
<p>LONDON (Reuters) &#8211; Anglo American’s diamond subsidiary De Beers is scaling back production after trade tensions between the United States and China contributed to a 27% first-half fall in diamond earnings, its CEO said.</p>



<p>De Beers CEO Bruce Cleaver cited a range of factors in an interview, including trade tensions, the U.S. government shut-down that ended in January and Hong Kong anti-government protests, which he said had left the diamond market in a state “not dissimilar from 2014-15”.</p>



<p>The diamond market was weak in 2014-15 in the run-up to a deep commodity price fall linked to declining Chinese demand for raw materials.</p>



<p>“A nasty cocktail is affecting the mid-stream, with too much polished (diamonds), financial pressure from the banks and a slow down in demand for jewellery,” he said.</p>



<p>But demand was still expected to grow in the U.S. market, the world’s biggest, meaning stock levels should become more balanced in the second half of the year, Cleaver said.</p>



<p>De Beers is working with its customers and limiting supply, the company said. In the first half it reduced rough diamond production 11% year-on-year.</p>



<p>While the diamond division fell, Anglo American on Thursday reported a 19% increase in overall first-half underlying earnings before interest, tax, depreciation and amortisation (EBITDA), largely because of high iron ore prices.</p>



<p>The group cites future diamond demand as one of the principle risks it faces.</p>



<p>De Beers has been fighting competition from laboratory-grown diamonds by producing its own synthetic diamonds from its Element Six subsidiary at a lower cost than peers.</p>



<p>The impact had been to reduce overall wholesale prices for laboratory-grown diamonds by around 60%.</p>



<p>Cleaver said De Beers was still working to eliminate what he said was customer confusion concerning the difference between mined diamonds and those produced in laboratories.</p>



<p>De Beers is banking on a long-term future for natural diamonds and is investing $468 million in a new vessel to mine diamonds off the coast of Namibia.</p>



<p>Cleaver said the project was on track to add an estimated 500,000 carats per year from 2022.</p>

Why De Beers is scaling back on diamond production

<p>Many African countries have <a href="http://unsdsn.org/resources/publications/2019-africa-sdg-index-and-dashboards-report/">a long way to go</a> to meet the <a href="https://sustainabledevelopment.un.org/?menu=1300">sustainable development goals</a>. These goals, set by the United Nations, call for all countries to develop their economies by 2030. This should happen sustainably and inclusively. At the same time, human rights and the environment must be protected.</p>

<p>But most countries in Africa are <a href="http://unsdsn.org/resources/publications/2019-africa-sdg-index-and-dashboards-report/">lagging behind</a> or even stagnating when it comes to realising these goals. One of the reasons for this is that countries are not using enough rigorous research or developing policies informed by accurate scientific evidence. </p>

<p>This is a shortcoming that must be addressed. Policymakers, scientists and knowledge providers like science academies and research houses must work together to ensure that public policy is as fit-for-purpose as it can be.</p>

<p>Evidence-informed policymaking is <a href="https://theconversation.com/why-science-matters-so-much-in-the-era-of-fake-news-and-fallacies-113298">more important than ever</a>. We’re living in a world where <a href="https://www.scientificamerican.com/article/why-do-people-favor-opinion-over-scientific-evidence/">opinion matters</a> more than fact. In <a href="https://www.livescience.com/57590-why-americans-deny-science.html">some countries</a>, evidence and expertise are valued less than at any other time in history.</p>

<p>With this in mind, <a href="http://www.interacademies.org/56874/SEM_for_Africa">a new report</a> has been released that calls on African governments to invest in and apply science, engineering and medicine more systematically to try and address sustainable development issues. It also encourages the continent’s science community to be more proactive in helping to accelerate Africa’s development.</p>

<p>The report was compiled by the <a href="http://www.interacademies.org/">InterAcademy Partnership</a>. This is a global network of more than 140 academics of science, engineering and medicine. One of the report’s key recommendations is that science academies have a crucial role to play in developing ways for scientists to engage more effectively with the African Union and United Nations at continental, regional and national levels.</p>

<h2>Key recommendations</h2>

<p>Science academies represent some of their countries’ best scientists. They also operate independently of governments. Academies collaborate on issues of local, regional and global importance: food security, <a href="https://skepticalscience.com/joint-statements-on-climate-change-from-nas-around-world.html">climate change</a>, health and water security. </p>

<p>There are national academies of science in 27 African countries and young academies in 13 countries on the continent. <a href="https://globalyoungacademy.net/national-young-academies/">Young academies</a> cater for academics who are just starting their careers.</p>

<p>In keeping with the report’s focus on science academies, it was formally released this week at a workshop hosted by the <a href="https://assaf.org.za/">Academy of Science of South Africa</a> that dealt with <a href="https://sustainabledevelopment.un.org/sdg6">sustainable development goal 6</a>: clean water and sanitation.</p>

<p>These are the report’s central recommendations:</p>

<ul>
<li><p>policymakers and science academies must work openly and inclusively together to ensure that evidence informs policy formulation, implementation and review;</p></li>
<li><p>more opportunities should be created to bring scientists and policymakers together. This could happen through, for instance, fellowships or secondments;</p></li>
<li><p>programmes that engage the African science diaspora and develop science policy leadership should be scaled up; and,</p></li>
<li><p>cooperation should be strengthened between academies of established “senior” scientists and early career “young” scientists. Young academies are especially effective at engaging with universities, schools and the public.</p></li>
</ul>

<p>If these recommendations are adopted, the science community will be in a strong position to ensure that the best, most appropriate science produced in African countries is used to help the continent’s development. Policymakers, in turn, will be more likely to formulate policies that work.</p>

<h2>Support</h2>

<p>Ultimately, it is anticipated that this report will help the continent’s science community navigate its way around the complex policy mechanisms and processes of the United Nations, African Union and national governments. </p>

<p>By the same token, it will empower policymakers to navigate their way around the complex science landscape. This will mean that instead of these communities talking at each other, they talk to and with each other.</p>

resignation from SAICA in a letter received from his lawyers on 14 June 2019.
Citing the reasons for his resignation, Jooste’s lawyers allege that the
outcome of the proposed disciplinary enquiry against their client has been
predetermined by SAICA, following media reports in which SAICA CEO, Mr. Freeman
Nomvalo, confirmed that SAICA will be proceeding with a disciplinary enquiry
against Jooste.</p>



<p>SAICA’s Board considered
Jooste’s resignation at its meeting on 26 June 2019. The Board resolved not to
accept Jooste’s resignation and to suspend his membership pending the finalisation
of disciplinary proceedings against him. The Board’s decision not to accept

was conveyed as such to Jooste’s lawyers.</p>

Jooste’s lawyers that their client cannot avoid the disciplinary enquiry that
SAICA has decided to initiate against Jooste by handing in his resignation.</p>

<p>HARARE (Reuters) &#8211; Zimbabwe hiked fuel prices on Monday for the second time in a week but most pumps remained dry, with no end in sight to shortages that are helping drive inflation rapidly higher and which have led to protests about the cost of living.</p>



<p>The Zimbabwe Energy Regulatory Authority said a litre of petrol would now cost 7.45 Zimbabwe dollars, up 22% from 6.10 dollars. Diesel now costs 7.19 a litre, a 23% rise.</p>



<p>With inflation soaring, economic analysts say increases in fuel prices are adding to price pressures, especially as rolling electricity cuts are forcing businesses to use expensive diesel generators to power their operations.</p>



<p>Diesel and petrol prices have gone up by 456% this year, in line with a slide in the value of the local RTGS currency, renamed the Zimbabwe dollar last month.</p>



<p>The biggest fuel price hike in January, a 150% increase, triggered violent protests by Zimbabweans. More than a dozen people were killed when the army clamped down on the unrest.</p>



<p>On July 13, fuel prices were hiked by up to 16% after finance minister Mthuli Ncube said fuel was considerably cheaper than in neighbouring countries. Ncube has said he would like to see the price increase to the equivalent of $1 a litre. [nL8N24E05Q]</p>



<p>The Zimbabwe dollar was trading on Monday at 8.88 against the greenback on the official interbank market, little changed from last week. On the black market, $1 fetched 10.5 Zimbabwe dollars.</p>

<p>JOHANNESBURG (Reuters) &#8211; The South African unit of Ford Motor Co said on Wednesday it would hire an additional 1,200 staff at one of its local assembly plants, an increase of over 25 percent, to add an extra shift and raise production.</p>



<p>The additional shift, which will increase production to 720 vehicles per day, is the result of a 3 billion rand ($215 million) investment in South Africa that was announced in 2017, aimed at increasing annual production to 168,000 units.</p>



<p>The U.S.-owned company currently employs around 4,300 people in South Africa, at the plant in the Silverton suburb of South Africa’s administrative capital Pretoria, which will add the extra shift, and at another site in the coastal city of Port Elizabeth.</p>



<p>“The third shift will allow us to ramp up our production from the current 506 vehicles assembled per day to a peak of 720 units to satisfy the strong demand from customers in South Africa, as well as for our crucial exports to 148 markets around the world,” Ockert Berry, vice president of operations for Ford Middle East and Africa said in a statement.</p>



<p>Ford joins a number of other global carmakers in ramping up production on the continent, which promises rapid growth at the same time as trade tensions and upsets like the United Kingdom’s departure from the European Union threaten their operations elsewhere.</p>



<p>The South African arm of Japanese carmaker Nissan also announced a similarly sized investment earlier this year, increasing production at its local plant by 30,000 units, while BMW production chief Oliver Zipse said earlier this month that it had moved some production from the UK as a result of Brexit, and that British plants no longer built South African components.</p>



<p>Around a third of Ford’s local production is sold in South Africa and other sub-Saharan African countries, with the rest exported elsewhere.</p>



<p>The additional shift will start in August and will be focused on the New Ranger, Ranger Raptor and Everest models. The locally-built Ranger is ranked as the top-selling pick-up in Europe and leads light commercial vehicle exports.</p>



<p>The plant in Port Elizabeth produces 120,000 diesel engines per year for the Silverton plant, as well as 130,000 units per year for export to North America, China and Europe and 280,000 component sets per year.</p>

<p>Many central banks are rethinking their approach to the environmental and social impact of their operations. This is because their decisions can affect  access to housing, healthcare, education, work, to adequate food and water and the security of their pensions.</p>

<p>For example, 36 central banks and banking supervisors, participate in the central bank and supervisors <a href="https://www.banque-france.fr/en/financial-stability/international-role/network-greening-financial-system">network</a> for greening the financial system. The list of central banks includes Australia, Canada, China, England, France, Germany and Mexico. </p>

<p>The network’s focus is on climate change. But this pushes them to pay more attention to other environmental and social considerations. </p>

<p>The precise mandates of central banks vary. But one thing they all have in common is responsibility for maintaining price stability. Their primary policy tools for achieving this objective are interest rates, the capital and reserve requirements for banks, and trading debt instruments in financial markets.</p>

<p>Central banks also act as a lender of last resort to the banking system or more generally to the financial sector. They regulate and supervise the activities of banks and other financial institutions. They manage the country’s payment system, maintain financial stability and manage the country’s foreign exchange reserves. In some countries, the central bank can be given additional responsibilities such as promoting development finance or financial inclusion.</p>

<p>To fully understand the risk that climate poses to price and financial stability, central banks need to consider how changing weather patterns will affect a number of variables. These include food production, migration patterns, and people’s access to food, water, housing, and jobs, and how these, in turn, influence aggregate demand, credit allocation, inflation and government deficits.</p>

<p>In other words, as I explain <a href="https://www.opendemocracy.net/en/oureconomy/why-central-banks-need-take-human-rights-more-seriously/">in more detail in this article</a>, central bankers are being inexorably pushed to reconsider the relationship between central banking and human rights.</p>

<h2>The connections</h2>

<p>The mandates, powers, and governance arrangements of all central banks are established by law. They must comply with all the applicable law including the constitutional and international legal obligations of their home states. In principle this means that central banks are bound by the international human rights commitments of their sovereigns.</p>

<p>Historically, central banks have been able to avoid dealing with human rights issues. This is because the political leadership determines the price stability goal for the economy and then lets the central bank decide how to meet this inflation objective.</p>

<p>This arrangement suggests that the central bank’s independence is limited to the technical issues relevant to achieving the goal set by the government. In addition, it assumes, at least implicitly, that the social and environmental implications of the country’s monetary and financial goals are the government’s responsibility.</p>

<p>However, in reality central banking is not a purely technical function. For example, the social and environmental impact of its decision to change interest rates will vary depending on how it implements the decision. If the central bank decides to change interest rates through open market operations the social and environmental impacts will depend on which instruments it chooses to trade – and in what proportions. On the other hand, these affects will depend on the decisions of banks if it implements the decision by changing the reserve requirements or the interest rate it charges banks for short term loans.</p>

<p>There are some noteworthy examples. The central banks of <a href="https://www.centralbank.go.ke/bank-supervision/">Kenya</a>, the Netherlands and the <a href="https://www.frbsf.org/community-development/">Federal Reserve Bank of San Francisco</a> consider factors such as community development and financial inclusion in their stewardship of their financial systems. And the Dutch central bank now has a mandate to include <a href="http://www.lse.ac.uk/GranthamInstitute/news/from-mission-to-supervision-putting-sustainable-prosperity-on-the-agenda-of-the-dutch-central-bank/">sustainability</a> in its decision making. The <a href="https://www.bloomberg.com/news/articles/2019-04-17/with-climate-losses-rising-central-banks-push-greener-finance">Chinese central bank</a> has been authorised to take climate considerations into account in its monetary decisions.</p>

<p>Central bank operations, therefore, cannot avoid affecting human rights. </p>

<h2>The human rights responsibilities</h2>

<p>The unavoidable impact of central banking operations on human rights means that central banks have to develop a better understanding of their human rights responsibilities. The applicable law is the starting point. But the relevant law and jurisprudence is unlikely to provide detailed guidance on how central banks should interpret and implement their human rights responsibilities.</p>

<p>A good reference tool for the central bank is the <a href="https://www.business-humanrights.org/en/un-guiding-principles">UN Guiding Principles on Business and Human Rights</a>. These principles stipulate that all businesses should have a human rights policy. The policy should be publicly available and should be applicable to all the business’s operations and decision-making. </p>

<p>The Principles also state that businesses should conduct adequate human rights due diligence before and during their decision making and implementation process. This requirement means that they should conduct human rights impact assessments of their proposed operations. They should also take steps to avoid or mitigate the identified adverse human rights impacts.</p>

<p>Central banks will face particular challenges in meeting their human rights responsibilities. Their instrument independence means that their human rights policy will need to be respectful of the central bank’s independence and its mandate. </p>

<p>At the same time, the central bank needs to be cognisant of the fact that its human rights policy may have implications for other state entities and for the country’s political leadership. These considerations complicate but do not render impossible the task of drafting a central bank human rights policy.</p>

<p>Their ability to conduct detailed human rights impact assessments will be complicated by the relative speed and discretion with which they must often operate. This does not, however, make it impossible for them to assess their impact on human rights. Instead, it suggests that central banks need to develop and maintain a sufficiently detailed general and ongoing understanding of the actual impact of their operations on human rights. This is so that they can make informed judgements about the likely effects of their proposed monetary decisions on specific communities.</p>

<p>This disaggregated approach should provide central banks with a detailed and nuanced understanding of how their policies actually affect different sub-groups of their society. By doing this it should enable central banks to determine the true costs and benefits of their policies and actions. This should improve their decision-making.</p>

<h2>Conclusion</h2>

<p>This analysis demonstrates three key points. First, it is becoming untenable for central banks to avoid incorporating their human rights impacts into their decision-making and operations. Second, a human rights approach offers central banks a new tool for understanding the true costs and benefits of their operations.
