NAIROBI, Nov 12 (Reuters) &#8211; The Kenyan shilling was stable against the dollar on Tuesday, data from the London Stock Exchange Group showed.



At 0610 GMT, the shilling traded at 128.50/129.50 to the dollar, the same as Monday&#8217;s closing rate.

<h2 class="wp-block-heading" id="h-global-markets">GLOBAL MARKETS</h2>



Asian stocks eased while the dollar held at four-month highs on Tuesday, though all the excitement was centred on bitcoin as it soared to a record peak underpinned by investor bets on assets that are likely to benefit from Donald Trump&#8217;s election win.



<h2 class="wp-block-heading" id="h-world-oil-prices">WORLD OIL PRICES</h2>



Oil prices were little changed in early trading on Tuesday, awaiting further price direction from OPEC&#8217;s monthly report after China&#8217;s stimulus plan and oversupply concerns took the wind out of markets in prior sessions.



SOUTH AFRICA MARKETS



South Africa&#8217;s rand slumped on Monday, buffeted by global headwinds including a softer gold price, the sputtering Chinese economy and uncertainty over future U.S. policy after Donald Trump&#8217;s election victory.

The world’s governments must raise an additional&nbsp;<a href="https://www.elibrary.imf.org/view/journals/061/2023/005/061.2023.issue-005-en.xml?cid=541463-com-dsp-crossref&amp;utm_medium=email&amp;utm_source=govdelivery">$3 trillion</a>&nbsp;to achieve sustainable and inclusive economic growth goals this decade. The cost in emerging markets equals 4 percent of gross domestic product—and 16 percent for low-income countries.



How can countries finance such staggering price tags? Large cities such as Delhi and Lagos show a way forward: Taxing property more efficiently can play a meaningful role in raising revenue at the local level, allowing countries to invest more in their people,&nbsp;<a href="https://www.imf.org/en/Publications/imf-how-to-notes/Issues/2024/09/19/How-to-Design-and-Implement-Property-Tax-Reforms-555103?utm_medium=email&amp;utm_source=govdelivery">new IMF analysis</a>&nbsp;shows. Previous&nbsp;<a href="https://www.elibrary.imf.org/view/journals/006/2023/006/006.2023.issue-006-en.xml?cid=535449-com-dsp-crossref&amp;utm_medium=email&amp;utm_source=govdelivery">IMF research</a>&nbsp;has shown that countries have ample potential to raise more domestic tax revenue if they need it—up to 5 percentage points of GDP over two decades.



Of course, the&nbsp;<a href="https://www.imf.org/en/Blogs/Articles/2024/09/16/political-parties-of-all-stripes-are-pushing-for-higher-government-spending?utm_medium=email&amp;utm_source=govdelivery">political challenges</a>&nbsp;of such reforms are far from trivial, as recent events in several countries suggest that raising taxes can create social unrest. More efficient real estate taxes have an advantage in this regard: by being locally collected and spent, they may be politically less challenging than increases in broad-base national taxes.



Recurrent taxes on immovable property could help local governments capture the wealth generated through construction-intensive urbanization. Generating such revenue fairly is especially important given the difficulty in developing countries of taxing income and wealth, which can be highly mobile.



The appeal of property taxes is clear when we look at revenue raised in advanced economies: more than 1 percent of GDP on average in OECD countries, and nearly 3 percent in some advanced economies. By contrast, they raise only around 0.1 percent of GDP in emerging Asia and Africa.

Achieving such a large growth requires improving property-tax coverage and addressing the capacity challenges in valuing real estate as ways to reverse the current revenue underperformance. New property identification technologies and simplified valuation methods have become widely available. With policy reforms and better technology, recurrent property tax revenues in developing countries should be at least 10 times higher than current levels.



<h2 class="wp-block-heading" id="h-local-revenue-and-spending">Local revenue and spending</h2>



When well designed, property taxes become a reliable and progressive form of municipal financing. They enhance the accountability of local governments, since proceeds can be used to fund better local public services, and taxes the increase in wealth of those who own real estate that has appreciated due to urbanization and associated public-infrastructure development. The tight link at the local level between revenue and spending shields property taxes from national politics and imposes higher accountability standards on local councils for the effective use of the resources.&nbsp;



National legislation should regulate how much property taxes can differ across a country, limiting divergences in the level of local public services funded by this source. Municipalities should limit exemptions to a narrow range of public organizations, and forgone revenues should be regularly reported.



The impact on “asset-rich but cash-poor” households such as pensioners can be softened by deferring taxes until the property is sold, at which point full payment is due.



<h2 class="wp-block-heading" id="h-satellites-and-drones">Satellites and drones</h2>



It’s best to take a gradual approach to property-tax reform, using modern technology to broaden the coverage of area-based taxes (expressed as a fixed rate per square meter). The goal should be to transition to full value-based property taxes in coming years as countries gain experience in implementation and market price information is meticulously recorded for periodic property valuation.



Modern mapping technology, such as satellite imagery and aerial photography by drones, can be used to fast-track the expansion and coverage of property taxes to all parcels that ought to be included in the fiscal register.



Indian officials in Delhi and the greater Bangalore metropolitan area have started using satellite imagery to map properties in a geographic information system. In Africa, several municipalities have made impressive strides. Lagos&nbsp;<a href="https://www.theafricareport.com/3393/lagos-proves-africas-property-tax-potential/?utm_medium=email&amp;utm_source=govdelivery">increased</a>&nbsp;tax collection fivefold to more than $1 billion in 2011 by broadening the base of its property tax, coupled with better enforcement.



The increased precision of satellite images enables the accurate measuring of surface areas and the development of fiscal-register maps that depict buildings and their alterations. This allows the fast roll-out of an area-based property tax until valuation capacity has advanced to migrate toward a market value-based property-tax system that can raise more revenue.



Demand for capacity development from the IMF in this area indicates that many countries are seeing the benefits from this combination of the right policies and technology enablers. It makes property-tax reform effective and politically appealing, especially when its objectives are communicated properly to the public.

Bitcoin was trading just shy of $90,000 Monday night after breaching $80,000 just a day earlier.



The flagship cryptocurrency was last higher by 12% at $89,100, according to Coin Metrics. Earlier Monday, it rose as high as $89,623.00. Its price is expected by many investors to continue making fresh records on its way up to $100,000 later this year.



“Bitcoin is now in price discovery mode after breaking through all-time highs early last Wednesday morning when it was officially declared that Trump won the election,” said Mike Colonnese, an analyst at H.C. Wainwright. “Strong positive sentiment is likely to persist through the balance of 2024 and [we] see bitcoin prices potentially reaching the six-figure mark by the end of this year.”



Crypto investors have been cheering President-elect Donald Trump’s promises to make the regulatory environment more supportive and even friendly toward crypto businesses, which have long struggled with a lack of clarity of the rules of the road.



While bitcoin has long been deemed a safe asset in Washington – that is, not subject to securities laws – the long tail of cryptocurrencies and crypto-related startups have been operating in a risky grey area.



“That’s just shifted 180 degrees,” Matt Hougan, chief investment officer of Bitwise Asset Management, told CNBC. “We’re now in a positive regulatory environment, we now have tailwinds from that, and that comes in the case of a market that was already in a bull market … that’s going to push us higher.”



Ether was trading higher by 5.8% Monday evening. Payments token XRP rose nearly 4% and the token linked to decentralized finance project Polygon gained more than 4%. Dogecoin has been one of the biggest winners – likely due to its connection with Elon Musk, who helped get Trump elected. It’s up 38%.



In the stock market, Coinbase and MicroStrategy gained about 3% and 5%, respectively, in extended trading. In the regular session on Monday, Coinbase surged 19% to trade above $300 for the first time since 2021. It’s now about 6% from its high from that year.



Traders and analysts agree this rally is just only beginning.



“It does seem like there’s an air gap between the previous [bitcoin] all-time highs around $72,000 and $100,000,” Hougan said. “It’s hard exactly to see what would force sellers to come into this market and halt the momentum before we get to that level. Of course, there are no guarantees. You could see pullbacks, but we’re in a new crypto market cycle. … I do think that we are right to be bullish and the bias is still on the upside.”

JOHANNESBURG, Nov 11 (Reuters) &#8211; South Africa&#8217;s biggest telecoms operator Vodacom said on Monday it will not look into other M&amp;A deals after its proposed merger with fibre group Maziv was blocked by regulators last month.



The decision by the country&#8217;s Competition Tribunal was a blow to Vodacom&#8217;s ambitions of expanding its fibre footprint nationwide.



It followed an extensive 26-day hearing where the merger parties, the Competition Commission, government and rivals of Vodacom and Maziv argued for or against the deal which was initially proposed in 2021.



Vodacom Chief Executive Shameel Joosub said that looking at other M&amp;A deals is off the table.&nbsp;&#8220;We don&#8217;t want to be stuck in the competition authorities for another three years,&#8221; he told a media call on Monday after the group reported a 19.4% drop in half-year earnings, hurt by start-up losses at its Ethiopian operations and foreign currency depreciation.



Vodacom shares were down 4.53% at 1122 GMT.



The group, which is majority owned by Britain&#8217;s Vodafone, is still awaiting the Tribunal&#8217;s detailed reasons for blocking the Maziv merger. &#8220;It&#8217;s a travesty for South Africa that we&#8217;ve lost the opportunity for such a material investment, which would have been between 14 and 17 billion (rand) investment, plus an additional 25 billion in capex,&#8221; Joosub said.



The Tribunal can take up to two months to detail the grounds for its ruling but Joosub said that he hopes to receive it more quickly to help the group prepare for a potential appeal.



Vodacom also cut its interim dividend by 6.6% from a year earlier after its results on Monday.



It launched Safaricom Ethiopia last year with a consortium led by Kenya&#8217;s Safaricom, which is part-owned by the South African company and Vodafone, betting that the new unit would break even in year four &#8211; but this has been pushed back.



&#8220;As a result of the currency impact in Ethiopia Safaricom (we) revised the EBITDA break-even target for Ethiopia to FY 2027 from FY 2026,&#8221; Joosub said.



Group service revenue declined 1.2% in the six months ended Sept. 30 to 58.6 billion rand ($3.33 billion) due to currency headwinds. However, on a normalised basis it grew 9.9%.

PORT LOUIS, Nov 11 (Reuters) &#8211; Mauritius&#8217; incumbent Prime Minister Pravind Jugnauth said on Monday his political alliance was headed for a major defeat to a rival coalition led by a three-time former premier following Sunday&#8217;s parliamentary election.



Jugnauth said the Alliance du Changement headed by 77-year-old veteran politician Navin Ramgoolam was poised to win the vote on the Indian Ocean archipelago of about 1.3 million people.



With a cost of living crisis uppermost in voters&#8217; minds, Rangoolam&#8217;s alliance had said it planned to increase pensions as well as introduce free transport and internet services, and reduce fuel prices.



Jugnauth had promised to raise minimum wages, increase pensions and reduce value-added tax on some goods. He also negotiated an October agreement for Britain to cede the Chagos Islands while retaining the U.S.-UK Diego Garcia air base.



But his successes and promises did not appear to have swayed voters, with some wanting a new direction.



&#8220;L&#8217;Alliance Lepep is heading towards a huge defeat. I have tried to do what I can for the country and the population. The population has decided to choose another team. I wish good luck to the country,&#8221; Jugnauth told reporters.



<h2 class="wp-block-heading" id="h-final-results-due-soon">FINAL RESULTS DUE SOON</h2>



Earlier this month, his government blocked social media platforms until a day after the election, citing national security concerns after conversations between public figures were leaked. It lifted the ban a day later after opposition parties criticized the move.



Voters went to the polls to elect lawmakers for the 62 seats in parliament for the next five years, from a list of 68 parties and five political alliances.



Whichever party or coalition gets more than half the seats in parliament also wins the prime minister&#8217;s post.



Voter turnout stood at 79.3% of just over 1 million registered voters, election commission data showed.



It was due to announce the final results later on Monday.



Jugnauth became prime minister in 2017, when his father stepped down from the post, and won the election five years ago despite opposition complaints that it had been obtained through bribery and undue influence.



Ramgoolam, son of the man who led Mauritius to independence in 1968, was prime minister from 1995 to 2000 and won office again in 2005 and 2010. He first practiced as a doctor and lawyer before turning to politics full time.

GABORONE, Nov 11 (Reuters)&nbsp;&#8211;&nbsp;Botswana&#8217;s Vice President Ndaba Gaolathe will double as finance minister, new President Duma Boko said on Monday, announcing the first ministerial positions in his cabinet.



In a shock election result earlier this month, Boko&#8217;s Umbrella for Democratic Change coalition ousted the party that had ruled the southern African country for nearly six decades.



Analysts say mounting economic grievances, particularly among young people, contributed to Boko&#8217;s landslide victory.



High on Gaolathe&#8217;s to-do list will be lifting economic growth, which the International Monetary Fund projects will slow to 1% this year mainly due to lower diamond production.



&#8220;We are in a dire economic and financial situation. He has a huge job in his hands. He has to steer us through these choppy and turbulent waters,&#8221; Boko said during a&nbsp;press&nbsp;conference, referring to Gaolathe.



Boko also named an opposition lawmaker as deputy heath minister and an independent lawmaker as deputy agriculture minister.



He has not yet revealed the new mining minister, a job that is especially closely watched as Botswana is the world&#8217;s top diamond producer by value.



Boko told reporters that more cabinet appointments would be announced in the coming days.

JOHANNESBURG, Nov 11 (Reuters)&nbsp;&#8211;&nbsp;The South African rand was little changed in early trade on Monday, with local unemployment figures a highlight among this week&#8217;s economic data releases.



At 0707 GMT, the rand traded at 17.5850 against the dollar, within touching distance of Friday&#8217;s closing level of 17.5875.



The rand was highly volatile last week as global financial markets digested Donald Trump&#8217;s U.S. election victory and the Federal Reserve&#8217;s latest monetary policy decision.



This week, local factors may be back in the driving seat, analysts say.



Statistics South Africa will publish third-quarter unemployment numbers on Tuesday, with September manufacturing output also due on Tuesday and September mining production on Thursday.



The benchmark 2030 government bond was slightly weaker in early deals, with the yield up 1 basis point to 9.18%.

NAIROBI, Nov 11 (Reuters) &#8211; The Kenyan shilling was steady against the dollar on Monday, as inflows from the agriculture and tourism sectors matched demand from general goods importers and oil marketing companies, traders said.

JOHANNESBURG, Nov 11 (Reuters) &#8211; South African retailer Pick n Pay gave a price range of 42 rand to 54 rand ($2.39 to $3.07) per share for the initial public offering (IPO) of up to 40% of its discount grocery chain Boxer.



The IPO is part of Pick n Pay&#8217;s two-step recapitalisation plan to lower its debt and fix its loss-making core Pick n Pay supermarkets business.



Boxer, with 489 stores, is South Africa&#8217;s fastest-growing discount grocery chain.



Pick n Pay said in a statement that the offer would open at 9 a.m. (0700 GMT) on Monday and close at noon (1000 GMT) on Friday, Nov. 22.



The offer is for up to 202,380,953 shares, or 40.3%, of the issued share capital of Boxer. The shares are expected to be listed on the Johannesburg Stock Exchange on Nov. 28.

ACCRA, Nov 11 (Reuters)&nbsp;&#8211;&nbsp;Ghana&#8217;s main opposition leader John Dramani Mahama looks set to win December&#8217;s presidential election, an opinion poll showed on Monday, placing him ahead of his main challenger, ruling party candidate Muhamudu Bawumia.



Former president Mahama, 65, and current Vice President Bawumia, 60, are the two main contenders for the Dec. 7 election to replace President Nana Akufo-Addo, who is stepping down in January after two terms as head of the gold- and cocoa-producing nation. Eleven other candidates are also running.



Global InfoAnalytics, an Accra-based research group, released poll results on Monday that saw Mahama winning 52%, followed by 41.3% for Bawumia. The poll has a 1.9% error margin.



It found that voters were mainly concerned about the economy, jobs, education and infrastructure.



Mahama invested heavily in infrastructure during his 2012-17 presidency, when he faced criticism for power shortages and economic instability. His government was also embroiled in corruption allegations, although Mahama was never directly accused.



He is running again as the candidate of the main opposition National Democratic Congress (NDC).



Bawumia, an economist and&nbsp;former&nbsp;central banker, is running for the ruling New Patriotic Party (NPP), which grappled with Ghana&#8217;s worst economic crisis in a generation.



Both candidates have presented plans to boost the economy and improve livelihoods.



Ghana, the world&#8217;s second largest cocoa producer, defaulted on most of its $30 billion external debt in 2022 after years of overstretched borrowing.



Akufo-Addo&#8217;s government secured a 3-year, $3 billion bailout from the International Monetary Fund in 2023 and is now on the final lap of a painful process required for the money to be disbursed.



The Economist Intelligence Unit predicted an NDC win in October due to the NPP&#8217;s economic record. Fitch Solutions published a similar forecast that month.



Both Mahama and Bawumia are from northern Ghana, a historic NDC stronghold where the NPP has been making inroads.



Political analyst Alidu Seidu of the University of Ghana said the election would probably be a very close contest between the two.



Results were difficult to predict and a run-off vote was likely, he said.



No party has ever won more than two consecutive terms in Ghana&#8217;s democratic history.

Bitcoin reached a fresh all-time high near $81,000 and futures premiums soared, in a clear sign that investors believe the record-run in the world’s largest cryptocurrency is poised for even more gains on the back of U.S. elections that saw a swell of pro-crypto candidates win office.



Open interest in bitcoin’s price surpassing $90,000 rose to more than $2.8 billion on the popular Deribit derivatives exchange, one of a few crypto native platforms that offers futures trading. Deribit encompasses most of the offshore options market.



“The options market’s bias is heavily toward continued momentum. Call options trade at a premium to puts, and open interest in out-of-the-money calls has grown,”&nbsp;Vetle Lunde,&nbsp;head of research at K33 Research, told CNBC.



A call option gives the buyer the right to buy shares of an underlying asset at a certain price for a specified period of time. Buying a call option is a bet the asset price will move higher. Buying a put option is a bet the asset price will fall.



The CME derivates exchange offers bitcoin futures contracts and is a popular way for institutions in the U.S. to make bets on the future price of bitcoin. Velde told CNBC that on Friday CME premiums for ether and bitcoin averaged 14.5% and 14%, respectively. Ahead of the election, Velde says these premiums sat at 7%, and had spent a majority of the past half year hovering slightly below 10%.



“The recent surge is a meaningful deviation higher emphasizing the bullish flows of late,” he added, noting that yields more or less stabilized well into the double digits after the election became clear.



“Alongside the growth in leverage, we saw the first meaningful example of growing yields in offshore derivatives, indicative of the move being led by determined risk-takers positioning for further upside,” said Velde.



The early innings of bitcoin’s push higher coincided with substantial growth in open interest in perpetual swaps, or contracts that allow buyers to speculate on where they think prices are headed without a set expiration date.



But liquidity in crypto markets on weekends is typically poorer than during weekdays, as neither CME futures nor ETFs are open to trade, so moves thus tend to overreact and substantially retrace once these markets open again, according to Velde.



President-elect Donald Trump promised on the campaign trail to turn the United States into the “crypto capital of the planet.” His multiple pledges to the crypto community included launching a national crypto stockpile with the more than $16 billion in bitcoin the U.S. government has amassed through asset seizures, as well as slashing interest rates. The easing of monetary policy typically dovetails with a surge in crypto prices since it makes it cheaper to borrow money.



The Federal Reserve, which guides the country’s monetary policy, sets the benchmark rate. It also, by design, operates independently from the White House. On Thursday, the Fed approved its second consecutive interest rate cut.



On the back of election results and the Fed’s unanimous vote to again slash the benchmark rate, the crypto market broadly surged into the weekend. Ether eclipsed bitcoin’s rise, up 30% in the last seven days, and solana’s market cap topped $100 billion on Sunday.



The total market cap of all spot bitcoin ETFs is now above $80 billion, and in the last three trading days alone, the spot funds collectively added $2.3 billion.



Within fintech, companies tied to crypto were some of the top performers, after candidates funded by the crypto industry won races up and down the ballot.



Coinbase shares jumped 48% for the week, their strongest performance since January 2023. Coinbase was one of the top corporate donors in the election cycle, giving more than $75 million to Fairshake and its affiliate PACs, including a fresh pledge of $25 million to support the pro-crypto super PAC in the 2026 midterms.



Trump has vowed to oust SEC Chair Gary Gensler, which potentially bodes well for companies like Coinbase fighting the regulator in court over alleged securities offenses.



“Tuesday night was certainly a big night for crypto and the crypto voter,” Coinbase’s chief legal officer Paul Grewal said in an interview. “We’re going to have the most pro-crypto Congress ever, and Coinbase has played some part in all of that.”



Robinhood, which allows users to buy and sell a number of digital currencies, rose 27% for the week. The online brokerage received a Wells Notice from the SEC in May, a move that often precedes formal charges.



Robinhood’s general manager for its crypto unit told CNBC that the goal at Robinhood is to be able to work within the administration.



“If you think about crypto, it’s a very fast-moving pace. It’s complicated, it was made by engineers, for engineers,” said Johann Kerbrat, the Vice President and General Manager of&nbsp;Robinhood&nbsp;Crypto. “We want to help policymakers to understand it and help them drive the right protections for the customers.”
