Our efforts and achievements over the past year have laid the groundwork for accelerated progress on our core ambitions, including transformative regional investments and enhanced global representation and participation.



31 January 2023 marked the sixth anniversary of the establishment of the Africa Centers for Disease Control and Prevention (Africa CDC) by the Assembly of Heads of State and Government of the African Union. Reflecting on the past twelve months leading up to this anniversary, we can proudly highlight swift reactions to health emergencies, and investments in resilient systems, while noting areas for further action. Successes include upgraded and more efficient disease response; expanded partnerships; improved regional capacity in laboratory infrastructure; workforce development and progress towards local manufacturing and distribution of medical supplies. Major Africa CDC milestones for 2022 included the expansion of our mandate to become an autonomous health institution of the African Union; the authority to declare a Public Health Emergency of Continental Security; the launch of our Non-communicable Diseases (NCD), Injuries Prevention and Mental Health Promotion Strategy; expanded implementation of our Saving Lives and Livelihoods Initiative; the launch of our Framework for Antimicrobial Resistance; the Call to Action on Strengthening Public Health Emergency Operations Centres; and our successful in-person convening of the second annual international Conference on Public Health in Africa (CPHIA 2022).



Epidemiology and Disease Response



The May 2022 Mpox (Monkeypox) outbreak in non-endemic countries mainly in Europe and North America, was declared a public health emergency of international concern in July, and by the end of the year had spread to 110 countries. Since the beginning of 2022, Africa recorded <a href="https://africacdc.org/disease-outbreak/outbreak-brief-26-mpox-in-africa-union-member-states/">more than 1250 confirmed cases and 226 deaths</a> across eight endemic countries (Cameroon, the Central African Republic, the Democratic Republic of the Congo, Gabon, Ghana (identified in animals only), Cote d’Ivoire, Liberia, Nigeria, the Republic of the Congo, and Sierra Leone), in environments with limited testing and vaccine availability, once more highlighting the inequities in global health response. Africa CDC worked with the Nigerian Centers for Disease Control (NCDC) and the African Society for Laboratory Medicine (ASLM) to <a href="https://africacdc.org/news-item/africa-cdc-organizes-first-training-on-real-time-pcr-based-monkeypox-virus-mpxv-testing-for-20-african-union-member-states/">train 20 Member States</a> on diagnostics in June and provided test kits and sequencing support. We are grateful to the government of the Republic of Korea and the Korea Disease Control and Prevention Agency (KDCA) for their timely donation of <a href="https://africacdc.org/news-item/the-republic-of-korea-to-donate-first-batch-of-mpox-vaccine-to-africa/">50,000 Mpox vaccine doses</a> during my November 2022 visit. By the end of the year, five of the eight affected Member States had recorded no new cases over three months.



Ebola presented another major health threat with an April 2022 outbreak in the <a href="https://africacdc.org/news-item/the-democratic-republic-of-congo-declared-ebola-virus-disease-evd-outbreak-in-mbandaka-equateur-province/">Democratic Republic of Congo</a>, and in <a href="https://africacdc.org/news-item/uganda-reported-an-outbreak-of-ebola-virus-disease/">Uganda</a> in September 2022. Africa CDC helped to quickly respond to both outbreaks and within <a href="https://africacdc.org/news-item/the-14th-ebola-outbreak-declared-over-in-equateur-province-democratic-republic-of-the-congo/">10</a> and <a href="https://africacdc.org/disease-outbreak/final-outbreak-brief-16-sudan-virus-disease-in-uganda/">18</a> weeks respectively both were under control. Africa CDC provided technical support including epidemiologists and laboratory scientists, as well as community engagement teams. The combination of robust national responses and end-to-end support from the Africa CDC demonstrates the potential of close collaboration with Africa Union Member States. We also supported the Government of Uganda in convening a <a href="https://africacdc.org/news-item/african-health-ministers-take-steps-to-curb-the-spread-of-the-ebola-disease-outbreak/">High-Level Emergency Ministerial</a> meeting in October, bringing together 11 neighboring Member States to endorse <a href="https://africacdc.org/download/communique-of-the-high-level-emergency-ministerial-meeting-on-cross-border-collaboration-for-preparedness-and-response-to-ebola-virus-disease/">key measures</a> such as contact tracing, information sharing, simulation exercises, and joint training of first responders. We also supported the vaccine trials for the Sudan strain of the virus. The challenges of conducting trials at the tail end of an outbreak, such as the dearth of enrollable cases, highlight the need for rapid and flexible approaches before and during outbreaks.



While the worst waves of the COVID-19 pandemic on the continent appear to have receded, with infections and fatalities down from the most recent <a href="https://who.maps.arcgis.com/apps/dashboards/0c9b3a8b68d0437a8cf28581e9c063a9">peaks</a> of June 2022, Africa CDC continued to work throughout the year on Member States’ <a href="https://africacdc.org/covid-19-vaccination/">vaccine coverage</a> (reaching 45% of eligible population by January 2023) and surveillance capacity, including through genomic sequencing. The Africa CDC Pathogen Genomics Initiative (Africa PGI) has supported more than <a href="https://africacdc.org/institutes/ipg/">130,000 sequences</a> covering most Member States and SARS-CoV-2 strains. Africa PGI is housed within Africa CDC’s <a href="https://ipg.africacdc.org/">Institute of Pathogen Genomics</a> and supports African national public health institutions (NPHIs) with sequencing tools, training, lab and data infrastructure.



We are also applying our genome sequencing work to Malaria and other infectious diseases such as tuberculosis and HIV/AIDS. In September 2022, PGI co-hosted a <a href="https://africacdc.org/news-item/strengthening-the-malaria-genomics-workforce-in-east-africa/">training course</a> on Malaria Genomic Epidemiology with 34 participants from 7 East African countries. I remain optimistic that successful 2021 <a href="https://www.who.int/news/item/20-04-2021-rts-s-malaria-vaccine-reaches-more-than-650-000-children-in-ghana-kenya-and-malawi-through-groundbreaking-pilot-programme">pilot programs</a> of the RTS,S Malaria vaccine in Ghana, Kenya, and Malawi will soon lead to a wider rollout supported mainly by African financing for procurement and delivery. An initial test of Africa’s commitment to contribute further to health financing has been set by <a href="https://www.gavi.org/news/media-room/gavi-board-approves-funding-support-malaria-vaccine-roll-out-sub-saharan-africa">GAVI’s</a> commitment of nearly <a href="https://reliefweb.int/report/world/over-1-million-african-children-protected-first-malaria-vaccine">$160 million</a> to vaccine access – a similar allocation from African actors would be a positive step in this direction.



We remain acutely aware of other disease threats affecting our continent &#8211; non-communicable diseases (NCDs) such as cancer, diabetes, and cardiovascular issues form a growing share of the continental disease burden and mortality. NCDs were responsible for 37% of deaths in Africa in 2019, and together with injuries and mental health issues, <a href="https://africacdc.org/download/africa-cdc-non-communicable-diseases-injuries-prevention-and-control-and-mental-health-promotion-strategy-2022-26/">increased</a> from 18% to 30% of disability-adjusted life years (DALYs) between 1990 and 2017. Furthermore, mental health conditions and NCDs are closely intertwined through shared risk factors, chronicity, and stigmatization. The launch of our <a href="https://africacdc.org/download/africa-cdc-non-communicable-diseases-injuries-prevention-and-control-and-mental-health-promotion-strategy-2022-26/">NCD, Injuries Prevention and Mental Health Promotion Strategy</a> demonstrates our effort to balance our focus and investments, and our commitment to providing technical support, funding advocacy, and peer review to improve national responses to disease threats.



To ensure that our Member States are always ready to rapidly detect any outbreak, and effectively coordinate response to health emergencies, Africa CDC facilitated a <a href="https://africacdc.org/news-item/call-to-action-strengthening-public-health-emergency-operations-centres-in-africa/">Call To Action: Strengthening Public Health Emergency Operations Centres in Africa</a>, that was launched by H.E. President Hakainde Hichilema of Zambia. This Call was then followed by a high level meeting of ministers of health who agreed on steps to <a href="https://africacdc.org/wp-content/uploads/2022/09/Communique_-CALL-TO-ACTION.pdf">operationalize the Call To Action</a>.



Partnerships



Our <a href="https://ipg.africacdc.org/initiatives/africa-pathogen-genomics-initiative-africa-pgi">Africa PGI initiative</a> is supporting broad collaboration with Member States. The initiative was launched in 2020 and is enabled by a <a href="https://africacdc.org/news-item/us100-million-africa-pathogen-genomics-initiative-to-boost-disease-surveillance-and-emergency-response-capacity-in-africa/">$100 million, four-year PPP</a> comprising support from the Bill &amp; Melinda Gates Foundation, the US Centers for Disease Control, equipment and training from Illumina and Oxford Nanopore, and computing resources from Microsoft. Our $1.5 billion <a href="https://africacdc.org/news-item/saving-lives-and-livelihoods-initiative-hits-one-year-milestone/">Saving Lives and Livelihoods Initiative</a> with the Mastercard Foundation commenced implementation in Kenya in July, Ethiopia and Lesotho in August, and in November 2022 we rolled out activities including mobile vaccination sites, vaccine safety surveillance and risk communication across <a href="https://africacdc.org/news-item/africa-cdc-saving-lives-and-livelihoods-initiative-expands-implementation-in-southern-africa/">ten countries</a> in Southern Africa.



In July 2022, the World Bank approved a <a href="https://www.worldbank.org/en/news/press-release/2022/07/21/africa-centres-for-disease-control-receives-a-100-million-boost-from-the-world-bank-to-strengthen-continental-public-hea">$100 million support programme</a> for Africa CDC to enhance our institutional technical capacity so that we can intensify our support to African Union Member States in preparing for, detecting, and rapidly responding to disease threats and public health emergencies. The grant is particularly timely as Africa changes her strategies for health security through the <a href="https://africacdc.org/news-item/africa-calls-for-new-public-health-order/">New Public Health Order</a> and as we operationalize Africa CDC as an autonomous health institution of the African Union.



In December 2022, Africa CDC hosted the 2nd International Conference on Public Health in Africa (<a href="https://cphia2022.com/">CPHIA 2022</a>) in partnership with the Rwanda Ministry of Health at the Kigali Convention Centre in Rwanda. The conference welcomed more than 2500 in-person delegates from 90 countries and featured more than 30 sessions and 50+ side events on topics ranging from pandemic preparedness to vaccine production, non-communicable diseases, and strengthening NPHIs. One notable outcome was the signing on the sidelines of a <a href="https://www.mmv.org/newsroom/press-releases/medicines-malaria-venture-and-africa-cdc-sign-memorandum-understanding">memorandum of understanding</a> between Africa CDC and Medicines Malaria Venture (MMV) towards African manufacturing of malaria medicines. The huge interest in the CPHIA, particularly in Africa, has clearly indicated that the continent has come of age to chart its own scientific and public health horizons.



Workforce and infrastructure



Recent Africa CDC health worker support efforts include our Institute of Workforce Development (IWD)&#8217;s establishment of a Clinical Community of Practice for COVID-19 and other diseases &#8211; including a webinar series that drew 9,000 participants from 50 African countries, and the roll-out of a virtual knowledge hub.



We have also rolled out a wide range of capacity development initiatives to support various African healthcare professionals. These include the <a href="https://africacdc.org/kofi-annan-global-health-leadership-programme/">Kofi Annan Global Health Leadership Programme</a> in partnership with the Kofi Annan Foundation; the Global Nursing Leadership program in partnership with Harvard&#8217;s T.H. Chan School of Public Health; funded masters programs for epidemiologists and biostatisticians in partnership with EDCTP; and an <a href="https://africacdc.org/news-item/africa-cdc-susan-thompson-buffett-foundation-partner-to-strengthen-sexual-and-reproductive-health-epidemiology-in-africa/">$11.5 million</a> grant from the Susan Thompson Buffett Foundation for capacity building in maternal and reproductive health epidemiology.



Our Takeaways



Despite its challenges, the past year has been a productive and exciting one for Africa CDC, with meaningful progress made on many of our core ambitions. Successfully implementing our vision of a New Public Health Order for Africa in 2023 and beyond entails a greater focus on larger and longer term resourcing for African healthcare systems, particularly through domestic financing of NPHIs; accelerating tangible investments in regional production of medical products to take advantage of agreements such as the Africa Continental Free Trade Area (AfCFTA); and a stronger regional leadership and global representation role for Africa CDC, especially in the coordination of public health emergency responses. As Africa’s public health agency, our regional leadership role and global participation should now be brought up to par with those of our counterpart organizations covering large regions such as the CDCs of the US, EU, and China. As the Africa CDC of tomorrow, we will have more active participation in global health financing and research decisions, on top of our well-developed coordination and collaboration roles across the continent. In 2023, we will thus work towards securing the policies, partnerships, and resource commitments to convert ambitious programme plans into tangible successes and continue to pursue greater self-reliance and self-advocacy in the pursuit of improved public health outcomes for all Africans and beyond.

South Africa, like all countries, doesn’t exist in isolation, and its brand identity can be both positively and negatively affected by global perceptions of its partners, collaborators and socio-economic allies. South Africa, viewed as part of a greater network, is a more attractive investment opportunity than positioning the nation as an isolated unit. Having the security that South Africa has the support of the continent is an assuring proposition for potential global investors. And while Brand South Africa remains strong in communicating nation pride messaging, creating a positive continental image, and promoting an image of a unified Africa, is as important a means of attracting investment.



The African Continental Free Trade Area (AfCFTA), the core project behind the African Union’s Agenda 2063, provides the opportunity to expand Africa’s economy by $3.4 trillion, predominantly by eliminating tariffs on intra-Africa trade. A unified African economy demands unified messaging, thus the development of the AfCFTA relies on the strength of the continent’s image and intra-continental confidence.



Buy African, Invest African, and Support African is the message that all nation brand custodians should be amplifying in bringing to life opportunities and awareness of the AfCFTA. “African Made” is a term that intrinsically communicates continental unity, and it is a strategy that is currently being executed as part of the Agenda 2063 goals. Brand South Africa started this journey last year during its Nation Brand Forum wherein stakeholders from a few of African continent attempted to define the central idea of the African continent so as to identify a strategic angle that would amplify the African story.



Brand South Africa will work in collaboration with the African Union Commission (AUC), and the African Prosperity Fund in order to strategically rollout “African Made” messaging and attractively position the idea of “Buying African Made”. The collaboration will include input from the The Information and Communication Technology (ICT) directorate, which has the main objective of bridging the digital and connectivity divides in Africa. Ultimately the unity being projected needs to be informed by an infrastructural and communicative unity, co-created through efficient access models under ICT research.



The more unified the messaging, the more attractive the product. The more people, including the layman on the streets, who understand the AfCFTA vision, the more buy-in would be realised. Promoting awareness around the vision posits an integral communication job to be implemented by Brand South Africa and other continental agencies tasked with the promotion of their country brands, investments or tourism.



Just as South Africa doesn’t exist in isolation, neither do the goals of Agenda 2063. They require collaboration on both infrastructural and ideological lines across the continent. Yes, the European Union (EU) benefits from its intra-trade agreements, but it also benefits from the external and internal perceptions of European unity and strength. This doesn’t diminish the member countries’ own national pride; it just translates that pride into one of intra-continental confidence.



“African Made” and the unified messaging intrinsic to “Buying African Made” is key to projecting this confidence within the African continent, and from a global perspective. It is a communicative cornerstone critical to the success of AfCFTA and Agenda 2063 &#8211; it engenders unity by manifesting unity.



“African Made” is not just a hollow marketing phrase. It’s a messaging product that not only communicates unity but requires it to be successful.&nbsp; It’s the messaging that will advance Africa’s competitive advantage and reputation.

AFRICAN MADE:  REVIEWING SOUTH AFRICA’S ROLE IN AFRICA’S ECONOMIC PROSPERITY

Dear Mr. President,



This open letter brings together many of South Africa’s most significant manufacturers and retailers of food and other essential products, such as quick service restaurants and medicines.



We take our responsibility to feed and sustain the nation very seriously. We work tirelessly, night and day, to produce food and household products, secure healthcare products, and to ensure they are always available in our stores when customers need them.



The consumer goods industry’s contribution to the GDP is significant and is also the country’s largest employer. Millions of people depend on us for their livelihoods.



We are alarmed and dismayed by the levels of load shedding which we have all had to endure over the past decade, and which have escalated catastrophically in recent months.



While we have maintained our operations and supply chains so far by using emergency power generators, this has been at an unsustainable financial cost. It is crippling our businesses, and will in the end mean much higher prices for consumers, who are already under severe financial strain.



The deterioration of other essential infrastructure – including water, roads, rail, and policing – all make our tasks, and those of thousands of other businesses around the country, even more difficult.



If this crisis continues, we will not be able to guarantee stable supplies of food, medicines and other essential goods. The government needs to understand this, rather than believe we can maintain business as usual.



We require urgent and decisive action from government to solve the crisis, and specific steps to ensure that the consumer goods industry can fulfil its role as an essential service for every family in the country.



These steps must include: • rapid implementation of the plans already in place to solve the overall energy crisis • the removal of regulatory red tape and escalating indirect taxes such as the health promotion levy to enable investment and business sustainability • address the deterioration of essential infrastructure such as including water, roads, rail, and policing • a suspension of the fuel duty levy and road accident fund for the consumer goods businesses and value chain, for as long as we suffer regular load shedding. This is a critical sector that should be considered for fuel rebates similar to the mining, agriculture, fisheries and forestry sectors • effective tax and other incentives to install localised renewable energy at small and medium scale • action to ensure that critical infrastructure, such as essential food production, medicines and distribution facilities are not only exempted from load shedding but are prioritised on the safety and security list, and • accelerate the fight against illicit trade across the economy as it reduces the tax base and deprives government of crucial revenue at this critical time.



We look forward to hearing your plans for action in the 2023 State of the Nation Address (SONA), giving due consideration to the proposals put forward in this letter by the Chief Executive Officers who are signatories.



We will continue to work tirelessly to sustain our customers and communities.



We will support government where we can and ask urgently for decisive action from you.

AI is the most profound technology we are working on today. Whether it’s helping doctors detect diseases earlier or enabling people to access information in their own language, AI helps people, businesses and communities unlock their potential. And it opens up new opportunities that could significantly improve billions of lives. That’s why we re-oriented the company around AI six years ago — and why we see it as the most important way we can deliver on our mission: to organize the world’s information and make it universally accessible and useful.



Since then we’ve continued to make investments in AI across the board, and Google AI and DeepMind are advancing the state of the art. At the same time, advanced generative AI and large language models are capturing the imaginations of people around the world. In fact, our&nbsp;<a href="https://arxiv.org/abs/1706.03762" target="_blank" rel="noreferrer noopener">Transformer</a>&nbsp;research project and our field-defining paper in 2017, as well as our important advances in diffusion models, are now the basis of many of the generative AI applications you&#8217;re starting to see today.



<h2 class="wp-block-heading" id="h-introducing-bard">Introducing Bard</h2>



It’s a really exciting time to be working on these technologies as we translate deep research and breakthroughs into products that truly help people. That’s the journey we’ve been on with large language models. Two years ago we unveiled next-generation language and conversation capabilities powered by our Language Model for Dialogue Applications (or LaMDA for short).



We’ve been working on an experimental conversational AI service, powered by LaMDA, that we’re calling Bard. And today, we’re taking another step forward by opening it up to trusted testers ahead of making it more widely available to the public in the coming weeks.



Bard seeks to combine the breadth of the world’s knowledge with the power, intelligence and creativity of our large language models. It draws on information from the web to provide fresh, high-quality responses. Bard can be an outlet for creativity, and a launchpad for curiosity, helping you to explain new discoveries from NASA’s James Webb Space Telescope to a 9-year-old, or learn more about the best strikers in football right now, and then get drills to build your skills.



We’re releasing it initially with our lightweight model version of LaMDA. This much smaller model requires significantly less computing power, enabling us to scale to more users, allowing for more feedback. We’ll combine external feedback with our own internal testing to make sure Bard’s responses meet a&nbsp;<a href="https://ai.googleblog.com/2022/01/lamda-towards-safe-grounded-and-high.html" target="_blank" rel="noreferrer noopener">high bar for quality, safety and groundedness</a>&nbsp;in real-world information. We’re excited for this phase of testing to help us continue to learn and improve Bard’s quality and speed.



<h2 class="wp-block-heading">Bringing the benefits of AI into our everyday products</h2>



We have a long history of using AI to improve Search for billions of people. BERT, one of our first Transformer models, was revolutionary in understanding the intricacies of human language. Two years ago, we introduced MUM, which is 1,000 times more powerful than BERT and has next-level and multi-lingual understanding of information which can pick out&nbsp;<a href="https://blog.google/products/search/key-moments-video-search/">key moments in videos and provide</a>&nbsp;critical information, including&nbsp;<a href="https://blog.google/products/search/using-ai-keep-google-search-safe/?_ga=2.98664346.52992333.1675136960-653895777.1637261672">crisis support,</a>&nbsp;in more languages.



Now, our newest AI technologies — like LaMDA, PaLM, Imagen and MusicLM — are building on this, creating entirely new ways to engage with information, from language and images to video and audio. We’re working to bring these latest AI advancements into our products, starting with Search.



One of the most exciting opportunities is how AI can deepen our understanding of information and turn it into useful knowledge more efficiently — making it easier for people to get to the heart of what they’re looking for and get things done. When people think of Google, they often think of turning to us for quick factual answers, like “how many keys does a piano have?” But increasingly, people are turning to Google for deeper insights and understanding — like, “is the piano or guitar easier to learn, and how much practice does each need?” Learning about a topic like this can take a lot of effort to figure out what you really need to know, and people often want to explore a diverse range of opinions or perspectives.



AI can be helpful in these moments, synthesizing insights for questions where there’s no one right answer. Soon, you’ll see AI-powered features in Search that distill complex information and multiple perspectives into easy-to-digest formats, so you can quickly understand the big picture and learn more from the web: whether that’s seeking out additional perspectives, like blogs from people who play both piano and guitar, or going deeper on a related topic, like steps to get started as a beginner. These new AI features will begin rolling out on Google Search soon.



<h2 class="wp-block-heading">Helping developers innovate with AI</h2>



Beyond our own products, we think it’s important to make it easy, safe and scalable for others to benefit from these advances by building on top of our best models. Next month, we’ll start onboarding individual developers, creators and enterprises so they can try our Generative Language API, initially powered by LaMDA with a range of models to follow. Over time, we intend to create a suite of tools and APIs that will make it easy for others to build more innovative applications with AI. Having the necessary compute power to build reliable and trustworthy AI systems is also crucial to startups, and we are excited to help scale these efforts through our Google Cloud partnerships with&nbsp;<a href="https://cloud.google.com/blog/products/ai-machine-learning/accelerating-language-model-training-with-cohere-and-google-cloud-tpus" target="_blank" rel="noreferrer noopener">Cohere</a>,&nbsp;<a href="https://c3.ai/partners/googlecloud-partnership/" target="_blank" rel="noreferrer noopener">C3.ai</a>&nbsp;and&nbsp;<a href="https://www.prnewswire.com/news-releases/anthropic-forges-partnership-with-google-cloud-to-help-deliver-reliable-and-responsible-ai-301738512.html" target="_blank" rel="noreferrer noopener">Anthropic</a>, which was just announced last week. A well-known Ethiopian proverb claims that “regret, like a tail, comes at the end”. It succinctly states what I believe to be a universal truth and a reflection of what we, as Africans, tend to look at the grim situation enveloping the world today. It’s true that the current developments in the global community have forced global leaders to focus their efforts inwards and away from the African continent. However, that is not cause for regret, quite the contrary: it’s an opportunity for Africa to stand on its own two legs.



Anyone following the discussions at this year’s World Economic Forum is likely to encounter a new, unpleasant-sounding word: Polycrisis. The term gained popularity last year to describe recent historical events which were until then, treated separately &#8211; The Covid-19 pandemic, the Russian war in Ukraine, a general downturn in global stability with widespread financial trouble, and the ever-present climate emergency…



Regardless of what you choose to call it, the current global situation presents us with a multifaceted challenge for which no conventional wisdom exists. During the global financial crisis of 2008, many countries around the world passed austerity measures, tightened the fiscal belt and waited for the downturn to pass. But in our current climate no such predictions can be made, as the compounded effects of health, security, financial and climate crises are simply too complex to fit any previous model.



A proactive, rather than a reactive approach is therefore needed to deal with this challenge, particularly seeing how some of its components are likely to get worse if left unchecked. This is particularly true in Africa, where the 2020s brought a serious wobble to decades of sustained financial and security gains. Rather than waiting for the situation to improve, African leaders must come together and begin shaping the future of the continent.



The upcoming 2nd Dakar Financing Summit for Africa’s Infrastructure Development set to take place in Senegal will provide us with such an opportunity. Back in 2014, the inaugural edition saw several key breakthroughs concerning the implementation of the PIDA Priority Action Plan, including fast tracking and financing 16 mega regional infrastructure projects.



With a new Priority Action Plan agreed upon in 2021 by the African Union and major partners like the African Development Bank and the UN’s Economic Commission for Africa, expectations are high for this year’s Dakar Forum. The Forum seeks to bring together infrastructure stakeholders from all over Africa to strengthen political support from state actors and financial commitments from development institutions and private investors for regional infrastructure projects.



One cannot overstate the crucial role played by infrastructure in the future development of Africa. Rather than seeing the so-called polycrisis as an obstacle, we should treat it as a reminder of the importance and urgency of developing our continent. The fragility of modern supply chains was laid bare last year when the war in Ukraine sent shockwaves of food shortages and spiralling prices across the world. There has never been a better moment for Africa to step up its agricultural production and amplify its exports, but once again, outdated, or non-existent infrastructure is holding us back.



The efficient transport of goods, people, services, and ideas is fundamental to any economy, and progress in any number of fields will remain stunted while these basic requirements are not met. Experts reckon that Africa needs to invest about USD 100bn a year in infrastructure if it is to fulfil its economic potential and realize the ambitious African Continental Free Trade Area (AfCFTA). Let’s mobilise our own financing and show that these projects are indeed bankable.



Global relations are based on reciprocity and a lopsided power dynamic will always lead to unequal terms. Africa must rise on its own if it expects to be treated like an equal. The last few decades saw amazing transformations in some parts of Africa, while others still lag behind. An organised push for regional infrastructure could level those differences by opening the continent and allowing development to spread in a more equitable manner.



While the world is going through troubled times, there is no need to give up and let either fate or chance have its way. Instead, Africans should heed the call of this polycrisis and work together towards our common goals, regardless of what history throws in our direction. And the road which will take our continent towards its bright future starts with building the road itself.

The Polycrisis is Not the End of the Road for African Infrastructure

Technologies have made financial instruments trading possible and accessible from anywhere on the globe where there’s Internet connection. Annoying ads always assure that stocks and currency trading is easy, but in reality the majority of self confident investors end up in losses. For some it is a discovery that you actually need to study first. Others may think that financial market trading is some kind of a game, however one’s profit would normally depend on accurate calculations and strict compliance with the rules rather than luck.



These rules have been elaborated by traders throughout decades. Those who know them and follow have more chances to achieve constant income in trading. Even though it seems that currency and energy carrier exchange rates are absolutely unpredictable, there are certain signals that show you when you need to place a buy or sell order. The learner’s course will help you not only take the right decisions in trading or investment but also in life. South Africa’s shortfall of power generation capacity has reached beyond crisis levels this year. We’ve experienced more days and hours of load shedding in 2022 than in any other year, but we also saw the longest stretch of unbroken load shedding across September and October. It’s clear there will be no quick fixes for this long-standing challenge.



In crisis lies the opportunity for organisations of all sizes, including small and medium businesses (SMBs). The public conversation often focuses on the challenges and costs of load shedding for smaller businesses and how these can be mitigated. But a more empowering way to look at it is as a chance for SMBs to champion and lead the shift to a cleaner, more sustainable energy world.



The&nbsp;<a href="https://www.sage.com/en-za/company/sustainability-and-society/planet/" target="_blank" rel="noreferrer noopener">SME Climate Impact Report</a>&nbsp;commissioned by Sage and launched in partnership with Oxford Economics and the International Chamber of Commerce (ICC), shows SMEs&#8217; footprint totalled 29% of non-household emissions in South Africa when greenhouse gases generated in their supply chains were considered.



As such, SMBs can play a key role in the transition to cleaner energy. Let’s start with the enormous demand we see in the market for renewables. From independent power producers (IPPs) building wind and solar farms to feed into the grid to large companies self-provisioning power to solar installations for SMBs and homes – there are plenty of growth opportunities.



In 2020, electricity generated from renewables amounted to&nbsp;<a href="https://researchspace.csir.co.za/dspace/handle/10204/11865?show=full" target="_blank" rel="noreferrer noopener">a mere 10.5%</a>&nbsp;of the South African national total. One researcher&nbsp;<a href="https://www.globaldata.com/media/power/south-africa-power-supply-security-rely-gas-based-capacity-renewables-replace-coal-low-power-market-growth-expected-2035-says-globaldata/#:~:text=Renewable%20power%20capacity%20is%20expected,capacity%2C%20according%20to%20GlobalData.%E2%80%9D" target="_blank" rel="noreferrer noopener">forecasts</a>&nbsp;that South Africa’s renewable power capacity will increase at a compound annual growth rate of 10.7% from 2021 to 2035 to reach an estimate of 40.6GW by 2035, which will constitute 48.3% of total installed capacity.



<h2 class="wp-block-heading">Opening the floodgates</h2>



President Cyril Ramaphosa recently opened the floodgates for renewables investment, announcing a broad package of reforms. These include making it easier for large power users to self-provide up to 100MW of embedded power generation, launching an Eskom feed-in tariff for solar users to sell power to the grid, and acceleration of IPP rollouts.



This creates enormous opportunities for entrepreneurs and SMBs throughout the supply chain, from providing and installing systems to manufacturing components and playing a role in power storage and provision. The market is far from saturated, and skills are in short supply, creating compelling entrepreneurial prospects in an industry with a bright future.



The pace of innovation in renewables has been astonishing; we could envisage SMBs playing a leading role in driving further progress. One of the lessons we could take from the load shedding crisis is that avoiding another monopoly would be highly desirable. Instead, we could foster a renewables ecosystem with competition at every level – from installation to power provision.



In fact, driving entrepreneurship is essential for a just transition. Government, labour and communities are justifiably concerned about the loss of fossil fuel jobs and the poor getting left behind in the renewable energy revolution. An inclusive renewables industry would help address these challenges by potentially creating&nbsp;<a href="https://gwec.net/report-capturing-green-recovery-opportunities-from-wind-power-in-emerging-economies/" target="_blank" rel="noreferrer noopener">250 000 new jobs over the next 25 years</a>&nbsp;and off-grid power solutions for rural communities.



<h2 class="wp-block-heading">Harnessing renewables in your business</h2>



Of course, not every SMB will want to become directly involved in the renewables industry, but every SMB uses electricity. Herein lies an opportunity for SMBs to evaluate ways of harnessing alternative energy to improve business resilience, sustainability, and efficiency. Rapid renewables innovation means a strong business case for going solar.



For most businesses, barring those with heavy machinery or commercial fridges, solar panels and battery backup are excellent backup power sources. They’re cleaner, quiet, and don’t depend on expensive fuel. What’s more, solar offers small businesses the prospect of becoming increasingly independent from the grid and reducing their power bill over time.



Some municipalities, such as Cape Town, allow businesses to feed power back to the grid for a rebate. Over time, solar installations will pay for themselves, even if you don’t factor productivity through load shedding into the equation. Becoming more sustainable is also a good reputational move that enhances an SMB’s standing with customers and suppliers.

Given that coal and nuclear plants are built on decade-plus timespans, solar and wind are the best options to address South Africa’s power shortfall rapidly. But the backstory is that we need to gradually wean ourselves from fossil fuels to meet our climate emission promise to the global community and play our part in addressing climate change.&nbsp;



It’s clear the future is renewable. Energy reform is an opportunity for businesses to increase growth and become more sustainable. SMBs need to take their rightful place at the energy reform table, so they don’t get left behind.&nbsp;Government and big business would be wise to tap into the resourcefulness and innovation of the SMB sector to help drive a faster and more successful transition.

Davos-Klosters, Switzerland, 18 January 2023 – African heads of state and global CEOs at the World Economic Forum Annual Meeting backed the launch of the first of its kind report on how public-private partnerships can support the implementation of the African Continental Free Trade Area (AfCFTA).   AfCFTA: A New Era for Global Business and Investment in Africa outlines high-potential sectors, initiatives to support business and investment, operational tools to facilitate the AfCFTA, and illustrative examples from successful businesses in Africa to guide businesses in entering and expanding in this area.   The report aims to provide a pathway for global businesses and investors to understand the biggest trends, opportunities and strategies to successfully invest and achieve high returns in Africa, developing local, subregional and continental value chains and accelerating industrialization, all of which go hand in hand with the success of the AfCFTA.   The AfCFTA is the largest free trade area in the world, by area and number of participating countries. Once fully implemented, it will be the fifth-largest economy in the world, with the potential to have a combined GDP of more than $3.4 trillion. Davos-Klosters, Switzerland, 18 January 2023 – In an effort to tackle rising cybercrime levels, the World Economic Forum launched today at the Annual Meeting 2023 an initiative to map cybercriminal activities and identify joint public and private sector responses.   Building on the expertise of the Forum’s <a href="https://weforum.us3.list-manage.com/track/click?u=6308fe51b420dc9ff3834abc8&amp;id=ed970aff1c&amp;e=d635155278" target="_blank" rel="noreferrer noopener">Partnership against Cybercrime</a>, the Cybercrime Atlas initiative will provide a platform for leading cybercrime investigators, national and international law enforcement agencies, and global businesses to share knowledge, generate policy recommendations and identify opportunities for coordinated action to fight cyberthreats.   “The Cybercrime Atlas is a collaborative research initiative that gathers and collates information about the cybercriminal ecosystem and major threat actors operating today,” said Jeremy Jurgens, Managing Director, World Economic Forum. “The insights generated will help promote opportunities for greater cooperation between the private sector and law enforcement to address cybercrime.”   Cybercrime, such as the ransomware attack on Colonial Pipeline in May 2021 that caused US President Joe Biden to declare a state of emergency, is a threat to national security, public organizations and businesses of all sizes. Despite the amount of digital data collected on cybercriminal activities worldwide, the effort to fight it is often uncoordinated, disjointed and dispersed. The Cybercrime Atlas aims to map the cybercrime landscape, covering criminal operations, structures and networks.   First announced at San Francisco’s RSA Conference in June 2022, the Cybercrime Atlas has benefited from a year of pro bono analysis of 13 criminal groups by cybercrime investigators. Their approach and findings have been welcomed by law enforcement agencies.   “This initiative underlines the need for an enhanced multi-sector approach to combat the increasing cybercrime threat,” said Jürgen Stock, Secretary-General, International Criminal Police Organization (INTERPOL). “A global solution must include private sector insights to enable law enforcement to prevent, detect, investigate and disrupt cybercrime.”   The secretariat for the Cybercrime Atlas initiative will be hosted by the World Economic Forum for the next 2-3 years, with the support of Fortinet, Microsoft, PayPal and Santander, until it is sufficiently established to become an independent platform.   “The Cybercrime Atlas is an important initiative that will aid industry, law enforcement, and government agencies by providing a first-of-its-kind visibility to disrupt cybercriminals across their ecosystem and infrastructure,” said Ken Xie, Chief Executive Officer, Fortinet. “A global and unified effort will make it easier to get beyond the obstacles that shield cybercriminals.”   The Forum’s Partnership against Cybercrime initiative brings together a dedicated community to drive momentum for a public-private partnership to combat cybercrime.   “Cybercriminals work in the shadows and exploit vulnerabilities to inflict devastating attacks. Davos-Klosters, Switzerland, 18 January 2023&nbsp;– Securing the world’s global freshwater ecosystems, under increasing threat from climate change, population growth and consumer demand, has become more critical than ever. To tackle this escalating crisis, UpLink, the open innovation platform of the World Economic Forum, in partnership with global conglomerate HCL Group, has announced 10 water-focused entrepreneurs who will share CHF1.75 million ($1.9 million) from HCL Group to scale their innovations.



Access to water plays a critical role in food production, education, job creation, health and well-being and the preservation of the natural world and is vital to achieving the UN’s 2030 sustainability agenda. However,&nbsp;<a href="https://www.resourcepanel.org/reports/options-decoupling-economic-growth-water-use-and-water-pollution" rel="noreferrer noopener" target="_blank">global demand for water will exceed sustainable supply by 40% by 2030,</a>&nbsp;with huge implications for the&nbsp;<a href="https://www.worldbank.org/en/news/press-release/2019/08/20/worsening-water-quality-reducing-economic-growth-by-a-third-in-some-countries#:~:text=The%20report%20finds%20that%20a,key%20factor%20for%20economic%20growth" rel="noreferrer noopener" target="_blank">global economy</a>&nbsp;and society.



The 10 start-ups are the winners of the&nbsp;<a href="https://uplink.weforum.org/uplink/s/uplink-issue/a002o0000173B6sAAE/global-freshwater-challenge" rel="noreferrer noopener" target="_blank">Global Freshwater Innovation Challenge</a>, the first of five challenges under HCL and UpLink’s&nbsp;<a href="https://www.weforum.org/press/2022/05/new-collaboration-seals-15-million-funding-for-entrepreneurs-to-tackle-freshwater-crisis/">Aquapreneur Innovation Initiative</a>. Launched in September 2022, the challenge called for innovative solutions that would strengthen data-driven decision making, improve freshwater resilience in the face of climate change and restore water quality around the world.



Through a&nbsp;<a>$15 million investment over five years</a>, HCL Group is supporting UpLink and&nbsp;<a href="https://initiatives.weforum.org/global-water-initiative/innovation" rel="noreferrer noopener" target="_blank">the Forum’s Global Water Initiative</a>&nbsp;to launch a series of innovation challenges and create an innovation ecosystem for the global freshwater sector on UpLink.



The 10 water-focused entrepreneurs, or “aquapreneurs”, were chosen from 227 solutions submitted to the challenge, and will now each receive CHF175,000 ($190,000) in vital funding from HCL Group. Two of these innovators were selected to present their solutions at the World Economic Forum Annual Meeting 2023 in Davos

<li><a href="https://uplink.weforum.org/uplink/s/uplink-contribution/a012o00001pUXHFAA4/epic-cleantec-onsite-water-treatment-and-reuse">Epic Cleantec</a>, based in the US, is a water technology company leading the water reuse revolution in the urban built environment. Aaron Tartakovsky, CEO of Epic Cleantec,said: “With the combined challenges of ageing infrastructure, growing urban populations and a rapidly changing climate, the conventional approach to how we manage water is no longer sustainable. Epic is on a mission to ensure that our cities are water-secure for generations to come.” Epic aims to use its next-generation technologies to drive circularity in water use and to work with policy-makers to reshape the water infrastructure in cities.</li>



<li><a href="https://uplink.weforum.org/uplink/s/uplink-contribution/a012o00001pURnNAAW/kilimo-paying-farmers-to-save-water">Kilimo</a>, based in Argentina, uses big data and machine learning to verify, improve, and offset water usage in agriculture. Tatiana Malvasio, Co-Founder and Chief Operating Officer,said: “As founders from Latin America, we have first-hand experience with the tension between agriculture and water stress in our region. In response to this challenge, we set out to create a product that could help farmers reduce their water usage and be more efficient in their irrigation practices.” Kilimo uses artificial intelligence to help farmers optimize irrigation and then be compensated for their participation in water stewardship initiatives.</li>

The 2023 Social Innovators of the Year includes a list of outstanding founders and chief executive officers, multinational and regional business leaders, government leaders and recognized experts. The list includes a Nigerian entrepreneur supporting smallholder farmers increase profits and turning at-risk young people into entrepreneurs; a New York-based pioneer of “open hiring” that helps individuals facing barriers to meaningful employment by offering work with no interviews, no background checks and no resumés; and a Brazilian collective network of more than 70 organizations in 14 countries that monitors land use and change to promote the conservation and sustainable management of natural resources and fight climate change. The awardees were selected in recognition of their innovative approach and potential for global impact by Schwab Foundation Board members. The selection committee includes Helle Thorning-Schmidt, Prime Minister of Denmark (2011-2015), and social innovation expert Johanna Mair, Professor of Organization, Strategy and Leadership at the Hertie School of Governance in Germany, and H.M. His organization&#8217;s mission is to alleviate hunger by lowering the cost of healthy food for those on low incomes – a goal it achieves by rescuing food that would otherwise be wasted and distributing it at discounted prices.</li>



<li>Aniket Doegar, CEO, Haqdarshak Empowerment Solutions Private Limited (India)&nbsp;– has led the Indian social impact organization working on easing access to welfare for seven years. It digitized welfare schemes and provided application support to more than 120,000 people in low-income rural and urban communities.</li>



<li>Aref Husseini, CEO, Al Nayzak Foundation for Extra Curricular Education and Scientific Innovation (Palestine Territories)&nbsp;– challenging traditional teaching methods in the Palestinian education system to produce more students who are critical thinkers and who approach problem solving through research, analysis and scientific thinking.</li>



<li>Celina de Sola, President, Glasswing International (El Salvador)&nbsp;– empowers individuals and communities to address the root causes of poverty and violence through education and health programmes. Glasswing has expanded from its El Salvador base to 10 other countries and has impacted more than 1.5 million lives since 2007.</li>



<li>Joseph Kenner, CEO, Greyston (USA)&nbsp;– the New York-based pioneer of “open hiring” that helps individuals facing barriers to meaningful employment by offering work with no interviews, no background checks and no resumés. Best known for its bakery, Greyston is now expanding its reach and aims to provide open-hiring employment opportunities to 40,000 Americans by 2030.</li>



<li>Kola Masha, Managing Director, Babban Gona (Nigeria)&nbsp;– helps smallholder farmers increase profits and turns at-risk young people into entrepreneurs. Babban Gona’s unique technology platform helps farmers increase yields and aims to create millions of youth jobs, breaking a cycle of poverty and violence in rural communities.</li>



<li>Säbeen Haque, Executive Director, doctHERS (Pakistan)&nbsp;– connects female doctors to millions of under-served patients using digital technology through the innovative healthcare platform doctHERS. The online marketplace helps reintegrate women medical practitioners into the workforce and empowers marginalized communities by circumventing sociocultural barriers that can restrict access to healthcare.</li>

Davos-Klosters, Switzerland, 17 January 2023 – Olena Zelenska, the First Lady of Ukraine, today called for the restoration of international law and the UN Charter. Speaking at the Opening Plenary of the 53rd World Economic Forum Annual Meeting, she told world leaders “deep inside we believe there is no global problem that humankind cannot resolve”.   Zelenska asked the gathering: “What if the sum of our influence doesn’t outweigh the Russian aggression?” She went on to say: “Our combined influence is bigger than the weight of our combined problems. That is why it is all the more important right now to use this influence when Russia’s invasion threatens a large-scale collapse of the world as we know it.”   She asked participants to imagine what could happen if tanks are allowed to strike at nuclear power stations; what could happen to inflation or the cost of living if tens of millions of Ukrainians are forced to become migrants; to climate neutrality when the world can’t stop Russia from burning entire cities in Ukraine. “In other words, what if the sum of our influence doesn’t outweigh the Russian aggression?” she said.   Zelenska called on world leaders to support her husband Ukrainian President Volodymyr Zelenskyy’s 10-point proposal to end the war. This includes an end to hostilities, restoration of Ukraine’s borders with Russia, release of all prisoners and deportees, as well as assurance of food and energy security and justice.   Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, welcoming participants to the Annual Meeting, emphasized the need for cooperation “to create more cohesive societies where people can thrive”. He said: “We believe we can do it – through innovation, human goodwill and ingenuity. We have the capacity to turn the challenges into opportunities.”   Alain Berset, President of the Swiss Confederation, also underlined the need for a renewed global partnership on the transnational, civilizational challenges of climate change, pandemic, war and nuclear proliferation. Davos-Klosters, Switzerland, 17 January 2023&nbsp;– The&nbsp;<a href="https://www.weforum.org/">World Economic Forum</a>, in partnership with Accenture and Microsoft, today unveiled at its Annual Meeting 2023 a working prototype of its Global Collaboration Village, a purpose-driven metaverse where organizations can convene to learn about, create solutions for, and take action on the world’s most pressing challenges. With partners from&nbsp;<a href="https://weforum.ent.box.com/s/5nx27pbkb5uslbr3slcr80mvlh4xbwob">&nbsp;80 leading organizations</a>&nbsp;helping to shape the village’s development, participants from around the world joined the Forum in its first-ever interactive, multilateral session in the metaverse. “With the Global Collaboration Village, we are creating the first public purpose-oriented application of the metaverse technology, building a true global village in the virtual space. Supported by a unique range of partners from the public and private sectors, the Village will use the frontier capabilities of the metaverse to find solutions for addressing the big issues of our time in a more open, inclusive and sustained way,” said Klaus Schwab, Founder and Executive Chairman of the World Economic Forum. <li>Collaborative centres: Virtual collaboration spaces for immersive storytelling and the Forum’s thought leadership, intended to inspire collaboration, experiential learning and real-world impact on global issues. For example, in a&nbsp;virtual ocean hub,&nbsp;participants can dive into the ocean’s depths and explore why and how marine ecosystems must be protected to preserve both life on land and in water.</li>



<li>Stakeholder campuses: Forum Partners can shape their presence, convene their stakeholders and partner with others to innovate and find solutions to global challenges.</li>

Over the next year, the Forum will invite organizations to build in these immersive spaces to further bolster learning, collaboration and partnership. The initiative’s aim to strengthen and re-energize international cooperation is guided by four principles: global cooperation toward shared solutions; interactive immersion to foster better understanding; broad participation enabled by inclusive discussions; and individual and collective action as a catalyst for maximum impact. World Economic Forum Establishes Purpose-driven Metaverse to Tackle World’s Most Pressing Challenges

Today, the World Climate Foundation is proud to announce our 2023 roadmaps for climate, biodiversity and health &#8211; From Davos to Dubai. This announcement follows our participation in&nbsp;Giving Nature a Seat at the Table&nbsp;at the ICEHouse&nbsp;and several other exciting engagements&nbsp;during the week in Davos.



Ahead of this week’s annual meetings in Davos, World Economic Forum released the Global Risks Report, highlighting the most serious environmental threats we could face in the next decade. In light of these risks, the World Climate Foundation continues its efforts to address the biggest challenges of our time.

Setting the Global Agenda for 2023 



2022 delivered a lot of turning points, but also truly emphasised, that there is no time to waste. Now, it’s time for real progress.



2030 Transition Targets &amp; a Net-Zero World by 2050&nbsp; Along with the global climate community and as a member of the Marrakech Partnership, we are getting ready for COP28 in Dubai. This will be an important step on the world’s path to implementing the Paris Agreement. We will build on the past years’ success in facilitating climate finance. As a proud partner of the Climate Investment Coalition, we supported the&nbsp;<a href="https://wclimate.us16.list-manage.com/track/click?u=66a416ac22573d7548b3e2305&amp;id=eea5e86fb2&amp;e=75d87a81ed" target="_blank" rel="noreferrer noopener">US$130 billion total collective commitment at COP26</a>&nbsp;towards effective climate solution investments by 2030. This year, we will continue the work through&nbsp;<a href="https://wclimate.us16.list-manage.com/track/click?u=66a416ac22573d7548b3e2305&amp;id=949dc0edaa&amp;e=75d87a81ed" target="_blank" rel="noreferrer noopener">World Climate Network</a>, fostering public-private partnerships, climate and nature investments to achieve the transition to a net-zero economy through year-round and alongside pivotal climate events.&nbsp;



Achieving a Nature-Positive Future The coming year will also be crucial to show how the Kunming-Montreal Global Biodiversity Framework will be implemented in the years to come. Last year&nbsp;wrapped up on a high note with the adoption of the new framework at the UNCBD COP15,&nbsp;but now the work continues. Through World Biodiversity Summit and&nbsp;<a href="https://wclimate.us16.list-manage.com/track/click?u=66a416ac22573d7548b3e2305&amp;id=8bfea31dcd&amp;e=75d87a81ed" target="_blank" rel="noreferrer noopener">World Biodiversity Network</a>, we will convene multi-sector&nbsp;stakeholders and decision makers to highlight best practices and&nbsp;scalable demonstration projects to achieve the implementation of the new Framework.



Building Resilient Systems for Health This will also be the year of WHO’s pandemic treaty. COVID-19 showed how vulnerable the world can be when facing global health crises. It is projected that more possible global health threats are on the horizon, exacerbated by climate change and increased stress on ecosystems. As&nbsp;a response to this, we are launching World Resilience Summit and&nbsp;<a href="https://wclimate.us16.list-manage.com/track/click?u=66a416ac22573d7548b3e2305&amp;id=2be07fcdd0&amp;e=75d87a81ed" target="_blank" rel="noreferrer noopener">World Health Network</a>&nbsp;to support with establishing public-private partnerships and plans&nbsp;of action to find solutions to prevent future pandemics.

Davos-Klosters, Switzerland, 17 January 2023 – Adoption of connected devices during the pandemic <a href="https://www2.deloitte.com/ch/en/pages/risk/articles/impact-covid-cybersecurity.html">led to a dramatic increase in cyberattacks</a>. According to a new report launched today at the World Economic Forum Annual Meeting 2023, if left unchecked, the cost of cyberattacks will continue to rise, threatening a <a href="https://www.cnbc.com/2022/10/11/imf-cuts-global-growth-forecast-for-2023-warns-worst-is-yet-to-come.html">fragile global economy</a>.   The report, The State of the Connected World 2023 edition, a collaboration of the World Economic Forum with the <a href="https://weforum.org/connectedworld">Council on the Connected World</a>, says the immediate threats can be mitigated through robust security protocols and governance through public-private cooperation.   The State of the Connected World is the only global report that tracks and quantifies governance gaps for the universe of connected devices, known as the internet of things (IoT). The report surveyed 270 experts around the world to understand the state of play and establish clear priorities for technology governance.    “At a time when the global economy is fragile, we have the necessary tools to reduce at least one of the major threats to the global economy – cyberattacks,” said Jeff Merritt, Head of Urban Transformation, World Economic Forum. “The State of the Connected World report is a call to action for protecting against cybercrimes, which would also improve individual security and protect small and medium-sized business, transit systems, utilities – everything that relies on connected devices.”   “Our increasingly connected existence brings with it vulnerabilities that can be exploited by malicious actors,” said Akshay Joshi, Head of Industry and Partnerships, Centre for Cybersecurity, World Economic Forum. “Despite calls for embedding cybersecurity by design, the low level of confidence in the security of connected devices expressed by experts in this report is a testament to the fact that we still have a long way to go in terms of realizing trust in the technology we use.”   The report calls for increased consumer education through digital literacy campaigns, standardization practices of cybersecurity measures, prioritizing security by design and default (as opposed to reacting after the fact) and developing more agile policies to better address the quick-changing landscape of cybersecurity.   &#8220;We find ourselves at an inflection point this year with a number of global forces putting downward pressure on the economy,” said Madeline Carr, Professor of Global Politics and Cyber Security, Department of Computer Science, University College London. “It is essential that cybersecurity challenges are not left unchecked to further exacerbate this but are taken seriously as an integrated element of a thriving global economy.&#8221;   What other experts are saying:   “Open standards in technology have always led to greater innovation and greater consumer confidence. This year’s report from the Forum really emphasizes the importance of that direction. We’re very pleased to see the focus on privacy and security as a key priority. Davos-Klosters, Switzerland, 17 January 2023&nbsp;– The World Economic Forum, supported by more than 45 partners today launched the Giving to Amplify Earth Action (GAEA), a global initiative to fund and grow new and existing public, private and philanthropic partnerships (PPPPs) to help unlock the $3 trillion of financing needed each year to reach net zero, reverse nature loss and restore biodiversity by 2050. With the energy and cost of living crises, the ambition of steering the planet towards a 1.5-degree Celsius warming pathway hangs in the balance. Meanwhile, the recent agreement at the UN Biodiversity Conference (CBD COP15) in Montreal to conserve 30% of all earth and sea looks bold but fragile in the face of a rising biodiversity crisis. Current funding is slow and inadequate, and a new approach is needed to get capital flowing. Individuals, academic institutions, companies and public sector organizations supporting the initiative include: Cambridge Institute for Sustainability Leadership, Capital for Climate, Carbon Direct, Center on Global Energy Policy at Columbia University, Centre for Strategic Philanthropy at the University of Cambridge, Climate-KIC, Crescent Enterprises, Government of Egypt, HCLTech through their chairperson Roshni Nadar Malhotra, McKinsey Sustainability, Ocean14, Prince Maximilian von und zu Liechtenstein &#8211; Chairman of the Board LGT Group, Salesforce, Singapore University for Social Sciences, Stanford University Center for Ocean Solutions, Strategic Philanthropy Initiative at NYU Abu Dhabi, UN Environment Programme World Conservation Monitoring Centre, We Mean Business Coalition, World Association of PPP Units &amp; PPP Professionals.&nbsp; Philanthropic financing for climate mitigation has risen in recent years, but still represents less than 2% of total philanthropic giving, estimated at $810 billion in 2021. Greater philanthropic funding for climate and nature will support, not detract from, existing social priorities. As recently noted by Rajiv Shah, President, The Rockefeller Foundation: “Climate change poses a singular threat to humanity … we must directly confront climate change, even as we redouble efforts in our traditional program areas: health, power, food, and equity.” Over the next 12 months, supported by McKinsey Sustainability as a knowledge partner, GAEA will work with founding members to build momentum around three clear objectives:



<ul class="wp-block-list">
<li>Convene leaders from the public, private and philanthropic sectors to identify and target climate and nature solutions where they are best positioned to play a catalytic role&nbsp;</li>



<li>Pilot and refine funding models that can support PPPP interventions&nbsp;</li>



<li>Scale up and replicate successful approaches to new sectors, regions and actors</li>
</ul>



GAEA will build on existing examples of success. For example, the Clean Cooling Collaborative, founded with the help of an initial $10 million of philanthropic funding in 2016, has mobilized more than $600 million in public and private finance to improve equitable access to low-carbon cooling and support 4.2 gigatons of avoided CO2&nbsp;emissions by 2050. Similarly, the Government of the Seychelles has leveraged philanthropic funding, public loan guarantees and private investment to raise $15 million through a blue bond and convert $22 million of government debt into conservation funding to protect 13 marine areas, covering an area larger than Germany. Wendy Abrams, Chief Executive Officer, Eleven Eleven Foundation, said: “We need more companies, family offices, individuals and the new generation of philanthropists to get involved in the climate and nature conversation. If we do not solve this together, there will be nothing to pass on to the next generation. GAEA can be a good platform to get all the right stakeholders and amplify action at scale.” Rania Al-Mashat, Minister for International Cooperation, Government of Egypt, said: “This call to action is extremely timely, as it builds on the directions set during COP 27 in Sharm El-Sheikh, ‘the COP of implementation’ under the Egyptian presidency. We need more philanthropies to join us at the table and help scale up multilateral development bank finance to unlock private investments to accelerate the green transition. Egypt will work closely with the World Economic Forum to build effective and impactful philanthropic public private partnerships, and promote the role of the prominent ‘P’ – Philanthropy.” Per Heggenes, Chief Executive Officer, IKEA Foundation, said: “We are proud to support the launch of the GAEA initiative. The global figure of philanthropic capital for climate mitigation currently stands under 2% – and that is just not acceptable. But this is also a massive opportunity to leverage philanthropic giving for climate action. Philanthropies can play a unique role in encouraging urgent, radical and unprecedented collaboration between the public and private sectors. It’s only by working together at scale that we can unlock the investment required to achieve our ambitious climate goals and protect the planet.” Badr Jafar, Chief Executive Officer, Crescent Enterprises, said: “There is a historic opportunity to harness the full potential of philanthropic organizations, family offices and other innovative capital players, in unity with government and business to address our climate and nature goals. COP28 in the UAE will raise the bar in terms of ambition and the creation of a global architecture for all capital actors to act together at speed and at scale. Geneva, Switzerland, 16 January 2023&nbsp;– A dramatic rise in the frequency and severity of wildfires is undermining efforts to reduce carbon dioxide (CO2) emissions in combating climate change. According to the United Nations Environment Programme (UNEP), 30% of the world’s population is exposed to deadly heatwaves on more than 20 days a year. The World Economic Forum launched the FireAId initiative to&nbsp;address the wildfire crisis&nbsp;in January 2022.&nbsp;Successfully piloted by Koç Holding in the South Aegean and West Mediterranean region of Türkiye in 2022,&nbsp;this wildfire risk mapping and logistic planning project improved wildfire prediction by combining static and meteorological datasets and reduced both response time and risk to firefighters. Due to its success,&nbsp;the approach is being scaled for wider use.&nbsp; “During this difficult period of growing fire seasons and climate change, we are committed to continuing and strengthening this global engagement. We hope this report will inspire you to join these efforts, which can address the key drivers of catastrophic fires, increase the pace and scale of forest management and improve the resilience of increasingly threatened communities globally,”&nbsp;said&nbsp;Jeremy Jurgens, Managing Director at the World Economic Forum. This report urges the increased use of artificial intelligence (AI) and machine learning (ML) in predicting and directing responses to wildfires and managing forests. It follows the launch of the&nbsp;<a href="https://www.weforum.org/reports/global-risks-report-2023/">Global Risks Report 2023</a>, which highlights failure to mitigate and adapt to climate change, natural disasters and extreme weather events, and biodiversity loss and environmental degradation among the top risks faced by societies.&nbsp; Wildfires have occurred naturally for millions of years and are integral to the maintenance of healthy forests. Mediterranean forests burn down entirely once every 50 years as part of their natural cycle, but climate change is making wildfires more frequent, larger and more devastating. In the US, there have been around 1.5 million wildfires since 2000, burning an average 7 million acres annually – more than double the 3.3 million acres destroyed by wildfires each year in the 1990s. California wildfires in 2020 alone burned more than 4 million acres and released almost twice the tonnage of greenhouse gases as the total CO2&nbsp;reductions achieved over 18 years since 2003 – an estimated 127 million tonnes CO2&nbsp;equivalent released compared to 65 million tonnes of reductions. Global wildfires in 2021 released an estimated total of 6,450 megatonnes of CO2&nbsp;– 148% more than total European Union fossil fuel emissions in 2020, according to&nbsp;<a href="https://twitter.com/CopernicusECMWF">@CopernicusECMWF</a>, the Copernicus Atmosphere Monitoring Service. In South Africa, the February 2021 wildfire near Cape Town burned more than 13,000 hectares and threatened the city outskirts, torching university buildings. Wildfires in Australia in 2019 and 2020 killed or displaced more than 3 billion animals. Forest lands provide the majority of freshwater supplies – in the US, 80% of the total. But wildfires severely affect water quality in rivers, reservoirs and streams. Ash settles on water surfaces, while burned landscapes may erode more quickly, increasing the accumulation of sediment in water. After a wildfire, the soil may have reduced capacity to absorb and store water, increasing the likelihood of flooding. Managing and preventing wildfires is a vital element of efforts to control climate change and protect habitats, lives and livelihoods. AI and ML show immense potential for developing a response to this crisis. Advances in AI may be applied to managing forests and fighting wildfires:



<ul class="wp-block-list">
<li>The dream of producing autonomous vehicles has driven continuous refinements in computer vision AI, which can be applied to the science of wildfire prediction</li>



<li>Developments in natural language processing (NLP) and natural language generation (NLG) have improved computers’ capacity to make predictions</li>
</ul>



Advances in data-collection methods support firefighting and wildfire risk management:



<ul class="wp-block-list">
<li>Sensors with inbuilt AI can collect acoustic information or operate as smoke detectors in forests and alert authorities within the first hour of a wildfire starting</li>



<li>Unmanned aerial vehicles (UAVs) can be flown over fires to provide live images and help firefighters plan their response</li>
</ul>



Two programmes are under development in the US to provide near-live fire information:



<ul class="wp-block-list">
<li>Google uses geostationary satellites to produce near real-time maps</li>



<li>NASA’s Fire Information for Resource Management (FIRMS) uses low-orbit satellites and software developed by the University of Wisconsin-Madison’s Space Science and Engineering Center (SSEC) to provide live fire data with a lag of just 60 seconds between Earth observation and wildfire detection</li>
</ul>



The FireAId initiative was piloted with Koç Holding in Türkiye in the wake of the worst wildfires ever recorded in the country in July–August 2021. A total of 139,503 hectares burned in these wildfires. Koç Holding, a pioneer of digitalization in the Turkish private sector, developed the pilot programme in collaboration with the Turkish Ministry of Agriculture and Forestry. It focused on the South Aegean and West Mediterranean parts of Türkiye, covering 44,000km2. One quarter of the country’s wildfires have broken out in that region, corresponding to 75% of total burned area in 2010–2021. The project was conducted in two phases:

<li>Dynamic and static datasets were used to create a risk map, with risks categorized under two types – ignition (probability of a wildfire starting) and severity</li>



<li>The risk map was used to create a model for allocating resources most efficiently after a wildfire started</li>
</ol>



The project successfully used Koç Holding’s advanced data analytics capacity to predict wildfires and enable more efficient use of existing firefighting resources. It analysed more than 400 variables using its AI-based model and the results encouraged Koç Holdings to develop and scale the model for use in all regions of Türkiye.



&#8220;We are willing to work with all interested stakeholders, international organizations and especially countries that are vulnerable to wildfires. In terms of scaling, we want to underline that this is a non-commercial product. We can share our algorithms and source codes for further improvements. We have already started to work on scaling the pilot to cover all regions in Turkey as the next step. In parallel, we are eager to work with data providers and piloting partners across the world. We must all unite in an effort to save our forests, our common future, our world, ”&nbsp;said&nbsp;Levent Çakıroğlu Chief Executive Officer of Koç Holding.



Deloitte, which joined the FireAId initiative in June 2022, is developing forecasting models and a scenario engine, together with an intuitive user interface (a dynamic map that users can pan and zoom, with key statistics and controls). It is looking to use its technology partnership with NVIDIA, developers of the Earth-2 digital model of the planet, to create a digital twin simulation for firefighters, allowing them to plot a fire’s likely progress and the effectiveness of proposed responses. Though much has been accomplished, these remain works in progress and are being rigorously tested. “Wildfires represent a growing environmental problem. Intervention measures are more effective the earlier they are taken – saving lives, livelihoods, habitats, as well as the cost of the measures themselves.&nbsp;While a significant modelling challenge, better prediction of fire outbreak and spread – using technologies such as AI, cloud and digital twins – has the potential to upgrade resource planning and save firefighters valuable time,”&nbsp;said&nbsp;David Thogmartin, Director of AI and Data Analytics at Deloitte Risk Advisory and AI and Machine Learning Fellow at the World Economic Forum In firefighting every second counts – it is critical to respond quickly and effectively. But many firefighters are hampered by ageing equipment and inadequate budgets. The report emphasizes that government ministries must respond to the need for funding to boost budgets, modernize departments and upgrade equipment. In project workshops, experts emphasized the need for international cooperation to develop this initiative. In particular, they stressed the need to:

<li>Share compatible and relevant data, which is critical for the development of AI fire-prediction models</li>



<li>Supplement historical data with new sources that provide real-time information</li>



<li>Develop existing methods of using controlled burns to prevent, manage and limit wildfires – “fighting fire with fire”</li>
</ul>



The FireAId initiative provides inspiration for future development teams and a focus for global engagement among climate technology leaders in industry and government. Their cooperation should focus on developing the use of AI and ML in wildfire risk management and in mitigating other climate risks to protect natural environments, populations and economic prosperity. The success of the FireAId pilot provides hope. Progress is under way – existing data and past studies of wildfire dynamics lay a solid foundation for future development. “With the wildfire risk mapping and logistic planning project, in which Koç Holding’s advanced analytics and artificial intelligence capabilities and our know-how have combined, we have incorporated new technological advancements into our organization. Prior to this, only meteorological variables were used in risk mapping, but as of now static and meteorological datasets are combined. In addition, response time is one of the critical metrics in firefighting. The logistic planning part of the project enables us to reduce response time with less risk. “We have been working on extending our pilot [throughout] Türkiye. We believe that extending FireAId to other fire-prone countries with the support of the World Economic Forum will help the fight against wildfires,”&nbsp;saidBekir Karacabey, General Manager at the Turkish Ministry of Agriculture and Forestry.
