the cybersecurity industry, and that help to develop their skills. This is one career that is set to grow and evolve over the next few years, and we need to inspire people to recognise it as such.”
Amidst the challenge of limited skills, there is a pressing need to empower women within the cybersecurity space.  With far more males than females currently in the industry, security is a sector that would benefit from not just volume, but diversity. Creating a space that is attractive to women would not only benefit the sector in terms of adding fresh flavour to security thinking and approaches, but could significantly change some of the urgent issues that have arisen around women’s rights during the pandemic.
“There is a growing body of research that points to how women have been set back by decades thanks to the global pandemic,” says Collard. “This makes the connection between empowering women and connecting them to an industry that sorely needs their talent even more relevant. This is the time for organisations and industry to tackle inequality alongside skills diversity and to potentially resolve two problems at the same time. It is never going to be a quick fix, but it is an intelligent one.”
Women are often the sole breadwinners in their families (https://bit.ly/3aQBIUy), and they often work in roles that will be replaced in the future – or have already been replaced. The average ratio of women in the cybersecurity industry is 20%, in Africa it is only 9% and in executive management, women only take up 1% of the roles according to Nir Kshetri, professor of management at the University of North Carolina.
Women are facing a real danger of being left behind and considering that the current cybersecurity skills shortage is sitting at 3.12 million (https://bit.ly/3e15xDK) and that job vacancies are gathering dust and cobwebs, it is a superb opportunity for organisations to invest into new ways of attracting women to join the industry.
“It is a fascinating industry to be in,” says Collard. “The perception that you have to be a math genius or a technology wizard to thrive in security is just that – perception. The truth is that it requires the ability to think laterally, to collaborate and to be willing to learn. These are boxes anyone can tick, given the right opportunity.”
KnowBe4 currently works with government and other leading industry players on the Gov-X innovation challenge to promote skills development across the country. This collaboration with senior security professionals and enterprises is allowing for younger people to connect with mentoring opportunities and to really understand what the cybersecurity industry truly offers.
“In addition to these formal projects and initiatives that are designed to motivate and inspire students to join the industry, there needs to be a massive focus on cybersecurity within education,” concludes Collard. “This needs to become a part of the school curriculum, giving students the opportunity to develop relevant life and career skills that will stand them in excellent stead down the line. Cybersecurity is not a flash in the pan career, it is here for the long haul and now is the time to inspire people to join.”

With Kaspersky (africa.Kaspersky.com) research showing that stalkerware affected one out of every 100 mobile users in Kenya and Nigeria in 2020 and malware every four out of 100 in South Africa, consumers must remain vigilant when it comes to their online activities if they are to keep themselves safe from the growing threat of cyberattacks.

“Even though these numbers might seem low, especially when it comes to stalkerware, it bears mentioning that this form of attack is focused on specific individuals. So, unlike general malware that is distributed on a massive scale, stalkerware is a more personal crime that has life and death consequences for the individual affected, for example a perpetrator can track down their estranged partner with ill intentions, or human trafficking rings targeting children,” says Lehan van den Heever, Enterprise Cyber Security Advisor for Kaspersky in Africa.
Amongst other things, stalkerware can enable the perpetrator to track a victim’s location, read their messages, view their photos and videos, eavesdrop on telephone conversations, and see everything typed on the keypad.
“Our research shows that almost 54 000 (https://bit.ly/3xx8x2h) users globally were affected by stalkerware apps in 2020. The fact that these are growing momentum in Africa should be cause for concern. And even though South Africa has not been affected by these attacks yet, it is only a matter of time before mobile users in the country start experiencing the dangers of stalkerware,” he says.
To help combat this, Kaspersky released the TinyCheck (https://bit.ly/3xuBYCe) tool designed to find stalkerware without its operator knowing. It has recently been updated to help uncover all types of geo-tracking apps that identify people’s movements using their GPS data.
“Over and above the threat of stalkerware, our research shows that malware and adware, although again rather low, still remain cyberthreats that we urge users in South Africa, Kenya and Nigeria to be cognisant of and protect against,” adds van den Heever.
Kaspersky’s analysis of mobile threats in 2020 shows that in Kenya 7% of users were affected by malware, and 13% by adware. In Nigeria, the situation is similar, also showing that 7% of users were impacted by malware and 17% by adware. In South Africa, 4% of users were targeted with malware and 7% with adware.
“While we advocate that mobile users must protect their devices with a strong password, they should also never leave their phones unattended. Furthermore, it is important to block the installation of apps from third-party sources in their device settings and install a reliable mobile antivirus solution that detects and warns them about stalkerware and other malware. Lastly, do not click on links in spam emails,” concludes van den Heever.

Online trading is increasing in popularity as more people seek additional and convenient income options. To assist beginners kick off their trading journeys, Dany Mawas, Regional Director at INFINOX (www.INFINOX.com) &#8211; a globally recognised CFD and FX trading broker which operates in Africa &#8211; explains key financial instruments that are great options for beginner traders to get started with.

Mawas says that while the market presents a vast array of earning potential, all beginner traders need to first understand the differences between FX and CFD trading, and that there are several factors to determine before deciding on their preferred trading instrument.

FX Trading

“FX is the abbreviated term for forex, and is the instrument for trading international currencies,” he says. “With markets reacting to daily geopolitical and economic affairs, the forex market is ideal for speculating on world events and taking advantage of trade opportunities.”

Mawas points out that the forex market is exceptionally popular with traders and is the largest market in the world with more than $5trn traded everyday. This, he says, creates a hugely liquid market and makes it easy to enter and exit at the price you want to, therefore increasing trade opportunities for all types of trader. Additionally, forex instruments also provide a significant amount of leverage, and volatility, thus making it one of the most accessible instruments to trade.

CFD Trading

CFD or ‘Contract for Difference’ is a financial instrument used to make a profit on the price change of an asset without having to own it. As such, the trader doesn’t need to buy a particular stock or commodity to make a profit in the future. Instead, the contract between a buyer and a seller provides traders with the ability to trade on margin without owning an asset outright.

The value and movements of a contract do follow the underlying asset, but note that it is not directly pinned to the price, which is why you might see slight differences between brokers. A CFD is a broad asset class, with traders able to buy and sell CFDs in the following:
CFD Equities: These allow traders to trade the share prices of some of the world’s largest companies and most popular brands using smaller margin amounts. Furthermore, they allow traders to access global stock markets and take advantage of rising and falling share prices.
CFD Indices: Indices are one of the most popular instruments to trade, and allow traders to buy and sell the value of the entire stock market in a single trade. They’re a great asset to speculate on world events as well as diversifying an investment portfolio.
CFD Commodities: The world revolves around commodities and CFD commodity trading allows traders to speculate on the price of assets such as precious metals, energies or agriculture. As global events shape demand and supply, speculators will look to take advantage of trade opportunities or use them as a tool to manage their risk.
CFD Futures: Futures contracts are standardised contracts with a fixed quantity, price and delivery location that serve as a legal agreement to purchase an asset at a fixed price in the future. Most commonly, futures contracts are used for trading commodities such as soybean, cocoa and crude oil, amongst others. They’re another great way to get exposure to popular markets.
Factors to consider when choosing a trading instrument

Mawas says beginner traders need to consider several factors before investing in their chosen instrument, including liquidity, volatility, low transaction costs and availability of information.

“Liquidity refers to the ease in which traders can buy and sell their chosen instrument, with high levels of liquidity seen as easier to trade,” he explains. “The volatility of an instrument refers to its continuous rise and fall, with a highly volatile instrument favouring traders &#8211; owing to its higher risk and greater profit possibilities.”

Mawas adds that traders should look for an instrument that features low transaction costs as this will allow them to generate greater returns. “One must, however, be aware that their preferred broker may charge a minimal trading fee depending on the instrument chosen.”

“The best financial instrument to trade depends on several factors, and for beginners, their budgets should dictate the type of instruments they trade,” he says. “Traders should also choose a broker that not only offers them support by being easily contactable with a local presence, but also offers learning resources.”

The African Development Bank Group (www.AfDB.org), on 28 April 2021, announces the 36 month debarment of Maxicare Company (Nigeria) Limited with effect from 23 February 2021. Maxicare Company (Nigeria) Limited is a limited liability company registered in the Federal Republic of Nigeria.

An investigation conducted by the Bank’s Office of Integrity and Anti-Corruption established that Maxicare Company (Nigeria) Limited engaged in collusive and fraudulent practices during a tender for the construction of weigh stations and supply of equipment under the Transport Facilitation Program for the Bamenda-Mamfe-Abakaliki-Enugu Road Corridor connecting Cameroon and Nigeria.

The debarment renders Maxicare Company (Nigeria) Limited and its affiliates ineligible to participate in Bank Group-financed projects during the debarment period. Additionally, the debarment qualifies for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions, including the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank and the World Bank Group.
At the expiry of the debarment period, Maxicare Company (Nigeria) Limited will only be eligible to participate in Bank Group-financed projects on condition that it implements an integrity compliance program consistent with the Bank’s guidelines.
The Transport Facilitation Program for the Bamenda-Mamfe-Abakaliki-Enugu Road Corridor is aimed at increasing trade and strengthening cooperation generally between the countries of the Economic Community of Central African States and those of the Economic Community of West African States and between Cameroon and Nigeria in particular. It was co-financed by the African Development Fund, an entity of the African Development Bank Group.

African Development Bank debars Maxicare Company (Nigeria) Limited for 36 months for collusive and fraudulent practices

GE (www.GE.com) successfully completed service works on four LM6000 aeroderivative gas turbines at the Songas Ubungo Power Plant in Dar es Salaam, Tanzania ; The works were executed on time with the highest standard of safety and quality, ensuring the continued supply of up to 150 megawatts (MW) of electricity to the national grid; The project boosted performance and reliability, and improved the operational efficiency and flexibility of the Songas Ubungo power plant.

GE (NYSE: GE) announced today, on the World Day for Safety and Health at Work, the successful completion of service works at four LM6000 aeroderivative gas turbines at the Songas Ubungo Power Plant in Dar es Salaam, Tanzania.  Amidst the pandemic, the work was executed safely and ensured the continued delivery of up to 150 megawatts (MW) of electricity from the units to the national grid. The service work conducted, which includes predictive maintenance with routine parts replacement, also boosted performance and reliability and improved the operational efficiency and flexibility of the power plant.
“Despite the challenges posed by the COVID-19 pandemic, GE succeeded in helping us improve our power generation capabilities, through its upgrades and maintenance solutions,” said Dr. Michael Mngodo, Songas Plant Manager. “We are pleased that the service interventions were executed on time to the highest standard of safety and quality, increasing the availability and overall reliability of our power plant,” he added.
Engineers from FieldCore, GE’s owned field services company, worked in collaboration with Songas under the established COVID-19 site protocols to ensure the safe completion of the project. The Ubungo power plant provides nearly 12 percent of the grid connected power in Tanzania. The gas turbines are equipped with SPRINT (SPRayINTercooling) technology, which increases gas turbine performance, improves power flexibility, enhances the combustion system, improves fuel efficiency, extends maintenance intervals for the combustor, hot section and major overhaul and lowers maintenance costs.
“We are honored by the trust placed by Songas in our team’s ability to execute critical maintenance work at the Songas Power Plant, and to have delivered on that trust,” said Elisee Sezan, CEO of GE Gas Power Sub-Saharan Africa. “This project illustrates our commitment to work with our customers, like Songas, to provide industry-leading technologies and advanced services that help power plant operators around the world meet their operational needs and fuel the economic growth of the countries where they operate,” he added. 
The announcement was made on April 28 in conjunction with the World Day for Safety and Health at Work which focuses on strategies to strengthen national occupational safety and health systems. “We are working with our customers, while coordinating with local governments, to ensure the health and safety of our employees and suppliers during this pandemic. The excellent professionalism and dedication to safety of all teams was crucial to the success of the service work,” said Sezan.

The fun, gamified Covid-19 international information campaign ‘Contest Against Corona’ (https://contest.atingi.org) is now back this April 21st-May 21st, after reaching 100.000 participants in 54 countries with the first contest in December. The contest is sponsored by the German Federal Ministry for Economic Cooperation and Development (BMZ) and organized by atingi (www.atingi.org), a digital learning project by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The quiz content was developed and verified by Health Focus and GOPA Worldwide Consultants, who offer specialised expertise on healthcare topics.

Context

As misinformation, information overload and ‘pandemic fatigue’ are starting to threaten the rollout of crucial Covid-19 containment and vaccination measures, ‘Contest Against Corona’ provides an engaging, gamified quiz format to re-capture citizens’ attention.  A global study conducted in March 2020 by Statista found that 74 percent of consumers were concerned about the amount of fake news being spread about Covid-19, which hindered their efforts to stay updated with trustworthy and reliable information. Yet access to reliable information is crucial for empowering all citizens to help fight the pandemic. The contest aims to help fight this current ‘infodemic’ &#8211; an ‘epidemic of information, including false and misleading information’.

Purpose
The Contest’s purpose is to incentivise citizens to acquire accurate information on frequently asked questions on Covid-19 from trustworthy sources by making the process fun.  The currently salient topics of vaccination, popular myths and the implications of Covid-19 variants are at the center of the initiative, however also  basics like symptoms, treatment and community mitigation practices. Beyond the simple right-wrong feedback in each question, the game’s educational nature is reinforced by in-game explanations provided when incorrect answers are given.

Game Design
Starting on April 21st, the gamified multiple-choice quiz can be accessed from any smartphone or desktop browser by simply clicking on the “start game” button on the Contest Against Corona website https://contest.atingi.org/ . Players can pick an avatar of their choice and play against participants from around the world, scoring points in the process. The game is available in English, Arabic and French. Contestants can play the topics in the order of their choice and at the pace and intensity that suits their lifestyle &#8211; whether that be daily or once every few days etc. While the high score prize is open until the 21st of May, weekly and daily prizes have clear deadlines every week, which participants can view on the Contest Against Corona website (https://contest.atingi.org) to decide on which date(s) they are aiming for.

The Uganda women rugby teams got back into action over the weekend with Northern and Eastern region playing on Saturday 24th April 2021 while Central Region teams played on Sunday 25th April 2021. With two rounds played, Kitgum Queens, Black Pearls, Mbale Eagles and Blue Whales top the table in their respective categories.

Round two of the Central Region 10s was hosted by Black Pearls at Kings Park in Bweyogerere with participation from 7 teams. (Lady Swans, Blue Whales, Black Diamonds, Black Pearls, AQRA, Avengers,Thuderbirds)
Charlotte Mudoola of Black Pearls and Bushira Namutebi from Black Diamonds emerged the golden boot winners for the tier 1 and 2 categories respectively. The top try scorers from the central region tournaments were Ira Isabella from tier 2 and Charlotte Mudoola from tier 1.
The Northern region had their first round of the 10s in Kitgum on 24th April 2021 at Bomah grounds featuring Kitgum Queens, Gulu Sprinters, and Lira Matarix. Kitgum Queens won the tournament and Adongpiny Mercy was the MVP.
The Eastern region featured four teams; Bumageni, Bugema, Mbale Eagles and Nyondo. Mbale Eagles emerged victors of this tournament with 9 points followed by Bumageni with 7 points. Coming in the third place is Nyondo(5points) followed by Bugema(3 points)
‘’Last weekend’s performance from all teams was exciting and there’s great improvement in the second round compared to the first one. The future of women’s rugby is indeed secured and this only means we will have to emphasize continued participation of these teams to keep them in the sport. Women’s Regional 10s register Successful Second Round

The Democratic Republic of the Congo today launched a preventive yellow fever vaccination campaign targeting more than 16.3 million people – the first such drive against the disease in Africa in 2021.

The campaign – being carried out in seven of the Democratic Republic of the Congo’s 26 provinces among people aged nine months to 60 years, including nearly 300 000 refugees – is a collaborative effort involving the country’s health authorities with the support of the World Health Organization (WHO) and other partners including the Bill and Melinda Gates Foundation, Gavi, the Vaccine Alliance, PATH, UNICEF and Village Reach.
The campaign has taken more than a year of planning and was partly delayed due to the COVID-19 pandemic.
“Tackling other health emergencies is now doubly difficult as countries are also working hard to contain the COVID-19 pandemic,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “While yellow fever is a dangerous disease, it is easily preventable with one shot in the arm. This campaign illustrates that by adjusting to the new normal, working together and innovating we can avert other outbreaks and combat COVID-19.”
WHO is providing technical and coordination support to the campaign, training vaccinators as well as providing real time monitoring tools, including data management and a post campaign survey.
Although the Democratic Republic of the Congo introduced yellow fever vaccination as part of the national routine vaccination programme in 2003, coverage remains around 56%, below the recommended minimum of 80%. Low coverage has led to a resurgence of the disease in the country, with six outbreaks erupting between 2010 and 2019. A major outbreak in neighbouring Angola in 2016 spread into the Democratic Republic of the Congo’s capital Kinshasa and two other provinces.
Yellow fever is caused by a virus spread through the bite of infected mosquitos. Some patients can develop serious symptoms, including high fever and jaundice (yellowing of the skin and eyes).
“We applaud the launch of this preventive vaccination campaign, the mobilization by partner organizations as well as the population who have taken ownership of the vaccination drive and are part of the collective efforts to eliminate yellow fever in the country,” said Dr Luc Alungu, the Provincial Minister of Health for Tshopo, one of the seven provinces where the vaccination is taking place.
The vaccination campaign is part of a comprehensive strategy to eliminate yellow fever epidemics (EYE) globally by 2026. WHO, UNICEF, Gavi, the Vaccine Alliance, and more than 50 partners are supporting the Democratic Republic of the Congo and other high-risk countries to assess epidemic risk, roll out vaccination campaigns, engage with communities and deliver other response activities, including surveillance and laboratory diagnosis.
Nationwide preventive measures are also needed to ensure the protection of the entire population at risk. Rapid outbreak detection and response and long-term prevention are integral to a sustained yellow fever control.
In January, Guinea and Senegal carried out reactive yellow fever vaccination campaigns after cases were detected. In 2021, aside from the Democratic Republic of the Congo, Nigeria, Republic of Congo and Sudan are to carry out yellow fever preventive campaigns, targeting a total of 53 million people in the four countries.
The burden of yellow fever in Africa is estimated at between 84 000 and 170 000 severe cases and 29 000 and 60 000 deaths annually. Twenty-seven African countries are at the highest risk for yellow fever epidemics.
