<p data-reactid="32">Zimbabwe’s budget deficit will soar to $1.82 billion or 11.2 percent of GDP this year from an initial target of $400 million, new Finance Minister Ignatius Chombo told parliament on Thursday.</p>

<p data-reactid="34">President Robert Mugabe’s government is struggling to contain spending, with more than 90 percent of the budget going towards paying salaries for civil servants, which analysts say is too high for the struggling economy.</p>
<p>Last month, former finance minister Patrick Chinamasa said the government planned to cut the deficit by half next year to 4 percent of GDP, an ambitious goal at a time when the country is expected to hold a presidential vote.</p>
<p data-reactid="36">Chombo, who was appointed head of the finance ministry last month, said government spending would accelerate beyond the initial target of $4.1 billion this year.</p>
<p data-reactid="37">“This would raise the Budget deficit for the full year from $400 million to $1.82 billion, mainly financed through Treasury bills and recourse to overdraft at the Reserve Bank,” Chombo said in a speech to legislators at a retreat in Victoria Falls.</p>
<p data-reactid="38">“Honourable Members will agree that this is not sustainable, and is undesirable,” added Chombo without saying how the government intended to put brakes on runaway spending.</p>
<p data-reactid="39">Chombo repeated previous finance ministry projections that economic growth would slowdown to 3 percent next year from 3.7 percent in 2017.</p>
<p data-reactid="40">Analysts say government’s borrowing from domestic banks could ultimately fuel inflation, which Chombo said could reach 2.5 percent next year. He warned of a build-up in inflationary pressures in the medium term.</p>
<p>Economic analysts fear that the unraveling of the relative financial stability of the last eight years due to acute foreign exchange shortages that have led to sharp price increases could see Zimbabwe returning to hyperinflation.</p>

<p data-reactid="40">Mnangagwa, a liberation war veteran and a long-time ally of Mugabe, was until this week seen as a favorite to succeed the 93-year-old leader.</p>
<p data-reactid="41">But Mnangagwa’s relationship with Mugabe’s wife, Grace, has become increasingly strained as their two factions within Zanu-PF fight for dominance. Mnangagwa’s removal on Monday came two days after Grace publicly called him a “coup plotter”.</p>

Zimbabwe’s ruling party expels former vice president Mnangagwa

<p>Zimbabwe’s President Robert Mugabe has fired Emmerson Mnangagwa as vice president after he showed “traits of disloyalty”, his information minister said on Monday, removing a favourite to succeed the 93-year-old leader.</p>

<p data-reactid="40">Mnangagwa’s removal provides a boost for Mugabe’s wife, Grace, who has been a vocal critic of the vice president and is also seen as a potential successor to her husband.</p>
<p data-reactid="41">“The vice president has consistently and persistently exhibited traits of disloyalty, disrespect, deceitfulness and unreliability,” minister Simon Khaya Moyo told reporters.</p>
<p data-reactid="42">“It had become evident that his conduct in his discharge of his duties had become inconsistent with his official responsibilities.”</p>
<p data-reactid="43">Neither Mnangagwa nor his aides could immediately be reached for comment.</p>
<p data-reactid="44">Grace, 52, called Mnangagwa a coup plotter and a coward on Sunday in a speech that inflamed an already bad-tempered rift in the ruling Zanu-PF party.</p>
<p data-reactid="45">It followed a speech by Mugabe at a rally on Saturday where he publicly rebuked his deputy for the first time.</p>

Zimbabwe’s Mugabe sacks VP seen as top succession candidate

<p data-reactid="32">GENEVA (Reuters) &#8211; Zimbabwean President Robert Mugabe has been removed as a WHO goodwill ambassador, the World Health Organization (WHO) said on Sunday following an outrage among donors and rights groups at his appointment.</p>

<p>WHO Director-General Tedros Adhanom Ghebreyesus, who made the appointment at a high-level meeting on non-communicable diseases (NCDs) in Uruguay on Wednesday, said in a statement that he had listened to those expressing concerns.</p>
<p data-reactid="41">“Over the last few days, I have reflected on my appointment of H.E. President Robert Mugabe as WHO Goodwill Ambassador for NCDs in Africa. As a result I have decided to rescind the appointment,” Tedros said in a statement posted on his Twitter account @DrTedros.</p>

Zim’s President Mugabe removed as WHO goodwill ambassador

<p data-reactid="38">GENEVA/LONDON (Reuters) &#8211; The World Health Organisation (WHO) should overturn its decision to appoint Zimbabwean President Robert Mugabe as a goodwill ambassador, global health leaders said on Saturday, describing the move as unjustifiable and wrong.</p>
<p data-reactid="38">Britain said Mugabe’s appointment was “surprising and disappointing” and added that it risked overshadowing the WHO’s global work. The United States, which has imposed sanctions on Mugabe for alleged human rights violations, said it was “disappointed.”</p>
<p data-reactid="47">“This appointment clearly contradicts the United Nations’ ideals of respect for human rights and human dignity,” a U.S. State Department spokesperson said.</p>
<div class="DPSlot_container_2dHIN DPSlot_inline_1oeo6">“This selection underscores why the United States continues to push for U.N. reform and leadership actions that uphold our shared U.N. ideals.”</div>
<p>WHO Director-General Tedros Adhanom Ghebreyesus announced the appointment at a high-level meeting on non-communicable diseases (NCDs) in Uruguay on Wednesday.</p>
<p data-reactid="51">The meeting was attended by Mugabe, 93. He is blamed in the West for destroying his country’s economy and numerous human rights abuses during his 37 years leading the country as either president or prime minister.</p>
<p data-reactid="52">In a speech, Tedros praised Zimbabwe as “a country that places universal health coverage and health promotion at the centre of its policies to provide health care to all”.</p>
<p data-reactid="53">The former Ethiopian health and foreign minister, who was elected last May as WHO’s first African director-general, added: “Today I am also honoured to announce that President Mugabe has agreed to serve as a goodwill ambassador on NCDs for Africa to influence his peers in his region to prioritize NCDs.”</p>
<p data-reactid="54">But the NCD Alliance, which represents 28 international health groups seeking to combat chronic diseases, said it was “shocked and deeply concerned” to hear of the appointment, given Mugabe’s “long track record of human rights violations”.</p>
<p data-reactid="55">Jeremy Farrar, a leading global health specialist and director of the Wellcome Trust charity also said the decision was “deeply disappointing and wrong” and called on Tedros to be brave and reverse it.</p>
<p data-reactid="56">“Robert Mugabe fails in every way to represent the values WHO should stand for and those that Dr Tedros has stood for since becoming DG and has done over many years,” Farrar said. “Brave leaders are willing to listen, rethink and overturn bad decisions, this is one such case,” he said.</p>
<p data-reactid="57">WHO spokesman Christian Lindmeier said the WHO chief had made the move seeking broad support for the agency’s work.</p>
<p data-reactid="58">“Tedros has frequently talked of his determination to build a global movement to promote high-level political leadership for health,” he said by e-mail.</p>
<p data-reactid="59">Human rights activists also criticised the move.</p>
<p data-reactid="60">Hillel Neuer, executive director of the Geneva-based group UN Watch described the choice by WHO, a United Nations agency as “sickening”.</p>
<p data-reactid="61">“The government of Robert Mugabe has brutalized human rights activists, crushed democracy dissidents, and turned the breadbasket of Africa — and its health system — into a basket-case,” he said.</p>
<p>He noted that Mugabe himself had travelled to Singapore for medical treatment three times this year rather than in his homeland.</p>

Zim, SA seek to strengthen trade ties

<p data-reactid="39">A Zimbabwean court on Tuesday freed activist pastor Evan Mawarire, a critic of President Robert Mugabe, following his weekend arrest on new charges of attempting to subvert the government.</p>
<p data-reactid="40">It was the second time he has been detained for a similar offence.</p>
<p data-reactid="41">Mawarire went on trial on Monday on separate subversion charges stemming from protests last year against Mugabe’s handling of the economy.</p>
<p data-reactid="42">The magistrates court said the rights of Mawarire, who appeared in khaki prison uniform, had been violated after police failed to bring him to court within 48 hours following his arrest on Sunday morning, as stipulated by the law.</p>
<p data-reactid="43">Mawarire had earlier attended trial at the High Court but the judge postponed the case to Thursday.</p>
<p data-reactid="44">The 40-year-old pastor faces a sentence of up to 20 years in prison if convicted, and even if acquitted could soon be on trial again.</p>
<p data-reactid="45">He is due to face yet another trial at a later date on charges of promoting violence after he addressed protesting university students in June.</p>

Kgalema Motlanthe warns against concentration and abuse of power

<p data-reactid="42">Zimbabwe put on trial on Monday an activist pastor accused of attempting to subvert the government, a charge that carries up to 20 years in prison on conviction, following protests last year against President Robert Mugabe’s handling of the economy.</p>
<p data-reactid="43">Evan Mawarire, through his #ThisFlag movement, led a stay-at-home demonstration in 2016, the biggest protest in a decade, via a social media campaign that urged citizens to speak out against economic problems and government failure to pay workers.</p>
<p data-reactid="44">Mawarire was arrested again for subversion on Sunday as he stepped down from his pulpit after police accused him of circulating social media posts that accused the government of wrecking the economy.</p>
<p data-reactid="45">Appearing in maroon slacks at the High Court, the clergyman pleaded not guilty to two charges of subverting the government and two charges of inciting public violence. The latter carries a penalty of up to 10 years in jail.</p>
<p data-reactid="46">State prosecutor Chris Mtungadura said social media posts by Mawarire last year were meant to incite the population to overthrow the government. The state has lined up eight witnesses.</p>
<p data-reactid="47">“He was exercising his constitutional rights of challenging the policies of government. This &#8230; was done in a lawful manner,” defence lawyer Harrison Nkomo told the court.</p>
<h3 data-reactid="48">ECONOMIC TROUBLES</h3>
<p data-reactid="49">Over the last few days, shortages of basic goods and fuel have emerged, resulting in panic buying by consumers. Shortages of cash, which started last year, have worsened, with some banks unable to provide money at all to customers.</p>
<p data-reactid="50">Prices of imported goods, including cooking oil and dairy products, have also risen, and businesses say they are being forced to buy foreign currency on the black market at a premium, raising fears of a return to hyperinflation.</p>
<p data-reactid="51">In 2009, the government adopted the U.S. dollar as its official currency, alongside the British sterling and South African rand, which helped to stabilise prices.</p>
<p data-reactid="52">But the U.S. dollar has disappeared from banks and on Monday, buying $100 on the streets through a bank transfer cost $150, up from $133 a week ago, in a sign that dollar bank balances are fast losing value.</p>
<p data-reactid="54">The domestic quasi-currency “bond note” introduced last year to try to ease the shortages is also in short supply as it has been sucked out of the banking system but can be found on the street.</p>
<p data-reactid="55">Although bond notes have a 1:1 face value with the U.S. dollar, one needs $1.20 in bond notes to buy $1.</p>
<p>Mugabe, 93, has held power since Zimbabwe won independence from Britain in 1980 and critics accuse him of using the security forces to crack down on dissent.</p>

Zimbabwe Pastor, Evan Mawarire, on trial for subversion, faces 20 years in jail

<p data-reactid="39">Zimbabwe’s Finance Minister on Wednesday said the southern African nation would not be able pay $1.8 billion in arrears to the World Bank and African Development Bank (AfDB) until economic fundamentals improve.</p>
<p data-reactid="40">Patrick Chinamasa said in a radio interview that a payment plan agreed with foreign lenders in 2015 in Lima, Peru, could only proceed once Zimbabwe has reduced its fiscal deficit from around 10 percent of gross domestic product, cut its wage bill from 92 percent of the budget and increased its import cover.</p>
<p data-reactid="41">Chinamasa said the government had negotiated a cheaper loan to pay the $1.8 billion but had decided against paying after realising that the country could still remain in a debt cycle if it did not address its economic problems.</p>
<p data-reactid="42">He did not give the source of the new loan but said Zimbabwe was paying 15 percent a year on its World Bank loan. Zimbabwe’s total foreign debt is more than $7 billion.</p>
<p data-reactid="43">“When we think that the economic fundamentals of our economy are right, we then are in a position to repay the World Bank and the AfDB,” Chinamasa told talk-show radio CapitalkFm.</p>
<p data-reactid="44">“We need to put ourselves in a position that is sustainable in terms of honouring our obligations. So, to that extent the ball is in our court.”</p>
<p data-reactid="45">In April, Chinamasa said Zimbabwe had met all conditions to pay the World Bank and AfDB after clearing its outstanding dues to the International Monetary Fund last October.</p>
<p data-reactid="46">Zimbabwe, which ditched its hyperinflation-wrecked currency for the U.S dollar in 2009, has since last year grappled with acute shortages of dollars.</p>
<p data-reactid="48">Chinamasa blamed the shortages on “market indiscipline” and “lack of confidence by major economic players” in the economy.</p>
<p>He said to try manage scarce foreign exchange all export earnings from diamonds, gold, tobacco, platinum and ferrochrome would be managed by the central bank.</p>

Zimplats to give up some unused land to Zimbabwe government

<p>HARARE (Reuters) &#8211; Zimbabwe’s stock market hit a record high on Monday, propelled by local investors seeking a safe haven in an economy suffering acute shortages of foreign exchange.</p>
<p>The Zimbabwe Stock Exchange’s (ZSE) main industrial index touched 301.03 points, the highest since it was rebased in 2009 when Zimbabwe dumped its hyperinflation-hit currency in favour of the U.S. dollar.</p>
<p>Market capitalisation reached $8.5 billion. It has more than doubled since January and added $1.77 billion in the past week.</p>
<p>Businesses and individuals struggling to access cash from banks have found the stock market a safe bet for maintaining the value of their money, analysts said.</p>
<p>ZSE data showed the industrial index has since January risen 108 percent, putting it among the world’s best performers. In the last week alone, the index is up 26 percent.</p>
<p>The rally is being driven by stocks such as brewer Delta Corporation, crocodile skin exporter Padenga and telecoms firm Econet Wireless. Shares in the firms have more than doubled in value this year.</p>
<p>“Stocks have become attractive as a store of value given the failing monetary system where your U.S. dollars in the bank now have less value than the physical dollar,” said an equities analyst with a Harare stockbroking firm.</p>
<p>Cash has been the preferred mode of payment in Zimbabwe’s largely informal economy but shortages of money have seen the population struggling to adjust to card and mobile money payments, which the central bank is encouraging.</p>
<p>The surrogate bond note currency introduced last year has not eased cash shortages, while U.s. dollars have largely disappeared from banks.</p>
<p>Some businesses are buying the greenback at a premium on the black market to pay for imports.</p>

Why Zimbabwe’s stock market just hit a record high

<p data-reactid="42">Zimbabwean business leaders told President Robert Mugabe on Thursday that his government’s expanding fiscal deficit was unsustainable and that financing it through local borrowing could destabilise the banking sector.</p>
<p data-reactid="43">At the first such meeting in 10 years, executives from the mining, manufacturing, banking and farming sectors and representatives of foreign airlines told Mugabe and his cabinet ministers they must exercise fiscal discipline.</p>
<p data-reactid="44">“The current levels of the fiscal deficit and the mode of financing, against diminished fiscal revenue sources, is measurably unsustainable,” said Charles Msipa, who represented the business leaders at the meeting in Harare.</p>
<p data-reactid="45">“This scenario invariably leads to an unsustainable domestic debt build up, with significant adverse implications on the banking sector stability,” Msipa said.</p>
<p data-reactid="46">Mugabe did not directly respond, but said there should be more meetings between his cabinet and business leaders.</p>
<p data-reactid="47">In July, Finance Minister Patrick Chinamasa said the budget deficit had risen to $1.4 billion in 2016, worse than previously estimated and equivalent to 10 percent of national output.</p>
<p data-reactid="48">Zimbabwe has not been able to borrow on international financial markets since 1999 after defaulting on repayments to the International Monetary Fund and other foreign lenders and must rely on domestic taxes to fund its $4 billion budget.</p>
<p data-reactid="49">The government is borrowing from banks by issuing Treasury Bills, which analysts say is a major cause of liquidity shortages in the economy.</p>
<p data-reactid="50">The central bank says the total stock of Treasury Bills in the market is $2.5 billion, but bankers and financial analysts say the figure is much higher.</p>
<p data-reactid="52">Msipa said foreign currency shortages meant businesses were struggling to pay for imports, echoing a warning by a retailers’ association this week that problems importing could lead to shortages of basic goods.</p>
<p>Last month, the central bank ordered platinum and chrome miners, the country’s main foreign currency earners, to surrender 80 percent of their export earnings to it &#8212; up from 50 percent &#8212; to contain a crippling dollar note shortage.</p>

<p>Zimbabwe Stock Exchange has become the best performing bourse this year, despite many listed companies reporting paltry financial results and freezing dividends due to cash shortages.</p>

<p>HARARE, Aug 25 (Reuters) &#8211; Zimbabwe’s first lady, Grace Mugabe, on Friday made her first public appearance since leaving South Africa where she was charged with assault.</p>
<p>The wife of 93-year-old Robert Mugabe, a potential successor to the president, was granted diplomatic immunity and left South Africa on Sunday.</p>
<p>But South Africa’s opposition is challenging the international relations minister’s decision to give her immunity &#8211; a move that could in theory affect any future plans to travel to the country.</p>
<p>The Mugabes attended a farming fair in Harare, where Grace was seen smiling and talking with exhibitors. She made no public comment.</p>
<p>Harare has made no official comment on the assault case and requests for comment from Zimbabwean government officials have gone unanswered.</p>
<p>Twenty-year-old model Gabriella Engels accused Grace Mugabe of whipping her with an electric extension cable as she waited with two friends in a luxury hotel suite to meet one of the Mugabes’ adult sons.</p>
<p>South Africa’s main opposition Democratic Alliance (DA) party has asked the Constitutional Court for permission to argue its case that Grace Mugabe’s diplomatic immunity be declared unconstitutional.</p>
<p>“Grace Mugabe is not a member of the Zimbabwean government and she was in South Africa on personal business,” the party’s federal executive chairman, James Selfe, said.</p>
<p>“There is nothing in either South African or international law which renders her deserving of diplomatic immunity.”</p>
<p>Selfe said the party hoped that if the immunity is lifted Mugabe would have to surrender herself to South African state prosecutors or be extradited to face the charges. If not she could be declared persona non grata, prohibited from visiting South Africa.</p>
<p>Advocacy group Afriforum has given legal backing to the alleged victim, Engels, and is working on the case with Gerrie Nel &#8211; the prosecutor who secured a murder conviction against Olympic and Paralympic runner Oscar Pistorius.
