CAPE TOWN, June 3 (Reuters) &#8211; For the Khoi and San &#8211; South Africa&#8217;s first inhabitants &#8211; a verdant patch of land in Cape Town embodies victory and tragedy.



The two communities drove back cattle-raiding Portuguese soldiers there in 1510. But, a century and a half later, it was where Dutch settlers launched a campaign of land dispossession.



Today it is again the scene of another conflict, this time over a development where construction is due to begin this month and which will eventually be home to a new 70,000-square metre Africa headquarters for U.S. retail giant Amazon.



&#8220;This is where land was first stolen,&#8221; said Tauriq Jenkins, of the Goringhaicona Khoena Council, a Khoi traditional group opposed to the project. &#8220;We want a World Heritage Site. We do not want 150,000 tonnes of concrete.&#8221;



The 15-hectare riverside area was previously home to a golf driving range and popular bar &#8211; a small blue plaque the only indication of its historical significance.



It is now earmarked for a 4 billion rand ($284 million) mixed-use development complete with a hotel, retail offices and residential units.



Amazon, which already employs thousands of people in Cape Town in a global call centre and data hubs, is lined up as its anchor tenant, with no other big names yet disclosed by city bosses or developers.



While some groups have welcomed the prospect of new jobs, the whole project, not Amazon&#8217;s specific plans, has faced a backlash from other community leaders as well as environmentalists and activists. They have held marches at the site and are now threatening to take the matter to court.



According to the Observatory Civic Association, which represents a nearby residential community, close to 50,000 objections to the development have been lodged so far with city and provincial authorities.



They want the development stopped and the area declared a provincial or national heritage site; environmentalists say it is important to preserve because it is an ecologically sensitive area at the confluence of two rivers.



Amazon in South Africa and the United States declined to comment on the dispute and referred queries to the developer, South Africa&#8217;s Zenprop. It in turn directed the queries to Liesbeek Leisure Properties Trust (LLTP), the structure set up to develop this specific project.



&#8220;There is no groundswell of unhappiness,&#8221; said LLTP&#8217;s Jody Aufrichtig, emphasising that the development went through an extensive public approval procedure.



&#8220;The handful of vocal objectors who remain, who were given fair opportunity to participate, simply do not like the outcome.&#8221;



BALANCING JOBS AND HERITAGE



Land, its history and its ownership are fraught issues in South Africa, where memories of forced removals and segregation remain fresh nearly three decades after the end of apartheid.



Such sensitivities were taken account when considering the project, Cape Town Mayor Dan Plato said in a statement, announcing his approval of the development.



&#8220;We are acutely aware of the need to balance investment and job creation, along with heritage and planning considerations,&#8221; he said, touting the development as a much-needed boost for Cape Town&#8217;s tourism-dependent, pandemic-crippled economy.



The project will create thousands of new jobs, LLTP say, while also paying tribute to Khoi and San culture and history.



Designs include an indigenous garden and a heritage centre where LLTP&#8217;s Aufrichtig said Khoi and San descendents will work as operators and educators.



Such efforts have succeeded in winning over some Khoi and San, including a group calling itself the First Nations Collective, which engaged directly with the developers.



&#8220;We chose cultural agency rather than the evil of government deadlock to achieve the objective of creating a liberated zone for our people,&#8221; said Zenzile Khoisan, spokesman for the Collective.



Mayor Plato gave the project a green light in April after a two-year provisional heritage protection order instated to allow time to examine opposition to the project lapsed last year. And Aufrichtig said development is now due to begin mid-June.



But opponents, like Martinus Fredericks, paramount chief of the !Aman (Nama) Traditional Council, said they are not ready to give up. They still hope to force a review or block of the planning permission via the courts.



&#8220;We will approach the courts,&#8221; he said. &#8220;We will mobilise every single Khoi and San person in the country to stop that development.&#8221;

ROME, June 3 (Reuters) &#8211; World food prices rose in May at their fastest monthly rate in more than a decade, posting a 12th consecutive monthly increase to hit their highest level since September 2011, the United Nations food agency said on Thursday.



FAO also issued its first forecast for world cereal production in 2021, predicting output of nearly 2.821 billion tonnes &#8212; a new record and 1.9% up on 2020 levels.



The Food and Agriculture Organization&#8217;s food price index, which measures monthly changes for a basket of cereals, oilseeds, dairy products, meat and sugar, averaged 127.1 points last month versus a revised 121.3 in April.



The April figure was previously given as 120.9.



On a year-on-year basis, prices were up 39.7% in May.



FAO&#8217;s cereal price index rose 6.0% in May month-on-month and 36.6% year-on-year. Maize prices led the surge and are now 89.9% above their year-earlier value, however FAO said they fell back at the end of the month, lifted by an improved production outlook in the United States.



The vegetable oil price index jumped 7.8% in May, lifted primarily by rising palm, soy and rapeseed oil quotations. Palm oil prices were boosted by slow production growth in southeast Asia, while prospects of robust global demand, especially from the biodiesel sector, drove up soyoil prices.



The sugar index posted a 6.8% month-on-month gain, due largely to harvest delays and concerns over reduced crop yields in Brazil, the world&#8217;s largest sugar exporter, FAO said.



The meat index rose 2.2% from April, with quotations for all meat types buoyed by a faster pace of import purchases by east Asian countries, mainly China.



Dairy prices rose 1.8% on a monthly basis and were up 28% on a year earlier. The increase was led by &#8220;solid import demand&#8221; for skim and whole milk powders, while butter prices fell for the first time in almost a year on increased export supplies from New Zealand.



FAO said its forecast for record world cereal production this year was underpinned by a projected 3.7% annual growth in maize output. Global wheat production was seen rising 1.4% year-on-year, while rice production was forecast to grow 1.0%.



World cereal utilization in 2021/22 was seen increasing by 1.7% to a new peak of 2.826 billion tonnes, just above production levels. &#8220;Total cereal food consumption is forecast to rise in tandem with world population,&#8221; FAO said.

World food price index surges in May to highest level since 2011 -FAO

HARARE, June 2 (Reuters) &#8211; Prices of goods in Zimbabwe are spiralling again, threatening to halt a decline in consumer inflation, after authorities last week forced businesses to stop quoting prices in U.S. dollars in a bid to encourage more use of the faltering local currency.



Despite the re-introduction of the Zimbabwe dollar in 2019, most businesses have been charging in U.S. dollars, with customers having an option to pay using local money at rates higher than the official exchange rate.



After losing their pensions and savings during a decade of hyperinflation to 2009, Zimbabweans prefer using the greenback to their own currency.



The government issued regulations on Friday making it mandatory to quote prices in the local currency, with payment in dollars offered as an option using the official rate.



This has seen prices of goods from groceries to building materials go up, and more so in U.S. dollars, all of which risks pushing up inflation, which slowed to 162% in May from a decade high of 838% last July.



For goods that cost 10,000 Zimbabwe dollars last week, a customer could pay $83.33 because shops used a weaker exchange rate of 120 per dollar. This week, a customer needed $111.90 for the same goods using the official exchange rate.



The government said companies were buying dollars at the official foreign currency auction but pricing their goods using black market rates.



But the auction has not been able to meet demand, forcing businesses to source all or a portion of their forex on the black market. The Zimbabwe dollar trades at 84 to the greenback compared with between 120 and 135 on the black market.



Harare resident Justin Parehwa, who is building a house, said he had been quoted $3,350 for roofing material last week but when he returned to pay on Monday the price had gone up to $3,975.



&#8220;I do not have that extra money. This has ruined my plans,&#8221; he said.



The Confederation of Zimbabwe Industries called for the immediate suspension of the regulations, which include jail terms and fines for businesses that refuse to comply.



&#8220;The immediate impact of applying the (regulations) would be that U.S. dollar prices will be hiked…. This means an immediate spike in U.S.D inflation, a component of our blended inflation rate,&#8221; the group said in a statement.

Zimbabwe prices spiral after businesses told to stop pricing in dollars

ABIDJAN, June 2 (Reuters) &#8211; Senegal plans to raise $500 million from the debt market to create jobs for young people and finance youth entrepreneurship as part of a response to riots that shook the country in March, a junior minister said on Wednesday.
Senegal, one of Africa&#8217;s most stable democracies, was rocked by its worst unrest in a decade after the arrest of a popular opposition politician triggered an explosion of pent-up anger over economic hardship.
Following the riots, President Macky Sall announced a three-year, 450 billion CFA franc ($841 million) fund, with programmes aimed at boosting youth recruitment into public service and funding for entrepreneurs.
&#8220;I&#8217;m working to present the president with a plan to issue a &#8216;youth bond&#8217;,&#8221; Papa Amadou Sarr, a junior minister in charge of entrepreneurship in the president&#8217;s office, said on the sidelines of an investment meeting in Abidjan in Ivory Coast.
&#8220;The timing will depend on the president. We&#8217;ll be the first African country to trust in the youth, to invest in the youth for a long-term period, 15 to 30 years and raise $500 million to support entrepreneurs developing their businesses,&#8221; Sarr told journalists.
He said the fund would target young people and women because Senegal&#8217;s previous Eurobond issues focused mainly on large infrastructure projects. Senegal raised $2.2 billion in a Eurobond issue in 2018.
The youth fund will help create 65,000 jobs over the next three years in the public sector, particularly in education, defence, cleaning and housing, Sarr said.
Some of the funds will also be offered as nano-credits of as little as 150,000 CFA francs ($280) to women and young entrepreneurs looking to start a business. It will also support small and medium-size operators, granting them access to guaranteed capital, Sarr said.

DAKAR, June 2 (Reuters) &#8211; Much of Africa may have been spared the death toll that COVID-19 brought to other regions, but it now faces recession, growing violence and higher unempoyment because of the pandemic, a report said on Wednesday.



&#8220;The global economic shutdown has driven Africa into recession for the first time in 30 years, with severe repercussions for unemployment, poverty, inequalities and food insecurity,&#8221; said the 2021 Ibrahim Forum Report.



It was released ahead of the annual conference this weekend of the Mo Ibrahim Foundation, which promotes good governance in Africa.



African countries implemented strict travel restrictions and robust contact tracing when the outbreak began, potentially saving millions of lives, the report said.



But Africa was the only continent where incidents of violence rose over the course of the pandemic. Mob violence rose by 78%, while more than 90 people were killed by security forces implementing lockdown restrictions, the report said.



Conflict resolution and counterinsurgency efforts were scaled back, opening doors for extremist groups to capitalize on the outbreak by filling gaps left by the state.



&#8220;COVID-19 has already been integrated into the propaganda of groups like Al Shabab and Boko Haram, to help justify their cause,&#8221; said Camilla Rocca, Head of Research at the foundation.



&#8220;They want to paint themselves as service providers, with Al Shabab, for instance, opening clinics and the Islamic State branch in [Democratic Republic of Congo] providing medicines,” she said.



A recovery strategy needs to emphasise the creation of sustainable jobs, the report said.



One solution would be for Africa to develop a vaccine manufacturing industry, which could produce jobs across different sectors and fulfill a dire healthcare need.



&#8220;Harnessing the lessons from COVID-19, our continent can build a more sustainable, self-reliant and inclusive future,&#8221; Mo Ibrahim, the Sudanese-British billionaire at the helm of the foundation, said in the report.



&#8221; Africa’s youth, who are the future of our continent, must be at the heart of the plan.&#8221;

Recession and violence among COVID side effects in Africa, report finds

June 1 (Reuters) &#8211; The International Monetary Fund and Uganda reached a staff-level agreement for a $1 billion program under a three-year extended credit facility, the Fund said on Tuesday.



The African country said last month it had applied for an IMF loan in order to bolster its shaky finances after the COVID-19 pandemic hammered its economy.



Last year, the Fund loaned Uganda over $490 million.



&#8220;The IMF-supported program supports the next phase of the COVID-19 response and strengthens the fundamentals of a more inclusive private sector-led growth,&#8221; said Amine Mati, head of the IMF team that held virtual missions to Uganda earlier this year.



&#8220;Strengthening governance and budget transparency will be key to fostering public sector efficiency while preparing the ground for sound management of oil revenues.&#8221;



Uganda imposed one of Africa&#8217;s tightest COVID-19 lockdowns, which included a shuttering of all businesses except the most essential.



The staff-level agreement is subject to approval by the Fund&#8217;s management.

LONDON — Cryptocurrencies are an alternative to&nbsp;<a href="https://www.cnbc.com/quotes/@HG.1">copper</a>&nbsp;— not&nbsp;<a href="https://www.cnbc.com/quotes/@GC.1">gold</a>&nbsp;— when it comes to hedging against inflation, according to Jeff Currie, global head of commodities research at Goldman Sachs.



<a href="https://www.cnbc.com/2021/05/31/economy-can-handle-the-sharp-rise-in-inflation-market-bull-ed-yardeni.html">Inflation is rising as the global economy</a>&nbsp;recovers from the effects of the Covid-19 crisis as central banks keep monetary policy historically loose and demand outstrips supply on multiple fronts. The U.S. Federal Reserve’s preferred inflation gauge, the&nbsp;<a href="https://www.cnbc.com/2021/05/28/pce-price-index.html">core personal consumption expenditure index</a>&nbsp;published Friday, increased 3.1% in April from a year earlier, exceeding expectations.



Gold and crypto have been&nbsp;<a href="https://www.cnbc.com/2020/05/07/paul-tudor-jones-reportedly-buys-bitcoin-as-an-inflation-hedge-compares-crypto-to-70s-gold-trade.html">deemed as hedges against rising prices</a>, with&nbsp;<a href="https://www.cnbc.com/2021/05/18/cryptocurrencies-are-close-to-reaching-a-big-milestone-versus-gold-by-one-wall-street-firms-count.html">crypto bulls in some cases championing bitcoin</a>&nbsp;as a modern-day replacement for bullion. Inflation hedges aim to protect the investor against a fall in the purchasing power of money due to rising prices.



Gold prices have risen almost $200 since the beginning of April to hit a four-month high, fueled by a weakening U.S. dollar and an increase in demand on the back of rising inflation expectations.



Meanwhile, cryptocurrencies have been on a wild ride.&nbsp;<a href="https://www.cnbc.com/quotes/BCH.CB=">Bitcoin</a>, for instance, is up more than 25% year-to-date, but down more than 25% over the past three months.



Speaking to CNBC’s “Squawk Box Europe” on Tuesday, Currie said investors should see digital currencies not as a substitute for gold when looking at inflation hedges, but rather noted their similarities to copper.



“You look at the correlation between bitcoin and copper, or a measure of risk appetite and bitcoin, and we’ve got 10 years of trading history on bitcoin — it is definitely a risk-on asset,” Currie said. He noted that both bitcoin and copper act as “risk-on” inflation hedges, compared to gold, which is viewed as a safe haven, or “risk off.”



Copper surged to all-time highs in mid-May before suffering a sharp decline towards the end of the month, only to rebound again last week.



“There is good inflation and there is bad inflation. Good inflation is when demand pulls it, and that is what bitcoin hedges, that is what copper hedges, that is what oil hedges,” Currie said.



“Gold hedges bad inflation, where supply is being curtailed, which is … focused on the shortages on chips, commodities and other types of input raw materials. And you would want to use gold as that hedge,” he added.

Meanwhile, in a note Monday, Goldman Sachs suggested that commodities broadly remain the best inflation hedge for investors looking for protection from a potential downturn.



In the note, Currie’s commodities research team noted that since stocks price in forward expectations for earnings and growth, they are a good hedge of “anticipated inflation.” However, once inflationary expectations become imminent enough to suggest central banks may be forced to hike interest rates, equities cease to be as useful as an inflation hedge, they argued.



“Commodities are spot assets that do not depend on forward growth rates but on the level of demand relative to the level of supply today,” the note said.



“As a result, they hedge short-term unanticipated inflation, created when the level of aggregate demand is exceeding supply in the late stages of the business cycle.”
