<p>HARARE/NAIROBI, July 1 (Reuters) &#8211; The United States will begin shipping the first batch of COVID-19 vaccines it has donated to Africa from this weekend, a special envoy of the African Union said on Thursday, as the continent sees a surge in cases fuelled by variants.</p>



<p>Separately, the World Health Organization Africa head Matshidiso Moeti warned on Thursday that the third wave hitting the continent was &#8220;like nothing we&#8217;ve seen before.&#8221;</p>



<p>U.S. President Joe Biden&#8217;s administration announced last month it would donate 500 million Pfizer coronavirus vaccine doses to the 100 lowest income countries in the world and will seek no favours in exchange for the doses.</p>



<p>Strive Masiyiwa told a weekly online briefing of the Africa Centres for Disease Control that the donations consisted largely of Pfizer doses and a few Johnson &amp; Johnson vaccines.</p>



<p>&#8220;We begin to ship by this weekend the U.S. donations. So some countries will begin to receive early next week shipments that are Johnson &amp; Johnson, others will receive shipments that are Pfizer. No country will receive both,&#8221; Masiyiwa said.</p>



<p>Masiyiwa is part of the African Vaccine Acquisition Trust, which is helping coordinate the distribution of the vaccines donated by the United States.</p>

<p>The continent is lagging behind in vaccinating its population, with just 1% fully inoculated, John Nkengasong, the Africa CDC director said during the same meeting.</p>



<p>Africa aimed to have 800 million doses by December this year but had only received 65 million so far, Nkengasong said.</p>



<p>At a later briefing on Thursday, Moeti said the surge in cases was being fuelled by more contagious variants.</p>



<p>&#8220;The Delta variant of concern is the most contagious we&#8217;ve seen. It has been found in 16 African countries so far, including three out of the five countries reporting the most new cases,&#8221; Moeti told reporters.</p>



<p>She urged urgent action on the part of wealthier nations on the sharing of vaccines.</p>



<p>Just over 1% of Africans are now fully vaccinated, compared to 11% of people globally, and over 46% of people in the United Kingdom and the United States, she added.</p>



<p>&#8220;Africa must not be left languishing in the throes of its worst wave yet,&#8221; she said. </p>

<p>CAPE TOWN, July 1 (Reuters) &#8211; South Africa&#8217;s top court on Thursday re-affirmed an earlier ruling that President Cyril Ramaphosa did not deliberately mislead lawmakers about donations to his 2017 campaign to lead the ruling party.</p>



<p>The Public Protector, an anti-graft watchdog, had been unhappy with last year&#8217;s ruling by the high court, which found that Ramaphosa did not, as alleged, intentionally mislead parliament about fundraising and donations. These included 500,000 rand deposited into Ramaphosa&#8217;s son Andile&#8217;s account.</p>



<p>The case has been seen as proxy war between two rival factions within the ruling African National Congress (ANC), one supporting Ramaphosa; the other, former President Jacob Zuma, who was sentenced to 15 months in jail on Tuesday for failing to appear at a corruption inquiry.</p>



<p>Public Protector Busisiwe Mkhwebane is seen as allied to Zuma&#8217;s faction, a claim she has denied.</p>



<p>Ramaphosa ousted scandal-hit Zuma as party leader in 2018, and Zuma has since been subjected to several corruption investigations.</p>



<p>Mkhwebane had also alleged in her 2019 report that there was prima facie evidence of money laundering involving millions of rands in the campaign to succeed Jacob Zuma. Ramaphosa denied this when he sought a legal review of her report, winning the case in the high court last year.</p>



<p>The constitutional court on Thursday threw out a challenge by Mkhwebane to that ruling.</p>



<p>&#8220;The Public Protector was wrong on the facts … with regard to the issue whether the president had wilfully misled parliament and the high court was right to set aside her findings,&#8221; judge Chris Jafta said. </p>

<p>JOHANNESBURG, June 30 (Reuters) &#8211; South African state power utility Eskom, Africa&#8217;s biggest greenhouse gas emitter, is pitching a $10 billion plan to global lenders that would see it shut the vast majority of its coal-fired plants by 2050 and embrace renewable energy.</p>



<p>Discussions have already started with development finance institutions like the World Bank and the African Development Bank, a senior Eskom official told Reuters.</p>



<p>&#8220;It&#8217;s a lot of money, so what we are putting on the table is to say to funders: South Africa can offer you the biggest point source of carbon emissions reduction in the world,&#8221; said Mandy Rambharos, general manager at Eskom&#8217;s Just Energy Transition office.</p>



<p>Eskom, which generates more than 90% of the country&#8217;s electricity chiefly by burning coal, is looking for around $7 to $8 for every tonne of carbon dioxide equivalent it cuts from its greenhouse gas emissions. Eskom currently emits around 213 million tonnes of CO2 equivalent a year.</p>



<p>The idea is to line up some of the funding before the COP26 climate conference in Glasgow in November. The utility is already looking at &#8220;repowering&#8221; its Komati coal plant using solar and battery storage and could present the project at COP26 to show it is serious about curbing emissions.</p>



<p>Rambharos said Eskom was modelling different scenarios to reach its target of &#8220;net zero&#8221; emissions by 2050.</p>



<p>The least aggressive path is the one the government laid out in a 2019 document called the Integrated Resource Plan, which envisaged Eskom shutting down some 35,000 megawatts (MW) of coal by 2050. As of March 2020, Eskom had around 41,000 MW of installed coal-fired capacity.</p>



<p>A bolder one would see even Medupi and Kusile, which will be two of the world&#8217;s largest coal plants when fully operational, shuttered in the 2040s, at least 20 years ahead of schedule and leaving Eskom with no coal by 2050 from 15 stations now.</p>



<p>While Eskom could use natural gas as part of its energy transition, the ultimate aim is to replace coal with renewables, Rambharos said. &#8220;That is the future. I don&#8217;t think we can look at 2050 and still see fossil fuels in there to be honest.&#8221;</p>



<p>Analysts have flagged the carbon intensity of South Africa&#8217;s economy as a major risk as investors and governments become increasingly attuned to climate concerns, and Rambharos said it was time to act.</p>



<p>&#8220;We will be left in this little bubble where we are not going to be able to export our wine or our fruit or our cars if we don&#8217;t transition,&#8221; she said. &#8220;The whole world is transitioning, we have to get on this bandwagon &#8211; for South Africa to remain competitive and for our economy to grow.&#8221; </p>

<p>MBABANE, June 29 (Reuters) &#8211; Demonstrators in the small southern African kingdom of eSwatini demanded reforms to its system of absolute monarchy on Tuesday, and security forces tried to repel them with gunfire and tear gas.</p>



<p>&#8220;I can hear gunshots and smell teargas. I do not know how I will get home, there is nothing in the bus rank, there is a strong presence of riot police and the army,&#8221; Vusi Madalane, a shop assistant in the capital Mbabane, said by telephone.</p>



<p>Acting Prime Minister Themba Masuku denied some media reports that King Mswati III had fled the violence to neighbouring South Africa.</p>



<p>Anger against Mswati has been building for years, and protests occasionally turn violent, with police using tear gas, stun grenades and water cannons to disperse stone-throwing protesters.</p>



<p>Security forces set up road blocks to prevent access by some vehicles to the capital, Mbabane, on Tuesday. Some banks said they had shut until the unrest &#8212; which started on the weekend and turned violent overnight &#8212; subsides.</p>



<p>Government spokesperson Sabelo Dlamini said schools and bus stations had been ordered closed. Reuters saw school children hurrying home on the outskirts of the capital.</p>



<p>Campaigners say the king has consistently evaded calls for meaningful reforms that would nudge eSwatini, which changed its name from Swaziland in 2018, in the direction of democracy. They also accuse him of using public coffers as a piggy bank, funding a lavish lifestyle off the backs of his 1.5 million subjects, most of them subsistence farmers.</p>



<p>&#8220;His Majesty King Mswati III is in the country and continues to lead in working with government to advance the Kingdom&#8217;s goals,&#8221; the statement from Masuku said. &#8220;We appeal for calm, restraint and peace from all emaSwati (eSwatini citizens).&#8221;</p>



<p>The 53-year-old king denies being an autocrat, and is impenitent about the lifestyle enjoyed by him and his fifteen wives, who between them occupy several state-funded palaces.</p>



<p>A spate of crackdowns, such as the arrest of opposition leaders and activists in 2019, has done little to discourage anti-monarchy sentiment in the former British protectorate. </p>

<p>JOHANNESBURG, June 29 (Reuters) &#8211; South Africa&#8217;s highest court on Tuesday sentenced ex-president Jacob Zuma to 15 months in jail for failing to appear at a corruption inquiry, as Zuma appeared to run out of options in his battle to escape prosecution.</p>



<p>The former leader failed to appear at the inquiry led by Deputy Chief Justice Raymond Zondo in February, and the inquiry&#8217;s lawyers approached the constitutional court to seek an order for his imprisonment.</p>



<p>&#8220;He has depleted all his (legal) options because there is no higher court to appeal to. The constitutional court is normally the last stop,&#8221; Amanda Gouws, a professor of political science at the University of Stellenbosch, said.</p>



<p>&#8220;They have finally said &#8216;enough is enough&#8217;,&#8221; she said.</p>



<p>Zuma, 79, was ousted in a move orchestrated by allies of his successor, President Cyril Ramaphosa, in 2018. Since then, he has faced determined legal moves aiming to bring him to book for alleged grand corruption during and before his time in office.</p>



<p>These include the so-called Zondo commission, but also a separate court case relating to a $2 billion arms deal in 1999, when Zuma was deputy president.</p>



<p>The Zondo inquiry is examining allegations of high-level graft involving three Indian tycoons during Zuma&#8217;s period in power from 2009 to 2018. Zuma denies wrongdoing and has so far not cooperated.</p>



<p>He has five days to appear before police.</p>



<p>&#8220;INSULT&#8221;</p>



<p>Commenting on a 21-page letter that Zuma sent to the country&#8217;s chief justice in which he claimed to have been treated unfairly, the judge said: &#8220;His attempts to evoke public sympathy through unfounded allegations fly in the face of reason, and are an insult the constitutional dispensation for which so many women and men fought and lost their lives.&#8221;</p>



<p>She added: &#8220;If his conduct is met with impunity, he will do significant damage to the rule of law.&#8221;</p>



<p>A spokesman for Zuma told eNCA television that Zuma&#8217;s lawyers would study the constitutional court judgment before issuing a statement.</p>



<p>The allegations against Zuma include that he allowed businessmen close to him &#8211; brothers Atul, Ajay and Rajesh Gupta &#8211; to plunder state resources and influence policy.</p>



<p>The Guptas, who also deny wrongdoing, left South Africa after Zuma&#8217;s ouster.</p>



<p>President Ramaphosa has been trying to restore investor confidence in Africa&#8217;s most industrialised nation. However, he has faced opposition from a faction within the governing African National Congress (ANC) party that is still loyal to Zuma.</p>



<p>An ANC spokesman was not immediately available to comment on Tuesday&#8217;s court ruling when called by Reuters. </p>

<p>The Nigerian Senate is expected to pass a supplementary 895.84 billion naira to the 2021 appropriation bill today, after the bill scaled a second reading on Monday. Also, the federal government has added South Africa to its red list of countries restricted for arriving passengers as part of efforts to curb the entrance of the delta variant in the country.
