Kigali City Master Plan Revision: A Citizen-Centred Approach

 Under approval in 2013, so on the implementation strategy we normally, it is a device able to devise the updated master plan, the existing master plan between three to five years to see if we have already faced the implementation challenges. And of course, down the road to the master plan that was existing was already implemented and it is now time to see whether it has set to our vision or not and based on the challenges and as opportunities so that we face the next phases into a successful story. That is why we normally said it is better now to update the existing master plan. During 2013, it is actually five years. Of course, the social economic status of the city has already changed. And you have to match this master plan that you want to review into existing context realities of the citizens and not only the citizens, even the government vision and to follow the existing rules and the regulation because after five years down the road, there a lot happened in the city of Jigali and there are a lot of changes in legal frameworks. This master plan review is going to be very kind of uniqueness which is going to be a citizen center to master plan because it is going to be opinionated from the citizens. We are going to have four engagements with the local citizens so that we based on the opinions that we draw a conclusion about the vision of the city. And of course, since the citizens are going to be implementing the master plan, of course, that is why we said this master plan that is going to be updated, it is going to be a citizen center to master plan and it is going to be kind of wonderful. It is a uniqueness. It is not going to cope and pay for different developed countries and say their vision is our vision. You have our vision, you have our uniqueness, you have our country, you have our cultural norms and aspects. So we have to follow that one so that we say that the Jigali master plan is actually unique for Jigali and it is for one. The center master plan and we understand you are currently consulting with citizens to just hear from them. Now how exactly is this being done? How can somebody who wants to maybe give you their opinions on what should be done? How do they do it? Well, you understand that you have the smallest administrative entity level which is on the level of course each entity for each administrative entity has the leaderships. It is through this leadership we normally convey the information and the way possible you normally conduct some meetings, we do a focused group of discussions, we do this kind of communal work, we normally transfer convey the information the seat of Jigali is actually doing so that if someone who is actually seeing the progress of the city is able to give us some opinion, he is able to give us some kind of aspects or his ideas through the readers, the readers transmitted the same information to the topo levels. So I want to hear your thoughts on the issue of affordability in Jigali city according to statistics, construction materials account for 10% of Ronda's imports and the issue of houses or buildings not being affordable is partly blamed on the fact that most construction materials are imported and some expats in the sector and the construction sector have been suggesting that there can be use of traditional construction materials. So what is your take on that? Well the affordability is an issue as you mentioned there and of course it is an issue depending on the who is going to afford what and by the definition of affordable housing which is not clear and the benefit of it is very subjective term but as far as housing construction is concerned of course we do, numerous say we have high demand for people that needs affordable homes when we sell affordable homes of course we did a housing study that shows us the existing contextual realities of the housing we have today and they said they showed us that around 54% of the population need these affordable homes. We did a different study to see how can we actually reage on that and they come out saying that one issue that causes the housing not to be affordable is one is the cost of land, the cost of land is very expensive for a real estate developer who is currently want to develop a real estate for the beauty criteria, you know, the face is the cost of land which is very high. The government is actually doing their own part to see how can we actually do a land banking strategy we have kind of strategic land acquisition methods where we normally do land banking, land banking is actually where the government is going to acquire land in the process so that if we give, we have seen an investor who want to invest in affordable housing issue housing we can actually engage them with our land for the government land so that it can lower the setting place for these houses since the land has already given for such incentives.
