<p>In the months since the novel <a href="https://www.cnbcafrica.com/videos/2020/05/15/covid-19-this-is-what-new-normal-may-look-like-for-commercial-banks/">coronavirus</a> started spreading across the world, <a href="https://www.cnbcafrica.com/special-report/2019/10/09/bill-gates-has-a-brilliant-method-for-making-decisions-and-he-says-its-similar-to-warren-buffetts/">Bill Gates</a> has been one of the most outspoken public figures with regards to the global response to the pandemic.</p>



<p>However, Gates says he wishes he had “done more” to warn the world about the potential dangers of a <a href="https://www.cnbcafrica.com/videos/2020/05/15/how-covid-19-is-transforming-the-way-learning-institutions-operate/">global pandemic</a> before coronavirus became one of the biggest <a href="https://www.cnbcafrica.com/videos/2020/05/11/life-healthcare-ceo-on-h1-results-covid-19-impact-on-business/">public health</a> issues in decades. The pandemic has already killed nearly 290,000 people globally, including more than 80,000 in the U.S.</p>



<p>“I wish I had done more to call attention to the danger,” Gates said in an interview with The Wall Street Journal published Monday.</p>



<p>To be fair, in addition to being a regular presence in television and podcast interviews about the pandemic in recent months, the billionaire and Microsoft co-founder was also on the record with warnings about the grave dangers presented by mass pandemics years before the Covid-19 outbreak.</p>



<p>For instance, Gates gave a TED Talk speech in 2015 warning people that an infectious virus was a greater risk to humanity than nuclear war, and he regularly called for world governments to step up their pandemic response plans.</p>



<p>(And Gates and his wife Melinda even shored up their own pandemic plans. “A number of years ago, we talked about, ‘What if there wasn’t clean water? What if there wasn’t enough food? Where might we go? What might we do as a family?’” Melinda Gates told BBC Radio Live in April. “We had prepared, and had some food in the basement in case needed&#8230;.”)</p>



<p>Still, Gates now says he wishes he’d been more outspoken to successfully convince world leaders about the potential for a “once-in-a-century pathogen” — which he now believes SARS-CoV-2 to be — to wreak havoc on the world.</p>



<p>“I feel terrible,” he told the Journal. “The whole point of talking about it was that we could take action and minimize the damage.”</p>



<p>Instead, Gates has been unsatisfied with government responses to the pandemic, which he predicted in one recent interview will end up costing the world “tens of trillions of dollars.” The billionaire has been particularly critical of the U.S. response to coronavirus.</p>

<p>In March, Gates said the U.S. “did not act fast enough” in its response to the pandemic to avoid taking extreme measures, such as shutting down businesses and issuing stay-at-home orders to millions of Americans. And, in April, Gates chimed in with his belief that President Donald Trump’s decision to defund the <a href="https://www.cnbcafrica.com/article/2020/05/14/covid-19-who-africa-head-moeti-stands-firm-over-madagascar-medicine/">World Health Organization (WHO)</a> is “as dangerous as it sounds.” </p>



<p>Gates’ critical comments, as well as his years-old comments about the dangers of a global pandemic, have even put him in the cross-hairs of conspiracy theorists — some of whom have made unfounded claims that he’s seeking to profit from the pandemic, or that he knew about coronavirus years before it appeared, or even that he wants to implant the global population with vaccine microchips.</p>



<p>Meanwhile, the billionaire has also put his philanthropic efforts to work to help combat the pandemic’s spread. The Bill &amp; Melinda Gates Foundation has already committed more than $300 million to help fund the development of coronavirus treatments and vaccines.</p>



<p>“I’m putting hundreds of millions of the foundation’s money into this,” Gates told the Journal. “But it’s really a governmental thing, just like the defense budget is there to help with an outbreak of war.”</p>



<p>While Gates says that many of the world leaders he spoke to about the dangers of a large-scale viral outbreak were sympathetic to his argument, he still wishes he’d been able to convince them to act sooner and put strategic plans into place that would accelerate the development of treatments and vaccines in the event of a pandemic.</p>



<p>“I wish the warnings that I and other people gave had led to more coordinated global action,” he said.</p>



<p>Gates added: “My hope now is that leaders around the world, who are responsible for protecting their citizens, will take what has been learned from this tragedy and invest in systems to prevent future outbreaks.”</p>

How small businesses can bounce back from the COVID-19 crisis

<p>In its fight against the spread of COVID-19, our continent faces a massive challenge that requires unprecedented levels of unity and coordinated action. To prevail, we have to grasp without hesitation what the World Health Organization (WHO) has described as a ‘window of opportunity’ while it remains open for us to do so.</p>



<p>While our continent is home to many of the world’s fastest developing nations, it is also home to some of the most vulnerable. It is a known fact that the high prevalence of malnutrition, anaemia, malaria, HIV/AIDs, and tuberculosis among our people, puts our continent in an unfortunate position; one in which high death rates happen easily. That is why the country’s leadership had to act swiftly and decisively.</p>



<p>As Africans, it is essential that we focus on coordinated efforts in our shared battle against COVID-19.&nbsp; Africa spans both hemispheres and consists of 55 member states. Our combined efforts and determination can and will see us through this challenging period. The second and follow-up virtual meeting of the ‘AU Bureau of Heads of State and Government’, held in April 2020, ended with solid plans for a more unified African response to the COVID-19 pandemic. In addition to presentations by Dr Tedros Adhanom Ghebreyesus, Director-General of WHO, Dr John Nkengasong, Director of Africa Centres for Disease Control and Prevention (CDC), the Bureau was also addressed by French President Emmanuel Macron.</p>



<p>All the heads of state in attendance expressed a shared apprehension over the unknown impact this virus stands to have on the health of citizens of Africa, as well as the unforeseeable economic impact it will have. The Heads of States and Governments discussed three broad themes and agreed to proceed to pursue several key solutions:</p>



<h2 class="wp-block-heading">1.&nbsp;&nbsp;&nbsp; <strong>Stronger inter-continental links for greater African solidarity</strong></h2>



<p>There was unanimous agreement on the urgent need to establish better humanitarian and trade corridors among countries; something they agreed would require cohesive efforts from all participants.&nbsp; All decisions would be in the best interest of the continent and its people.&nbsp; This will also enable Africa to speak with one voice on Africa’s priorities. African leaders also agreed on the need for an immediate lifting of all economic sanctions imposed on Zimbabwe and Sudan, as no African state would be left alone to fight against the spread of COVID-19. It was resolved that without the burden of sanctions, Zimbabwe and Sudan would be better positioned to save lives.</p>



<h2 class="wp-block-heading">2<strong>.&nbsp;&nbsp;&nbsp; An aggressive medical response</strong></h2>



<p>Africa requires the production of medical supplies and equipment. The heads of states and governments called for international cooperation, support towards up-scaling local production of needed Personal Protection Equipment (PPEs), medical supplies such as masks, gowns, ventilators, and other support devices, all of which are greatly needed in the continent.</p>



<p>Furthermore, the AU commended rapid action initiatives such as the ones coordinated by Ethiopian Prime Minister Abiy Ahmed and the Jack Ma Foundation. Working with the World Food Programme and Africa CDC, they mobilised and distributed over one million diagnostic tests, six million masks, and 600,000 PPE items to all African Union member states in less than a week.</p>



<h2 class="wp-block-heading"><strong>3.&nbsp;&nbsp;&nbsp; Fundraising efforts</strong></h2>



<p>The AU is taking a multi-stakeholder approach towards raising needed financial and other forms of international support to strengthen the fight to flatten COVID-19 growth in Africa. The gathered Heads of States and Governments also noted the progress made in operationalising the African Union’s COVID-19 Response Fund, which was established on in March 2020. Members pledged the sum of US$12.5 million and an additional US$4.5million to the Africa CDC.</p>



<h2 class="wp-block-heading"><em>Africa’s Call</em></h2>



<p>To win the battle against COVID-19, protect its citizens and, by extension, citizens of the world, the AU calls for the support pledged by the G20, the World Bank and the International Monetary Fund (IMF) to be delivered without further delay. It also calls for these institutions to review their disbursement policies to unlock higher levels of flexibility, speed, and Africa’s access to the IMF’s Special Drawing Rights (SDRs). In addition, the AU also supports the call for a comprehensive stimulus package for Africa and the immediate suspension of interest payments on Africa’s external public and private debt. Such measures would benefit all Africans, as greater fiscal space would be created to resource the battle against COVID-19.</p>



<p>In conclusion, allow me to remind you all, of our South African concept of Ubuntu – I am because you are – which also rings true in the hearts of all Africans and, I hope, inspires people around the world. It is in the spirit of this shared humanity that Africa’s call is made for the global support of our resilient, yet fragile continent.</p>

<p><em>The Minister of Trade, Industry and Competition, Ebrahim Patel, has relaxed restrictions on a wide range of e-Commerce goods following South Africa&#8217;s <a href="https://www.cnbcafrica.com/coronavirus/2020/05/13/covid-19-most-of-sa-to-move-to-level3lockdown-by-end-of-may/">President Cyril Ramaphosa&#8217;s comments</a> last night that certain changes to level 4 regulations will be made to expand permitted business activities in the retail and e-commerce space.</em> For more details read Patel&#8217;s statement below&#8230;</p>



<p>Effective today, and subject to all applicable laws, all goods will be available for transaction through e-Commerce platforms with the exception of liquor and tobacco, which have been expressively prohibited for sale to the public during Alert Level 4. These products would be reconsidered in future when the Regulations permit their sale.</p>



<p>These <a href="http://www.thedtic.gov.za/wp-content/uploads/43321_14-5.pdf">gazetted directions</a> enable the sale of products through e-Commerce platforms and delivery-systems that are currently not available at retail outlets, including household appliances, electronic goods, furniture, books, music, gym products, the full range of clothing and footwear products, household utensils and others.</p>



<p>The Department of Trade, Industry and Competition (the dtic) has been working on a plan for e-Commerce to be safely rolled out since the Alert Level 4 regulations came into effect on 1 May. The key focus of the e-Commerce directions are on the health, safety and other protocols that need to be followed by retailers, delivery personnel and customers.</p>



<p>&#8220;We strongly believe in the value of e-Commerce as a critical enabler to opening the economy through contactless transactions. This can reduce the movement of consumers, and the density of shoppers in retail spaces. Further it can accelerate innovation, support local manufacturing and increase access by the informal market and poorer South Africans,” Minister Patel said today.</p>



<p>“We are in the middle of a global pandemic that has taken hundreds of thousands of lives across the world. Protecting the lives of workers and consumers is critical as we open up the economy. We have consulted with stakeholders to get the proper health and safety protocols in place which can allow the full e-Commerce supply chain to operate safely while mitigating the risk of it becoming a vector for transmission of the coronavirus,&#8221; said Minister Patel.</p>



<p>The directions outline the need for hygienic workplace conditions, social distancing, the wearing of masks, regular monitoring of workers’ health and the need for sanitisation, among other health protocols.</p>



<p>To limit the social and economic hardship caused by the pandemic on local industries and enable consumer choice to support local producers, the directions encourage retailers to give prominence to goods manufactured in South Africa.</p>



<p>The directions call on retailers to provide for as many payment options as possible for consumers, especially for low income earners, so that a greater number of South Africans can take advantage of online platforms.</p>



<p>The directions also recognise the opportunity for spaza shops and informal traders to leverage e-Commerce as a means of selling goods.</p>



<p>&#8220;e-Commerce has great potential as a safe retail platform during the pandemic. We need to work together with the sector to make digital platforms an avenue which can be used by a greater number of local manufacturers, retailers and consumers to transact. We have consulted with companies in e-Commerce who have committed to give prominence to South African-made goods on their sites. This is an important step in order to limit the social and economic hardship caused by the pandemic on local industries. We encourage all consumers to buy local and support the recovery of South African manufacturing during this global pandemic,” Minister Patel said.</p>



<p>“Beyond the pandemic, we are likely to see a shift from traditional retailing to e-Commerce platforms. We look forward to future engagement with the sector to address how to create more jobs in the sector and retrain workers displaced by the shift to e-Commerce and to ensure that there is space for local small businesses and youth-owned enterprises as suppliers of goods and providers of digital platforms and delivery services,” he said.</p>

<p>Matshidiso Moeti, the regional head for Africa for the World Health Organisation , has stood firm in the face of backlash from the continent over her advice to hold back on using herbal medicine from Madagascar against COVID-19.</p>



<p>Social media was alive with criticism in the days following Moeti’s cautious reaction to this a tonic produced from a plant called Artemesia blended with a collection of herbs grown on the island of Madagascar. Madagascan President Andry Rajoelina has presented it to heads of state at the African Union as a herbal prevention of treatment of COVID-19.</p>



<p>“Africa should believe in herself instead of waiting for approval from a foreign organization to provide a cure for COVID-19,”says one tweet this week despite the fact that South Africa has volunteered to test the elixir.</p>



<p>“We survived diseases with our own traditional remedies for centuries without WHO’s approval. We are Africans, the bush is our pharmacy,” say other tweets, “Rather be killed by an African drug than a western vaccine.&#8221;</p>



<p>In her response Moeti was diplomatic, yet firm in her response in WHO’s weekly briefing to Africa’s media. She pointed out that WHO had worked for many years with governments to help them integrate African medicine into their health systems and also supported trials of herbal cures.</p>



<p>“Any medicine that is to be used we advise people to take it through trials . We are in talks with Madagascar to see what we can do,” says Moeti.</p>



<p>“We are not at all discouraging the use of the product, but would like to advise&nbsp; that is tested so when we celebrate the use of this product in Africa is we would like to do so with some evidence from tests behind it.” &nbsp;&nbsp;</p>



<p>For centuries – long before pharmaceuticals factories were built – African herbs were a natural and trusted way of healing and warding off ailments. The liquid is being made by the Madagascar Institute of Applied Research and distributed door-to-door by soldiers in the capital Antananarivo. The WHO also painted a bleak picture of COVID-19 in Africa. It said there were 72,000 confirmed 2500 died in 47 countries in Africa. On top of this, there were 200 million Africans going hungry, according to the World Food Programme, with many more by the day as children missed their only meal of the day as school stayed shut.</p>
