<p>VENICE, July 9 (Reuters) &#8211; Finance chiefs of the G20 club of large economies have backed a landmark move to stop multinationals shifting profits into low-tax havens and win back hundreds of billions of dollars in lost revenues, a draft communique showed.</p>



<p>The agreement at talks in the Italian city of Venice is set to be finalised on Saturday and caps eight years of wrangling over the issue. The aim is for country leaders to give it a final blessing at an October summit in Rome.</p>



<p>The pact to establish a minimum global corporate tax rate of at least 15% is an attempt to squeeze more money out of tech giants like Amazon and Google as well as other multinationals able to shop around for the most attractive tax base.</p>



<p>While tax campaigners point to loopholes in the proposals and wanted a more ambitious crackdown, the move is a rare case of cross-border coordination in tax matters and could strip many tax havens of their appeal.</p>



<p>&#8220;We invite all members that have not yet joined the international agreement to do so,&#8221; the communique seen by Reuters said of a number of countries still resisting the move.</p>



<p>Two sources said the statement was expected to be released at the end of talks on Saturday without changes.</p>



<p>That would represent political endorsement of an agreement this month among 131 countries at talks hosted by the Paris-based Organisation for Economic Cooperation and Development.</p>



<p>Momentum for a deal accelerated this year with the strong backing of the Biden administration in the United States and many public treasuries around the world stretched by the massive fiscal support needed to shield pandemic-ravaged economies.</p>



<p>Geoffrey Okamoto, First Deputy Managing Director of the International Monetary Fund, called it a &#8220;net win for the world&#8221; but said work was still needed to simplify the agreement for countries, especially poorer ones, to take it on board.</p>



<p>&#8220;It has to be simple enough for the vast majority of the world to actually implement and administer it,&#8221; he told Reuters.</p>



<h2 class="wp-block-heading" id="h-carbon-frictions">CARBON FRICTIONS</h2>



<p>If all goes to plan, the new tax rules should be translated into binding legislation worldwide before the end of 2023. However, a fight in the U.S. Congress over President Joe Biden&#8217;s proposed tax increases on corporations and wealthy Americans could yet create hurdles.</p>



<p>Equally, there could be difficulties because European Union member states Ireland, Estonia and Hungary are among the countries that have not yet signed up.</p>



<p>&#8220;I am convinced that in the end we will come to a joint decision in the EU,&#8221; German Finance Minister Olaf Scholz told radio station DLF before heading to the talks.</p>



<p>The meeting of G20 finance ministers and central bankers in Venice is their first face-to-face encounter since the start of the COVID-19 pandemic.</p>



<p>The G20 members account for more than 80% of world gross domestic product, 75% of global trade and 60% of the population of the planet, including big-hitters the United States, Japan, Britain, France, Germany and India.</p>



<p>In an addition to earlier drafts, the communique said the support measures being put in place by wealthier countries to shield their economies from the ravages of the pandemic must be in line with central bank commitments to keep inflation stable.</p>



<p>&#8220;We will continue to sustain the recovery, avoiding any premature withdrawal of support measures, while remaining consistent with central bank mandates &#8212; including on price stability,&#8221; it read.</p>



<p>Concerns have been rising recently that ultra-loose monetary policy in many countries following the pandemic could unleash a surge in inflation, possibly testing major central banks&#8217; commitment to maintain stable prices.</p>



<p>The statement also urged faster distribution of COVID-19 vaccines, drugs and tests across the world, but made no new commitments to that end, and called on the International Monetary Fund to come up with ways for countries to steer IMF resources towards needier nations.</p>



<p>The IMF said on Friday its executive board had backed a $650 billion allocation of IMF Special Drawing Rights, advancing the distribution of currency reserves to the Fund&#8217;s 190 member countries towards a targeted completion by the end of August.</p>



<p>Climate change policy will also feature at the Venice talks. Speaking at a climate tax forum there before the G20 meeting, U.S. Treasury Secretary Janet Yellen called for better international coordination to avoid trade frictions.</p>



<p>She was speaking days before the EU unveils next week a so-called carbon border adjustment mechanism (CBAM) imposing levies on the carbon content of imported goods.</p>



<p>The scheme is an attempt to discourage &#8220;carbon leakage&#8221;, the transfer of production to countries with less onerous emissions restrictions, but some trading partners fear it could act as a protectionist tool.</p>



<p>&#8220;Recognising the different paths countries are taking to address climate change could help avoid policy measures to address carbon leakage that inadvertently create new international risks and spillovers,&#8221; Yellen said.</p>

<p>JOHANNESBURG/NAIROBI, July 8 (Reuters) &#8211; The global vaccine distribution scheme COVAX aims to deliver 520 million COVID-19 vaccine doses to Africa this year, its managing director said, with supplies ramping up from September after delays caused by Indian export restrictions.</p>



<p>Aurelia Nguyen told a news conference on Thursday organised by the World Health Organization&#8217;s Africa region that the scheme had delivered around 25 million doses to 44 African countries so far, but she was not happy with progress.</p>



<p>In early March, the CEO of vaccine alliance Gavi, one of the organisations co-leading COVAX, had said the aim was to supply Africa &#8211; whose total population is 1.3 billion &#8211; with 720 million doses in 2021.</p>



<p>But later that month India placed a hold on vaccine exports, deepening problems for COVAX, which was heavily dependent on doses from the Serum Institute of India, which is one of the world&#8217;s largest vaccine manufacturers and has been producing AstraZeneca shots.</p>



<p>Nguyen said COVAX had been in talks with the Indian government and Serum Institute and that it was factoring in a resumption of supplies &#8220;towards the later part of the year&#8221; although the situation was still fluid.</p>



<p>By the end of the first quarter of 2022, COVAX aims to supply nearly 850 million vaccine doses to the African continent, which has some of the lowest COVID-19 vaccination rates worldwide.</p>



<p>That new target is enough to protect up to 30% of the population of every African country that qualifies for subsidised doses under COVAX&#8217;s so-called Advance Market Commitment, Nguyen added.</p>



<p>African countries will receive doses from COVAX&#8217;s portfolio of nine vaccines, which as well as AstraZeneca include shots developed by Pfizer, Johnson &amp; Johnson and Moderna.</p>



<p>Addressing the same conference, South Africa-based Professor Tulio de Oliveira, a genomics expert, said the more infectious Delta coronavirus variant was spreading rapidly throughout Africa, accounting for roughly three-quarters of the genomes sequenced on the continent recently and driving up deaths.</p>



<p>&#8220;More than ever it&#8217;s time to increase vaccination,&#8221; he said.</p>



<p>Africa&#8217;s top public health official, John Nkengasong, said separately that only 1.2% of the continent&#8217;s population had been fully vaccinated.</p>



<p>He said the situation in Senegal and Ghana, which are running low on COVID-19 vaccine supplies, was not unique owing to the COVAX delays, but that a U.S. donation of 15 million doses would soon start to be distributed via the facility.</p>



<p>The African Union&#8217;s vaccine task team will also start rolling out 7 million Johnson &amp; Johnson shots next week, Nkengasong said. </p>

<p>ABUJA, July 8 (Reuters) &#8211; Nigeria&#8217;s revenue service said on Thursday it had instructed banks to freeze the accounts of media entertainment firm MultiChoice Africa and its Nigerian subsidiary for breaching agreements and denying access to their records for auditing.</p>



<p>The firms are part of South Africa-based MultiChoice Group, which provides television and other entertainment services across Africa.</p>



<p>The banks would have to recover 1.8 trillion naira ($4.4 billion) in outstanding tax obligations from MultiChoice Africa and MultiChoice Nigeria, Federal Inland Revenue Service (FIRS) said in a statement.</p>



<p>&#8220;It was discovered that the companies persistently breached all agreements and undertakings with the Service, they would not promptly respond to correspondences, they lacked data integrity and are not transparent as they continually deny FIRS access to their records,&#8221; FIRS said.</p>



<p>MultiChoice Group in South Africa said it would issue a statement soon. A representative of its Nigerian subsidiary could not immediately be reached by phone for comment.</p>



<p>FIRS said the Nigerian subsidiary contributed the biggest share of revenue to the Multichoice group.</p>

<p>NKANDLA, South Africa, July 7 (Reuters) &#8211; South African former President Jacob Zuma turned himself in to police on Wednesday to begin 15 months in jail for contempt of court, the culmination of a long legal drama seen as a test of the post-apartheid state&#8217;s ability to enforce the rule of law.</p>



<p>Police spokesperson Lirandzu Themba confirmed in a statement that Zuma was in police custody, in compliance with the Constitutional Court judgment.</p>



<p>The Department of Correctional Services said in a separate statement that Zuma was admitted to Estcourt Correctional Centre, about 175 km (108 miles) from his rural homestead in Nkandla in eastern South Africa. Television aired live footage of his motorcade entering the facility.</p>



<p>The court gave Zuma a 15-month jail term last week for defying an instruction earlier in February to give evidence at an inquiry into corruption during his nine years in power until 2018. The inquiry is led by Deputy Chief Justice Raymond Zondo.</p>

<p>Police had been instructed to arrest Zuma by the end of Wednesday if he failed to appear at a police station. Hundreds of his supporters, some of them armed with guns, spears and shields, had gathered nearby at his homestead to try to prevent his arrest.</p>



<p>But in the end, the 79-year-old Zuma decided to go quietly.</p>



<p>&#8220;President Zuma has decided to comply with the incarceration order,&#8221; his foundation said, the first time Zuma&#8217;s camp had shown any willingness to cooperate with the court.</p>



<p>It was a remarkable fall for a revered veteran of the African National Congress liberation movement, who was jailed by South Africa&#8217;s white minority rulers for his part in its struggle to make everyone equal before the law.</p>



<p>Zuma denies there was widespread corruption under his leadership and he had struck a defiant note on Sunday, lashing out at the judges and launching legal challenges to his arrest.</p>



<p>His lawyers asked the Constitutional Court on Wednesday to suspend its order to the police to arrest him by midnight pending the outcome of his challenge against a jail sentence.</p>

<p>Zuma gave in to pressure to quit and yield to now-President Cyril Ramaphosa in 2018. He has since faced inquiries into allegations of corruption dating from his time as president and before.</p>



<p>The Zondo Commission is examining allegations that he allowed three Indian-born businessmen, Atul, Ajay and Rajesh Gupta, to plunder state resources and traffic influence over government policy. He and the Gupta brothers, who fled to Dubai after Zuma was ousted, deny any wrongdoing.</p>



<p>Zuma also faces a separate court case relating to a $2 billion arms deal in 1999 when he was deputy president. He denies the charges. The former president maintains that he is the victim of a political witch hunt and that Zondo is biased against him.</p>

<p>LONDON, July 7 (Reuters) &#8211; Inflation has emerged as one of the top concerns for central bank reserve managers, alongside a failure to end the COVID-19 crisis and soaring debt levels, showed the results of a UBS survey released on Wednesday.</p>



<p>Fears about inflation and uncontrolled rises in long-term yields, a risk not flagged by participants at all in last year&#8217;s Annual Reserve Manager Survey, were raised by 57% of respondents this year as a main risk to the global economy.</p>



<p>Failure to end the pandemic was cited as a worry by 79% of respondents, with 71% flagging government debt levels. Reflecting angst about the gravity of COVID-19, half of participants in the survey believe the virus will be over only after 2022.</p>



<p>Reserve managers from close to 30 global central banks responded to the survey, conducted during April and June. &#8220;Inflation is back at the top of concerns for central bankers,&#8221; Massimiliano Castelli, UBS&#8217;s head of strategy and advice, global sovereign markets, told Reuters.</p>



<p>&#8220;The majority is saying they expect a rise, but not sort of moving to very high levels of inflation. So it seems there is a sort of view among the central banking community that the current rising inflation that we are experiencing is transitory.&#8221;</p>



<p>In terms of risks specifically related to the investment of FX reserves, the top concern, cited by 86% of respondents, remained lower and negative yields within fixed income.</p>



<p>More than two-thirds of participants expect the U.S. Federal Reserve to raise interest rates in 2023, while 30% expect the Fed to do so in 2022.</p>



<p>In contrast, participants expect a later hiking cycle for the European Central Bank, with 33% expecting the first interest rate increase in 2023, 41% in 2024 and only 26% later than 2024.</p>



<p>Asked how far leading central banks might go to support markets and the economy if needed, 58% of respondents think the Fed could turn to yield curve control.</p>



<p>The trend towards more diversification of reserves across asset classes continued, the survey showed. Equities is an eligible asset class for over 40% of central banks and emerging market debt for 54% of respondents, while there was a shift towards more assets protecting against inflation.</p>



<p>Nearly 40% of respondents expect wholesale central bank digital currencies to be launched within the next three years.</p>

<p>The operational phase of the African Continental Free Trade Area was launched on the 7th of July 2019, while trade under the regional pact has been on for over 6 months now. Afex Commodities Exchange says unlocking the gains in regional trade will require African economies to build a digital economy to foster the production of higher quality goods and services at reduced costs. The CEO of the exchange, Ayodeji Balogun also notes that commodity exchanges will play a major role in boosting regional trade going forward. Ayodeji Balogun  joins CNBC Africa for more.</p>
