NAIROBI, Oct 2 (Reuters) &#8211; Kenya&#8217;s inflation fell to 3.6% year-on-year in September from 4.4% a month earlier, the statistics office said on Wednesday.



On a month-on-month basis inflation was at 0.2% from 0.0% a month earlier, the Kenya National Bureau of Statistics said in a statement.



The Kenyan government targets an inflation rate of between 2.5% and 7.5% in the medium term.



The central bank is due to announce its next interest rate decision on Oct. 8.



It cut its benchmark lending rate by 25 basis points in August, saying there was scope to ease policy gradually as inflation had fallen below the midpoint of its target range.

KAMPALA, Oct 2 (Reuters)&nbsp;&#8211;&nbsp;Uganda has formed a state-owned mining company to manage the government&#8217;s equity interests in mining operations, its minister for energy and mineral development, Ruth Nankabirwa, said.



All mining activities in the east African country have previously been done by private firms after obtaining exploration and mining licenses.



Under a new mining law approved in 2022, the government can compulsorily take a 15% free carry stake in all mining operations in the country.



The move is part of broader efforts to expand Uganda&#8217;s share of the value from its mineral wealth, following in the footsteps of other African countries such as Tanzania.



&#8220;This company will manage the state&#8217;s commercial interests in the mining industry. It will do so through strategic partnerships with young developers in the private sector,&#8221; Nankabirwa told a mining conference in Kampala on Tuesday.



President Yoweri Museveni&#8217;s government has also been pushing investors in the sector to process minerals and add value domestically instead of exporting them in raw form.



In April, Uganda launched its first tin refining company by mining firm Woodcross resources, which refines tin ore to 99.9% purity.



Chinese-backed Sunbird Resources has also been licensed to mine limestone for cement production in Karamoja region in Uganda&#8217;s northeast region, while Australia&#8217;s Ionic Rare Earths IXR.AX has been licensed to mine and process rare earths.



Ugandan geologists say the country has large deposits of a range of minerals including gold, cobalt, copper, iron ore, rare earths, among others.

NAIROBI, Oct 1 (Reuters)&nbsp;&#8211;&nbsp;Kenya&#8217;sparliament on&nbsp;Tuesday tabled a motion to impeach Deputy President Rigathi Gachagua for gross violation of the constitution, the&nbsp;speaker said,&nbsp;as local media reported that he had fallen out with President William Ruto.



Over one third of lawmakers signed a motion presented by Mwengi Mutuse, an MP allied with Ruto&#8217;s coalition, that accuses Gachagua of, among other things, denying people &#8220;equal opportunities for public service appointments and allocation of public resources,&#8221; according to the document.



A rift between Ruto and Gachagua has spilt into the open in recent days, with Gachagua saying he has been sidelined while denying accusations linking him and associates to violent protests earlier in the year, in which demonstrators overran parliament.



The director of communications at Gachagua&#8217;s office did not immediately respond to Reuters&#8217; request for comment.



&#8220;A special motion before the House presents an unprecedented constitutional moment in our democracy,&#8221; said parliamentary speaker Moses Wetang&#8217;ula.



&#8220;Without doubt, it summons this house to test for the first time, under the 2010 constitution, the provisions of our constitution relating to the removal from office by impeachment of the deputy president.&#8221;

NAIROBI, Oct 1 (Reuters)&nbsp;&#8211;&nbsp;Major shareholders at the International Monetary Fund are urging Kenya to request an IMF assessment of corruption and governance issues as part of a push to unlock lending that has been stalled by the shelving of tax hikes, two diplomatic sources said.



Disbursement of around $600 million under an IMF plan that expires next year has been held up since the Kenyan government in June withdrew $2.7 billion in tax increases in response to mass protests.



The demonstrations, in which more than 50 people were killed, brought to the fore issues of corruption and misgovernance, with young protesters complaining that their taxes were being used to fund politicans&#8217; lavish lifestyles.



Western governments have been encouraging a governance diagnostic, or IMF assessment, of corruption and governance vulnerabilities, said the two sources. They spoke on condition of anonymity to discuss private conversations.



A governance diagnostic must be requested by the country in question. One source said such a request would facilitate discussions about further IMF support.



Kenya&#8217;s finance ministry did not respond to requests for comment. Spokespeople at the Washington-based IMF did not immediately respond to a request for comment.



The IMF has published governance diagnostic reports on 14 countries since 2014, including Ukraine, Cameroon and Sri Lanka, and additional diagnostics are underway, according to the Fund&#8217;s website.



Kenyan authorities are looking for fresh revenue-raising measures after rescinding the tax increases.



Finance Minister John Mbadi said in August that the government would have to restore some measures from the scrapped bill. However, last month Mbadi said he would seek suggestions from the public on new legislation to boost revenue.



Diplomatic sources say the government will need to present a credible plan to narrow its fiscal deficit before the IMF will consider new disbursements.

NAIROBI, Sept 30 (Reuters)&nbsp;&#8211;&nbsp;Kenyan lawmakers plan to launch impeachment proceedings against Deputy President Rigathi Gachagua, accusing him of undermining the government, parliament&#8217;s majority leader said, reflecting a widening rift between President William Ruto and his deputy.



The move could add to the government&#8217;s challenges after&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL1N3IO06G&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">deadly months-long protests</a>&nbsp;over a disputed finance bill forced Ruto to shelve the legislation in June and fire almost his entire cabinet.



&#8220;It is true there is an impeachment motion against the deputy president and as the member of parliament for Kikuyu, I have already appended my signature to it,&#8221; majority leader Kimani Ichung&#8217;wah said on Sunday.



&#8220;I will support that impeachment motion to stop a process where government is being undermined and sabotaged from within government,&#8221; he said.



Calls to Gachagua&#8217;s spokespeople on Monday seeking comment were not answered.



In recent days he has spoken of being sidelined and denied accusations linking him and associates to the unrest, calling it &#8220;a futile attempt to soil my name and hopefully create grounds for the mooted impeachment proceedings against me.&#8221;



On Sunday, he told reporters that any impeachment motion would require Ruto&#8217;s assent. &#8220;Without the president&#8217;s go-ahead, the motion cannot reach parliament. If it reaches parliament, it is the president who has authorised it.&#8221;



Gachagua commands support in Kenya&#8217;s populous central region, and efforts to unseat him could stir up discontent there, adding to Ruto&#8217;s headaches.



More than 50 people were killed in the unrest against the financing legislation, creating Ruto&#8217;s biggest crisis since he took office in 2022. Protesters opposed tax hikes contained in the bill and also demanded action against misgovernance and corruption.



As part of a major reshuffle, Ruto in July nominated four members of the main opposition party to a&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AS8N3HG007&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">&#8220;broad-based&#8221; cabinet</a>. But activists said the new government would perpetuate a tradition of leaders co-opting the opposition instead of carrying out far-reaching reforms demanded by citizens.

At 0647 GMT, commercial banks quoted the shilling at 128.50/129.50 to the dollar, the same as Friday&#8217;s closing rate.



Traders said central bank dollar-buying had prevented the shilling from gaining ground in recent weeks.



&#8220;If they (central bank) had stayed out, the shilling would have strengthened,&#8221; one trader said.



The central bank says it has no preferred level for the shilling and only steps in to smooth out volatility in either direction.

NAIROBI, Sept 27 &#8211; Kenya&#8217;s shilling inched higher against the dollar on Friday, supported by an inflow of foreign currency from tea exports and remittances, traders said.



The shilling was trading at 128.25/129.25 to the dollar at 0734 GMT, compared to its closing rate of 128.50/129.50 on Thursday, according to London Stock Exchange Group (LSEG) data.



A slight strengthening of the East African currency is anticipated over the next week, following its steady performance since early August, a trader said.

KAMPALA, Sept 26 (Reuters)&nbsp;&#8211;&nbsp;The World Bank said it is rolling out measures to ensure the recipients of lending to Uganda are not discriminated against by a tough anti-gay law.



A World Bank spokesperson said the measures, which include an independent monitoring mechanism to ensure compliance, would apply to ongoing and new projects.



Uganda, a mostly conservative country, enacted the Anti-Homosexuality Act (AHA) in May last year, drawing widespread condemnation from the West and sanctions from the United States.



Under the law, same-sex intercourse is punishable by life in prison while those who commit so-called aggravated homosexuality receive the death penalty.



The bank suspended all new lending to Uganda last year after finding that the law contradicts its values.



The World Bank is one of Uganda&#8217;s biggest funders, especially of critical infrastructure such as roads and energy. The funding suspension was seen as a significant blow to its finances.



&#8220;We will not propose any new public financing for Uganda to our board until we are satisfied that&#8230; mitigation measures are in place,&#8221; the bank said.



LGBT activists had asked the bank to keep the ban on funding as long as the law remains in force, they said in a statement this week.



&#8220;The World Bank&#8217;s mitigation measures are a facade, designed to provide the illusion of protection,&#8221; said Richard Lusimbo, a top official at Convening for Equality (CFE), a Ugandan LGBT activist group.

KAMPALA, Sept 25 (Reuters) &#8211; The Ugandan shilling posted gains against the dollar on Wednesday, on the back of some foreign exchange inflows from non-governmental organisations (NGOs), traders said.



At 0913 GMT commercial banks quoted the shilling at 3,688/3,698, compared to Tuesday&#8217;s close of 3,695/3,705.

NAIROBI, Sept 25 (Reuters)&nbsp;&#8211;&nbsp;Kenyan police out of uniform and with no official identification fired live rounds at demonstrators at the country&#8217;s parliament complex in Nairobi on June 25, Amnesty International said on Wednesday.



That day saw &#8220;the use of officers without identity badges, uniforms or vehicles marked as police cars actively shooting at protesters and arresting others&#8221;, Irũngũ Houghton, Amnesty&#8217;s Kenya director, told Reuters as the rights group published a press release detailing its reconstruction of the events.



The national police did not respond to Reuters&#8217; requests for comment on the Amnesty statement.



More than 50 people were killed in months-long protests over a controversial finance bill, creating President William Ruto&#8217;s biggest crisis since taking office in 2022. Ruto abandoned the legislation in June and sacked almost his entire cabinet.



The rallies began peacefully, later turning violent. On June 25, the bill was scheduled for a third reading, and some demonstrators briefly stormed parliament. The police opened fire.



The rights group said its reconstruction of the day&#8217;s events was conducted with five partners and based on interviews with 23 witnesses and analysis of dozens of videos and photographs.



As unarmed demonstrators entered parliament, men in civilian clothes were &#8220;seen on camera firing rifles and handguns towards the crowd and in the air&#8221;, Amnesty said.



&#8220;Researchers counted at least 45 shots fired within 56 seconds.&#8221;



Three witnesses saw at least six bodies of protesters who they believed were shot dead at the parliament complex, the rights group said.



&#8220;I saw my friend going down,&#8221; said one person interviewed for the report, whose name was withheld. &#8220;He was shot.&#8221;



Amnesty&#8217;s report said images showed groups of men in civilian clothes carrying weapons and working alongside the police.



Amnesty also said Kenyan police that day unlawfully fired tear gas and beat and arbitrarily detained peaceful demonstrators, while some protesters threw back tear gas canisters at officers, hurled stones, broke windows and took flags.

NAIROBI, Sept 25 (Reuters) &#8211; Kenya&#8217;s shilling was steady against the dollar on Wednesday, helped by companies converting foreign currency ahead of quarterly tax payments, traders said.



At 0728 GMT, the shilling traded at 128.50/129.50 to the U.S. dollar, the same as Tuesday&#8217;s closing rate, LSEG data showed.



The East African currency strengthened sharply in early 2024 as concerns eased that the government would default on a $2 billion Eurobond that matured in June, but it has remained rangebound since early August.

At 1039 GMT, commercial banks quoted the shilling at 128.50/129.50 per dollar, the same as Friday&#8217;s closing rate.



The shilling has been relatively stable for several months,&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL2N3EZ12H&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">after rallying</a>&nbsp;in the first half of 2024 as concerns eased that the East African country would default on a $2 billion Eurobond that matured in June.

KAMPALA, Sept 23 (Reuters)&nbsp;&#8211;&nbsp;The value of Uganda&#8217;s coffee exports in August soared 82.9% versus a year earlier helped by higher global prices, the state-run sector regulator said in a report on Monday.



Uganda is Africa&#8217;s largest exporter of the beans which are, alongside gold, the country&#8217;s biggest sources of foreign exchange.



In August Uganda shipped 837,915 60-kilogram bags of coffee worth $221.6 million, according to the Uganda Coffee Development Authority (UCDA).



&#8220;The value of coffee exports was higher as global coffee prices continue to rise as dry conditions in Brazil and Vietnam are seen to affect coffee crop yields,&#8221; UCDA said in the report.



Uganda&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL8N3AU2BC&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">exported</a>&nbsp;743,517 60-kilogram bags in August last year, worth $121.64 million.



Uganda earned $1.4 billion from coffee exports in the 12 months to August, up from $918.4 million last year, continuing a general upward trend in earnings in recent years, the UCDA said.

At 0925 GMT commercial banks quoted the shilling at 3,700/3,710 to the U.S. dollar, compared to Thursday&#8217;s closing level of 3,710/3,720.
